EDITORIAL
uring the last World Zaf
(Chile 1994), some Brethren
had proposed trying out an informal international newsletter.
The Captain's Assembly had then
given its approval to such an undertaking. Thus was born THE
TORTUGA POST. We are now
less than a year away from the
next World Zaf during which the
editorial team will report back to
the Captain's Assembly. This body will then have to take a decision about the future of our publication. Such a decision could
be a) simply curtailing the experiment b) continuing it in its present form but making it official.
But the Captains could also
consider other solutions, such as
entrusting the writing and publishing of the news letter to the International co-ordinating Secretariat. One could also imagine
that a printed newsletter, rather
anachronistic in today's times,
should rather take the shape of a
Brotherhood homepage on the
Internet. With some twelve months remaining, it is high time to
give serious thought to these
questions...

algunos Hermanos propusieron
hacer un Boletín de informacion
internacional. La Asamblea de
Capitanes nacionales otorgó entonces su aprobación a semejante
experiencia. Así
nació THE

TORTUGA POST. Estamos hoy a
un solo corto año del proximo
Zafarrancho Mundial, en el corso
del cual el equipo de redacción
devolverá el mandato a la Asamblea de Capitanes Nacionales.
Este deberá tomar una decisión
sobre el futuro de nuestra publicación. Esta decisión podría ser:
a) la simple suspensión por la
experiencia; b) su prosecución en
la forma actual, oficializando el
proyecto. Más los Capitanes Nacionales podrían también imaginar otras soluciones. Por ejemplo: de confiar en adelante la
redacción y la edición del Boletín
a la Secretaría Coordinadora
Internacional. O podrá también
imaginar que el Boletín, anacrónico en su forma actual, debería
bien tomar la forma de una página de la Hermandad de la Costa
en Internet. El año que nos queda, no será pues mucho para
reflexionar sobre estos temas.

son approbation à une telle expérience. Ainsi naquit THE TORTUGA POST. Nous sommes aujourd'hui à une petite année du
prochain Zaf mondial au cours
duquel l'équipe de rédaction remettra son mandat à l'Assemblée
des Capitaines. Celle-ci devra
alors prendre une décision sur
l’avenir de notre publication.
Cette décision pourra être a)
l’arrêt pur et simple de l'expérience, ou b) sa poursuite dans sa
forme actuelle en officialisant le
projet. Mais les Capitaines pourront également imaginer d'autres
solutions : Par exemple de
confier dorénavant la rédaction
et l'édition de la newsletter au
Secrétariat
international
de
coordination. On pourrait aussi
imaginer qu'une newsletter, désormais anachronique, devrait
plutôt prendre la forme d'une
page des Frères de la Côte sur
Internet. L'année qui reste ne
sera donc pas de trop pour réfléchir à toutes ces questions...
.

Attualmente il numero degli iscritti si
sta avvicinando a 400, per cui si
hanno fondati motivi che la nave
prescelta possa essere interamente
riservata ai Fratelli della Coata.
Le delegazioni estere al momento più
numerose sono quelle del Cile,
Belgio e USA. Il Gran Commodoro
d'Italia Edilio Di Martino ha
participato al Grand Boucan National
del Belgio del 22 e 23 marzo 1997
nel corso del quale ha relazionato
agli oltre 200 Fratelli Belgi, Francesi
e Svizzeri presenti sullo stato
dell'organizzazione

Zaf'
Mondiale e sulle caratteristiche della
T/N MONTEREY.

Une proposition US à toutes les
Tables nationales:
E-mail est en train de devenir la
façon la plus pratique et la plus
économique de communiquer entre
nous tous, sur terre comme sur mer.
René Fiechter, au moment de quitter
ses fonctions de Vigie internationale
US, propose de choisir une adresse
commune, brève, facile à se rappeler
pour les navigateurs ou Frères en
voyage. Les Frères US ont d’ores et
déjà pris les devants et suggèrent à
tous de les suivre dans cette voie en
adoptant un code identique: soit
ORSA(ou ORZA?)+code pays+ code
de Table. AOL étant le nom du
serveur, l’adresse de la Table de
New-York, par exemple, serait en
conséquence

Sans attendre une décision formelle
sur cette question, un Frère de Floride, Bernard Lefevre dit BriseGalets, diffuse depuis quelques semaines une liste d'adresses électroniques déjà en service. Elle comporte

ARGENTINA
The Dictionary of the Coast, first
published in french in Nr 11 of the
GAZETTE OCEANE, is to be
published shortly in spanish, in a
revised and extended form. An
English edition is also planned.

Guillermo Ferro, GHM: La Mesa
de Lomas de Zamora, Mesa
Madre de la Hermandad en
Argentina, festejó sus 20 años en
1996. La nueva mesa de Bahía
Blanca esta ya funcionando
normalmente. La Mesa de
Mendoza va a estar reflotada. Los
Hermanos de Lomas de Zamora
estan con Aldo Sunberg formando
una mesa nueva de un gran
empuje en Porto Bello de Brasil.

BELIZE
New Zealand: About two years ago,
the NZ Government enacted a new
legislation requiring all yachts,
wether national or foreign, to
conform to NZ Safety Regulations.
According to these Regulations, a
foreign yacht on a stop-over in a NZ
harbour may be prevented to leave
the country if not complying with the
(very strict) NZ safety regulations. In
march, a first guilty verdict has been
handed down against a cruising sailer
who left the country without
permission. These regulations caused
outrage
among
the
yachting
community and have resulted in a
severe drop in the number of yachts
visiting this country. For more

of the Table of Belize, can be

We currently have three brothers
and one engagé. The table is
growing slowly due to lack of a
sailing group here. Most boats are
in transit... We receive frequent
visits from Brothers in Houston,
Florida and S.Antonio. A good
time is had by all with the good
Belize rum, tropical atmosphere,
barrier reef and mucho sunshine!

La Mesa más austral del Mundo. El 5 de Enero 1997, el Capitán Nacional Hno Oscar Ascui
Caraves organizó una expedición
zarpando desde Puerto Montt
rumbo a la Antardida con 35 Hermanos Chilenos y invitados de
Argentina, Uruguay y USA, para
fundar en la Base
Chilena
"Capitán Arturo Prat" la nueva
nao CRUZ DEL SUR, la más
austral del Mundo (8 de Enero de
1997). Al mando de la Nao quedó
el Hno Rodolfo Valdenegro,
Commandante de la Base. En está
ocasión fueron presentados un

Nao.
Zafarrancho Nacional. El 1819-20 de Abril se realizó en la
ciudad de Copiapó el Zafarrancho
Nacional de la Hermandad de la
Costa de Chile.
Durante el
Zafarrancho los Capitanes de Nao
eligieron el nuevo Capitán
Nacional para la Singladura
1997-1998, y este a su vez
nombró a su nueva Oficialidad
Nacional. El nuevo Capitán
Nacional de Chile es el Hno
Alejandro Moreno Prohens, "El
Rey", #1626 de la Mesa de
Copiapó - Caldera. Dirección:

El
yate
SAGITAURO,
un
catamaran construido por el Hno.
Claudio Fernandez Amor, que
lleva como tripulación a los Hnos.
R. Pacheco, P. Letelier y P.
Garcia, bajo la bandera de la
Hermandad,
zarpó
desde
Coquimbo el 19 de Enero con
rumbo a las Islas Polinesicas.
Luego de 21 dias de navegación
recalaron en el puerto de Ayora
de la Isla Santa Cruz de las
Galapagos, para luego seguir a
las Islas marquesas y Tahiti. En
una navegación de 20'000 millas,
esperan regresar al puerto de
origen en Febrero de 1998.
FRANCE
Fortune de mer pour Marcel
Bardiaux, GHM. A l'âge de 86 ans,
il a failli perdre la vie et son bateau.
Après une traversée de l'Atlantique
difficile, notre Frère a fait escale en
Nouvelle-Ecosse pour se reposer.
Craignant l'arrivée des glaces, il a
repris sa route vers le Saint Laurent
le 20 octobre dernier quand une
tempête le surprit au large de la
péninsule de Gaspésie. INOX est allé
à la côte. Avec l'aide des garde-côtes
canadiens, la bateau a pu être dégagé
des rochers, mais a subi de grosses
avaries. L'association Marins du
Monde a organisé une chaine de
solidarité pour permettre le retour du
marin et de son bateau en France.

France: Les Frères de la Côte de
France se sont donné un nouveau
Grand Frère pour la période 19971998. Il s'agit de Jean-Claude Payan,

Jean-Michel Barrault, Frère de la
Table de Paris, vient de publier un
remarquable
"Magellan"
chez
Gallimard. C'est un récit vivant,
passionnant,
magnifiquement
documenté, comme seul un vrai
marin pouvait l'écrire. Notre Frère
poursuit d'autre part son second tour
du monde.
GERMANY
A 3d German Table: The new Table
of Lübeck-Travemünde (Baltic Sea)
has been created on Feb. 13th, 1997.
The Table has already 13 Brothers.
Captain is Peter Schweder. An
official Foundation Ceremony will
take place later this year, probably
during the summer.
German Brothers celebrated their
20th Anniversary: More than 90
Brothers and captives attended the
Jubiläums-Boucan earlier this year in
Düsseldorf, coming of course from
Germany, but also from Italy,
Belgium, UK, Poland, Switzerland,
USA. A great gathering held off
Boot'97!
GREAT BRITAIN
UK new Table: On Feb. 22d, 1997,
a new british Table has been founded
in Ipswich, Suffolk, by Malcolm Hill,
Grand Frère of Great Britain,
witnessed by John "Gonfleur"
Eberhardt, Vigie, and Charles Leten,
National Captain of Belgium. Grand
Frère of the new East Anglian Table

Orza to the first 6 Brothers of the
(East) Coast!
The Solent Table is sorry to announce the passing away of John
Furley, Brother #17, a retired KLM
pilot, and a good friend to all the
Brothers. The Tortuga Post assure
Hazel, John's captive, of its warmest
sympathy.
HAITI
La "reconquête" de la Tortue par les
Frères de la Côte, le 4 avril 1996, a
remis la vieille question des Tables
de Haïti à l'ordre du jour. En
particulier, le cas de la Table de la
Tortue mériterait une certaine
attention de la part de la prochaine
Assemblée des Capitaines nationaux.
En effet, le Frère Bruno Blondeau,
deux fois intronisé, la dernière fois
par un émissaire de la Table de
Düsseldorf dûment mandaté, fait
savoir qu'il est Capitaine d'une Table
comprenant des Frères haïtiens,
pêcheurs et patrons de petits voiliers
de travail. Une tâche de cette Table
pourrait consister à assurer la
préservation des derniers vestiges de
la Flibuste sur l'île de la Tortue. Or,
comme on le sait, cette Table de la
Tortue n'est pas vraiment reconnue.
Une clarification de la question
semble aujourd'hui s'imposer.

Nel corso dello Zaf. il Consiglio
Grande e Generale ha tenuto le
elezioni per la nomina dei vertici
della Fratellanza Nazionale Italiana.
Sono risultati eletti per il prossimo
biennio 1997/1999:

SUISSE
Table helvétique (Genève): Le 17
avril a eu lieu un boucan auquel les
Frères de la Table vaudoise
(Lausanne) ont été également
conviés: Cinq nouveaux Frères ont
été intronisés à cette occasion. La
Table de Genève compte ainsi 27
Frères et 4 Engagés. Un nouveau rôle
vient d'être publié et sera envoyé à
toutes les Tables nationales.

TURQUIE
La Table créée il y a deux ans par le
Capitaine des Frères de la Côte de
Belgique n'a jamais donné de ses
nouvelles, et ne répond pas aux
lettres. Constatation attristée: elle
s'est sans doute évaporée dans les
fumées du raki. Le projet formé par
Ramsès (Table helvétique) de recréer
une nouvelle Table en Turquie, sur
des bases plus solides cette fois-ci,
rencontre déjà l'adhésion et la
sympathie des Frères belges et
allemands. Bonne chance donc!
URUGUAY
El segundo martes de Diciembre
de 1996, se realizó en la Guarida
del Buceo el Zafarrancho de fin
de año con Cautivas y enganche
de nuevos hermanos. Más de 50
Hermanos y Cautivas se dieron
cita para degustar un grán asado
con abundante polvora negra y
blanca. Assistieron 10 Hermanos
de Argentina. También hubo
cambio de guardia siendo
nombrado Capitán de la Mesa de
Montevideo
el Hno Gonzalo
Dupont.

AÑOS
DE
LA
HERMANDAD URUGAYA y
TERCER ZAFARRANCHO DEL
CONO SUR (Argentina, Chile y
Uruguay). Luego del primero en
Buenos Aires (1990), se realizó el
secundo en Coquimbo/La Serena
(1992). El Tercero Zafarrancho
del Cono Sur se llevara a efecto
en
Puerto
del
Buceo,
Montevideo, Uruguay, el 21-2223 de Noviembre de 1997 al
mismo tiempo que los 40 años de
la Mesa de Montevideo (* The
Tortuga Post II/2). Se
cursarán invitaciones a todos los
paises.
USA
René Fiechter swallowed the anchor: he recently retired as US international Look-out. A Swiss engineering expert established in the USA, he
early joined the Hermandad, and
THE TORTUGA POST
became soon a very respected Brother
of the New York Table (#51). He
later became Captain of said Table,
US-National Captain, member of the
late Coucil of Fife, and last but not
least US-International Look-out. He
is also well known as the organizer of
the First World Zafarrancho (New
York, 1986) and of the First AllAmerican Zaf (Tortuga, 1996).

First Watch, the US Quarterly, is
due to revive after some difficult
days: A Homepage on the
INTERNET is even planned.
The misadventure of "Brise-Galets"
(Bernard Lefèvre, formerly of the
Table of Haïti, now of the Florida
Keys Table) reminds us that GPS and
old charts don't mix well and that the
"wreckers" mentality is still very
much the norm in Cuba.
On a passage from Haïti to Texas a
few weeks back, Bernard, running
low on fuel as there had been little
wind or no wind, decided to call at
Cayo Largo to refuel before crossing
the Yukatan Channel to Isla Mujeres.
According
to
Latin-American
practice, this meant that he had to
"enter" and "clear" his Bénéteau for
the few hours' stay, which made his
"treasure
chest"
a
hundred
greenbacks lighter. After refueling,
he decided to go along the coast to
Cape San Antonio.
Some 10 M. East of the Cape, he hit
a reef that didn't show on his general
chart, extending about half a M. from
Punta Holandés (must have been
named after Brother No13 of the
Ocean nave). Bernard confesses that
he had not changed the datum on his
GPS, so that Cuba's position was
about two M. in error...
He called the Cuban Coast Guard on
VHF and fortunately also switched
on his 406Mhz distress beacon. The
Cuban border guards arrived, told
him to come ashore and immediately
put him into a van that drove him
away, so that others could come and
loot his boat. Meanwhile, the beacon's distress message had been relayed to the French Embassy in Havana and the French Ambassador
managed to get our Brother freed and
the "wreckers" to disgorge all their
loot. The boat, however, was a total
loss.
Moral of the story: 1) Always check
the datum of a chart you use in
conjunction with a GPS 2) Keep good
distance from any coast 3) Carry a
406Mhz distress beacon 4) Have
good friends in high places...

Dictionnary (frankly, a success), nr
12 of LA GAZETTE OCEANE, to
appear in July, will be devoted to the
INTERNET for Sailers.
