The proposed Zoning By-Law amendment
affects lands fronting on Fraser Street, known
as Part of Lot 2, Plan 35, Part 1, Registered
Plan 46R-1920 formely in the Town of
Vankleek Hill, municipally known as 10 Fraser
Street, now in the Township of Champlain, as
shown on the Key Map below. The subject site
is labelled as an Urban Policy Area land use
designation in the United Counties of Prescott
and Russell Official Plan. The property is
presently zoned “Residential One (R1)” in
comprehensive Zoning By-Law No. 2000-75.
La proposition de modification au Règlement de
zonage affecte le terrain dont la façade donne sur
la rue Fraser, soit la partie du lot 2, Plan 35, partie
1 du terrain enregistré 46R-1920 autrefois dans la
ville de Vankleek Hill, portant la désignation
civique du 10, rue Fraser, maintenant dans le
canton de Champlain, comme démontré sur la
carte d’emplacement. Le site en question est
désigné secteur des politiques urbaines au Plan
officiel des comtés unis de Prescott et Russell. La
propriété est présentement dans la zone
résidentielle une (R1) au Règlement de zonage
numéro 2000-75.
This By-Law will change the zoning for the
lands noted above. The Zoning By-Law
Amendment rezones the property from
“Residential One (R1)” to “Residential Two
(R2)” in order to permit more types of
residential uses.
Ce règlement changera le zonage du terrain
susmentionné. La proposition de modification au
Règlement de zonage change le zonage de la
propriété de « zone résidentielle un (R1) » à
« zone résidentielle deux (R2) » afin de permettre
d’autres types d’usages résidentiels.

The zoning change will allow the following
uses: single dwelling, duplex dwelling and
semi-detached dwelling as permitted on the
north-east side of Fraser Street. The owner
intends to build a semi-detached dwelling on
municipal services (water and sewer).
Cette modification de zonage permettra les
usages suivants : maison détachée, duplex
ainsi que maison jumelée tel qu’autorisé au
nord-est de la rue Fraser. L’intention du
propriétaire est de construire une maison
jumelée branchée aux services municipaux (eau
et égout sanitaire).

There were questions from members of the
public. Michel Paquette, of 20 Fraser Street
expressed concerns over the addition of
perhaps four vehicles in the entrance of the
new dwelling units in what he considers a
narrow street.
