Carlos is passionate about the both the potential and risks associated with our
online presence and feels that Canada has a strong stake in the future of the
internet. We need to ensure that the voice of average Canadians, and not just strong
corporations, is heard loud and clear as we continue to evolve and design our online
presence, in whatever form that takes.Hailing from Manitoba, Carlos has over 20
years of experience managing Information Technology in the Education
environment. Carlos was a high school teacher of mathematics and computer
science at Sagkeeng First Nation. He later joined the province of Manitoba and
became Deputy Operating Officer for MERLIN, an agency that specializes in
providing technology services to the Education sector.
Seeking greater challenges, he provided policy and planning analysis for the
Department of Education in both the K-12 and Post-Secondary environments in the
areas of Information Technology and Aboriginal Education. In 2004, he became
Director of Information Technology at Balmoral Hall School in Winnipeg.
Carlos runs his own Technology Consulting Company that provides services based
on his broad range of experience. He holds a degree from the University of Winnipeg
in Geography and Environmental Studies, a Diploma in Management from the
University of Manitoba and numerous certificates in Information Technology. Carlos
is a firm believer in lifelong learning and preparing students for success no matter
their challenges or opportunities. Today, he makes Toronto his home and is the
Director of Information Technology for Robbins Hebrew Academy.

1. Pourquoi désirez‐vous faire partie du conseil d’administration de
l’ACEI?
For most of my professional career, I've focused on technology and the effect it plays
in our lives. It has shaped many of the communities that I've worked with and has
contributed to my very own quality of life. There is some responsibility to give back
to my community and CIRA's board has a role to play in how that happens. I believe
I can also make a difference going forward with how the Internet continues to grow
and develop in Canada and CIRA is very well placed to contribute in that regard. Its
only natural that I would look to a group like CIRA to help better and improve access
to the Internet for other Canadians.
2. Quelles sont les compétences ou les expériences particulières que
vous possédez et qui font de vous le meilleur candidat pour le conseil
d’administration de l’ACEI?
With just over 20 years in the Information Technology field, I’ve seen the Internet
grow from its humble roots to the large critical infrastructure that it is today. I’ve
seen the transformation that its had on our lives. I have brought Internet to
communities that haven’t had it before and seen the positive impact it has had. With
my Government, private sector and long lasting position in the Education, I have a
very well rounded but deep exposure and understanding to what CIRA aims to
accomplish.
3. Quels seront, selon vous, les trois principaux défis et les trois
possibilités clés devant lesquels le domaine .CA se trouvera au cours
des trois à cinq prochaines années?
I can see three primary areas that are of critical importance facing the .CA domain in
the next short while. The first is probably going to be the longest lasting concern and
that is safety. With the rise in internet level threats surpassing even the skills of
those actively employed in the largest of corporations, a much wider and broader
scope is necessary. One that considers the whole of the internet design and not
small regimented silos. The second is improving quality of access for ALL Canadians.
While its recognized that our urban centres are well connected, and even though
eighty percent of Canadians live in these urban centres, there is a very wide gap in
the quality and service level between and within centres. And in rural areas, things
only get worse. Lastly, possibly something as simple as brand recognition. The .CA
domain is everything we as Canadians need when it comes to hosting, but so many
continue to purse the wide open .COM option. There is little protection in the .COM
arena compared to the .CA domain and the benefits that CIRA brings.
4. Quelles mesures particulières proposez‐vous pour relever un ou
plusieurs de ces défis et profiter de ces possibilités?
What CIRA is doing with its DNSSEC is prime example of good stewardship. By
taking an active role in how 1+ million registrants are protected, we stand a good
chance to help in the area of security. We need to continue to develop and partner
where necessary to help drive this initiative and protect the .CA namespace. Further,
the community access model that has been used is still a great model for improving
internet connectivity in underserviced areas. I would see more opportunities to
partner with communities and expand these efforts. I would like to see more
funding become available to these communities. This also includes new and
innovative projects that are moving ever forward, behind the scenes. With the
strength of our partnerships, CIRA and the .CA namespace have a good opportunity
to grow and help foster these community led initiatives. Lastly, we have a very good
chance, by improving these two areas, to further develop the .CA namespace and
improve our brand recognition…ideally making .CA the defacto standard, instead of
the dejure standards of.COM or other namespaces, for Canadians.
