PRESS RELEASE EXCHANGE COUNCIL APPROVES SWISS INTRADAY MARKET 15-minute contracts will expand to Switzerland Vienna │ Paris, 07/12/2012 – The Exchange Council of the European Power Exchange EPEX SPOT has approved the introduction of an Intraday market in Switzerland, scheduled to launch in Q2 2013. This new market responds to demands of the Exchange Members and will offer the possibility to access Intraday cross-border capacity with France and Germany directly through trading on the Exchange. 15-minute contracts, supporting a smoother integration of power from fluctuating energy sources and for the moment available on the German Intraday market only, will also be made available on the Swiss Intraday market from its start. The launch of an integrated Swiss Intraday market will allow a fully optimized use of the cross-border Intraday capacity between France, Germany, Austria and Switzerland. An integrated Intraday market also enables better management of close-to-real time volume risks, in particular with respect to the integration of renewable energy into the grid. Through implicit cross-border trading, liquidity of the connected Intraday markets will increase. Members will be able to trade 15-minute contracts between Germany and Switzerland. Key for the integration is the harmonization of the Intraday capacity allocation mechanisms at the interconnections of the Franco-Swiss and German-Swiss borders with the solution already implemented on the Franco-German border since 2010. The transmission system operators (TSOs) Amprion and TransnetBW in Germany, RTE in France and Swissgrid in Switzerland explicitly allocate Intraday cross-border capacity through the existing Intraday Capacity Service in a continuous manner. This platform is currently used by eight TSOs on five borders. The TSOs will now offer a non-discriminatory access to cross-border capacity on the Franco-Swiss and German-Swiss borders: EPEX SPOT’s continuous Intraday trading system, ComXerv, will connect through a non-exclusive access to the platform. In parallel, explicit power trading via OTC between Switzerland and France respectively Germany will still be possible according to the applicable allocation rules on each border. “The Exchange Council supports the launch of an integrated Swiss Intraday market because it is pragmatically using an existing and well-proven infrastructure”, says Peter Heydecker, Chairman of the Exchange Council. The Exchange Council approves new trading systems as well as new Contracts or Market Areas and approves the appointment of the Head of the Market Surveillance Office. It meets up quarterly. Together these countries account for more than one third of the European electricity consumption. PRESSEMITTEILUNG BÖRSENRAT STIMMT FÜR SCHWEIZER INTRADAY-MARKT 15-Minuten-Kontrakte werden auf die Schweiz ausgeweitet Wien │ Paris, 07/12/2012 – Der Börsenrat der europäischen Strombörse EPEX SPOT hat der Einführung eines Intraday-Marktes in der Schweiz zugestimmt. Der Start ist für das 2. Quartal 2013 vorgesehen. Dieser neue Markt wird seitens der Börsenmitglieder nachgefragt und wird grenzüberschreitenden Handel mit Deutschland und Frankreich ermöglichen. 15Minuten-Kontrakte, die eine reibungslose Marktintegration von Strom aus fluktuierenden Energiequellen erleichtern und die für den Moment ausschließlich auf dem deutschen Intraday-Markt gehandelt werden können, werden ebenfalls von Beginn an auf dem Schweizer Intraday-Markt verfügbar sein. Der Start eines Schweizer Intraday-Marktes erlaubt die vollständig optimierte Nutzung grenzüberschreitender Intraday-Kapazitäten zwischen Frankreich, Deutschland, Österreich und der Schweiz. Ein integrierter Intraday-Markt hilft zudem bei der echtzeitnahen Bewältigung von Mengenrisiken, vor allem im Hinblick auf die Integration erneuerbarer Energien in das Netz. Durch impliziten grenzüberschreitenden Handel wird die Liquidität der integrierten Intraday-Märkte erhöht. Börsenmitglieder werden 15-Minuten-Kontrakte grenzüberschreitend handeln können. Schlüssel für die Integration der Märkte ist die Harmonisierung der Mechanismen zur Intraday-Kapazitätsbestimmung an den Grenzkuppelstellen zwischen der Schweiz und Deutschland beziehungsweise Frankreich mit der Lösung, die seit 2010 an der deutschfranzösischen Grenze angewandt wird. Die Übertragungsnetzbetreiber (ÜNB) Amprion und TransnetBW in Deutschland, RTE in Frankreich und Swissgrid in der Schweiz berechnen explizit die verfügbare Intraday-Kapazität für grenzüberschreitenden Handel und weisen diese kontinuierlich über eine bestehende Plattform, den Intraday Capacity Service, aus. Diese wird derzeit von acht ÜNB für fünf Grenzen genutzt. Die ÜNB werden nun einen diskriminierungsfreien Zugang zu grenzüberschreitender Intraday-Kapazität zwischen der Schweiz und Deutschland beziehungsweise Frankreich anbieten: EPEX SPOTs System für kontinuierlichen Intraday-Handel, ComXerv, wird über eine offene Schnittstelle mit der Plattform verbunden. Gleichzeitig ist expliziter grenzüberschreitender OTC-Handel POWER FOR TODAY. COMMUNIQUÉ DE PRESSE L’EXCHANGE COUNCIL APPROUVE LA MISE EN PLACE D’UN MARCHÉ INFRAJOURNALIER EN SUISSE Les contrats quart d’heure vont être étendus à la Suisse Vienne │ Paris, 07/12/2012 – L’Exchange Council de la bourse de l’électricité européenne EPEX SPOT a approuvé la mise en place d’un marché infrajournalier en Suisse, dont le lancement est prévu au deuxième trimestre 2013. Ce nouveau marché répond aux demandes des membres de la bourse et permettra l’accès direct à la capacité transfrontalière infrajournalière avec la France et l’Allemagne. Les contrats quart d’heure, permettant une intégration plus en douceur de l’électricité issue des énergies renouvelables et disponible pour l’instant uniquement sur le marché infrajournalier allemand, seront disponibles sur le marché infrajournalier Suisse dès son démarrage. Le lancement d’un marché infrajournalier intégré en Suisse permettra une utilisation optimale de la capacité infrajournalière transfrontalière entre la France, l’Allemagne, l’Autriche et la Suisse. Ce marché intégré permettra également une meilleure gestion du risque de volume à très court terme, notamment en ce qui concerne l’intégration des énergies renouvelables dans le réseau. La négociation transfrontalière implicite permet d’accroître la liquidité des marchés infrajournaliers connectés. Les membres de marché pourront négocier des contrats quart d’heure entre l’Allemagne et la Suisse. La clé de l’intégration est l’harmonisation des mécanismes d’allocation de la capacité infrajournalière aux interconnections des frontières franco-suisse et germano-suisse avec la solution déjà mise en place depuis 2010 à la frontière franco-allemande. Les Gestionnaires de Réseaux de Transport (GRT) Amprion et TransnetBW en Allemagne, RTE en France et Swissgrid en Suisse allouent de manière explicite de la capacité transfrontalière infrajournalière via l’ « Intraday Capacity Service » de manière continue. Cette plateforme est actuellement utilisée par 8 GRT sur cinq frontières. Les GRT proposeront désormais un accès non discriminatoire à la capacité transfrontalière aux frontières franco-suisse et germano-suisse. ComXerv, le système de négociation infrajournalière continue d’EPEX SPOT sera connecté à la plateforme via un accès non-exclusif. Dans le meme temps, la négociation explicite de l’électricité en OTC entre la Suisse et la France et la Suisse et POWER FOR TODAY. POWER FOR TOMORROW. l’Allemagne sera toujours possible selon les règles d’allocation applicables à chaque frontière. “L’Exchange Council soutient le lancement d’un marché infrajournalier suisse intégré car il utilisera de manière pragmatique une infrastructure existante et ayant fait ses preuves ”, dit Peter Heydecker, Président de l’Exchange Council. Ce faisant, une migration fluide vers la solution infrajournalière européenne développée dans le cadre du projet de Couplage par les Prix en Europe du Nord-Ouest est assurée.
