POLICING THE AIR SPACE : AIR-TO-AIR SNIPER CAPABILITY
Claire Chick : The Franco-British summit (17 February 2012) stated in its communiqué that
France and Britain will work «closely together to ensure a safe and secure Olympic games ». Is
this taking place?
AVM Stuart Atha : Yes, it is taking place. As the Air Component
Commander for Olympics air security, my role is to deliver the air
security plan during the games. To develop this plan, our work has been
informed by both the French and the US. But for the 2012 Olympics, the
support from the French Air Force has been particularly valuable. Their
approach is very similar to us and we work a lot together on policing the
airspace. I have visited Paris and discussed our plans with General
Antoine Noguier who has been extremely helpful. I also visited Lyon
where I gratefully received advice from the BOA (Brigade des Opérations
Aériennes). Obviously potential threats to the Olympics is a major
concern (although none have been specifically identified) and has
reinforced the need to share information.

any highlight in the joint work ?
French savoir-faire on air-to-air sniper capability deployed in helicopter is invaluable and we learned a
lot from our colleagues in France, as our own forces are mostly familiar with the air-to-ground
sniping. Specifically, British helicopters pilots and snipers benefited from the escadron Parisis
expertise on the MASA technics (Mesures Actives de Sûreté Aérienne) : one sniper in each helicopter
Lynx or Puma will patrol the restricted airspace to deter threats by watching low-flying aircraft that
might be involved in terrorist attacks. Although training exercises have remained purely national (we
have our own fighters, helicopters and deployed radars surveillance), consultations accross the
Channel have been key to the employment of these capabilities. In addition to this training, we
continue to exercise our respective Air Battlespace Managers and Air Traffic Controllers who monitor
the boundary between French and UK airspace.
Does this Franco-British episode save money ?
It does ! If we decided to use American facilities, obviously
it would have been more expensive, because of the
distance. Although we had to pay to use air capabilities in
France, understandably, our training would have been
prohibitively expensive without the French support.
Are you ready ?
Mais oui ! But we hope we won’t have to use our forces
and can enjoy safe and secure games that involves lots of
medals for British and French athletes !

Général Castres : Nous avons accru très nettement nos échanges dans la
perspective des JO. Entre nos armées de l'air, (visite en France pour
regarder nos dispositifs de sûreté aérienne, formation de tireurs d'élite en
France) et entre nos Marines : exercice conjoint de surveillance du
Channel et d'intervention. Au niveau central et parisien nous avons établi
des relations avec le SJC ( Standing Joint Command) britannique.
!Le tunnel sous La Manche
représente t-il un casse-tête
sécuritaire ? La problématique de
l’entrée et de la sortie du tunnel
demande une coordination soutenue
entre le Royaume-Uni et la France.
Elle n’est bien évidemment pas
nouvelle mais elle s’intensifie avec la
perspective des jeux de Londres, et
certainement les traités francobritanniques de novembre 2010
facilitent le dialogue pour travailler

ensemble. Ceci est d’autant plus
nécessaire que les organisations de la sécurité sur nos territoires
nationaux respectifs sont assez différentes (elle semble beaucoup plus
décentralisée chez les Britanniques) et qu’en matière de règles d’emploi
de la force militaire sur nos territoires nationaux, nous sommes astreints
à des lois nationales.

Ce travail en commun de l’été 2012 apporte t-il une contribution à
l’exercice majeur de l’automne prochain Corsica Lion ? Oui, dans la
mesure où les hommes se connaissent de mieux en mieux. La Libye a
été le vecteur d’un nouveau cadre relationnel où la transparence des
échanges, la confiance, la franchise permettent à l’opérationnel
d’avancer vite au sein d’une dynamique qui est visible. Avec les JO, ce
fil d’Ariane continue d’être tendu, et même si la coopération reste
limitée au plan militaire pour les jeux de Londres, on s’est beaucoup
parlé, le dialogue a encore progressé. A noter que d’ici à la fin de
l’année, cinq officiers britanniques rejoindront l’Etat Major français de
niveau stratégique et réciproquement pour les militaires français au
Royaume-Uni avec une logique d’équilibre et d’intégration des hommes. Car l’enjeu du partenariat bilatéral
n’est pas la juxtaposition des capacités !mais bien d’aller au-delà de la simple somme de ce qui a été investi.
