EPEX SPOT successfully launches first auction
of French capacity market
Capacity guarantees were traded for 999,98 Euros on 15 December

The first auction of French capacity guarantees has successfully taken place on the European
Power Exchange EPEX SPOT. 29 members traded a total of 226 358 capacity guarantees
corresponding to 22 635,8 MW (22,6 GW). A reference price of 999,98 Euros per capacity
guarantee was determined for the contract 2017.
The capacity guarantee is valid for an underlying year only and recorded in the registry of the
French Transmission System Operator RTE. One capacity guarantee represents 0.1 MW of
certified capacity and the auctions minimum and maximum price are respectively 0 and 2 000
Euro per capacity guarantee for 2017 contracts.
In order to ensure generation adequacy and security of supply, the French Parliament has
voted for the introduction of a capacity market through the so-called NOME law in December
2010. According to this mechanism, electricity producers and demand-response operators
receive capacity certificates issued by RTE. Suppliers have to contribute to security of supply
by holding sufficient capacity certificates for each underlying year.
ECC manages the clearing services for the capacity market auction. EPEX SPOT has planned
to organize between one and six capacity guarantee auctions per year, depending on
guarantees certification and expected liquidity.
In 2017, one auction will allow to trade capacity guarantees for 2017 contracts. Capacity
guarantees for 2018 and 2019 contracts will also be tradable during two other auctions. The
final calendar of auctions in 2017 will be released before the end of 2016.
The organization of an auction provides significant advantages over bilateral trading. Since
liquidity in the market is pooled, a single reference price can be determined and trading is
anonymous and secure.

Die Eröffnungsauktion für französische Kapazitätsgarantien an der Europäischen Strombörse
EPEX SPOT ist erfolgreich gestartet. 29 Mitglieder der Börse handelten insgesamt 226 358
Kapazitätsgarantien, was 22 635,8 MW (22,6 GW) entspricht, zu einem Referenzpreis von
999,98 Euro pro Garantie. Die Kapazitätsgarantien gelten für das Kontraktjahr 2017.
Sie sind ausschließlich für das zugrundeliegende Jahr gültig und werden vom
Übertragungsnetzbetreiber RTE ausgegeben. Eine Kapazitätsgarantie entspricht 0.1 MW
zertifizierter Kapazität; der Minimal- und Maximalpreis der Auktion beläuft sich auf jeweils 0
bzw. 2 000 Euro pro Garantie für Kontrakte in 2017.
Das französische Parlament hat bereits im Dezember 2010 die Einführung eines
Kapazitätsmarktes im Rahmen des sogenannten NOME Gesetzes verabschiedet, um
Angemessenheit
der
Stromerzeugung
sowie
Sicherheit
der
Stromversorgung
zu
gewährleisten. Unter diesem Mechanismus erhalten Kraftwerksbetreiber Kapazitätszertifikate,
ausgestellt
von
RTE.
Stromversorger
müssen
eine
ausreichende
Menge
an
Kapazitätsgarantien für jedes zugrundeliegende Jahr erwerben. Sie tragen so zur
Versorgungssicherheit bei.
Das Clearing für die Auktion von Kapazitätsgarantien wird von ECC durchgeführt. EPEX SPOT
plant in Zukunft die Durchführung zwischen einer und sechs Auktionen im Jahr, die genaue
Anzahl hängt von den verfügbaren Kapazitätsgarantien sowie der Liquidität des Marktes ab.
Im Jahr 2017 wird eine Auktion stattfinden um Kapazitätsgarantien für das zugrundeliegende
Jahr 2017 zu handeln. Kapazitätsgarantien für Kontrakte in 2018 und 2019 können in zwei
weiteren von EPEX SPOT durchgeführten Auktionen gehandelt werden. Der finale
Auktionskalender wird noch vor Ende 2016 veröffentlicht.
Die Organisation einer Auktion bietet im Vergleich zu bilateralem Handel erhebliche Vorteile.
Die Liquidität wird im Markt gebündelt und so ein Referenzpreis ermittelt, zudem ist der Handel
anonym und ohne Ausfallrisiko.

EPEX SPOT opère avec succès la première
enchère du marché de capacité français

La première enchère de garanties de capacité a été opérée par la bourse européenne
d’électricité EPEX SPOT. 29 membres ont échangé un total de 226 358 garanties de capacité
correspondant à 22 635,8 MW (22,6 GW) et un prix de référence de 999,98 Euros par garantie
de capacité a été fixé pour le contrat 2017.
La garantie de capacité est valide uniquement pour l’année correspondante et certifiée par le
gestionnaire de réseau de transport français RTE. Une garantie de capacité représente 0,1
MW de capacités certifiées et les enchères minimales et maximales sont respectivement 0 et
2 000 Euros par garantie de capacité pour les contrats de 2017.
Afin de s’assurer de l’adéquation de la production et de la sécurité de l’approvisionnement,
l’Assemblée nationale a voté en décembre 2010 la loi NOME qui prévoit l’introduction d’un
marché de capacité. Selon ce mécanisme, les producteurs d’électricité et les opérateurs
d’effacement reçoivent des certificats de capacité délivrée par RTE. Les fournisseurs doivent
contribuer à la sécurité d’approvisionnement en détenant suffisamment de certificats de
capacité pour l’année concernée.
ECC assure les services de compensation pour l’enchère du marché de capacité. EPEX SPOT
a prévu d’organiser entre une et six enchères de garanties de capacité par an, en fonction des
certificats de garanties et de la liquidité attendue.
En 2017, une enchère permettra d’échanger des garanties de capacité pour les contrats 2017.
Les garanties de capacité pour les années 2018 et 2019 seront également échangeables lors
de deux autres enchères. Le calendrier final des enchères sera dévoilé avant la fin de l’année
2016.
L’organisation d’une enchère signifie des avantages significatifs par rapport aux échanges
bilatéraux, dès lors que la liquidité au sein des marchés est mutualisée, un seul prix de
référence pouvant ainsi être déterminé. De plus, les enchères sont anonymes et sécurisées.
