La normativa
In Italia, la normativa ha svolto un ruolo fondamentale per l’abbattimento delle barriere architettoniche ed, in termini
più ampi, per la progettazione accessibile.
Dopo l’abrogazione del DPR 384/78 (la “vecchia” legge per l’eliminazione delle barriere architettoniche negli edifici pubblici),
il quadro normativo nazionale risulta oggi semplice e sufficientemente coordinato e può essere così sintetizzato:

cercando di conciliare le misure e le caratteristiche fisiche del fruitore con quelle dello spazio e degli apparecchi sanitari

Queste norme hanno come soggetto di riferimento principale la persona con disabilità motoria che utilizza la carrozzina;
solo sporadicamente tengono in considerazione gli utenti che deambulano con difficoltà e ben più raramente quelli con
disabilità sensoriali.
Far riferimento quasi esclusivamente alla persona in carrozzina comporta senza dubbio un atteggiamento riduttivo nei
confronti del problema; d’altra parte, però, riuscire a garantire l’accessibilità a questa utenza significa spesso - anche se
non sempre - aver eliminato i principali ostacoli che limitano la mobilità. In questo senso è utile, quando si applica la normativa, conoscerne i riferimenti e gli obiettivi per osservarli in modo corretto ed integrarli con quelle attenzioni progettuali
che vanno oltre “l’utenza limite”.

La réglementation technique de référence pour le projet de la salle de bains accessible (DM 236/89, art. 4.1.6. e
art. 8.1.6) contient des prescriptions ponctuelles ayant pour objectif d’assurer une autonomie d’utilisation aux usagers
handicapés, en essayant de concilier les mesures et les caractéristiques physiques de l’utilisateur avec celles de l’espace
et des appareils sanitaires présents dans cette pièce.
Ces normes ont pour sujet de référence principal la personne ayant un handicap moteur se déplaçant en fauteuil roulant;
elles ne tiennent compte que sporadiquement des personnes qui marchent difficilement et encore plus rarement des
handicapés sensoriels.
Ne faire référence qu’aux personnes en fauteuil roulant entraîne forcément une attitude réductrice à l’égard du problème.
Par ailleurs, garantir l’accessibilité à ces usagers signifie souvent, sinon toujours, avoir éliminé les principaux obstacles
limitant la mobilité. Dans ce sens, il est utile, quand on applique la réglementation, de bien en connaître les références
et les objectifs afin de les observer correctement et d’intégrer dans le projet ces attentions qui vont au-delà de
“l’utilisateur limite”.

Legislation
In Italy, legislation has played a basic role in breaking down architectural barriers and, more generally, in promoting
accessibility design.
Following the abrogation of Presidential Decree 384/78 [DPR 384/78]-the previous law for the elimination of architectural
barriers in public buildings-the simple and sufficiently well coordinated current legislative framework can be summed
up as follows:

The principal technical legislation for the design of accessible bathrooms (DM 236/89, Art. 4.1.6. and Art. 8.1.6) contains
precise regulations aimed at guaranteeing autonomy to disabled users by bringing the design of the space and its
accessories into line with the physical abilities of the user.
These laws were devised mainly with wheelchair users in mind and dedicate only scattered attention to the issue of
persons who walk with difficulty, while almost completely ignoring those with sensory disabilities.
Orienting such legislation almost exclusively to people using wheelchairs implies a reductive approach to the issue,
even though guaranteeing access to such people often-but not always-means that the principal obstacles to mobility
have been removed. It is thus useful when designing accessible spaces to understand the objectives of the legislation
both in order to comply with its dictates and to supplement it with design insights that go further towards meeting
the needs of a more “diverse usership”.
Die gesetzlichen Vorschriften
In Italien haben die gesetzlichen Vorschriften, die sich auf die Überwindung baulicher Einschränkungen und, im
weiteren Sinne, auf die Planung der optimalen Zugänglichkeit und Benutzbarkeit beziehen, eine grundlegende Rolle
übernommen:

Die technischen Vorschriften, die für die Planung von Bädern und Toiletten für Behinderte gelten (DM 236/89, Art. 4.1.6.
und Art. 8.1.6), sehen genaue Bestimmungen vor, welche sich auf die Gewährleistung der autonomen Benutzung
seitens dieser Personen richten und versuchen, die Planung des Raumes und seiner sanitären Einrichtungen auf
die Körpermaße und die physischen Eigenschaften bzw. Einschränkungen dieses Benutzerkreises abzustimmen.
Diese Vorschriften beziehen sich primär auf Personen mit motorischen Behinderungen, die auf einen Rollstuhl
angewiesen sind, und ziehen nur stellenweise die Bedürfnisse von Personen mit allgemeinen Gehbehinderungen
und noch seltener von Personen mit auf die Sinne bezogenen Einschränkungen in Betracht. Diese beinahe
ausschließliche Bezugnahme auf Personen in Rollstühlen beinhaltet einerseits zweifellos eine nur eingeschränkte
Behandlung der gesamten Problematik, auf der anderen Seite ist durch die Gewährleistung der Zugänglich- und
Benutzbarkeit - wenn auch nicht in allen Fällen - oftmals immerhin eine Überwindung der wichtigsten allgemeinen
Einschränkungen gegeben. In diesem Sinne ist es zweckmäßig, bei der Anwendung der einschlägigen Vorschriften
ihre Ausgangspunkte und Zielsetzungen zu berücksichtigen, um diese auf die Gesichtspunkte der Planung, die
über die durch den Benutzerkreis vorgegebenen Grenzen hinausgehen, anpassen zu können.

Un aspetto significativo della norma italiana da sottolineare riguarda l'introduzione di una gradualità nell’accessibilità
degli interventi.
• ACCESSIBILITÀ: considera la fruibilità dello spazio costruito e delle attrezzature in esso collocate.
Un edificio, a prescindere dalla sua tipologia e destinazione, è accessibile quando anche la persona disabile - in modo
autonomo e sicuro - vi può accedere, entrarci e utilizzare le attrezzature, servizi, le funzioni presenti.
• VISITABILITÀ: fa riferimento a strutture per le quali il requisito di accessibilità non può essere richiesto in modo assoluto
- per tutto l’edificio - e quindi viene limitato ad alcune parti, quelle che permettono al disabile di visitarlo.
• ADATTABILITÀ: consiste nel prevedere - a livello progettuale - la possibilità di modificare una struttura per renderla
pienamente accessibile. Questo permette alla norma di non chiedere subito la piena accessibilità per ogni tipo di
costruzione, ma in alcuni casi di rimandare nel tempo l’adeguamento alla norma stessa.
Nelle schede che seguono sono illustrate in modo sintetico e sistematico le principali prescrizioni tecniche riguardanti i
criteri e le specifiche da rispettare nella progettazione di servizi igienici accessibili.
Domaine d’application
Un aspect significatif de la norme italienne concerne l’introduction d’une gradualité dans l’accessibilité.
• ACCESSIBILITE: signifie possibilité d’utilisation de l’espace construit et des équipements qu’il contient.
Un édifice, indépendamment de sa typologie et de sa destination, est accessible lorsque même une personne handicapée peut y accéder de manière autonome et sûre, y entrer et utiliser les équipements, services et fonctions présents.
• VISITABILITE: fait référence aux structures pour lesquelles on ne peut exiger l’accessibilité de façon absolue pour
tout l’édifice, mais uniquement pour certaines parties, celles qui permettent aux handicapés de le visiter.
• ADAPTABILITE: consiste à prévoir - au niveau du projet - la possibilité de modifier une structure pour la rendre
pleinement accessible. Cela permet à la norme de ne pas exiger immédiatement et pour tous l’accessibilité totale
pour tous les types de construction, mais de renvoyer dans certains cas à plus tard l’adaptation à cette même norme.
Les fiches suivantes illustrent de façon synthétique et systématique les principales prescriptions techniques concernant
les critères et les conditions spécifiques à respecter pour le projet de services hygiéniques accessibles.

An important aspect of Italian legislation regards graduated accessibility levels.
• ACCESSIBILITY concerns the usage possibilities of built space and of the equipment and facilities contained within it.

and equipment contained within it and to enjoy all the functions it offers in complete safety and autonomy.
• VISITABILITY regards facilities where the requirements of accessibility cannot be rigorously applied throughout the
building, and is therefore limited to certain components which do allow disabled persons to visit the building.
• ADAPTABILITY means planning for future modifications of a facility to make it completely accessible. This provision
in the law means that full accessibility requirements are not imposed immediately on all types of buildings, but in
certain cases the timeline for bringing a facility into compliance with the legislation may be lengthened.
The following sections provide a brief and systematic summary of the main technical requirements for the design
of accessible sanitary facilities.

Ein wichtiger Aspekt der italienischen Gesetzesbestimmungen besteht in der Einführung einer terminologischen
Klassifizierung, welche sich auf die Art der Zugänglichkeit bezieht:
• ZUGÄNGLICHKEIT: Geht von der Nutzbarkeit des Raumes und der in ihm bestehenden Einrichtungen aus.
Ein Bauwerk gilt, unabhängig von seiner Art und seinem Bestimmungszweck, als zugänglich, wenn Behinderte auf
autonome und sichere Weise Zugang haben und die verschiedenen im Gebäude vorhandenen Einrichtungen und
Ausstattungen benutzen können.
• BESUCHBARKEIT: Bezieht sich auf Einrichtungen, für welche die Voraussetzung der Zugänglichkeit nur bedingt und
lediglich für bestimmte Bereiche des Gebäudes gelten, die der Behinderte problemlos besuchen kann.
• ANPASSBARKEIT: Steht für die Möglichkeit, schon bei der Planung spezielle Einrichtungen oder aber die Modifikation
von vorhandenen Einrichtungen vorzusehen, durch welche das Gebäude für Behinderte vollständig zugänglich wird.
Dies beinhaltet, die uneingeschränkte Zugänglichkeit nicht von Anfang an bzw. für das gesamte Gebäude beantragen
zu müssen, sondern die Anpassung an die Gesetzesbestimmungen in bestimmten Fällen erst im Laufe der Zeit
vornehmen zu können.
Nachstehend sollen die wichtigsten technischen Vorschriften zusammengefaßt werden, die bei der Planung von
Bädern und Toiletten, welche für Behinderte zugänglich sein sollen, beachtet werden müssen.

Lavabo
A. Spazio per accostamento frontale della carrozzina: minimo
80 cm dal bordo anteriore del lavabo.
B. Piano superiore del lavabo: 80 cm dal pavimento.
C. Lavabo senza colonna (del tipo a mensola).
D. Sifone preferibilmente accostato o incassato a parete.
E. Installare preferibilmente rubinetti a leva e, dove prevista,
con erogazione dell'acqua calda regolabile mediante
miscelatori termostatici.
Lavabo
A. Espace pour rapprochement frontal du fauteuil roulant:
minimum 80 cm du bord antérieur du lavabo.
B. Plan supérieur du lavabo: 80 cm du sol.
C. Lavabo sans colonne à tablette.
D. Syphon de préférence rapproché ou encastré dans le mur.
E. Installer de préférence des robinets à levier et, là où
elle est prévue, avec distribution de l’eau réglable par
mélangeurs thermostatiques.

D. Drain preferably placed against or recessed into wall.

water, equipped with a thermostatic mixer.

E. Vorzugsweise Installation von Armaturen mit Hebeln und,
soweit vorgesehen, mit Mischern zur Abgabe von

a. Un bagno a pianta quadrata - a parità di superficie
con uno a pianta rettangolare - consente una
migliore distribuzione dei sanitari e degli spazi di
manovra, agevolando l'accessibilità.
b. Lo spazio sotto il lavabo per inserire le gambe e
quello della doccia a filo pavimento è da considerare spazio utile per le manovre di accesso al
bagno e di accostamento ai sanitari.
c. Rendere gli interruttori individuabili e porli ad altezza
tale da consentire l'utilizzo ad utenti in carrozzina.
d. Se lo spazio a disposizione lo consente, il bidet - che
secondo la normativa può essere rimosso - sarà

a. A square bathroom floorplan allows better arrangement of sanitary utilities and maneuver areas than a
rectangular floorplan having the same total area,
and thus optimizes accessibility.
b. The space under the wash basin for the legs of
the seated user and the shower base flush with
the floor are to be considered as maneuver and access spaces.
c. Make all electrical switches easy to identify and
place them at a height where seated users can
easily reach them.
d. Space permitting, the bidet - which according to the
legislation may be removed - should be left in place
(for family members, assistants or other users).

Most of the existing built environment was constructed
before the discussion of accessibility issues began
and prompted the enactment of legislation that today’s
designers have to comply with.

Hence, in almost all remodeling work, it is necessary to
address the issue of modifying the space to meet the
needs of disabled users.
Remodeling existing facilities always involves special
difficulties and when such work is carried out to improve
accessibility many spatial and structural constraints
linked to building design, differences in floor level and
vertical access will be encountered.
The following examples of actual projects offer a brief
overview of bathroom remodeling jobs in various contexts.
The chosen solutions, often on the borderline of legislative
compliance and highly customized to work around the
existing constraints while meeting the real needs of
users, are not presented as set models for general application in similar spaces, but are intended as a means of
illustrating several of the many issues involved in this type
of work.

Avendo a disposizione poco spazio il lavabo è stato collocato nell’antibagno. La mobilità fra i diversi locali è assicurata
dalle porte scorrevoli.
Doccia e wc, posti sullo stesso lato, utilizzano il medesimo
spazio di accostamento (ottenuto dall’eliminazione del bidet).
La rotazione all’interno del bagno è possibile grazie al piatto
doccia a filo pavimento. Maniglioni e accessori sono stati
personalizzati sulle esigenze dell’utente.
L’espace disponible étant insuffisant, on a placé le lavabo dans
l’anti salle de bains. La mobilité entre les différentes pièces est
assurée par les portes coulissantes.
Douche et W.C., placés sur le même côté, utilisent le même
espace de rapprochement (obtenu grâce à l’élimination du bidet). La rotation à l’intérieur de la salle de bains est possible grâce à un receveur de douche au ras du sol. Poignées et accessoires ont été personnalisés selon les exigences de l’usager.

Sans modifier les dimensions de la salle de bains, il est possible, en remplaçant la baignoire par une douche, de réaliser une
salle de bains accessible. Le bidet est conservé, tout en assurant un espace de rapprochement à la cuvette. Le lavabo encastré (avec meuble) est remplacé par un lavabo à tablette.
Without changing the size of the bathroom it is possible to
create an accessible bathroom by replacing the bathtub with

folding doors. Thanks to a special device the shower
stall raises from the floor level when it is opened, thus

The structure is made of aluminium varnished with nontoxic and anti-allergic powders. Panels of silk-screen

Questo rende gli elementi facili da pulire, isolati elettricamente, igienici e piacevoli al tatto.
Mains courantes et auxiliaires
Les mains courantes et les accessoires auxiliaires du
Projet Atlantis possèdent une âme en acier zingué et en
métal moulé sous pression, revêtue en nylon polyamide extrudé sans soudures. Tous les éléments sont ainsi faciles à nettoyer, électriquement isolés, hygiéniques
et agréables a toucher.
Handrails and auxiliaries
The handrails and auxiliaries of the Atlantis Project feature a core made of zinc-coated steel and die-cast metal, covered with unwelded extruded polyamide nylon.
Consequently, all articles are electrically insulated, as
well as hygienic, easy to clean and pleasant to touch.
Geländer und Hilfsgeräte
Die Geländer und Hilfsgeräte des Projekts Atlantis
bestehen aus einem Kern aus verzinktem Stahl und
druckgegossenem Metall, der mit extrudiertem Polyamidnylon ohne Verschweißungen beschichtet ist. Auf diese Weise sind die Elemente problemlos zu reinigen, elektrisch isoliert, hygienisch und angenehm zu berühren.

Il Progetto Atlantis offre anche una serie di rubinetti, realizzati con gli stessi criteri ergonomici che distinguono i
sanitari e gli ausili.
L’erogazione e la temperatura possono essere preregolate in modo da evitare sprechi d’acqua o
scottature.
The Atlantis Project also features a complete range of
taps, all designed in accordance with the same ergonomic principles that characterise the bathroom fittings and
auxiliaries. The water jet and the temperature can be easily pre-adjusted, so to avoid any waste of water, and the
risk of getting scalded.
