The regular meeting for the Council of the
Village of Rexton was held in the Council
Chambers on Tuesday, August 11, 2015 at
7:00 p.m.

CALL TO ORDER: The Mayor David L. Hanson
called the meeting to order at 7:00 p.m. Council
met at 6:00 p.m. for a Planning Session.

APPROVAL OF THE AGENDA: It was moved by
Albert Corcoran and seconded by Lisa Warman
that the agenda be approved with noted
additions. Motion carried.

APPROVAL OF THE MINUTES: It was moved by
Lisa Warman and seconded by William Flanagan
that the June 9th minutes be approved. Motion
carried.

2. Rexton Curling Club: Following a request to
improve the rink lighting and energy cost
savings with new LED lights, it was agreed that
the Director of Public Works look into this
request.

11. Rexton Area Health Care Foundation: It
was moved by Lisa Warman and seconded by
William Flanagan to donate the same amount as
last year for the golf tournament. Motion
carried.

INCIDENT REPORT:
Residential Complaints: A complaint was made
regarding several incidents of dogs/horses
running loose causing property damages to
neighbours and environmental concerns of feces
into the Richibucto River. The DOE and KRSC
were approached. It was moved by William
Flanagan and seconded by Albert Corcoran that
the Planning Commission be asked to write a
letter to the DOE. Motion carried.
RAPPORT D’INCIDENTS:
Plaintes résidentiels: Une plainte a été
formée concernant plusieurs incidents de
chiens/chevaux errants endommageant les
propriétés des voisins et des préoccupations
environnementales d’excréments dans la
rivière de Richibucto. Le ministère de
l’Environnement et la CSRK ont été
approchés. William Flanagan propose, et
Albert Corcoran appuie, que la commission
d’aménagement soit demandé d’écrire une
lettre au ministère de l’Environnement.

PLANNING SESSION:
A meeting was held on July 21 to discuss
financial and personnel matters. As a result, the
following items were discussed and the
following motions were adopted.

Une réunion a eu lieu le 21 juillet pour
discuter de questions liées aux finances et
aux personnels. En résultat, les points
suivants font l’objet de discussions et les
points suivants ont été adoptés.
a) Employee Manual Amendments: It was
moved by Albert Corcoran and seconded by
Elaine Warren that amendments within the
Employee Manual be adopted as reviewed and
agreed. Motion carried.

b) Dog Constable Position: It was moved by
Elaine Warren and seconded by Lisa Warman
that Bob Mattinson be appointed Dog Control
Officer for the Village of Rexton, under the
terms and conditions as discussed, and this
appointment be effective immediately. Motion
carried.

Warman that the Kent Regional Service
Commission, Planning Department, be
requested to evaluate and offer their opinion to
Council concerning the request to rezone
Beattie Street property with PID 25146499 from
one and two family residential to multi-family
residential. Motion carried.
e) Demande de Rezonage sur la rue Beattie:

soient demandés d’évaluer et d’offrir leur
avis au Conseil relatif à la demande de

f) Kent Center Chamber of Commerce: It was
moved by Albert Corcoran and seconded by Lisa
Warman that $500.00 be contributed to the
Kent Center Chamber of Commerce in support
of their Economic Development Study. Motion
carried.

DIRECTOR OF PUBLIC
WORKS REPORT
The Director of Public Works reviewed his report
with Council. Following a meeting with the
Department of Transportation and
Infrastructure on the 70 speed limit issue off
Main Street, it appears that they disagree with
our request; awaiting official response.

une réunion avec le ministère de Transports
et Infrastructure pour la limite de vitesse de

réponse officielle.
It was moved by Albert Corcoran and seconded
by Lisa Warman to authorize repair of the tall
ship monument in the amount of $1,400 and
request that the Director price offer lighting
options in the area of the monument and ship.

FIRE DEPARTMENT REPORT
RAPPORT DU SERVICE D’INCENDIE
The Fire Chief, Brent Goodwin, reviewed his
report with Council. It was moved by William
Flanagan and seconded by Lisa Warman that the
awards night for the Fire Department be held on
October 23rd, 2015 at the Rexton Curling Club.
Motion carried.

paid. Motion carried.

a) Municipal Water Search Progress: The
request for support is looking promising
following several positive meetings; awaiting
response.

b) Surplus Properties: It was reported that
there is possible interest in the Kingston Hall
property.

c) Dog Control Officer: It was reported that, as
of August 1st, Bob Mattinson was appointed the
Dog Control Officer for the Village of Rexton.

is ongoing.

e) KRSC Garbage Collection Proposal: The KRSC
is preparing the 2016 Contract and should take
effect on February 2016. Rexton’s contract
ending date is December 2015, for this reason, it
was suggested extending the present contract
by one month.

the tender will be going out immediately. The
work will consist of milling and asphalting from
the bridge to Foodland.

acknowledge receipt of our request; awaiting

l) 2015 Projects: The projects were reviewed in
the planning session.

Clothing Policy: Following Councils review and
approval of the 2015 amendments to the
Employee Manual, the policy and procedures on

Planning Department were requested to start
the process on the rezoning request for Beattie
Street.

Historical Society’s Family Fun Harvest Day.
