• This first plenary session is devoted to the issues surrounding the creation of the industrial
infrastructure needed to support the ambitious implementation plans both sides of the Channel.
The focus is on contrasting experience each side of the Channel including two ports.

• Of all marine renewables technologies, this is the' most mature with 10Gw expected in the UK by
2020 and France planning 6Gw although the timing has slipped back somewhat. Larger turbines
are helping to reduce costs, but the support mechanisms put in place in France and the UK are very
different, and different again from those in Germany. Industrial strategies differ widely too. We
aim to highlight what works and what doesn't, looking for a coherent future policy framework that
will encourage development and contribute to longer-term cost reduction.

How does all this get funded ?

• The projects need to be funded. Successful fund raising depends on having the right legal framework.
In France this has been problematic, but should now improve. Funding packages are constantly
evolving and getting more sophisticated. More banks need to be involved with a greater
understanding of our industry, but without choking off innovation - a very real issue. Risk management
is critical and will also be discussed.

Floating offshore wind : the route of the future.

• France is heavily committed to this technology with several companies competing to prove that theirs
is the best solution. Here the debate between vertical and horizontal axis turbines is not over and
could spill over into fixed. Franc's windy western Mediterranean Gulf of Lions coast needs this solution
that is also essential to marine renewables development in Japan. We bring together the leading
developers and experts to brief us on the state of development.

R&D, Test Sites, education & training : supply & demand.

• If our industry has managed to get off the ground, that is in part thanks to earlier R & D, and the test
centers. The role of R & D and of the test centers will remain central to progress, but can we better coordinate our efforts on a European scale to reduce wasteful duplication. Further education and training,
already a prominent need in the UK and elsewhere in Europe, is going to be key to ensuring the
availability of skilled personnel. What is on offer? Is it what the market wants ?

• Although the French projects are still a long way from incurring operational costs, this is not true in
Britain and the issue is central to overall project cost control. France having opted for a policy of
subsidizing national industrial development thus pushing up costs, will need to be very attentive to cost
reduction opportunities in OPEX in the future if costs are to remain acceptable to French tax payers.

• The recent failure of Pelamis and signs of strain at Aquamarine are symptomatic of the difficulty that
this sector has experienced in the quest for successful machines. Given the enormity of the global
resource, we expect that sooner or later a viable solution will be found. We will hear from companies
that have promising machines, telling us about their hopes and plans for the future.

Tidal : going with the flow ?

• The European tidal turbine market is split between the UK and France, and total possible
machine numbers are modest. We are again facing the fact that France is pointing one way
with DCNS and Alstom, and the UK another with Atlantis Resources and Hammerfest. The
Alderney potential is also of great importance. How do we cooperate to minimize costs and
get the industry really moving?
