This amendment is raised to answer questions from the industry and to extend the bid closing date.

Question # 1:
Under item #4, the first bullet point on page 21 requires the supplier to select survey respondents for the
GESS survey in order to achieve a 95% confidence interval of 6% for each of the three national
carriers. It also requires that the selection for each national carrier be distributed in the same proportion
as the moves themselves. i.e. follow the same distribution as described under item#2 on page 19).
The third column indicates the minimum number of responses required from each carrier to meet both of
these requirements.

If the only goal is to ensure that results from each carrier are within the range of 6% margin of error (at
95% confidence), we would propose conducting 600 interviews with each of the two larger carriers. The
next step would involve using weights to arrive at the desired distribution of 45%, 45% and 10%
respectively for all three carriers.
In order to ensure that we propose the most efficient and effective research solution, we would like to
know if the project authority’s expected number of completes aligns with the numbers displayed in the
table above (n=2,700) OR would it prefer reducing the number of completes collected from the two larger
national carriers and then use weights?
Answer # 1:
The population size for the GESS is based upon the moves performed by each of the van lines. With
regard to this, the numbers in the table are reflective of the 95% +-6. For the CSSS, the population size
is based upon the number of GESS surveys needed in order to find sufficient claimants that have
responded that they would be making a claim. This normally indicates that more than the base number
of GESS surveys are needed in order to achieve the 95% +-6 for the CSSS.
It is not possible to use weights in order to determine results. Each of the van lines have much different
structures and it is expected that their performance may be sufficiently different to require business
share adjustments which reallocate millions of dollars between them based upon their results. In the
interest of transparency, the survey results that feed the VI calculations must be based on actuals.
