PRESS RELEASE EPEX SPOT PURSUES INTRADAY MARKET HARMONISATION ONE SINGLE INTRADAY TRADING SYSTEM – CROSS BORDER TRADING INCLUDED – POSITIVE FEEDBACK FROM EPEX SPOT MEMBERS Paris, 14/09/2010 – The German and French Intraday markets run by EPEX Spot will be fully integrated before the end of 2010: both markets will be operated with a single trading solution, ComXerv. This innovative market design paves the way for quicker and more flexible integration of the Intraday markets in Europe, closer to the needs of market players and other stakeholders. France and Germany represent already today the most liquid continuous Intraday markets in Europe, over 10 TWh having been traded on the EPEX Spot platforms during the last 12 months. As a result of the integration, this liquidity will be bundled. As the ComXerv trading solution will be used in both market areas, it will allow EPEX Spot’s market participants to trade cross-border between France and Germany directly through the trading platform, using implicitly the cross-border capacity made available by the Transmission System Operators. This will simplify access to an extended and more liquid market place for all the market participants, since the cross-border capacity allocation and nomination process will be handled automatically by this new EPEX mechanism in a transparent way. The market integration will be established in an accelerated implementation time and with a minimum change of existing market rules and infrastructures. The ComXerv trading platform will be connected to the existing Intraday Capacity Service, a 7 TSOs’ capacity platform already used on most of the German borders (DE-CH, DE-FR, DE-NL, DE-DK1). Market players will continue to have access for OTC capacity reservation, too. It means that for the first time implicit allocation of cross-border capacity will be done while preserving the possibility for the market players to choose which platform they wish to use for cross-border trading in a non-exclusive way. With this market design EPEX Spot paves the way for quick and flexible integration of the Intraday markets in Europe. The Exchange Council approved the necessary modifications of 1 the EPEX Exchange Rules on 7 September 2010. Furthermore, the solution was welcomed by a community of over 100 market participants and stakeholders that gathered at a workshop with the concerned French and German TSOs and EPEX Spot in Düsseldorf on 10 September 2010. Integration of Intraday markets is crucial for the development of liquidity, in particular with respect to the integration of increasing renewable energy. France and Germany, the first hubs to be connected by EPEX Spot, represent together more than 1,000 TWh of yearly power consumption, which means over 30% of the total power consumption in Europe. *** EPEX Spot SE is a Paris-based company under European law (Societas Europaea) with a branch in Leipzig. EEX and Powernext each hold 50 percent in the joint company, in which they integrated their entire spot power trading activities. Beide Märkte werden mit einem einzigen Handelssystem betrieben werden: ComXerv. Das innovative Marktdesign ebnet den Weg für eine schnellere und flexiblere Integration der Intraday-Märkte in Europa, nah an den Bedürfnissen der Marktteilnehmer und anderer Stakeholder. Deutschland und Frankreich stellen heute schon die liquidesten kontinuierlichen IntradayMärkte in Europa dar, mit über 10 TWh gehandeltem Strom in den letzten 12 Monaten. Die Liquidität wird infolge der Marktintegration gebündelt. Da das ComXerv-Handelssystem in beiden Marktgebieten angewendet wird, können die Marktteilnehmer der EPEX Spot grenzüberschreitend direkt über die ComXerv-Plattform handeln, indem sie implizit die grenzüberschreitende Kapazität nutzen, die von den Übertragungsnetzbetreibern zur Verfügung gestellt wird. Dies vereinfacht den Zugang zu einem erweiterten und liquideren Handelsplatz für alle Teilnehmer, da die grenzüberschreitende Kapazitätszuweisung sowie der Nominierungsprozess automatisch durch den neuen EPEX-Mechanismus auf transparente Art und Weise gehandhabt werden. Die Marktintegration wird rasch implementiert werden, wobei die bestehenden Marktregeln und Infrastrukturen nur minimal verändert werden. Die ComXerv-Handelsplattform wird an den bestehenden Intraday Capacity Service angeschlossen, eine von sieben Übertragungsnetzbetreibern betriebenen Kapazitätsplattform, die bereits an vier deutschen Grenzen verwendet wird (DE-CH, DE-FR, DE-NL, DE-DK1). Die Handelsteilnehmer haben auch weiterhin die Möglichkeit, OTC-Kapazitäten zu reservieren. Diese bedeutet, dass erstmalig die implizite Zuteilung grenzüberschreitender Kapazitäten ermöglicht wird, während die Handelsteilnehmer gleichzeitig auswählen können, welche Plattform sie in nichtexklusiver Weise für den grenzüberschreitenden Handel benutzen möchten. 3 Mit diesem Marktdesign ebnet EPEX Spot den Weg für eine rasche und flexible Integration der Intraday-Märkte in Europa. Der Börsenrat stimmte am 7. September 2010 den notwendigen Anpassungen der Börsenregeln der EPEX Spot zu. Das Marktdesign wurde von einer Gemeinschaft von über 100 Marktteilnehmern und anderen Akteuren begrüßt, die an einem Forum der entsprechenden deutschen und französischen ÜNB mit der EPEX Spot in Düsseldorf am 10. September teilnahmen. Die Integration der Intraday-Märkte ist relevant für die Entwicklung der Liquidität, besonders im Blick auf die zunehmende Einspeisung erneuerbarer Energien. Deutschland und Frankreich, die ersten verbundenen Hubs der EPEX Spot, machen zusammen einen jährlichen Stromverbrauch von mehr als 1.000 TWh aus, und damit über 30% des gesamten Stromverbrauchs in Europa. *** Die EPEX Spot SE ist eine Gesellschaft europäischen Rechts (Societas Europaea) mit eingetragenem Sitz in Paris und einer Niederlassung in Leipzig. Cet outil innovant permet une intégration plus rapide et plus flexible des marchés infrajournaliers en Europe, plus proche des besoins des participants au marché et des parties prenantes. La France et l’Allemagne constituent déjà les marchés infrajournaliers les plus liquides en Europe avec plus de 10 TWh échangés sur les plateformes d’EPEX Spot au cours des 12 derniers mois. Cette liquidité sera combinée à la suite de l’intégration. La solution ComXerv étant utilisée sur les deux marchés, les membres d’EPEX Spot pourront négocier de manière transfrontalière entre la France et l’Allemagne directement avec cette plateforme et en profitant implicitement de la capacité transfrontalière mise à disposition par les gestionnaires de réseau. L’allocation de cette capacité et le processus de nomination seront gérés automatiquement et d’une façon transparente par ce nouveau mécanisme d’EPEX Spot, ce qui simplifiera l’accès à un marché plus important et plus liquide pour les participants. L’intégration de marché sera effectuée dans les meilleurs délais et avec un minimum de changement pour les règles de marché et infrastructures actuelles. La plateforme de négociation ComXerv sera connectée à la plateforme « Intraday Capacity Service » existante, déjà utilisée par sept gestionnaires de réseau sur la majeure partie de la frontière allemande (Suisse, France, Pays Bas, Danemark). Les acteurs du marché auront toujours la possibilité d’utiliser le service de capacité de gré à gré (OTC). Cela signifie que pour la première fois, l’allocation implicite de la capacité transfrontalière sera effectuée tout en laissant la possibilité aux membres d’utiliser la plateforme de négociation de leur choix de façon non-exclusive. 5 Ce concept de marché permettra une intégration rapide et flexible des marchés infrajournaliers en Europe. Le Conseil de la Bourse (« Exchange Council ») a approuvé les changements nécessaires aux règles de marché d’EPEX Spot le 7 septembre. De plus, la solution a été accueillie positivement par une communauté de plus de 100 membres et autres acteurs réunis pour un atelier de travail avec les gestionnaires de réseau concernés et avec EPEX Spot le 10 septembre 2010 à Düsseldorf. L’intégration des marchés infra-journaliers est cruciale pour le développement de la liquidité, notamment en ce qui concerne l’intégration croissante des énergies renouvelables. La France et l’Allemagne, les premiers marchés à être intégrés par EPEX Spot, représentent à eux deux plus de 1000 TWh de consommation électrique annuelle, c’est-à-dire plus du tiers de la consommation totale d’électricité en Europe. *** EPEX Spot SE est une société européenne (Societas Europaea) basée à Paris avec une branche opérationnelle à Leipzig.
