Note by the Secretariat
1.
By its decision SC-1/7, 1 the Conference of the Parties decided to establish the Persistent
Organic Pollutants Review Committee and adopted its terms of reference. Those terms of reference
provide that the members of the Committee shall be appointed by the Conference of the Parties and
shall consist of 31 government-designated experts in chemicals assessment and management from
Parties.

In accordance with the terms of reference of the Committee, the Conference of the Parties by
decision SC-3/9 invited 14 Parties to designate new members of the Persistent Organic Pollutants
Review Committee to replace the outgoing members. 2 The names of the experts designated by the 14
Parties are listed in the note by the Secretariat on designated members of the Persistent Organic
Pollutants Review Committee (UNEP/POPS/POPRC.3/INF/4). In addition, new members have been
nominated by the Governments of Brazil, Fiji and Jordan to replace the previous members from those
countries. If confirmed, their terms of office will commence on 5 May 2008.

Ms. Maria Delvin (Sweden) has been nominated by her Government to fill the place on the
Committee previously occupied by Mr. Bo Wahlström (Sweden), commencing on 5 May 2008. Ms.
Camila Arruda Boechat (Brazil) has been nominated by her Government to fill the place on the
Committee previously occupied by Ms. Amarilis Neder (Brazil).

The nominations of these experts are subject to confirmation by the Conference of the Parties at
its fourth meeting.

Paragraph 5 of the Committee’s terms of reference provides that Parties shall provide curricula
vitae for the experts that they nominate to be members of the Committee. The Secretariat has received

Committee at its third meeting and are contained in the annex to document

Química Farmacéutica con especialización a nivel de doctorado en Ciencias del Ambiente (Química Analítica
Ambiental) y experiencia de mas de diez años en monitoreo ambiental de micro-contaminantes (plaguicidas y metales
pesados) mediante técnicas de Cromatografía de Gases y Cromatografía Líquida, así como Espectrofotometría de
Absorción Atómica.
Profesora de la Universidad Católica Nuestra Señora Reina de la Paz (1997-2006) en ciudad de Tegucigalpa,
impartiendo clases en la carrera de ingeniería ambiental para las cátedras de Manejo de Contaminantes y Tópicos
avanzados de ingeniería ambiental. Profesora del prosgrado a nivel de maestría en enseñanza de las ciencias naturales
en la orientación Química de la Universidad Pedagógica de Honduras Francisco Morazán (2006 ha la fecha).
Investigadora en la línea de química analítica ambiental (calidad de agua, química atmosférica) como línea básica y

EXPERIENCIA PROFESIONAL
Desde febrero 2006 hasta el presente, me desempeño como Sub Directora Técnica del Centro de Estudios y Control de
Contaminantes (CESCCO) Dirección adscrita a la Secretaria de Recursos Naturales y Ambiente (SERNA). Las líneas
de trabajo están principalmente orientadas a gestión de sustancias químicas (Punto focal de convenio de Estocolmo y
convenio de Basilea), Enfoque estratégico para la Gestión de productos químicos a nivel internacional, SAICM-UNEPUN Agenda regional de seguridad química. CCAD-OEA
De septiembre 2003 ha enero 2006 fungí como Coordinadora de Investigación del CESCCO, dentro de las
responsabilidades a mi cargo destacaron la coordinación con las unidades técnicas laboratoriales (Ecotoxicología,
calidad de aguas, contaminantes químicos) del Centro para la realización de investigaciones en el campo de la
problemática ambiental.
Monitoreo ambiental (aire agua, suelo, sedimentos, biota) de micro contaminantes (plaguicidas y metales pesados).
Mi experiencia ha involucrado además del componente de gestión administrativa laboratorial, el desarrollo y/o
adaptación de métodos analíticos de micro contaminantes orgánicos (pesticidas) necesarios en aspectos de monitoreo
ambiental y evaluaciones de impacto ambiental.
Actividades de consultoría en el área de la Química Analítica-Ambiental.
Co-editora de la revista Contaminación Ambiente y Salud Nº 6 y Nº 7, publicación bianual del Centro de Estudios y
Control de Contaminantes (CESCCO).

Ms Maria Delvin, MSc in Ecotoxicology, has over 18 years of relevant professional
experience, currently as senior advisor at the Swedish Chemicals Agency (KemI). Her areas of
specialization are environmental policies, institutional development and capacity building in

EXPERTISE
Les différents aspects de mon expertise s’insèrent dans le champ des activités visant à mettre en pratique la
Déclaration de Rio sur l’Environnement et le Développement. En particulier, mes travaux de recherche et
mes activités dans le domaine de l’environnement sont orientés vers l’application des dispositions du Chapitre
19 du programme Action 21 visant la gestion rationnelle des produits chimiques aux fins de préservation de la
santé environnementale.
Depuis janvier 2003, je travaille avec l’organisation des Nations Unies pour le Développement Industriel
(ONUDI) en tant qu’expert international pour différents aspects des activités habilitantes au titre de la
Convention de Stockholm sur les polluants organiques persistants.
Par ailleurs, j’ai de l’expérience dans les domaines suivants :
(i) Evaluation de phytotoxines d’intérêt médical ou vétérinaire comme alternatives auxpesticides polluants
organiques persistants (POPs).
(ii) Evaluation de phytotoxines comme alternatives d’intérêt agronomique aux pesticides chimiques de
synthèse.
(iii) Sensibilisation, information, formation/éducation et conseil/assistance dans ledomaine de la gestion des
substances toxiques persistantes (inventaires selon les méthodologies internationales recommandées, dépistage
chimique, méthode de gestion écologiquement rationnelles, etc.).
(iv) Contrôle qualité : évaluation des résidus de pesticides, des métaux lourds et des substances toxiques
persistantes en général dans les matrices environnementales : eau, sol, terre, denrées alimentaires, etc.
Cette expertise m’a conduit à mener différentes activités se rapportant à l’objectif de réduction/élimination des
polluants chimiques à travers la recherche ciblée, la sensibilisation, la formation, l’information, le renforcement
des capacités nationales de gestion des produits chimiques, etc.

Participation à des séminaires-ateliers de sensibilisation et de formation dans le cadre de la Convention de
Stockholm sur les POPs et autres Accords Multilatéraux en matière d’Environnement.
Dans le cadre des activités préparatoires au processus de négociation devant aboutir à la Convention de
Stockholm, le PNUE, en collaboration avec l’OMS et la FAO, a organisé et animé des séminaires –ateliers de
sensibilisation dans les pays en développement et des pays à économie en transition afin de créer une prise de
conscience effective et suffisante à la problématique des POPs principalement chez les points focaux et les
futurs négociateurs.
Par ailleurs, le PNUE et le Fonds pour l’environnement mondial (FEM) ont conjointement organisé des
séminaires afin de faire connaître aux négociateurs de la Convention de Stockholm la capacité et la disponibilité
du FEM à assister les pays en développement et les pays à économie en transition dans l’élaboration de leurs
plans d’action nationaux de gestion des substances toxiques persistantes auxquelles appartiennent les POPs.
En ma qualité de point focal national pour la SAICM, les POPs et de coordonnateur des activités pour les POPs,
j’ai donc pris activement part aux ateliers suivants organisés pour la région Afrique.

Désigné par mon Gouvernement comme négociateur principal du Togo pour la Convention de Stockholm, j’ai
activement pris part aux travaux des trois sessions majeures du Comité de négociation intergouvernemental à
travers les sessions en plénière, les réunions du Groupe africain, les réunions du Groupe des 77 et la Chine et
dans le Groupe des aspects de mise en œuvre notamment.
J’ai également été mandaté par mon Gouvernement pour signer la Convention de Stockholm et l’Acte final de
la conférence des plénipotentiaires.

En tant qu’enseignant-chercheur, j’ai initié et dirigé plusieurs projets de recherche-développement, tous orientés
vers le développement durable à travers la réduction du risque chimique et la conservation de l’agrobiodiversité
conformément au Chapitre 19 du programme Action 21. Ces recherches ont pour objectif ultime la promotion

Projets de recherche en cours ou en perspective
Les projets de recherche que je souhaite mettre très prochainement en place ont pour cadre de référence la
Convention de Stockholm sur les POPs notamment en ce qui concerne la promotion des plantes pesticides
comme alternatives aux pesticides POPs, la constitution de banques de donnés, la sensibilisation et
l’information du grand public par des documentations ou des démonstrations.
Ces activités s’intègrent dans la stratégie du plan national de mise en œuvre de la Convention pour mon pays
car elles peuvent notamment aider à la création de l’Inventaire National des émissions et des transferts de
matières polluantes (IETMP)/Inventaires des émissions conformément aux recommandations du Forum
intergouvernemental sur la Sécurité chimique (FISC) à sa troisième session tenue à Bahia (Brésil) en octobre
2000.
Ces projets concernent surtout le renforcement des capacités nationales et portent par exemple sur :
* Sensibilisation sur les POPs
* Inventaire National des plantes pesticides localement disponibles.
* Inventaire National de la qualité alimentaire au Togo : Evaluation des résidus de pesticides organochlorés
dans l’eau, les produits maraîchers et les céréales.
* Etude et vulgarisation des pesticides végétaux pour la lutte contre les arthropodes d’intérêt agronomique,
vétérinaire ou domestique.
* Sensibilisation des décideurs, des travailleurs, des utilisateurs et du grand public (secteur privé, ONG, groupes
communautaires, organisations de femmes, groupes religieux, sur le risque chimique
* Appui technique au renforcement de la législation nationale sur les produits chimiques
* Identification, gestion et élimination des polychlorobiphényles (PCB)
Activités de recherche sur les alternatives aux pesticides POPs
(i) Evaluation des propriétés pesticides de Cymbopogon schoenanthus (Graminée) pour la protection des
bâtiments et des meubles en bois contre les termites et les insectes foreurs du bois (statut : travaux en cours).
(ii) Inventaire et évaluation de plantes utilisées traditionnellement au Togo comme plantes-pesticides pour la
protection phytosanitaire et la gestion post-récolte (statut : travaux encours).
Activités de recherche ciblée pour appui à l’information, la sensibilisation et la conscientisation du public et des
décideurs aux fins de protection de la santé et de l’environnement
Evaluation des résidus de pesticides et de métaux lourds dans l’environnement et dans les denrées de base
(aliments, eau de boisson…)

Cette partie de nos travaux porte sur l’identification des plantes dans les familles botaniques d’intérêt,
l’extraction et l’analyse chimique de leurs huiles fixes ou essentielles. Le but de ces travaux préliminaires est de
permettre le choix de plantes riches en molécules présentant une bioactivité d’intérêt agronomique ou
vétérinaire. Les travaux en cours portent sur les tests de ces extraits naturels sur des ravageurs des cultures, des
récoltes ou du bois d’œuvre : insectes nuisibles, termites, acariens, tiques en vue d’applications agricoles,
vétérinaires ou domestiques.
L’utilisation réussie de ces produits naturels biodégradables et non polluants contribuera à la promotion des
techniques plus sûres et plus propres afin de réduire le risque chimique pour les travailleurs, pour l’ensemble de
la population, et pour l’environnement en matière de lutte contre les nuisibles et les vecteurs de maladies.

Ces travaux de recherche sur la protection de la santé humaine ont été réalisés dans le cadre de ma thèse
de Doctorat. Ils avaient pour but de préparer des molécules d’origine végétale qui servent de matière
première pour la fabrication de la RANITIDINE, un médicament antiulcère développé à la fin des années
1980. Ces travaux m’ont permis d’acquérir et de maîtriser des outils d’analyse chimique indispensables à
la collecte des données sur la contamination des aliments et des autres compartiments de l’environnement
par des produits chimiques toxiques persistants ou non, organiques, métalliques ou organométalliques.
