Since its creation in 1923 with funding received from the
Carnegie Foundation, The Hague Academy of International
Law has occupied premises at the Peace Palace, alongside
the highest judicial institutions such as the International
Court of Justice and the Permanent Court of Arbitration. It
is a centre for research and teaching in public and private
international law, with the aim to further scientific and
advanced studies of the legal aspects of international
relations.
The Academy’s scientific board, the Curatorium, invites
academics, practitioners, diplomats, and other personalities
from all over the world whom it considers qualified to
give courses, in English or French (with simultaneous
interpretation). These courses are on general or specialized
subjects and take the form of a lecture series.
The courses are published in the series Collected Courses of
the Academy of International Law (Recueil des cours), which
now runs to more than 370 volumes and is undoubtedly the
most important encyclopedic publication on private and
public international law. Since 2008 the Collected Courses
are also available in a fully searchable online edition.
Every year a select number of specialized courses are
published in an affordable paperback edition: the Pocket
Books of the Academy.
In addition, the Academy’s publication program features
the volumes of the Centre for Studies and Research in
International Law and International Relations, and the
Colloque/Workshop volumes.

International migration and refugee protection are
at a crossroads. On the one hand, contested rules and
the absence of competent institutions open the door
to exploitation, smuggling and trafficking, and also to
inefficient, often ineffective management at the State level;
on the other, long-accepted rules of refugee protection,
such as non-refoulement, are under strain as States struggle
to cope with increasing numbers of the displaced and an
international infra-structure seemingly incapable of dealing
adequately with causes, including conflict, of promoting
solutions and sharing responsibility fairly and equitably, and
of ensuring protection of the rights of those on the move.
This collection of essays could not be more timely.
Coming from a wide range of backgrounds and experience,
the authors take up these issues, from the very nature of
migration and displacement in a world of sovereign States,
through tentative efforts to improve migration management
by way of treaty, to the ever-present tension between
individual rights and State interests.
This volume provides essential reading for anyone
interested in the burning questions of today, and in the role
of international law in steering coherent responses and
facilitating humane solutions.

The Academy publishes the papers from the Workshops
which it organizes, each looking at future-oriented topics
in international law. The Series also includes a collection of
fundamental books, The Law Books of the Academy. More
recently, if the Centre for Studies and Research attains an
exceptionally high standard, a single volume containing the
reports of the Directors and the best contributions from the
participants is published as a volume in this Series.

International Law for
Humankind
Towards a New Jus Gentium.
Second Revised Edition
Antônio Augusto Cançado Trindade
This book endeavours to interpret the
development of private international
law in light of social change. It focuses
on various forms of private ordering
for economic and societal relations,
and its increasing significance, while
also analysing the role of the remaining
regulatory powers of the states
involved.
This volume is an updated and revised
version of the General Course on
Public International Law delivered by
the Author at The Hague Academy of

International Law for a
Water-Scarce World
Edith Brown Weiss
The fresh water crisis is the new
environmental crisis of the 21st
century. By 2050, 993 million people
are projected to live in cities with
perennial water shortages; 3.1 billion
will confront seasonal water shortages
within their urban areas. The
traditional legal principles upon which
existing water management is based
are likely to be insufficient to deal with
the water problems that loom from
projected climate change, population
growth, food production, increased
industrialization, and ecosystem needs.

La rébellion et le droit
international
Le transport international
aérien de passagers
le principe de neutralité en tension
Olivier Cachard
Olivier Corten
: ordre juridique international,
ordre juridique intégré de l’Union
européenne ou des organisations
régionales d’intégration économique,
ordres juridiques nationaux.

In addition to the prestigious Collected
Courses of The Hague Academy of
International Law in hardback, the
Curatorium of the Academy has
decided to yearly publish, in English
or French, certain courses from the
private or public international law
sessions in the form of low-cost
“pocket books”. These courses, given
to the Academy’s students by eminent
specialists, focus on topics which are
of particular interest, especially from
a pedagogical perspective, to students
and, more generally, to all who take
an interest in the principal questions
of international law. With this new
publication, the Academy hopes to
fully fulfil its role in the diffusion and
promotion of international law, by
making it accessible to all.

Efficiency in Private
International Law
Pan-Africanism and
International Law
The Law of Global
Governance
Toshiyuki Kono
Abdulqawi A. Yusuf
Eyal Benvenisti
This book, inspired by the Law and
Economics approach, introduces
the concept of efficiency into PIL,
aiming to show new dimensions of
traditionally important issues.
Pan-Africanism offers a unique
vantage point to study Africa’s
encounters with international law.
This study examines those encounters
through the various stages in the
evolution of Pan-Africanism from
a diaspora-based movement to
groupings of independent States and
intergovernmental organizations.
The book argues that the decisionmaking processes within international
organizations and other global
governance bodies ought to be
subjected to procedural and
substantive legal constraints that
are associated domestically with the
requirements of the rule of law.

Transaction Planning
Using Rules on Jurisdiction

Enforcement of Judgments
Chance, Order, Change:
The Course of International
Law, General Course on
Public International Law
Ronald A. Brand
James Crawford
These lectures examine rules of
jurisdiction and rules of recognition
and enforcement of judgments in the
United States and the European Union,
considering their similarities, their
differences, and how they affect the
transaction planning process.
The course of international law
over time needs to be understood if
international law is to be understood.
This work aims to provide such an
understanding. It is directed not at
topics or subject headings — sources,
treaties, states, human rights and so on
— but at some of the key unresolved
problems of the discipline.

law “law” properly so-called ? In
what respects is it systematic ? Does
it — can it — respect the rule of law
? These problems can be resolved, or
at least reduced, by an imaginative
reading of our shared practices and our
increasingly shared history, with an
emphasis on process. In this sense
the practice of the institutions of
international law is to be understood
as the law itself. They are in a
dialectical relationship with the
law, shaping it and being shaped by
it. This is explained by reference to
actual cases and examples, providing
a course of international law in
some standard sense as well.
