CAMPAIGN UPDATE: NHSM EUROPEAN CAMPAIGN CONFERENCE 7 - 9 NOVEMBER

CAMPAIGN NEWS
Our upcoming European Campaign Conference is happening very soon! On 7-9 November we will be
meeting and greeting all national campaign coordinators, social media experts, young people and activists
working on the campaign to learn and coordinate for 2014. For more information contact

Seminar for Bloggers and Activists will take place on 4-6 November, before the major European
conference, with participants arriving at the European Youth Centre Strasbourg the night before. For this
event we have invited active participants of our movement to convene on how the year has gone so far and
how to mobilise others to join the movement. The workshops will facilitate discussion and action on the
NHSM social media strategy and online presence, and the evaluation of the campaign.

High Level Conference took place in Yerevan 21-22 October to combat racism, xenophobia and
intolerance in Europe. The session ‘Combating hate speech and racial stereotypes on the social networks
and media’ specifically focused on hate speech online. The forum acted for open and inclusive dialogue to
address contemporary forms of intolerance. Invited state representatives, independent experts,
representatives of international organisations had the opportunity to reflect on proposed topics.
The Yerevan conference concluded that: it is important to address the root causes of hate speech and hate
speech online; Human rights education plays a central role in combating and preventing hate speech;
Media education and Internet literacy must be included in education programmes and curricula for human
citizenship and human rights education.
FEED-BACK FROM EUROPEAN ACTION DAY: EUROPEAN LOCAL DEMOCRACY WEEK
We asked for your help in raising awareness of European Local Democracy Week in our last newsletter
and you faithfully took part in many of our online and offline actions. We set up three debates and
discussions on our Join the Discussion forum and received 30 – 40 comments on each discussion.
Andrej Bencel, National Coordinator of Slovakia’s No Hate Speech Movement spoke to us about taking
action at local level for the EAW. You can watch his video and read his article on our Campaign in Action
blog.
Our next European Action Day takes place on 9 November. We are raising awareness of International Day
Against Fascism and Antisemitism. More information on the actions you can take for the Action Day will
follow.
NATIONAL CAMPAIGNS
Earlier this month national coordinators were invited to attend the Campaign Workshop for National
Coordinators in Brussels. The purpose of the meeting was to meet new coordinators and discuss the
national campaign state-of-play in each country. Workgroups on advocacy, educational activities, offline
activities and European Action Days were created.
Some coordinators presented their planned projects and future activities: In Romania, a 20-page education
manual has been created. They have also trained 12 teachers for the project. The Icelandic campaign
created educational modules on online safety. Some online quizzes and Children’s Rights books are
available. In the Czech Republic, a 50-page book for bloggers has been developed, which acts as an
educational guideline to the bloggers. In Hungary, training for teachers and parents is planned.
The NHSM welcomes new coordinators to the campaign, specifically Branka Malesevic from Bosnia and
Herzegovina and Lumila Griu from Moldova.

The European Local Democracy Week (ELDW) proved that talking about various hate speech related issues
works. So why stop now? Join the Discussion and get involved. If there’s something specific you want to talk
about create a new topic thread and see who responds to it. Join the Discussion!
We received a number of ELDW-related reports on our Hate Speech Watch online too. Keep sending us in your
hate speech reports. If you are unsure whether something online is hate speech or not send it to us anyway and
we will validate it!

Nous avons recueilli les nouvelles les plus importantes de Octobre 2013!
NOUVELLES DE LA CAMPAGNE
La Conférence sur la Campagne Européenne aura lieu très bientôt ! Les 7 et 9 Novembre, nous
rencontrerons tous les coordinateurs nationaux de campagne, des experts des réseaux sociaux, des
jeunes et des activistes travaillant sur la campagne pour apprendre et coordonner pour 2014. Pour plus

Un Séminaire pour Blogueurs et Activistes aura lieu du 4 au 6 Novembre, juste avant la Conférence, au
Centre Européen de la Jeunesse de Strasbourg. Pour cet évènement, nous avons invité des participants
actifs dans notre mouvement pour faire le bilan du déroulement de l’année ainsi que pour convaincre les
autres à rejoindre le mouvement. Les ateliers vont donner place à des discussions et actions sur la
stratégie des réseaux sociaux du MCDH, sur sa présence en ligne ainsi que sur l’évaluation de la
campagne.

d’information sur la prochaine Journée d’Action Européenne du mois de Novembre.
Une Conférence de Haut Niveau a eu lieu à Erevan du 21 au 22 Octobre pour combattre le racisme, la
xénophobie et l’intolérance en Europe. La session ‘Combating hate speech and racial stereotypes on the
social networks and media’ a eu pour thème principal le discours de haine en ligne. Des discussions
ouvertes à tous ont eu lieu pour évoquer les formes contemporaines de l’intolérance. Des représentants de
l’Etat, experts indépendants, représentants d’organisations internationales ont eu l’opportunité de réfléchir
sur les sujets proposés.
Conclusions de la conférence de Erevan : il est essentiel de combattre les causes principales du discours
de haine en ligne/hors ligne ; l’éducation aux droits de l’homme joue un rôle capital dans le combat contre
le discours de haine ; l’éducation aux médias et à Internet doit faire partie des programmes pédagogiques
pour la citoyenneté et les droits de l’homme.
CONCLUSION SUR LA JOURNEE D’ACTION EUROPEENNE: SEMAINE EUROPEENNE DE LA
DEMOCRATIE LOCALE
Nous avons sollicité, dans notre dernier bulletin d’information, votre aide pour promouvoir la Semaine
Européenne de la Démocratie Locale et vous avez pris part à un certain nombre de nos actions en
ligne/hors ligne. Trois débats et discussions ont eu lieu sur notre forum « Join the Discussion », il y a eu
environ 30 à 40 commentaires pour chacune de ces discussions.
Andrej Bencel, Coordinateur National du Mouvement contre le discours de haine en Slovaquie, nous a
parlé de la manière de prendre part au niveau local à la SAE. Vous pouvez visionner sa vidéo et lire son
article sur notre blog « Campaign in Action ».
Notre prochaine Journée d’Action Européenne aura lieu le 9 Novembre. Pour cet évènement, nous allons
promouvoir la Journée Internationale contre le Fascisme et l’Antisémitisme. Plus d’informations sur les
actions que vous pouvez entreprendre pour cette Journée d’Action prochainement.
CAMPAGNES NATIONALES
Plus tôt ce mois – ci les coordinateurs nationaux ont été invités à prendre part à un séminaire de
campagne pour les coordinateurs nationaux à Bruxelles. Le but de cet événement consistait en la
rencontre de nouveaux coordinateurs et à discuter de l’état d’avancement actuel des campagnes dans
chaque pays. Des groupes de travail consacrés à la promotion, aux activités éducatives, aux actions «
offline » ainsi qu’aux Journées d’Action Européennes ont été créés.
Certains coordinateurs ont présenté leurs projets prévus et leurs activités à venir : en Roumanie, un
manuel éducatif de 20 pages a été créé. Dans le pays en question, 12 professeurs ont été formés pour le
projet. La campagne islandaise a créé des modules éducatifs sur la sécurité en ligne. De plus, quelques
quizz et livres sur les droits de l’enfant ont été mis à la disposition pour la campagne islandaise. En
République Tchèque, un livre de 50 pages pour les blogueurs a été conçu, celui-ci leur faisant fonction de
ligne directrice. En Hongrie, une formation pour des professeurs et parents a été prévu.
Le Mouvement contre le discours de haine souhaite la bienvenue aux nouveaux coordinateurs de
campagne dont en particulier à Branka Malesevic de Bosnie-Herzégovine et à Limila Griu de Moldavie.

La Semaine Européenne de la Démocratie Locale (SEDL) a prouvé que le fait de parler des problématiques liées
au discours de haine marche très bien. Pourquoi donc s’arrêter maintenant ? Rejoignez le Mouvement et
impliquez – vous. S’il y a quelque chose de spécifique sur laquelle vous souhaitez dialoguer, créez un nouveau
sujet de discussion et attendez de voir qui y répondra. Rejoignez le Mouvement!
Nous avons également reçu un certain nombre de rapports liés à la SEDL sur notre Observatoire du Discours de
haine. Si vous n’êtes pas sûr si des éléments en ligne relèvent du discours de haine, envoyez – les toutefois à
notre équipe afin que nous puissions procéder à une vérification.
