Hard acts to follow you may think, but indeed we did with Maria Douvalis, our folk dance teacher who had everyone up on the floor dancing yet again with a selection of Scottish, Irish, English and Greek traditional dances. Then came the time to ‘Rock & Roll’ – Tony Lowe shot back on stage, complete with purple leather suit and piano keyboard tie to give us “Rock around the Clock”, “Hound Dog” and other R&R classics. Fancy dress competition results came next and directly after some classic dance floor Rock & Roll moments, Elvi s, c o m pl e te wit h g u it ar, scooped 1st prize, with C e n drill o n second and E g y p tia n third. Our thanks to Tony Bernard for securing the splendid HP Computer Printer prizes. The evening was rounded off with a spectacular son et lumière disco session – just to make sure that we were really exhausted! Over the following days, e-mails flooded in with congratulations for what really was, a great evening. A suggestion by a parent at a class meeting prompted Larry McCardle, form teacher of S2en-B, to arrange a self-financed school trip to the th th Ardennes recently. The dates chosen (11 , 12 and th 13 March) proved to be ideal as, incredibly, upon arrival at the Gite, the whole landscape was covered with about 1 metre of snow! Friday evening brought even more, making the Saturday walk through the forest, complete with guide, into a winter magical mystery tour! Lunch was Reinhardstein Castle taken at a wonderful Nature Centre, complete with circular log fire, allowing tired feet to be pampered by the warmth before a tour of the Centre followed by a wonderful wildlife film set us all up for another walk, via a different route, back to the Gite. During the trek we were treated to views towards Germany and a chance to stand upon the highest point in Belgium ( Signal de Botrange, 700m). With five adults (Mr. McArdle, three parent helpers + guide) to twenty-one children, the ratio was ideal with regard to safety and surveillance. Our English-speaking guide, Alain, kept us well informed throughout the day and, after a welcome coffee back at base, he bid us farewell. Dinner, provided by our charming host and her team, was well received by everyone, with a chance to celebrate the birthday of one of the children at the end of the meal. In true Gite style, the washing-up chores were shared by both staff and volunteer children. Although well-prepared with suggested post dinner activities, the adults were surprised that the children were very happy to amuse themselves with a selection of board games etc. that they had brought along. Listen to the Guide! A very tired group retired to bed ready for the Sunday schedule which began, after breakfast, with a brisk walk to the extremely active ski and toboggan slopes where hired sledges awaited us. Hours of downhill fun in crisp, dry snow lit by a brilliant blue sky really made us feel that we were in the Swiss mountains. Returning the toboggans, we made our way back to the Gite for lunch (isn’t it incredible how children cheer when they see spaghetti!). Our coach had now arrived in the car park (specially cleared of snow for us by a bulldozer!) and we left, thanking our host again for her kind service. Toboggan Before the journey home a fifteen minute ride took us to our final visit: The Reinhardstein Castle. A magnificent fairy-tale chateau which looked stunning in the powdery snow. Another guide talked to us on the surrounding slopes before leading us down to the entrance and showing us around the magnificent interior. We left to rejoin our coach and driver, who, during our visit, had to use chains to turn the vehicle around in the snow! Two hours later we arrived back at school and, making sure that all the children were reunited with their families, made our way home, full of fond memories. My thanks to Larry McArdle, for his initiative and stamina, Richard Doherty for his local knowledge and impeccable organisational skills and to Celia Wooding, for being ‘mum’ and providing endless supplies of extra party food over the weekend! Tony Lowe page 8 XL EXPRESS 02 Avril 2005 APEEE I NFORMATION INTERPARENTS – das klingt gut, aber was ist das eigentlich? Dahinter verbirgt sich die Dachorganisation der Elternvereinigungen aller 13 Europaschulen. Europaschulen gibt es: 2 in Luxemburg (zählt mit, befindet sich aber noch im Bau), 3 in Brüssel, Bergen(NL), Mol (B), Karlsruhe / Frankfurt/ München (D), Culham/Oxford (GB), Alicante (E), Varese (IT). Sie alle haben laut Statut das Recht, 2 gewählte Elternvertreter ihrer Wahl in dieses Gremium zu entsenden. Man trifft sich 5 mal im Jahr, um alle Meinungen unter einen Hut (bzw. in ein Dokument) zu bringen. Die Treffen finden einen Tag vor dem OBERSTEN RAT (BOARD OF GOVERNORS) statt. Die Vertreter bekommen vor den BOG-Sitzungen immer einige Kilo Dokumente zugeschickt, die es dann gilt zu lesen, Meinungen einzuholen, ,Kommentare zu verfassen. Während der IP-Sitzung werden dann gemeinsam mit den anderen ES Interventionen erarbeitet, die die IP-Präsidenten am nächsten Tag im Obersten Rat vortragen. In Obersten Rat werden seit Oktober 2004 nur noch jeweils 2 Elternvertreter, Direktoren, Lehrer und 1 Schüler zugelassen, die dann nahezu 20 000 Schüler vertreten müssen. Interparents ist also ein wichtiges Gremium, das von allen Beteiligten (Inspektoren, nationalen Delegationen, Direktoren, Lehrern, Schülern, Kommission und Generalsekretariat der ES) sehr ernst genommen wird. Dennoch sind die Möglichkeiten, das System der ES zu verändern, sehr beschränkt. Seit 2 Jahren nehme ich aktiv an Arbeitsgruppen des OR (BOG) teil und gelange immer mehr zu der Erkenntnis, dass sich das aktuelle System durchgreifenden Änderungen vehement widersetzt: Die Lehrer beharren auf ihren Statuten, die Inspektoren pflegen ihren Kompetenzkonflikt mit den Direktoren. Die Direktoren haben keine wirkliche Hausmacht, weil ihnen in vielen Entscheidungen die Inspektoren übergeordnet sind. Leider sind die Inspektoren aber zu selten an den Schulen, um die Probleme des Tagesgeschäfts zu verstehen. Eine grundsätzliche Neuordnung der ES wäre also sehr wünschenswert. Die Kommission hat im letzten Jahr einen sehr löblichen Vorstoß unternommen. In vielen Gesprächen mit den Gewerkschaften und APEEES ist es uns gelungen, das Dokument in unserem Sinne mit einer Fülle von Veränderungsvorschlägen zu bereichern. Allein es bleibt bei dem unguten Gefühl, dass der Vorschlag der Kommission dem Willen zum EINSPAREN entsprungen ist. Die wichtigsten Unterkomitees sind die „Teaching committees“ nursery/ primary, secondary und joint, wo nahezu alle Dokumente diskutiert und gemeinsam bearbeitet werden. IP hat ein Rotationsverfahren eingeführt, sodass jede Schule abwechselnd die Interessen aller Eltern vertritt. Im November habe ich zusammen mit Bergen und Karlsruhe unsere Schule vertreten. Folgende Themen wurden anhand vorliegender Dokumente bei IP und in den Komitees besprochen: • Kritik an den Grundschulzeugnissen/ Mangel in der Feinunterscheidung der Noten • Qualitätsverbesserung der Europäischen Stunden • Definition des Begriffes ‚Cycle’ – wichtig für das ‚Phasing-out’ einiger Sektionen an kleinen ES • Vertretungen in der Secondaire – Verbesserung des Vertretungssystems allgemein und Vermeidung von Unterrichtsausfall durch Fortbildungen (primaire) • Die neuen bzw. überarbeiteten Lehrpläne für „integrated sciences“, Fach Deutsch, Abiturregeln für das Fach Deutsch, Lehrpläne der neuen Mitgliedsstaaten. • Bericht über den Ablauf des Abiturs 2004 – Verbesserungsvorschläge und Konklusionen • Wider availability of the European BAC (EB) – dahinter verbirgt sich die Diskussion, ob und unter welchen Konditionen auch assoziierte Schulen in den Nationalstaaten die Gelegenheit erhalten sollen, das EB anzubieten. Die Nachfrage steigt an allen Orten, wo neue Kommissionsagenturen entstehen sollen. Im Unterkomitee Kategorie III wird seit längerer Zeit schon gegen die drastische Erhöhung des Schulgeldes gekämpft. Alle 13 Schulen haben sich kürzlich zusammengefunden und entsenden einen gemeinsamen Elternvertreter zu den Sitzungen. Es bleibt aber zu hoffen, dass die zähe, fast unüberschaubare und langatmige Struktur des Obersten Rates und seiner nachgeordneten Gremien doch noch belebt und beflügelt werden kann. Von der Idee bis zur Verabschiedung einer Innovation können mitunter 2 – 5 Jahre vergehen. Das ist einfach zu lange. Dennoch geben wir Elternvertreter nicht auf und bleiben in allen Gremien wach und aktiv dabei, geht es doch um eine wichtige Sache: Die Bildung und Zukunft unserer Kinder. Die Beschneidung der Teilnehmerzahl im BOG erfolgte innerhalb aller Delegationen. So gibt es nur noch 2 statt 4 Mitglieder innerhalb der nationalen Delegationen. Schon jetzt ist deutlich eine Beschleunigung der Arbeit spürbar. Die Diskussionen und Empfehlungen der vorbereitenden Unterkomitees dienen als Entscheidungsvorlage im OR und werden nur in sehr strittigen Fragen noch einmal neu aufgerollt. Simply it is the umbrella organization of the Parents’ Associations of all 13 European Schools – which are as follows: • 2 in Luxembourg (the second one is still under construction), 3 in Brussels , Bergen(NL), Mol (B), Karlsruhe / Frankfurt/ Munich (D), Culham (near Oxford) (GB) , Alicante (E) , Varese (IT). • Each school has the statutory right to send 2 selected representatives of their choice to this Committee. Meetings are held 5 times a year in order to bring all the different opinions together under one hat (mostly into one document). The meetings take place the day before the meetings of the top organization of the European Schools (BOARD OF GOVERNORS). Before the BOG meetings the Interparents representatives always get a ton of documents to read , then to comment on and give opinions on them. During the IP meeting a common position is worked up with the other schools and this is then delivered as an Intervention by the Interparents Presidents the next day at the BOG. Since October 2004 2 Parents Representatives , 2 School Directors, 2 Teachers and 1 Student Representative are admitted to the BOG and this group has to represent the nearly 20,000 students in the school system. So Interparents is an important body which is taken very seriously by all participants (Inspectors, National Delegations, Directors, Teachers, Students, the Commission and General Secretary). At the same time all Delegations to the BOG were reduced in number from 4 to 2 people to improve efficiency and this is already happening. The discussions and recommendations of the various sub-committees provide proposals for Decisions at the BOG and there is renewed debate at the BOG only in the case of very difficult issues. The most important subcommittees are the „Teaching Committees“ (nursery/primary, secondary and joint) , where almost all the important documents are discussed and worked on together. IP has introduced a rotation system so that each school represents the interests of all parents in turn. In November I represented our school along with Bergen and Karlsruhe. The following topics (and relevant documents) were discussed first at IP and then in the Teaching Committees: • • • • • • In spite of all this the possibilities of changing the European Schools System (ES) remain very limited. For 2 years I have been actively involved in the working groups of the BOG and have come to the realization that there is a strongly embedded resistance to change: the Teachers persist in keeping their Statutes, the Inspectors continue their authority battles with the school Directors. The Directors have no real power because in many decisions the Inspectors have higher authority. Unfortunately the Inspectors are too seldom present at the schools to understand the daily problems. A fundamental reorganization of the whole ES system is needed. Last year the Commission made a very commendable step forward. During various discussions with the Unions and the APEEE’s we succeeded in improving the document along our lines with a raft of proposed changes. However the uncomfortable feeling remains that the principle thrust of the Commission’s proposals is simply to REDUCE COSTS. It is still to be hoped that the stubborn, almost incomprehensible and cumbersome structure of the BOG and its various committees can nevertheless be reinvigorated and accelerated. From idea to implementation can easily take from 2 to 5 years. That is simply too slow. In any case we parents representatives are not giving up and we will continue to be active in every Forum: after all our children’s education and future are at stake. Criticism of the Primary School Reports / lack of distinction between the marks Improving the quality of European Hours Definition of the concept of „cycle“ which is important for the phasing out of some sections in the smaller schools page 10 Teacher replacements in Secondary – improvement of the replacement system overall and reducing all the lessons lost due to teacher training (Primary) New or revised syllabuses for Integrated Science, German L1, BAC rules for German L1, syllabuses for the new member States Report on the results of the 2004 BAC with conclusions and recommendations for improvements Wider availability of the European BAC (EB) – this is the discussion as to whether, and under which conditions, associated schools in the member States should be allowed to offer the EB. Such requests are being increasingly made in every city where new Commission agencies are being set up. In the Subcommittee on Cat III we have been fighting for a long time against the drastic increases in fees. All 13 schools got together recently on this issue and now send a common Parents’ Representative to these meetings. XL EXPRESS 02 Iris Flögerhöfer VP péda. APEEE Brx III VP Interparents Avril 2005 APEEE I NFORMATION INTERPARENTS – cela sonne bien, mais qu’est-ce que c’est exactement? Derrière ce vocable se cache l'organisation qui chapeaute les associations de parents des 13 Ecoles européennes: 2 à Luxembourg (on compte déjà la deuxième, bien qu'elle soit encore en construction), 3 à Bruxelles, 1 à Bergen (NL), Mol (B), Karsruhe/ Frankfort/ Munich (D), Culham/ Oxford (GB), Alicante (E) et Varese (IT). Chaque association a le droit statutaire d'envoyer 2 représentants de son choix à cette assemblée, qui se réunit 5 fois par an afin de préparer des propositions conjointes (par ex. sous forme d'un document). Interparents se réunit généralement la veille des réunions du Conseil supérieur. Avant les réunions du Conseil Supérieur, les représentants d'Interparents (IP) reçoivent toujours une tonne de documents à lire et à commenter et sur lesquels ils doivent exprimer leur opinion. Pendant les réunions, les représentants IP des écoles préparent des propositions communes que leur président soumet le jour suivant au Conseil Supérieur. Depuis octobre 2004, 2 représentants des parents, des Directeurs d'école, des enseignants et un représentant des élèves sont admis à suivre les réunions du Conseil supérieur. Ce groupe représente donc les quelques 20.000 élèves des écoles européennes. Vous voyez qu'IP est un organe important, qui est pris très au sérieux par tous les participants (inspecteurs, délégations nationales, directeurs, élèves, la Commission et le Secrétariat général des Ecoles européennes). Il a été décidé de réduire de quatre à deux le nombre de personnes au sein de chaque délégation au Conseil supérieur, afin d'accroître leur efficacité et la rapidité des prises de décision. La pratique démontre que cela fonctionne en effet mieux ainsi. Les discussions plus longues ont lieu au sein des sous comités, qui font des recommandations au Conseil Supérieur qui ne débat alors plus que des problèmes plus difficiles . Les sous comités les plus importants sont les "Comités d'Education" (maternelle/primaire, secondaire, et comité commun), au sein desquels les documents importants sont discutés et amendés. Interparents a introduit un système de rotation afin que chaque école à son tour représente les intérêts des parents. En novembre 2004, j'ai représenté notre école, avec Bergen et Karlsruhe. Les sujets suivants (et les documents s'y rapportant) ont été débattus au sein d'Interparents d'abord, puis au sein des Comités d'Education: - critique des bulletins de l'école primaire / manque de clarté dans les notes - amélioration de la qualité des heures européennes - définition du concept de "cycle", qui est important pour le "phasing out" de certaines sections dans les petites écoles - remplacement des professeurs dans le secondaire, amélioration du système de remplacement des professeurs en général, et réduction du Avril 2005 - - - nombre d'heures de cours perdues pour cause de formation des professeurs (primaire) renouvellement ou révision des syllabus pour les Sciences intégrées et l'allemand (L1), les règles du BAC pour l'allemand L1, et les syllabus pour les nouveaux Etats membres rapport sur les résultats du BAC 2004, avec conclusions et recommandations pour améliorations plus grande disponibilité du BAC européen (BE), cette discussion porte sur le fait de savoir si, et le cas échéant sous quelles conditions, des écoles associées dans les Etats membres pourraient également délivrer un BAC européen. Une telle demande émerge de plus en plus dans les endroits où la Commission implante de nouvelles Agences. Dans le sous-comité "Catégorie III", on s'oppose depuis longtemps aux fortes augmentations du minerval d'inscription. Les 13 écoles se sont réunies récemment pour débattre de ce point, et nous envoyons dorénavant un représentant des parents à ces réunions. Malgré tout, les possibilités de changer le système des Ecoles européenne sont très limitées. Pendant les deux dernières années, et j'ai été activement impliquée dans les groupes de travail du Conseil supérieur et j'ai constaté qu'il y avait une forte résistance au changement: les professeurs veulent garder leur statut, les inspecteurs poursuivent leurs conflits d'autorité avec les directeurs des écoles. Les directeurs n'ont pas de pouvoir réel, car dans de nombreux cas, ce sont les inspecteurs qui ont la plus haute autorité. Malheureusement, les inspecteurs sont trop rarement présents dans les écoles pour comprendre les problèmes quotidiens. Une réorganisation fondamentale de l'entierté du système des Ecoles européennes est nécessaire. L'an dernier la Commission a fait un pas en avant très appréciable. Au cours de nombreuses discussions avec les syndicats et les APEEE, nous sommes parvenus à améliorer le document dans le sens que nous souhaitions avec une série de propositions de changements. Cependant, nous restons avec le sentiment désagréable que le principe sous jacent de la proposition de la Commission est tout simplement de REDUIRE LES COUTS. Il faut toutefois espérer que l'on parviendra à faire bouger la structure lourde, obtuse et parfois incompréhensible du Conseil supérieur et de ses comités. Entre une proposition et sa mise en pratique, il faut attendre en moyenne deux à cinq ans. C'est évidemment beaucoup trop lent. En tout cas, soyez assurés que nous, les représentants des parents, nous ne baissons pas les bras et nous continuons d'être actifs partout où nous le pouvons : c'est l'éducation et le futur de nos enfants qui sont en jeu. APEEE Brx III, VP Interparents page 11 C OIN DES ÉTUDIANTS – S TUDENTS ’ C ORNER Visite de l’école japonaise N ous avons eu la visite des élèves de l’école japonaise. Nous avons peint des moulages en plâtre et nous les avons vernis. Chacun a eu une poule ou un lapin. Nous avons utilisé 5 couleurs différentes. Quand nous avons fini de peindre, nous sommes sortis en récréation et nous avons goûté avec les élèves japonais. Nous leur avons expliqué comment nous fêtons Pâques. Nous nous sommes bien amusés.
