But what is really going on in Quebec? What are the realities? What are the myths? What does it mean for citizens? We will survey some of the key issues in the public/private health care debate. We will examine recent changes to Quebec laws that widen the door to private health care, and their impact (or lack thereof) upon health care consumers. We will look at the role of reforms and private health care in other countries (particularly the UK and Netherlands). Ultimately, it will be argued that the debate is not so clear-cut, and the public/private distinction is not so stark.
