Geological Survey of India Minutes of the 7th Meeting of CGPB Committee -IV held on 20.06.2012 at GSI, Central Region, Nagpur under the chairmanship of Shri Binod Kumar, Dy Director General and HOD, GSI, Central Region The 7th meeting of the CGPB Committee -IV on Industrial and Fertilizer Minerals was held at Fermor Hall, GSI, CR, Nagpur on 20.06.2012 under the Chairmanship of Shri Binod Kumar, Dy DG and HOD, GSI, Central Region. Representatives from various State Directorate of Geology and Mines, MECL, Private Company ACC and GSI participated. At the outset Dr. A.K.Chatterjee, Director, GSI, CR and Member Secretary of CGPB Committee-IV welcomed the officials at Fermor Hall, GSI, CR, Nagpur and expressed his happiness with reasonably good attendance. 7.1.0 7.1.1 7.1.2 7.2.0 In the Opening Remarks Shri Binod Kumar, Dy DG&HOD, GSI,CR gave a hearty welcome to all the scientists of different state DGMs, MECL, Private Enterprises and GSI who attended to the meeting. He stated that there are twelve CGPB committees and present committee is to look into the work of industrial and fertilizer minerals of the country. Coordination between GSI and State Departments is looked after by this committee. As 51st CGPB is going to be held in the month of August 2012 at New Delhi the issues may be discussed threadbare in this meeting related to industrial and fertilizer minerals so that the salient points of resolutions of common interest of the Nation can be placed in the main CGPB. Shri Binod Kumar also expressed his expectations for more attendance of the house in future. Action: All Members & Member Secretary Dr A.K.Grover, Dy DG & Head, Mission-II, GSI told in his address that industrial and fertilizer minerals are quite important for the development of the country and different developmental activities. Especially the fertilizer minerals are deficient in the country and day by day it is facing huge demand. Therefore Govt. of India has given thrust in search for fertilizer minerals in XII five year plan and threshold value of P2O5 has been reduced to 5% by IBM. Low grade and high tonnage deposit is need of the hour. Dr A.K.Chatterjee, Director informed that the earnest endeavor and success by the Govt. Departments in finding out new deposits of fertilizer minerals can save the drain of foreign exchange to import the huge quantity of fertilizer and the subsidy that is given by the Govt. of India for retailing these to end users.. Shri M.Mohan, Director & Ex-Member Secretary of CGPB committeeIV, gave a presentation on the status of work by the CGPB committeeIV for the fertilizer minerals The salient points mentioned by him are as follows: Base Document on Fertilizer Minerals have been submitted to the Ministry in which informations of some State DGM s 1 Geological Survey of India 7.2.1 7.3.0 are lacking. All the DGMs have submitted there programme for XII plan period. Detailed Information Dossier on rock phosphate has been submitted by GSI to the Ministry. During the XII plan period GSI has proposed items on industrial and fertilizer minerals as follows: GSI, WR: 13nos GSI, SR: 11 nos GSI, NR: 5 nos GSI, ER: 2 nos GSI, NER:3 nos The MoM desired to know the strategy for domestic fertilizer mineral reserves-the plan of DGMs is also required in this regard. Dr A.K.Grover, Dy DG requested the concerned officers to study the reports if there is any report of glauconitic sandstones and olive shale in the Vindhyans of U.P. & M.P. because the glauconites contain 4 to 5% potash in their composition. The Chairman requested to the Departments of DGM, M.P. and DGM, U.P. to launch programme on glauconitic sandstone and shale in the Vindhyans. Action: DGM, M.P & DGM, U.P. Minutes of the 6th meeting of CGPB Committee-IV was confirmed and Member Secretary presented the Action Taken Report of last meeting. 7.3.1 Chairman enquired about the progress on endeavor to find out any deposit of Phosphorite Bhawnathpur area, Garwah district by DGM, Jharkhand and the collection of bulk sample by GSI, ER for beneficiation studies in IBM. In reply representative of DGM, Jharkhand told that they have launched a programme in Muskan Pahari near Bhawnathpur, District Garhwa. Chairman stressed on the consultation of the report of GSI on the work of Bhawnathpur area, Garhwa district to improve the work and to avoid any duplication of work. Chairman also requested Shri Eswara, DIC, GSI, SU: WB and A&N to take initiative to collect the bulk samples for beneficiation which is long pending decision of this committee. Action: GSI, ER and DGM,Jharkhand 2 Geological Survey of India 7.3.2 7.3.3 Member secretary stated that whatever training programmes have been proposed by DGMs, have been organized by the GSITI. Representative, DGM, Kerala expressed desire to send their officers to GSITI to undergo training in Industrial and Fertilizer Minerals and UNFC classification of mineral deposits. Chairman told to specify their willingness through letter after going through the calendar programme in portal on training given by GSITI. If any specific training other than the calendar programme is required then GSI will try to arrange for it. Shri M.Mohan, Director, GSI, CR raised the proposal of DGM, Tamil Nadu for a collaborative item with GSI, SR on gypseous clay and ‘Machine sand’ in Tamil Nadu. Representative of DGM, Kerala informed that to exploit silica sand or ‘Machine sand’ the environmental clearance from MoEF is to be accorded and alongwith the investigation EIA study is also mandatory. 7.3.4 Chairman requested the DGM, Tamil Nadu to submit a note on the plan of DGM,TN to carry out survey for ‘Machine sand’ within fortnight. The information will be shared with other state departments to have their views on it. Action: GSI,SR and DGM,Tamil Nadu Regarding the suggestion of MECL to send a request to Rajasthan State Govt. through DMG, Rajasthan that human habitation may not be allowed to spread towards Dhol-ki-Patti area which may turn out to be a promising deposit of phosphorite to be mined in future. Member secretary informed that the letter has been written but so far no communication received from the other end. 7.3.5 Chairman advised to send one more request. Action: Member Secretary,CGPB Committee-IV Member Secretary stated that samples of Phosphorite from Piploda Block, Jhabua District, M.P. has been submitted to IBM for beneficiation study, but the result was not received so far. 7.4.0 7.4.1 Representative of IBM was not present in the meeting. Member Secretary requested for the Presentation on the highlights of work carried out by different departments and regions of GSI on Industrial and Fertilizer Minerals during the last six months. R. Radhakrishnan Nayar, Deputy Director, DGM, Kerala presented the work on ‘Investigation for aluminous laterite, bauxite and chinaclay in Aravanchal area of Kannur District’ and ‘Investigation for chinaclay in Paattamukku area of Mulavana village, Kollam district, Kerala state.’ In the first item the resource is yet to be estimated and in the 3 Geological Survey of India 7.4.2 second item a tentative resource of 0.25million tonne clay, sandy clay and variegated clay has been estimated. After the presentation the representative of DGM, Kerala asked for guidance for improving the standard of their reports of investigations as desired by Ministry. Shri Mohan, Director, GSI advised that during the formulation of programme the work components may be taken up following UNFC guideline. He also advised to follow the SOP (standard operating procedure) of report writing on mineral exploration in the portal of GSI. Chairman suggested that they may improve the quality of their reports by carrying out peer review by outside organizations. Shri N.N.Singh Deo, Geologist, DGM, Odisha gave a presentation on three items of investigation namely: 1. Beach sand investigation along Puri coast in Balarampur area to delineate potential heavy mineral bearing placer blocks along the coastal tract of Ganjam and Puri Districts. 2. Investigation of limestone/ dolomite around Sargipalli, Surgura and Laphripara in Sundargarh District. 3. Investigation of limestone/ dolomite around Badulpani, Karamtoli and Tangargon in Sundargarh District. The representative of DGM, Odisha also asked for guidance for improving the standard of their reports of investigations. 7.4.3 7.4.4 Shri Lalit Kumar, Geologist, DGM, Jharkhand presented two items namely: 1. Detailed geological investigation of Phosphorite in and around Muskan Pahari near Bhawanathpur, Garhwa District. 2. Large scale mapping of pyroxenite, soapstone, quartz and quartzite deposits in Tua Dungri area of East Singhbhum district. Chairman advised use of Shapiro kit in the field for Phosphorite investigation to reduce the number of samples. S.K.Tiwari, Deputy Director, DGM, Chhattisgarh presented three items on investigation of limestone as follows: 1. Investigation for limestone in Deogaron-Kurra area, Raipur District. 11.16 mt resource estimated under proved category and 56.927 mt estimated under indicated category. 2. Investigation for limestone in Kesla area, Raipur District. A tentative resource of 17.072mt estimated under indicated category. 3. Investigation for limestone in Chitapur area, Jagdalpur District. A resource of fifteen lac tonnes estimated under UNFC (333) category. 4 Geological Survey of India 7.4.5 7.4.6 7.4.7 Chairman suggested that while carrying out Reconnaissance survey in the investigation they can go for 1:25,000 scale. Otherwise any mapping work in 1:50,000 scale is mere a duplication of work carried out by GSI. Shri Niteen Choudhri, Geologist, DMG, Rajasthan presented an item on Limestone investigation. Shri H. K. Nigam, Deputy Director, DGM, Madhya Pradesh presented two items on limestone/ dolomite investigations of Sarwa Block, Chhattarpur District and Amarpatan Tehsil of Satna District. Shri N.C.Mohan Doss, Deputy Director, DGM, Tamil Nadu referred the collaborative work is continuing with GSI, SR on PGE investigation in Sittampundi Complex of Tamil Nadu. He presented the item on limestone and ‘Machine sand’. 7.4.8 DMG, Karnataka: Material on two investigations were received by the committee but no representative was present in the meeting. Items are: 1. Survey and assessment of ornamental stone in Bagepalli Taluk of Chikkaballapura District. 2. Exploratory drilling for limestone in Bhima Basin, Gulbarga District. 7.4.9 DGM, Maharashtra: Material on an investigation was received by the committee but no representative was there in the meeting. Item is: 1. Exploration for sillimanite/pyrophyllite in Khatgaon-Walni area, Tah. Sindewahi & Nagbhid, Chandrapur District. A resource of 3.12 mt sillimanite/pyrophyllite has been estimated in this area. 7.4.10 Sandeep Kr Singh, GM (mines), ACC Ltd, Chanda Cement Works expressed his desire to apply for PL wherever there is possibility of getting any resource of limestone along the course of Penganga River. He has been advised to go through the maps of GSI uploaded in the portal. Shri B.P.Raturi, Manager (Geology), MECL, Nagpur represented MECL. However, he expressed that during the period under review (Dec 2011 to may 2012) the MECL had not conducted any exploration for Industrial & Fertilizer minerals. Also in the minutes of 6th meeting there was no action to be taken by MECL. Shri P.Ashok Kumar, Director, SU:AP, GSI,SR presented an item on the investigation of limestone, west of Nandikotkur, Kurnool District and mentioned that during the FS: 2012-13 two investigations on limestone have been proposed in Guntur District and one item of Phosphorite proposed in Kurnool Basin, A.P. Shri Eswara, DIC, SU:WB and A&N, GSI, ER presented the item entitled, ‘Resource evaluation of apatite and associated minerals in the 7.4.11 7.4.12 7.4.13 5 Geological Survey of India Panrkidih area of Purulia District, West Bengal’. 7.4.14 7.4.15 7.4.16 The chairman suggested Shri Eswara to find out any possibility to launch any item on Phosphorite in collaboration with DGM, Jharkhand in the state of Jharkhand. Shri N.V.Nitnaware, Director,GSI, NR, Chandigarh presented the following items: 1. Search for glass sand in Rampur Group of rocks, Distt. Simla and Kullu, Himachal Pradesh. 2. Preliminary assessment of gypsum in parts of Hissar and Bhiwani districts, Haryana. 3. The new item launched in FS:2012-13 is Delineation and assessment of limestone/ dolomite bands in Upper Krol formation in Sirmaur and Solan Districts of Himachal Pradesh. Dr A.K.Grover, DyDG & Head, Mission-II, GSI suggested to take up items Phosphorite in Krol and Tal formations in U.P. Shri S.Behera, Director, SU: MP, Jabalpur, GSI, CR made a presentation on investigation of Phosphorite in Lukri-Akrotha-RajpurSurajpura area, Chhattarpur and Sagar Districts, which will be investigated in the FS: 2012-13 with drilling component. Shri R.C.Shukla, Director, SU: MP, Bhopal, GSI, CR presented the following items: 1. Detailed prospecting for Phosphorite in Dhanpur-Khatama block, Piploda and Kachaldara-Navapara block, Jhabua District, M.P. The new items taken up during the FS:2012-13 are as follows: 1. Investigation for graphite in Tikri-Gauthana, Chiklar and surrounding areas, Betul District, M.P. 2. Prospecting for Phosphorite mineralisation in western part of Harda inlier by delineation of phosphatic bands in parts of Modri, Sadkhera and surrounding areas, Khandwa District, M.P. 8.1.0 In the closing session the Dr A.K.Chatterjee, Member Secretary thanked all, especially to the officers of DGM and ACC and stated that proposals given by members are well taken and assured to react positively. 8.1.1 In the Concluding Remarks Chairman said, • The material for presentation along with maps must be sent by all the departments well in advance so that enough time should be available to go through the material and the same can be sent to all members. • Power point presentations are always preferred from all the members. 6 Geological Survey of India • • • • • • • • • 8.1.2 UNFC code should be adopted by every department. Duplication of work should be avoided. Interaction between DGMs and GSI is to be enhanced. Interactions can also be done other than during CGPB and SGPB meetings. All SGPB meetings are to be held before 51st CGPB scheduled in August 2012. Endeavor should be there to take up collaborative items between the DGM & GSI. GSITI will organize training programmes on special courses if reasonable number of members show interest. Absence of any representative from GSI, WR was viewed seriously and Member Secretary was advised to write a letter to the Dy DG & HOD, GSI, WR. People from GSI, NER should also show interest in the meeting of this committee. This forum gives a chance to interact with all state departments and other agencies as much as we can. Therefore, attendance of maximum number of members is very important.
