The regular meeting for the Council of the
Village of Rexton was held in the Council
Chambers on Tuesday, June 10, 2014 at
7:00 p.m.

PRESENT: The Mayor, David L. Hanson;
Councillors Albert Corcoran, William Flanagan,

CALL TO ORDER: The Mayor, David L. Hanson
called the meeting to order at 7:00 p.m.

APPROVAL OF THE AGENDA: It was moved by
Albert Corcoran and seconded by William
Flanagan that the agenda be approved. Motion
carried.

APPROVAL OF THE MINUTES: It was moved by

GENERAL MANAGER’S REPORT
RAPPPORT DU DIRECTEUR GÉNÉRAL
The General Manager reviewed his report with
Council. Following a positive audit on May 29th
from Work Safe NB, they explained the
importance of requesting proof of registration
from hired contractors. It was moved by Elaine
Warren and seconded by Lisa Warman to
comply with all requirements of Work Safe NB.
Motion carried.
Le Directeur général a passé en revue son
rapport avec le Conseil. Suite à un audit
positif le 29 mai effectué par le Travail
Sécuritaire N.B., ils ont expliqué l’importance
à demander une preuve d’enregistrement
des entrepreneurs embauchés. Elaine
Warren propose, et Lisa Warman appuie, de
respecter toutes exigences demandé par le
Travail Sécuritaire N.B. Proposition adoptée.

BUSINESS ARISING FROM THE MINUTES
AFFAIRES DÉCOULANT DU PROCÈS VERBAL
a) Build Canada/Land Purchase: Approval of
the new Galloway well testing site for a
municipal water source has been approved.
Several attempts were made to contact the
property owners of the Jardineville site, there
has been no response.
a) Chantier Canada/Achat de terrain:
L’approbation du nouveau site d’essais de
puits a Galloway pour une source d’eau
municipale a été approuvé. Nous avons
tenté plusieurs fois de communiqué avec le
propriétaire du site à Jardineville, il n’y a pas
eu de réponse.
b) New Web Site Design: It was reported that
this matter is an ongoing process.

mentionne que cette matière est un
processus en cours.
c) Economic Development Program -Aug. 1/14:
It was moved by Elaine Warren and seconded by
William Flanagan that the Economic
Development Program be renewed until July 31,
2016. Motion carried.

d) Gas Tax Program: It was reported that the
new Gas Tax Program was approved and Council
reviewed the allocation table for incorporated
areas (based on the 2011 census data).

mentionne que le nouveau programme de la
taxe sur l’essence a été accepté et le Conseil
a passé en revue le tableau d’affectation
pour les territoires constitués (basés sur les
données du recensement de 2011).
e) Business Park: It was reported that Omera
Shells Ltd. has received approval from the Dept.
of Environment to operate in the Business Park.
However, the Department is requesting they
install a scrubber in case of odour.
e) Parc Industriel: On mentionne qu’Omera
Shells Ltée. à reçu l’approbation du
ministère de l’Environnement pour
s’installer dans le parc industriel. Toutefois,
le ministère demande l’installation d’un
épurateur en cas de mauvaises odeurs.
f) Property Appraisal: There is nothing new to
report at this time.

rapporter en ce temps.
g) Curling Club Compressor: Following an
inspection, it was suggested by Cimco
Refrigeration that it would be in our best
interest to invest in a new compressor at the
Rexton Curling Club. It was agreed to follow-up
on this matter and to discuss related costs
sharing with the Rexton Curling Club.
g) Compresseur du Club de Curling: Suite à
une inspection, il a été suggéré par Cimco
Regrigeration qu’il serait dans notre intérêt
d’investir dans un nouveau compresseur au
Club de Curling de Rexton. Il fut convenu de
faire le suivi de cette matière et de discuter
des coûts de partage avec le Club de Curling
de Rexton.

h) Fire Department/Public Works Needs
Assessment 5 Year Plan: It was reported that
we are in the process of gathering information
to complete the needs assessment and 5 year
plan.
h) Plan quinquennal d’Évaluation des
besoins du Service d’Incendie/Travaux
Public: On mentionne que nous sommes
dans le processus de recueillir de
l’information pour compléter l’évaluation
des besoins et du plan quinquennal.
i) Summer Students: It was reported that we
did not get approval for any provincial (SEED)
student programs. It was suggested and agreed
that the village federal students help out with
special events and/or maintenance at the Bonar
Law Common. It was also agreed to look into
the reasoning behind the lack of students
approved over the current and past years.
i) Étudiants d’été: On mentionne qu’on n’a
pas été approuvé pour le programme
d’étudiant provincial (SEED). Il fut proposé
et convenu que les étudiants fédéraux du
village donnent un coup de main avec les
activités spéciales et/ou avec l’entretien à
Bonar Law Common. Aussi, il fut convenu
de s’informer de la raison pour laquelle nous
avons eu un manque d’étudiants approuvés
au cours des dernières années.

RAPPORTS OUVERTS
a) Dogs & Animal: It was reported that a dog
running at large almost attacked a resident.
Also, several sighting were reported of a pit bull
within the Rexton limits. Both incidences were
reported to the Dog Constable.
a) Chiens et Animaux: On mentionne qu’un
chien errant a presque attaqué un résident.
Aussi, plusieurs rapports d’un pit bull chien
errant ont été aperçus dans les limites de
Rexton. Ces incidents ont été rapportés à
l’agent de contrôle des chiens.

b) New Business/Residents: It was agreed to
send flowers for the re-opening of the Rexton
Daycare, under new owners.
MAYOR’S REPORT

b) Nouvelle Affaire/Résidents: Il fut
convenu d’envoyer des fleurs pour
l’ouverture de la garderie à Rexton, sous de
la nouvelle direction.

The Mayor reviewed his report with Council.

Conseil.
Police:
It was moved by Lisa Warman and seconded by
Elaine Warren that a letter of condolences for
the fallen RCMP officers be sent to Roger Brown
and the Local Detachments. Motion carried.
Police:

Regional Service Commission:
New Waste Disposal and Collection Position: It
was reported that the various options being
offered for future county garbage collection and
disposal were received from the KRSC, Executive
Director Paul Lang, on Friday March 28th at
4:51pm and the last comparative chart being
received April 1, 2014 at 3:49pm. Although,
Mayor Hanson and the General Manger met
with staff of KRSC on April 2nd, in order to get a
better understanding of the formulas and charts
they presented, the General Manger informed
Council that due to the short timeline of
receiving the options and the large amount of
figures, estimates and scenarios within these
options, he was only able to do a quick review of
the options with Council during the April 8th
Council Meeting.
Commission des services régionaux:
Nouveau système d’élimination et collecte
des déchets solides: On mentionne que
nombreuses options ont été proposée pour
les services futurs de collecte et
d’élimination des ordures par la CSRK,
Directeur général Paul Lang, le vendredi 28
mars à 16h51 et le dernier tableau
comparatif a été reçu le 1 avril 2014 à
15h49. Maire Hanson et le Directeur général
ont rencontré le personnel de la CSRK le 2
avril, afin d’obtenir une meilleure
compréhension des formules et tableaux
présentés, le Directeur général a informé le
Conseil qu’en raison d’un délai serré de
réception des options et le grand nombre de
données, d’estimations et scénarios dans ces
options, il a dû effectuer un bref examen des
options avec le Conseil durant la réunion
régulière du Conseil le 8 avril.
It was also reported that a motion was already
adopted by KRSC to prioritize option 5 during a
special meeting held on April 3rd. However,
during our meeting with KRSC staff of April 2nd,
we were told that KRSC staff was only
requesting the board narrow down the options
on April 3rd. However, a proposed tentative
motion sent in advance of the April 3rd meeting
already was suggested the closure of the
Transfer Station. We were then later told by
staff this decision will be ratified during a May
29th Meeting.

du 3 avril, une proposition pour prioriser
l’option 5 a été adoptée par la CSRK. À la
rencontre avec le personnel de la CSRK le 2
avril, nous avions été avisés que le personnel
de la CSRK ferait une demande pour réduire
les possibilités à la réunion du 3 avril.
Toutefois, la proposition provisoire
proposée, suggérant la fermeture de la
station de transfert, a été soumise avant la
réunion du 3 avril. Nous avons été avisés par
la suite par le personnel que cette décision
serait ratifiée à la réunion du 29 mai.
So, on May 29th, the KRSC Board voted in favor
of option 5, which will mean direct haul to the
Westmorland/Albert Transfer Station and will
include on occasion the placement of special
dumpsters around the county.
Le 29 mai 2014, les membres de la CSRK ont
voté en faveur de l’option 5, ce qui signifie
acheminer les déchets directement au site
d’enfouissement à Westmorland/ Albert et,
occasionnellement, quelques bennes
spéciale de poubelle seront placés dans la
région.

COUNCILLOR’S REPORT

Finance:
Capital Borrowing Board Long-term financing: It
was moved by Albert Corcoran and seconded by
William Flanagan, we resolve that the
Clerk/Treasurer and/or Mayor be authorized to
issue and sell, to the New Brunswick Municipal
Finance Corporation, a Municipality of Rexton
debenture in the amount of $1,493,000.00, on
such terms and conditions as are recommended
by the New Brunswick Municipal Finance
Corporation, and be it resolved that the
Municipality of Rexton agree to issue postdated
cheques payable to the New Brunswick
Municipal Finance Corporation as and when
they are requested in payment of the principal
and interest charges on the above debenture.
Motion carried.
Finance:
Financement à long terme de la Commission
des emprunts de capitaux: Albert Corcoran
propose, et William Flanagan appuie, qu’il
soit résolu que le Greffier/Trésorier et ou le
Maire soient autorisé d’émettre et vendre, à
la Corporation de financement des
municipalités du Nouveau-Brunswick, une
débenture pour la Municipalité de Rexton
dans la somme de 1,493,000.00$, aux
termes et conditions de ceux recommandés
par la Corporation de financement des
municipalités du Nouveau-Brunswick, et
qu’il soit résolu que la Municipalité de
Rexton accepte d’émettre des chèques
payables au nom de la Corporation de
financement des municipalités du NouveauBrunswick en tant que et lorsqu’ils sont
demandés en paiement du principal et
intérêts sur la débenture mentionnée cihaut. Proposition adoptée.
Fire Department Needs Assessment:
Edgeline Construction Ltd.-Fire Station: The
work left on this project are line painting and rehydroseeding the grounds. We requested they
price the cost of completing this work and the
cost (difference) to extend the back parking lot.
Évaluation des besoins du Service
d’Incendie: Edgeline Construction Ltd. –
Caserne d’Incendie: Les travaux à compléter
sur ce projet sont le peinturage de ligne et
l’ensemencement hydraulique. Nous avons
demandé pour le coût associé à
l’achèvement de ces travaux et le coût pour
agrandir le lot de stationnement à l’arrière.
It was noted that the New Fire Hall Grand
Opening was successful.
On mentionne que l’ouverture officielle de la
nouvelle caserne de pompiers a été un
grand succès.
Transportation:
Safety Issues: Council discussed the ongoing
safety issues that require some attention, such
as; Carson’s Landing parking, Smile a While
Dairy Bar’s roadside location and Bonar Law
Ave. dangerous sharp turn.

Questions de sécurité: Le Conseil a discuté
les questions de sécurité qui nécessitent un
certain nombre d’attentions, tel que; le
stationnement à Carson’s Landing, Smile a
While Dairy Bar situé en bordure de route et
le virage serré sur l’ave. Bonar Law.
Tourism & Culture/Bonar Law Liaison:
Kent and Cultural Coast Tourism Associations: A
meeting was held with officials of the two
organizations to discuss the benefits of merging.
It was reported that, during their AGM on June
4, 2014, the merger was approved.
Liaison Touristiques et Culture/Bonar Law:
Associations Touristiques de Kent et de la
Côte Culturelle: Une réunion a eu lieu avec
deux des représentants pour discuter les
avantages d’un fusionnement. On
mentionne qu’à l’AGA du 4 juin 2014, le
fusionnement a été approuvé.

Sewerage/Water:
Disconnection: It was reported that the
disconnection process was followed. To date,
there are two accounts outstanding, however,
disconnections were unnecessary and
properties are being monitored until further
notice.
Égout/Eau:
Débranchement: On mentionne que les
étapes de débranchements ont été suivies.
À jour, il y a deux comptes en souffrance,
toutefois, les débranchements de service
n’ont pas été nécessaires et les terrains
seront surveillés jusqu’à nouvel avis.
Kent North Citizens Committee:
It was reported that the Community Interest
Group meeting was cancelled. This meeting is
on hold until further notice.

mentionne que la réunion pour ce groupe
d’intérêt communautaire a été annulée.
Cette réunion est en attente jusqu’à nouvel
avis.
Rexton Firefighters Association:
It was moved by Elaine Warren and seconded by
Albert Corcoran to donate $150.00 to the
Firefighters Association. Motion carried.

appuie, de faire un don de 150.00$ à
l’Association des pompiers. Proposition

b) Building Rental: Following a request to rent
the former Fire Station as the Liberal Party
Office during the elections, it was moved by
Albert Corcoran and seconded by Elaine Warren
that we decline request, however, the old
Council Chambers be suggested as an option.
Motion carried.

demande pour louer l’ancienne Caserne de
Pompiers en tant que le bureau du parti
libéral lors des élections, Albert Corcoran
