faisant progresser les efforts de réduction de la pauvreté.

Au Bénin, le PNUD articule son intervention autour des
domaines suivants :
 L’appui aux communautés locales pour la préservation
de l’environnement et une meilleure adaptation aux
changements climatiques
 L’appui aux communautés à la suppression des obstacles
aux économies d’énergie ligneuse par l’amélioration
du rendement de conversion de la biomasse et
l’appropriation de sources alternatives d’énergies
 Le renforcement des capacités du gouvernement et des
communautés locales en vue d’une meilleure prévention
et gestion des crises et catastrophes naturelles.
In Benin, the UNDP focuses its efforts in the following areas:
Le programme des Volontaires des Nations Unies
Le programme des Volontaires des Nations Unies (PVNU) intervient
au Bénin depuis1982. Des centaines de Volontaire des Nations Unies,
aussi bien internationaux que nationaux, ont servi sur le territoire
national pour appuyer les programmes des différentes Agences du
système des Nations Unies œuvrant au Bénin. L’un des projets mis
en œuvre par le PNVU est le projet de Promotion du volontariat
pour une gestion décentralisée de l’environnement, cofinancé
par le PNUD.
The United Nations Volunteers programme
The United Nations Volunteers (UNV) programme intervenes in
Benin since 1982. Hundreds of United Nations Volunteers, both
international and national, have served on the national territory
to support the programmes of various agencies of the United
Nations system working in Benin. One of the projects implemented
by the UNV Programme is the project for the Promotion of
volunteerism for decentralized environmental management,
co-funded by UNDP
Le Fonds des Nations Unies pour l’équipement (UNCDF)
Les premières interventions de l’UNCDF (FENU) au Bénin
remontent à 1977 et ont couvert plusieurs régions du pays dans
divers domaines comme l’hydraulique villageoise, la construction
d’écoles, le désenclavement et le développement rural. Les
projets récents de l’UNCDF (FENU) au Bénin viennent en appui au
processus de décentralisation et de développement local et visent
à faire de l’institution communale un véritable instrument de lutte
contre la pauvreté.
United Nations Capital Development Fund (UNCDF)
The first interventions of UNCDF in Benin date back to 1977 and
have covered several areas of the country in different areas such as
rural water supply, building schools, opening up of isolated rural
areas and rural development. Recent projects of UNCDF in Benin
support the decentralization process and local development and
aim to transform the municipal institution in a real instrument of
struggle against poverty.
 Assist local communities to preserve the environment and better adapt to climate change
 Assist communities to remove the barriers of wood
energy economies by improving the performance
of biomass conversion and the appropriation of alternative sources of energy
 Capacity building of government and local communities for better prevention and management
of crises and natural disasters.
Un projet du PNUD au Bénin financé par le FEM vise à
régénérer plus de 18 000 hectares de forêts sacrées dans 31 sur 77 communes du Bénin, qui abrite des
espèces animales et végétales menacées comme le
singe à ventre rouge, le singe à ventre blanc (mone),
les genettes, le guib harnache, le tantane, le colobe
magistrat, le garcinia, le Triplochyton scleroxylon,
le afzelia le cola gigantea et le antiarys toxicaria. Il
permettra de créer environ 10 000 hectares de zone
tampon et de protection. Par la même occasion des
techniques de production, conservation et utilisation
durable des forêts seront enseignées à plus de 4000
gestionnaires.
A UNDP project in Benin funded by the GEF aims to
regenerate more than 18,000 acres of sacred forests in
31 of 77 communes of Benin. These forests are home
to endangered plant and animal species such as the
red-bellied monkey, the white-bellied monkey, genets,
the bushbuck, colobus, the tantane stork, the ursine
colobus, garcinia, triplochiton scleroxylon, afzelia cola,
gigantea and antiarys toxicaria. A total of 20 species,
5 species of reptiles all endangered in Benin, will be
saved. It will create a buffer and protection zone of
about 10 000 hectares. At the same time techniques of
production, conservation and sustainable use of forests
will be taught to over 4000 managers.
Le Programme de Micro - Financements du Fonds pour
l’Environnement Mondial
Le Programme de Micro - Financements du Fonds pour
l’Environnement Mondial (GEF/SGP) a démarré ses activités au
Bénin en 2006 . Il accompagne en partenariat avec le PNUD au
Bénin une trentaine d’Organisations Non Gouvernementales
(ONG) et Organisations Communautaires de Base (OCB) pour
une subvention d’un montant de 850 000 $US dans les domaines
suivants : Conservation de la biodiversité ; Lutte contre les
changements climatiques ; Protection des eaux internationales ;
limitation des polluants organiques persistants et Lutte contre la
dégradation des terres.

Micro-finance Programme - Global Environmental Fund
The Global Environmental Fund’s Micro-finance programme (GEF)
started its activities in Benin in 2006. In partnership with UNDP, the
fund assists thirty non-governmental organizations (NGOs) and
Community Based Organizations (CBOs) in Benin for an amount
of 850.000 USD in the following areas: biodiversity conservation;
Fight against climate change, protection of international waters;
limitation of persistent organic pollutants and fight against land
degradation.

Le cadre de coopération entre le
Gouvernement béninois et le PNUD
pour la période 2009-2013, signé le 30
janvier 2009, se focalise sur trois sousprogrammes que sont :
1. Réduction de la pauvreté
2. Gouvernance démocratique
3. Environnement et développement
durable
Des thèmes transversaux comme les
droits humains, le genre et le VIH/
SIDA viennent appuyer les objectifs
stratégiques dans le cadre de la
formulation des politiques et stratégies
nationales.
En plus de ces actions, le PNUD
accompagne les autorités nationales
et locales à renforcer leurs capacités
en matière de prévention et de gestion
des crises et catastrophes naturelles.
The framework for cooperation
between the Government of Benin
and UNDP for 2009-2013, signed on
30 January 2009, focuses on three subprogrammes:
1. Poverty reduction
2. Democratic governance
3. Environment and sustainable
development
Cross-cutting themes such as human
rights, gender and HIV/AIDS support
the strategic objectives in the
formulation of national policies and
strategies.
In addition to these actions, UNDP
assists national and local authorities
to reinforce capacities for prevention
and management of crises and natural
disasters.
Une habitante du village vient s’approvisionner en
eau potable. Près de 103.000 personnes dans les
départements de l’Atacora –Donga ont pu bénéficier
de l’eau potable grâce à la mise en œuvre du projet
d’hydraulique villageoise, initié par le Gouvernement
du Bénin sur financement des dons japonais hors
projets. 150 forages équipés de pompes à motricité
humaine ont été réalisés et 100 autres forages ont été
réhabilités dans 13 communes et 20 adductions d’eau
villageoise (AEV) réalisées au profit des populations
rurales.
A villager comes to supply drinking water. Nearly
103,000 people in the Atacora-Donga departments
have gained access to drinking water through the
implementation of the village water project, initiated
by the Government of Benin and financed with
Japanese non-project donations. 150 wells with hand
pumps were installed and 100 wells were rehabilitated
in 13 towns and 20 village water supply systems were
created for the benefit of rural populations.

Democratic governance
Le PNUD est convaincu que la gouvernance démocratique est
essentielle pour l’introduction de changements favorables
dans les nations et communautés. Il aide les Etats à mettre
en place des institutions électorales, juridiques et à adopter
des méthodes promouvant des élections transparentes
et inclusives, ainsi que l’état de droit, avec une attention
particulière aux femmes et aux groupes marginalisés.
UNDP believes that democratic governance is essential to
bring about favorable changes in nations and communities.
UNDP assists states in setting up electoral and juridical
institutions, and to adopt methods that promote transparent
and inclusive elections, as well as the rule of law, with
particular attention to women and marginalized groups.
Au Bénin, le PNUD articule son assistance autour des points
suivants :
 Le développement des capacités en matière de
gouvernance administrative et institutionnelle
 Le contrôle législatif et processus électoraux
 La gouvernance concertée et le contrôle citoyen
Réduction de la pauvreté
Poverty reduction
Le PNUD estime que les pays et leurs citoyens sont les mieux
placés pour déterminer leurs propres stratégies d’éradication de
la pauvreté, en fonction de leurs besoins et priorités.
UNDP believes that countries and their citizens are best placed
to determine their own strategies for poverty eradication,
according to their needs and priorities.
Au Bénin, le PNUD appuie le Gouvernement en amont au niveau
de la définition des politiques et stratégies de développement
et en aval à travers la mise en œuvre de projets. L’appui du PNUD
a été décisif dans l’élaboration de la Stratégie de croissance et
de Réduction de la pauvreté (SCRP). Le PNUD accompagne le
gouvernement du Bénin à améliorer l’efficacité des interventions
de lutte contre la pauvreté à travers :
In Benin, UNDP assists the Government upstream at the level
of policy making and formulation of strategies on development
and downstream through the implementation of projects.
UNDP support was decisive in the development of the Growth
Strategy for Poverty Reduction (GSPR). UNDP supports the
Government of Benin to improve the effectiveness of actions in
the fight against poverty through:
 L’appui conseil dans la mise en œuvre et le suivi évaluation
de la Stratégie pour la croissance et la réduction de la
pauvreté
 L’augmentation des revenus et création d’emplois décents
 Le renforcement des capacités des communes en matière
de lutte contre la pauvreté et d’amélioration de la sécurité
alimentaire
 Support and advice on the implementation and
monitoring/evaluation of the Growth Strategy for
Poverty Reduction.
 Increase of incomes and creation of decent
employment
 Reinforce the capacities of municipalities in their fight
against poverty and improvement of food security
Le PNUD soutient la réalisation des Objectifs du Millénaire
pour le développement (OMD) et accompagne les efforts du
gouvernement dans ce sens.
UNDP supports the achievement of the Millennium Development
Goals (MDGs) and assists the government in its efforts towards
these goals.
In Benin, UNDP focuses its support on the following points:
 Capacity building for administrative and institutional governance
 Monitoring legislative and electoral processes
 Collaborative governance and citizen control
Avec l’installation et la mise en service de
la radio hémicycle d’un montant global
434 679 USD en septembre 2011, c’est
environ un (1) million d’auditeurs estimés
qui suivent en direct les séances plénières
de l’Assemblée Nationale.
After the installation and commissioning
of the hemicycle radio in September
2011, with a total cost of 434 679 USD,
approximately one (1) million listeners
could follow the plenary sessions of the
National Assembly live.
