According to Wikipedia, “The true forerunner of human rights discourse was the concept of natural rights
which appeared as part of the medieval natural law tradition. From this foundation, the modern human
rights arguments emerged over the latter half of the twentieth century, possibly as a reaction to slavery,
torture, genocide, and war crimes, as a realisation of inherent human vulnerability and as being a
precondition for the possibility of a just society.”
And yet, nearly 70 years after the end of World War II, we still see slavery, torture, mass killings and war
crimes. If we want to live in a just world, then we must always be vigilant and keep the flame of human
rights burning. Thus, on the internet and on your dealing on the internet - always keep the human rights
button on!! Never hesitate to report hate speech (which you can do on our site, via the Hate Speech
Watch) and always defend the vulnerable and those targeted by hate speech. We can and should fight
the protagonists of hate speech – our silence is one of their best weapons.
EUROPEAN ACTION WEEK
On 10 December 1948 the United Nations General Assembly adopted the Universal Declaration of
Human Rights. Henceforth, December 10th became International Human Rights Day. For this special
occasion the No Hate Speech Movement is organising an Action Week of Human Rights next week with
the European Action Day for Human Rights Online on Wednesday, 10 December as the highlight.
As was discussed during the NCC meeting (see below), some National Campaigns are designing
postcards for the action week to be revealed on the 10th. The cards will be focused on the theme of
Human Rights and the week’s motto “Human Rights: Always ON, Never OFF” but will also reflect the
wintery holiday spirit that accompanies this time of year.
The winners of the Campaign's Photo Competition will be invited to a special ceremony where PACE's
General Rapporteur against Racism and Intolerance, Maria Giannakaki, will officially open the exhibition
of the No Hate Speech Movement Photo Competition Winners and present the prizes to the winning
photographers.

NCC MEETING IN WARSAW
The second meeting of the National Campaign Coordinators
took place on 10-11 November in Warsaw, Poland. On Sunday
9 November, many of the NCCs attended the closing ceremony
of “Zone of Inter@ction”, the Polish Congress of Activists which
took place from 7-9 November and brought together 200 Polish
Activists and Coalition members to learn from one
another,develop skills, make new contacts and reinforce
cooperation between activists.
The meeting of the NCCs itself started on Monday morning. They discussed many issues, such as
putting together a new general survey which will be available soon as well as the future of the National
Campaigns after the closing of the European Campaign in March 2015.
INTERNATIONAL VIDEO COMPETITION
The No Hate Speech Movement’s international video competition was launched last month on 7
November! In the first stage of the competition, lasting until 10 December, the National Campaigns will
be hosting preliminary national competitions, the winners of which will be announced on Human Rights
Day. The participants are asked to make a video reflecting the work of the Campaign as well as the
issue of Human Rights, and – in order to transcend the language barrier – not to speak or have written
text in the video. After the 10th, the second phase of the competition will commence, that is the
European competition between the winners of the national competitions, for which the European
winners will be chosen in part by public voting (meaning you can participate!), and by a panel of judges
with a variety of competences to bring to the table.
NATIONAL CAMPAIGNS
ITALIAN CAMPAIGN
The Italian National Campaign was formally launched on 11 November
2014. Check out their site here , where you can find a National
Campaign video as well as information, advice (in Italian, of course!) and
links to various social media. The Campaign already received some
media attention from RAI TV and Radio, as well as online!
MOROCCAN CAMPAIGN LAUNCH
A Moroccan campaign was launched as of Saturday 29 November in
Marrakesh within the framework of the second World Forum on Human
Rights. The campaign volunteers released a striking video beforehand,
serving as a trailer for their new campaign (you can watch it here). They
also have a Facebook page with pictures from the event, which you can
visit here. It is always exciting to see the campaign spread, and even
more so beyond European borders! The Moroccan campaign was
initiated by 4 volunteers active in the Youth Department’s project on
Democratic Youth Participation which focuses on Algeria, Morocco and
Tunisia.

Human rights are moral principles or norms that describe certain standards of human behaviour, and are regularly
protected as legal rights in national and international law. They are commonly understood as inalienable
fundamental rights "to which a person is inherently entitled simply because she or he is a human being," and which

D’après Wikipédia : « Le précurseur du concept des droits de l’Homme était l’idée de droits naturels qui
apparut au Moyenne Age. C’est à partir de cette idée que se développent les débats modernes sur les
droits de l’Homme au cours de la deuxième moitié du XXème siècle, en réaction peut être à l’esclavage,
à la torture, au génocide et aux crimes de guerre, comme prise de conscience de la vulnérabilité innée
humaine ou encore comme condition préliminaire à la possibilité d’une société juste. »
Et pourtant, près de 70 ans après la fin de la Seconde Guerre mondiale, l’esclavage, la torture, le
génocide et les crimes de guerre existent toujours aujourd’hui. Si on veut habiter un monde juste on doit
rester vigilant et maintenir la flamme des droits de l’Homme. Ainsi, lorsque vous utilisez internet, garder
toujours le « bouton » des droits de l’Homme à portée de main !! N’hésitez pas à signaler des discours
haineux (ce que vous pouvez faire sur notre site, à partir de l’Observatoire Du Discours De Haine) et
défendez toujours les personnes qui se trouvent vulnérables et victimes de ces discours. Nous pouvons
et nous devons combattre les émetteurs des discours de haine car notre silence est un de leurs armes
les plus puissantes.
SEMAINE D’ACTION EUROPEENNE
Le 10 décembre 1948, l’Assemblée Générale des Nations Unies a adopté la Déclaration Universelle des
Droits de l’Homme. Dès lors, le 10 décembre est devenu la Journée Internationale des Droits de
l’Homme. Pour cette occasion le Mouvement Contre le Discours de Haine organise une semaine
d’action avec comme point culminant une journée d’action européenne pour les droits de l’Homme le
mercredi 10.
Comme l’a été proposé lors de la réunion des CNC (voir ci-dessous), certaines campagnes nationales
créent des cartes postales pour la semaine d’action qui vont être dévoilées le 10. Les cartes reflèteront
le thème des droits de l’Homme et la devise de la semaine « Human Rights: Always ON, Never OFF »,
mais vont aussi mettre en avant l’esprit des fêtes d’hiver qui accompagne cette époque de l’année.
Les gagnants de notre compétition de photographies seront invités à participer à une cérémonie où le
Rapporteur Général contre le racisme et l’intolérance de l’Assemblée Parlementaire du Conseil de
l’Europe, Maria Giannakaki, inaugurera l’exposition des photos gagnantes et leur présentera leurs prix.

REUNION DES CNC A VARSOVIE
La deuxième réunion des Coordinateurs nationaux de
campagne (CNC) s’est déroulée les 10 et 11 novembre à
Varsovie en Pologne. Dimanche 9 novembre la plupart des
CNC ont assisté à la cérémonie de clôture du Congrès polonais
d’activistes « Zone d’Inter@ction » (qui a eu lieu du 7 au 9
novembre), où 200 activistes et membres de coalition se sont
retrouvés pour se transmettre leurs savoirs, pour développer de
nouveaux savoirs faire, créer de nouveaux contacts et pour
renforcer la coopération entre activistes.
La réunion des CNC a débuté le lundi matin et ils ont abordés plusieurs questions, notamment le
développement d’un nouveau sondage qui sera bientôt disponible, ainsi que le futur des campagnes
nationales après la clôture de la campagne européenne en mars 2015.
COMPETITION INTERNATIONALE DE VIDEOS
La compétition internationale de vidéos du MCDH a été lancée le mois dernier, le 7 novembre ! Dans un
premier temps, les campagnes nationales mettent en œuvre une compétition au niveau national, dont
les gagnants seront annoncés le 10 décembre. Les participants doivent créer une vidéo qui représente
la question des droits de l’Homme et met en avant le travail fait par a campagne, et – dans le but de
transcender les barrières linguistiques – de ne pas parler ou utiliser de texte écrit dans leur vidéo. Après
le 10 s’entame la seconde étape de la compétition, c’est-à-dire la compétition au niveau européen entre
les gagnants de la première phase et dont les gagnants seront choisis d’une part par un vote en ligne
(ce qui signifie que vous pourrez y participer !), et d’autre part par un jury composés de personnes aux
compétences variées à apporter lors du processus de décision.
CAMPAGNES NATIONALES
CAMPAGNE ITALIENNE
La Campagne nationale italienne a été officiellement lancée le 11
novembre 2014. Sur leur site, vous retrouverez des informations, des
conseils (qui sont en Italien bien sûr !) et des liens vers leurs réseaux
sociaux. Cette campagne a déjà suscité l’attention des médias italiens
hors ligne (RAI TV et Radio) ainsi qu’en ligne !
CAMPAGNE MAROCAINE
Le samedi 29 novembre à Marrakech, la campagne nationale marocaine
a été lancée dans le cadre du deuxième Forum Mondial des Droits de
l’Homme. Les volontaires de cette campagne ont publié une vidéo
frappante avant le lancement, pour en annoncer cette nouvelle
campagne (vous pouvez voir la vidéo ici. Ils ont aussi une page
Facebook avec des photos de l’événement, que vous retrouverez ici.
Il est toujours enthousiasmant d’assister à la propagation de la
Campagne, surtout au-delà des frontières européennes ! La campagne
marocaine a été initiée par 4 volontaires qui travaillent avec le projet sur
la Participation Démocratique des Jeunes du Centre de la Jeunesse qui
se concentre sur l’Algérie, le Maroc et la Tunisie.
MOT DU MOMENT LES DROITS DE L’HOMME
Les droits de l’Homme sont des principes moraux qui désignent certaines normes de conduite humaine et qui
sont protégés en tant que droits légaux en droit national et international. Ils sont souvent vus comme étant
inaliénables et fondamentaux « auxquelles une personne a droit de manière innée pour la simple raison qu’elle est
un être humain » et qui sont « innées à tout être humain », quelle que soit de sa nationalité, position
géographique, sa langue, religion, origine ethnique ou tout autre statut. (Source: Wikipédia)
