N otre revue bimestrielle n’est pas née il y a 40 ans comme pourrait le laisser penser ce numéro 240 qui, en réalité, sort 41 ans et 7 mois après le premier « Bulletin trimestriel de liaison », daté de mai 1972. A l’époque, l’Association Française des travaux en souterrain, née 5 mois plus tôt, comptait déjà 100 membres collectifs et 100 membres individuels ! A la lecture de ce document de 12 pages au format réduit qui sera publié pendant deux ans avant de devenir « Tunnels et Ouvrages Souterrains », on est frappé par la densité et la qualité du texte rédigé pour l’essentiel par J.Rerolle, premier président de l’Association. Le Bulletin rend compte de la constitution des neuf premiers Groupes de Travail du Comité Technique – dont F. Ramel est alors Secrétaire général-, de la réunion d’octobre 1971 à Londres où sont posés les principes de l’AITES, des chantiers en cours (dont le lot 10 Bourse – Châtelet du RER, le tunnel ferroviaire de Grigny et le double tube autoroutier de l’Epine) et de l’un des premiers RETC (Rapid Excavation Tunneling Conference) aux USA. A cette époque, Lyon est (déjà) la première dauphine de Paris ; la capitale est le centre de grands travaux pour la SNCF et la RATP tandis qu’à Bron, au 109 Chemin Saint Jean, le CETU héberge le secrétariat général de l’AFTES où apparaissent les noms de J-L. Reith et de C. Bérenguier. Il est parfois fécond d’évoquer le passé pour mieux regarder le présent et le futur. En ce moment, nous sommes particulièrement gâtés : Lyon vient d’inaugurer son tunnel « mode doux » de la Croix Rousse et la traversée sous-fluviale de la Ligne B ; la deuxième ligne du métro de Rennes est dans les starting-blocks ; et surtout le projet du Grand Paris Express, avec ses 150 km de tunnel et ses 72 gares enterrées, commence à prendre corps et devrait être en pleine activité en mai 2017, pour, nous l’espérons, accueillir au CNIT de La Défense l’Assemblée Générale annuelle de l’AITES. De tels grands projets offrent déjà du « grain à moudre » à nos rédacteurs d’articles et, avec l’apport complémentaire de deux ou trois « belles » recommandations techniques, la cuvée 2014 de T&ES devrait être bonne, d’autant qu’elle bénéficiera à partir d’octobre de l’apport d’éléments relatifs au Congrès de Lyon. Nous avons pensé à ne publier que cinq numéros à partir de 2014 en raison de difficultés d’ordre pratique rencontrées chaque année en juillet-août ; nous en avons même parlé à l’Assemblée Générale du 12 décembre… mais cela n’est pas confirmé et dépendra beaucoup plus des lecteurs et des auteurs que du rédacteur en chef ! Du reste, les Travaux publics ne connaissent pas réellement les vacances d’été mais plutôt celles d’hiver, imposées par les conditions climatiques… encore qu’en souterrain ! Sur ce propos, la Rédaction de T&ES vous souhaite de très bonnes fêtes de fin d’année et une bonne lecture de ce numéro 240 ! O ur bi-monthly magazine was not launched 40 years ago, as you may think when looking at number 240, which, in reality, has been published 41 years and 7 months after the first “Quarterly Liaison Bulletin,” in May, 1972. At that time, the French Tunnelling and Underground Works Association, founded five months before, already had 100 collective members and 100 individual members! When reading this reducedsize 12 page document, which was to be published for two years before being renamed “Tunnels et Ouvrages Souterrains,” [Tunnels and Underground Works], we are struck by the density and quality of the text written mainly by J. Rerolle, the first President of the Association. The Bulletin speaks about how the first nine Working Groups of the Technical Committee were formed. At that time, F. Ramel was the General Secretary. It then goes on to relate the October 1971 meeting in London where the first ITA principles were drawn up, on-going construction work (including the 10 Bourse - Châtelet RER section 10 , the Grigny railway tunnel and the first double-tube motorway detouring l’Epine) as well as one of the first Rapid Excavation Tunneling Conferences in the USA. At this time, Lyon was already France’s most important city after Paris; the capital was the centre for large SNCF and RATP works, whilst at Bron, 109 Chemin Saint Jean, the CETU housed the AFTES general secretariat where J-L. Reith and C. Bérenguier worked. It is often interesting to speak of the past to better apprehend the present and the future. Right now, we are extremely lucky: Lyon has just opened its “sustainable transport” Croix Rousse tunnel and its Line B under-river crossing; the second Rennes tube line is in the starting-blocks; and the Grand Paris Express project, with its 150 km of tunnels and 72 underground railway stations, has been kicked off and should be under construction in May, 2017, to hopefully host the Annual ITA General Meeting in the CNIT La Défense facility. Such large projects already give “food for thought” to our editors and authors and, by bringing in two or three complementary technical recommendations, the 2014 T&ES vintage should be a good one, especially as of October, it will include new elements on the Congress in Lyon. We had considered only publishing five editions as of 2014 because of the practical difficulties stemming each year from the July and August holiday period. We even brought that subject up in the 12 December General Meeting, but this subject was not confirmed and will thus depend more on our readers and authors than on the editor-in-chief! Furthermore, Public Works never really have a summer holiday, but rather a winter one, imposed by weather constraints, but when you build tunnels...!
