du C-4 / Meet the members of the Four-Country Cotton Partnership Project (USAID C4CP) Technical Team
Epifane Wenigdou TOUGMA
Responsable Administration, Finance et Subventions
Rôles and Responsabilités : Epifane est le responsable de
l’administration, des finances et le gestionnaire des
subventions du projet. A ce titre, il contribue fortement à
l’élaboration des budgets du projet, à l’administration des
procédures de travail mais aussi au processus d’élaboration
et de suivi de la mise en œuvre des accords de subventions
signés par le projet avec ses partenaires et/ou ses souscontractants. Par ailleurs, il conçoit les outils de gestion des
subventions, renforce les capacités des partenaires de mise
en œuvre du projet, reçoit et analyse leurs rapports
financiers. Il coordonne l’activité financière et
administrative des quatre pays d’intervention du projet et
sert d’interface entre le projet et les Services administratifs
et financiers de la Représentation de l’IFDC au Burkina Faso
Roles and Responsibilities: Epifane is the Administration
and Finance Officer for the project, as well as its’ Grants
Manager. In this capacity, he contributes to the
preparation of project budgets, work procedures and
administration, while also contributing to the drafting,
implementation and monitoring of project grants. These
grant agreements are signed with partners as well as
subcontractors. In addition, he develops grant
management tools, builds project implementation partner
capacities, receives and analyses their financial reports and
organizes the technical evaluation of reports submitted by
project grants recipients. He coordinates financial and
administrative activities in the four USAID C4CP project
intervention countries and serves as link with the
IFDC/Burkina Faso administrative and financial services.

Background: Gestionnaire Financier de formation avec plus
d’une 10aine d’années d'expériences professionnelles,
Epifane Wenigdou Tougma a occupé plusieurs fonctions de
sa carrière professionnelle dans le domaine de
l’administration, de la comptabilité et des finances au sein
de plusieurs organisations internationales de financements
américains dont Africaire, Plan International, Abt
Associates, ACDI/VOCA, USAID Wa-Wash et maintenant
IFDC/USAID C4CP..
Background: Trained as financial manager with more than
10 years of professional experience, Epifane has worked in
a number of different areas in his professional career
including administration, accounting and finance. He has
performed this work with international organizations
including Africare, Plan International, Abt Associates,
ACDI/VOCA, USAID WA/WASH and now IFDC/USAID C4CP.
