HOU-LUX18 Grant scheme for decentralised renewable
energy in residential buildings (2008-2012)
General description
The Ordinance of the Grand Duchy of 21 December 2007 on promoting rational energy use and
renewable energy sources, aims at improving cavity wall insulation in existing buildings according to the
ordinance on improving the overall energy efficiency of dwellings (Ordinance from 30 November 2007).
The measure comprises financial aid for the following elements:
 The generation of heat based on renewable sources: solar thermal installations, solar photovoltaic installations, heat pumps, biomass-powered boilers, connection to an existing heat
network powered by at least 75% from renewable energy sources.
 Domestic micro-generation: the support scheme applies to installations having an electrical
nominal power between 1 and 6 kW. The valid technologies are: fuel cell, Stirling and internal
combustion engines (the 2 latter shall be powered by renewable energy sources).
Impact evaluation
The final energy consumption for heating in the household sector (new buildings and major conversions
of existing buildings) was around 5.0 TWh in 2004 or 29% of the final energy consumption addressed by
the ESD (including electricity for heating and hot water).
