PRESS RELEASE EXCHANGE COUNCIL WELCOMES SUCCESS OF CWE MARKET COUPLING Vienna, 07/12/2010 – The sixth meeting of EPEX Spot Exchange Council chaired by Dr. Günther Rabensteiner was held on December 1st, 2010 in Vienna. The main topics discussed were: • Price formation one year after EEG marketing on the Exchange and one month after the launch of CWE Market coupling • Impact of French NOME law on the wholesale market Almost one year after the obligation to sell all renewable energy produced in Germany on the Exchange (“EEG Law”, in combination with the so-called ‘AusglMechAV’), the market has proved its flexibility and adaptability. Liquidity has significantly grown and prices have been less volatile than in 2009. The Exchange Council welcomed the success of CWE market coupling launched on 9 November 2010, which allows the optimal use of cross-border capacity and favors price convergence. The risk of negative prices has been reduced because CWE coupling increases the overall liquidity of the Day-Ahead market. For EEG as well as for CWE coupling, the market plays its role to send a strong and reliable economic signal as a result of the wider confrontation of supply and demand. The Exchange Council members discussed thoroughly the possible impact of the NOME law, voted by French Parliament on 24th November, on the French wholesale market. NOME will allow more competition in the retail market, cancel tariffs for industrial consumers and decrease market concentration. It should have a positive impact on the spot volumes as smaller players will have higher “balancing” needs. However, the Exchange Council will review its effects on the liquidity of the French wholesale market. Certain measures of the law could substantially increase the amount of power which goes directly from the plants to consumers who were supplied by the wholesale market. 1 *** EPEX Spot SE operates the power spot markets for France, Germany, Austria and Switzerland (Day Ahead and Intraday). Les sujets de discussion suivants ont été abordés : • Formation des prix, un an après la mise en place de la loi sur les énergies renouvelables (loi “EEG”) sur l’Auction Allemagne/Autriche d’EPEX Spot et un mois après le démarrage du couplage de marché CWE • Impact de la loi NOME sur le marché de gros en France. Presqu’un an après l’obligation de vendre l’électricité issue des sources renouvelables (loi « EEG » ensemble avec la ‘AusglMechAV’), le marché a démontré sa flexibilité and sa capacité d’adaptation. La liquidité a augmenté d’une façon significative et les prix ont été deux fois moins volatiles qu’en 2009. L’Exchange Council a exprimé sa satisfaction quant au lancement réussi, le 9 novembre 2010, du couplage de marché CWE permettant ainsi une utilisation optimale de la capacité transfrontalière et favorisant également une convergence des prix. Le risque de prix négatifs est moindre du fait d’une augmentation de la liquidité générale du marché Day-ahead grâce au couplage CWE. Tant pour la loi EEG que pour le couplage CWE, le marché joue son rôle et envoie un message économique fort et fiable résultant d’une confrontation plus large de l’offre et de la demande. Les membres de l’Exchange Council ont discuté des impacts possibles de la loi NOME, votée par l’Assemblée Nationale française le 24 novembre, sur le marché de gros français. La loi NOME facilitera la compétition dans le marché de détail, supprimera les tarifs régulés des consommateurs industriels et diminuera la concentration du marché. Cette loi devrait avoir un impact positif sur les volumes spot car les « petits » acteurs auront des besoins d’équilibrage plus élevés. Néanmoins, l’Exchange Council réexaminera les effets sur la liquidité sur le marché de gros français. Certaines mesures de la loi pourraient augmenter substantiellement la quantité d’énergie passant directement des centrales aux consommateurs approvisionnés auparavant à travers le marché de gros. 3 *** EPEX Spot SE gère les marchés de l’électricité Day-ahead et Intraday en Allemagne, en France, en Autriche et en Suisse. Dezember 2010 in Wien statt. Dabei wurden folgende Themen erörtert: • Preisbildung ein Jahr nach der EEG-Vermarktung an der Börse sowie einen Monat nach dem Start des CWE Market Coupling • Auswirkungen des französischen NOME Gesetzes auf den Großhandelsmarkt Fast ein Jahr nach der Einführung der Verpflichtung zum Verkauf der gesamten in Deutschland erzeugten erneuerbaren Energie über die Börse (EEG-Gesetz in Verbindung mit der sogenannten AusglMechAV) hat der Markt seine Flexibilität und Anpassungsfähigkeit unter Beweis gestellt. Die Liquidität hat deutlich zugenommen und die Preise sind weniger volatil als noch im Jahr 2009. Der Börsenrat begrüßte den erfolgreichen Start des CWE Market Coupling Projekts am 9. November, das die optimale Nutzung grenzüberschreitender Kapazität ermöglicht und die Konvergenz der Preise begünstigt. Die Wahrscheinlichkeit des Auftretens negativer Preise ist gesunken, da das CWE Market Coupling die Gesamtliquidität des Day-Ahead-Marktes erhöht. Bei der EEG Vermarktung sowie beim CWE Market Coupling besteht die Rolle des Marktes darin, aufgrund der umfassenderen Gegenüberstellung von Angebot und Nachfrage ein starkes und zuverlässiges wirtschaftliches Signal zu setzen. Die Mitglieder des Börsenrates erörterten weiterhin die möglichen Auswirkungen des am 24.November vom französischen Parlament verabschiedeten NOME Gesetzes auf den französischen Großhandelsmarkt umfassend. Durch das NOME Gesetz wird mehr Wettbewerb auf dem Einzelhandelsmarkt ermöglicht, die Tarife für industrielle Verbraucher werden aufgehoben und die Marktkonzentration wird reduziert. Damit sollte das Gesetz positive Auswirkungen auf die Spothandelsvolumina haben, da kleinere Akteure nunmehr einen höheren “Ausgleichsbedarf” haben werden. Der Börsenrat wird die Auswirkungen des 5 Gesetzes auf die Liquidität auf dem französischen Großhandelsmarkt weiter beobachten, da durch bestimmte Maßnahmen nach diesem Gesetz die Strommenge erhöht wird, die direkt aus den Kraftwerken an die Verbraucher geliefert wird, die zuvor durch den Großhandelsmarkt beliefert worden sind. *** EPEX Spot SE betreibt die Strom-Spotmärkte für Deutschland, Frankreich, Österreich und die Schweiz (Day-Ahead und Intraday).
