Our campaign is all about networking. Every meeting, on or off line, in a group or one on one, gives
opportunities for spreading our message further and further in our combat against hate speech online –
or off line for that matter. From the interaction of the activists at the Forum in Gabala, to the interactive
preparation of the photo and video competitions with our NCC’s, to the contributions we make at
conferences of our partners and others, and of course to the work which we do with our internal partners
at the Council of Europe, we are making the message get through. Our Facebook likes have now
reached nearly 17,000 and our Twitter followers number 14,500. Let me steal a quote from one of our
national partners – “Even the hardest stone will be eventually worn away by persistent drops of water".
Every person we get on board our campaign is another drop of water.
MESSAGE FROM THE FORUM TO THE COUNCIL OF EUROPE
The Forum of the No Hate Speech Movement was held in Gabala,
Azerbaijan, and it has resulted im a Message from the Forum
towards the Council of Europe. After feedback from the 250
participants whotook part in the bigges Campaign event of the year,
you can read the Message in English and French on the Youth Site
of the Council of Europe and on the blog of the campaign.
BOOKMARKS
The training course took place from 15 to 19 October in Namur, Belgium and
gathered 21 participants coming mostly from France and Switzerland but also from
Belgium, Canada, Andorra, Luxembourg and Greece. The course was organised
in close cooperation with and the support of the Ministry of the French Community
of Belgium (Bureau international de la jeunesse), and in cooperation with their
national campaign committee. As it was the very first training on the Bookmarks
manual, we hope to have a series of others training on the same topic in the
future! All the details of the days can be found on the blog of the campaign!
FOLLOW UP GROUP MEETING
The 7th Follow up group meeting is going to take place on 23-25 October at
the European Youth Centre in Strasbourg. 15 experts will gather to discuss
the follow-up the campaign, what has been done so far and what needs to be
done. The expectations resulting from the Forum will also be discussed.
9 NOVEMBER: EUROPEAN ACTION DAY AGAINST FASCISM AND
ANTISEMITISM
The next European Action Day is planned for the 9 November and it will be a day devoted to the fight
against Fascism and Anti-Semitism. All the actions will be communicated in our next newsletter as well
as on the campaign platform: www.nohatespeechmovement.org
INACH PRESENTATION
On Monday 20 October in Brussels, the International Network Against Cyber-Hate held its annual
conference. The conferences addressed the different roles several actors can have in the fight against
cyberhate (hate speech online). Three panels successively explored good practices coming from three
fields involved in the fight against cyberhate: police and justice, media and internet companies,
international and civil society organisations. The International Network against CyberHate unites
organisations around the world to counter and address all forms of online discrimination. Bridget
O’Loughlin, European Campaign Coordinator, was invited to present the No Hate Speech Movement
Campaign.
NATIONAL CAMPAIGNS
POLAND
The Polish National campaign committee has put into place several actions for
celebrating the 9 November, Action Day against Fascism and Antisemitism. From 7
to 9 November, around 275 participants will take part in it and will share their
experiences and knowledge on the issue of hate speech.
The event will first start with speeches and a sightseeing of the Museum of History of Polish Jews. Then
several discussions and debates will go on, talking about what hate speech is, what it says and what it
means, and who the most targeted groups are. The day of the 9 November has a very important
meaning because it is also linked with the 11 November that corresponds to the Polish Independence
Day. The idea would be to involve one part of the activists’ group in preparing a happening during the
march organised by the President of Poland on the 11 November, in order to react to the nationalistic
march that will take place as every 11/11.

Our campaign iNotre campagne se base sur la « mise en réseau ». Chaque réunion, « online » et «
offline » nous donnent la possibilité de diffuser notre message encore plus loin pour combattre le
discours de haine en ligne – ou hors ligne. Depuis la mise en contact des activistes lors du Forum à
Gabala à la participation interactive des Comités Nationaux de Campagne lors du concours de
photographies et de vidéos, en passant par le travail que nous effectuons quotidiennement avec nos
partenaires internes du Conseil de l’Europe, nous faisons passer le message. Nos « likes » sur
Facebook ont presque atteint les 17000 et environ 14500 personnes nous suivent sur Twitter. Pour
reprendre un de nos partenaires nationaux – « même la pierre la plus dure disparaîtra sous l'effet de
gouttes d’eau continues ». Chaque personne qui rejoint la campagne est une autre goutte d’eau.
MESSAGE DU FORUM AU CONSEIL DE L'EUROPE
Le Forum du Mouvement contre le discours de haine a eu lieu à
Gabala, Azerbaïdjan, et s’est conclu par un message du Forum
envers le Conseil de l’Europe. Après accord des 250 participants
ayant pris part à l’évènement de la Campagne le plus important de
l’année, vous pouvez lire le Message en Anglais et Français sur le
Site Jeunesse du Conseil de l’Europe ainsi que sur le blog de la
campagne.
CONNEXIONS
Le stage de formation a eu lieu du 15 au 19 Octobre à Namur, Belgique, et a réuni
21 participants provenant majoritairement de France et de Suisse mais aussi de
Belgique, Canada, Andorre, Luxembourg et Grèce. Le stage a été organisé en
étroite collaboration avec le Ministère de la Communauté Française de Belgique
(Bureau International de la Jeunesse) d’une part et également avec leur comité
national de campagne. Comme il s’agissait du premier stage de formation portant
sur le manuel Connexions, nous espérons pouvoir organiser une série d’autres
formations de ce type à l’avenir ! Tout ce qui a été réalisé pendant cette semaine
est disponible sur le blog de la campagne !
REUNION DU GROUPE DE SUIVI
La 7ème réunion du groupe de suivi aura lieu du 23 au 25 Octobre au Centre
Européen de la Jeunesse de Strasbourg. 15 experts se réuniront pour
débattre ensemble du suivi de la campagne, ce qui a été fait jusqu’à présent
et ce qu’il reste à faire. Les attentes énoncées par les participants durant le
Forum seront également débattues.
9 NOVEMBRE: JOURNEE D'ACTION EUROPEENNE CONTRE LE
FASCISME ET L'ANTISEMITISME
La prochaine Journée d’Action Européenne est fixée pour le 9 Novembre et cette journée sera
consacrée à la lutte contre le Fascisme et l’Antisémitisme. Toutes les actions seront communiquées
dans notre prochain bulletin d’information ainsi que sur la plateforme de la campagne :

PRESENTATION LORS DU RESEAU INTERNATIONAL DE LUTTE
CONTRE LA HAINE SUR INTERNET
Le 20 Octobre dernier à Bruxelles, le Réseau International de Lutte contre la Haine sur Internet a tenu
sa conférence annuelle. La conférence a mis l’accent sur les différents rôles que chaque acteur a dans
la lutte contre le discours de haine en ligne. Trois groupes de travail ont chacun à leur tour exploré les
bonnes pratiques dans trois branches impliquées dans la lutte contre le discours de haine en ligne :
police et justice, sociétés de média et internet, organisations internationales et de la société civile. Le
Réseau International de Lutte contre la Haine sur Internet met en relation toutes les organisations
présentes dans le monde pour aborder toutes les formes de discrimination en ligne. Bridget O’Loughlin,
Coordinatrice de la Campagne Européenne, a été invitée pour présenter la campagne du Mouvement
contre le discours de haine.
CAMPAGNES NATIONALES
POLOGNE
Le comité national polonais est en train de mettre en place plusieurs actions pour
célébrer la journée du 9 Novembre, Journée d’Action Européenne contre le
Fascisme et l’Antisémitisme. Du 7 au 9 Novembre, environ 275 participants seront
présents et partageront leurs expériences et connaissances sur le discours de haine.
L’évènement commencera tout d’abord avec des présentations et une visite
touristique du Musée historique des juifs polonais.
Suivront par la suite des discussions et débats présentant ce qu’est le discours de haine, qu’est-ce qu’il
signifie et qui sont les groupes cibles les plus vulnérables. La journée du 9 Novembre a tout
particulièrement une signification très importante, car elle est aussi liée au 11 Novembre qui correspond
à la Journée d’indépendance polonaise. L’idée serait d’inviter une partie du groupe des activistes à
préparer une action pendant la marche organisée par le Président polonais le 11 Novembre, avec pour
objectif de réagir à la marche nationaliste qui a lieu chaque 11 Novembre.
