This amendment is raised to:
Revise the closing date of the LOI;
Make administrative changes to Annex B.
Answer questions from Industry.
THE FOLLOWING SHALL FORM PART OF THE LOI
The closing date for the LOI has been revised from 8 February 2013 to 8 March 2013
The LOI will close on 8 March 2013
At Annex B, Article 2.2.101
Delete in its entirety;
Insert in lieu the following;
The OTAS should operate by day with the same capabilities or better as the current
in-service sniper weapons ands observer spotting scopes once the power source fails.
Question1
Will the Crown make the P4A1 Reticle Data available to the bidders?
Answer 1
This is not a solicitation, there are no bidders. This is the early, initial investigation and
information gathering exercise only, discussion of a possible RFP is premature and will not
be entertained.
Question 2
What is the In-service Rifle Scope and does it have the P4A1 Reticle?
Answer 2
The in-service rifle telescopic sight is a Schmidt and Bender 5-25X 56 mm PM II/LP and it
ports the P4A1 reticle.
Question 3
What is the In-service Spotter Scope and does it have the P4A1 Reticle?
Answer 3
The in-service spotter telescope is the Leupold Mark 4® 12-40x60mm Tactical spotting
scope and at present it ports the original P4 (coarse) reticle. Please note that the in-service
spotting scope is not expected to be part of the OTAS. The OTAS is to be a new design and
new system

Annex B, Paragraph 2.2.101. Can the Crown clarify that they require that the OTAS system
should revert to the standalone Rifle Scope and Spotting Scope in the absence of a Power
Source?

Annex B, Paragraph 2.2.101 The OTAS should operate by day with the same capabilities or
better as the current in-service sniper weapons and observer spotting scopes once the
power source fails.
This is the desirable outcome of a power failure or outage or of a failure in H/W or S/W. The
OTAS would be a mission critical system, it would be a desirable feature or capability when
taking into accounts that the sniper team operate outside of the immediate protection of the
main forces and have limited capability to move in and out of their observation post (OP) in
order to protect their concealed position. A degree of graceful degradation is therefore
desirable. DND accepts that any graceful degradation could come at a cost in complexity
and performances. DND seeks to understand the trade-off that this requirement would
bring.
Question 5
Can the Crown supply a version of the LOI that is electronically editable to allow the Bidders
to transpose the requirements without error?
Answer 5
PWGSC will not provide an editable document.
Question 6
DND is requesting delivery of "DP Level 2". Can the Crown clarify their definition of TDP
Level 2?
Answer 6
Delete all references to requirements for TDP Level 2 as it is inappropriate for this
requirement.
DND requires Industry to provide a Price and Availability report to include the pricing for the
production of a Level 2 TDP document.
