Redgi De Deken 5 FOREWORD Dear friends, In the previous letters I informed you that the European countries, which have signed the Bologna declaration, have set up agencies that ensure the external quality control of the training programmes in Europe. Currently all European educational institutes are regularly subject to external procedures of quality control in order to obtain the accreditation which authorises them to continue their teaching. Accreditation is described in the law as ''a decision granting a quality mark indicating that certain standards are met''. This decision is made by specific organizations (in the case of ITM it is the Flemish-Dutch organisation of accreditation) which will take the decision after a self-evaluation report has been produced by the course coordinators and the training course has been evaluated by an independent commission of external experts. During the last months the self-evaluation reports were written by the three master courses of ITM and the commission visited the courses. Before transmitting its conclusions to the accreditation organisation, the commission shared its impressions get during the visit and the prospects seem brilliant because the commission said being impressed by the quality of teaching at ITM. Thus, we can be confident that the accreditation of the ITM Master courses will be granted. We are happy with this result, not only for ourselves but also for you because this approval also means an upgrading of your diploma on the international level. The accreditation of these three ITM master courses represented a lot of work and one can wonder whether an accreditation focused on individual course programs is sustainable in the long run. The question arises whether in the future it will be possible to maintain the intensity of such multitude of assessments in view of the increasing number of new courses and the continuous development of specific profiles especially in postgraduate education. In view of this evolution, it is possible that in the future we will have to content ourselves with an accreditation at institutional level combined with a concise assessment of the course programme. Let’s hope that at that moment the quality of the specific courses will remain guaranteed and that accreditation at institutional level will allow for sufficient transparency in the course provision. All these problems as well as the specific standards and criteria for a postgraduate training in tropical animal health must be discussed with the alumni and other representatives of the professional practice active in the field. You know that the international network of RIPROSAT regularly organises an international symposium in order to bring together representatives of the different national or regional networks. RIPROSAT Senegal will organise the next international colloquium, which will take place from September 25 to 27 in the hotel “L’Océan” at Dakar-Yoff. This symposium will be the first one where representatives of French speaking countries will meet colleagues from English speaking countries. On the proposal of the organizing committee the central topic of the conference in Dakar will be "Avian influenza". In the past months multiple requests were addressed to the former national representatives of the RIPROSAT network asking them to organize elections in order to select a new representative among the members of their national network. As these requests remained unanswered most of the time, the central RIPROSAT office in Antwerp contacted all RIPROSAT members (having a recent e-mail address) in order to seek active people, who would like to represent and promote regional networks. With this in view the central office in Antwerp defined seven regional zones in Africa (see the picture on the first page) that could send representatives to Dakar. It goes without saying that this proposal will be discussed and re-examined during the international symposium. The electronic message told all members that the network was looking for enthusiastic, active and ambitious members: - who believe in the benefits of networking and are prepared to devote themselves to this cause, - who have good access to the Internet and can be contacted at any moment, - who have managerial capacities and good communication skills, - who can express themselves in English, - who can get a visa for Senegal (if needed) and travel to Dakar during the period of September 23 to 28 - who will make use of the resources put at their disposal by RIPROSAT to revive the national and regional networks. The message informed also that alumni, who maintained regular contact with ITMA for the last years, would be selected preferably. Experience in the field of avian influenza would also be taken into account when selecting the representatives. Since the budget is limited and the operating range of the network widened 6 following the organization of the English courses, only a limited number (1 or 2) of representatives will be invited to represent each region "North Africa, the Sahel, the French-speaking and English-speaking regions of Western Africa, Central Africa, Eastern Africa and the Southern Africa" at the next symposium. Firstly we thank all the RIPROSAT members, who volunteered for representing their region in the RIPROSAT network. The selection was particularly difficult, but we think we made a fair choice taking into account the number of members in each region, the command of languages, the experience in the field of avian influenza, the ease with which a specific person can be contacted and so on... Here a list of people that probably will attend the RIPROSAT meeting in Dakar: • • • • • • • • • • • • • Deka Emmanuel (Benin) the president of the last international meeting and representing of francophone West-Africa Tona Kokou (Togo) (will present a survey carried out with financial support from RIPROSAT and is also representing Francophone West-Africa). Proano Freddy (Ecuador) representing RIPROSAT South America Changula Katendi (Zambia) representing southern Africa Mbanzamihigo Leonidas (Rwanda) representing Central Africa Nana Thérèse (Burkina Faso) representing the Sahel region Barry Madiou (Guinée-Conakry) representing francophone West-Africa Mahamadou Ibrahima (Niger) representing the Sahel region Tshinyama Albert (DRCongo) representing Central Africa Mahama Charles (Ghana) representing English-speaking West Africa Ngambia Funkeu (Cameroun) representing English-speaking West Africa Hassen Chaka (Ethiopia) representing Eastern Africa Ghenim Taha Hocine (Algeria) representing North Africa Apart from those foreign members about 14 local members from Senegal and The Gambia will attend the symposium as well as some members of other countries that will attend the meeting at their own expense. The documentation, which was offered this year to the RIPROSAT members, had an enormous success. The books were distributed in a record time. For those, which had already placed their order, but were informed that our stock was exhausted, RIPROSAT sought and found additional budgets. Thus their order will be delivered in the next months. The department Animal Health goes well. It even has been authorised to fill up its number of staff employed. As a result the department is looking for two post-doctoral academic assistants; one for the Unit of Animal Disease Control and the other for the Unit of Veterinary Helminthology. Applicants must posses a diploma of Master in veterinary sciences or animal health, bioengineering, biomedical sciences, biology or a related field as well as a PhD in animal health or a related field. More information can be obtained at the ITM website: (http://www.itg.be/ITG/GENERALSITE/GENERALPAGE.ASP?WPID=15&MIID=24&L=F&Rnd=307319 #itg) On the level of the secretariat manpower will be also reinforced, a person will be engaged who will assist Danielle De Bois and will be in charge of the RIPROSAT administrative work, while Noor, who had a parttime job in our department, will leave us to get a full-time job in the library. Redgi De Deken 7 HIGHLY PATHOGENIC AVIAN INFLUENZA En vue du theme principal de notre prochain symposium, voici quelques informations intéressantes. In view of the main topic of our next symposium some interesting news. BACKYARD POULTRY BAN IN JAKARTA BBC-news of 17/01/07 informed us that keeping poultry in residential environment will soon be forbidden in Indonesia. Keeping poultry in backyards is a way of life in Indonesia. All backyard poultry in the Indonesian capital Jakarta are to be banned in a bid to stem the deadly bird flu virus, officials have announced. Four Indonesians have died already this year from the disease and another was recently confirmed as infected. The governor of Jakarta said the ban, which is voluntary at the moment, would become compulsory in two weeks time. The ban will cover all domestic birds in the city, including chickens, ducks and pigeons. But enforcing the policy could prove difficult, the BBC's Lucy Williamson in Jakarta says. Backyard poultry farming is a long-established tradition in Indonesia as a way to supplement the family income. There are estimated to be hundreds of thousands of birds in the city. Jakarta governor Sutiyoso said residents had until the end of the month to "voluntarily eliminate their pet fowls but by consuming it in the proper way... selling them, or destroying them". He said that from 1 February, "it will be forbidden to keep birds in residential environments". Poultry owners will be eligible for compensation of around $1.40 per bird, he added. In general, these publications are in English and address a more specific public, e.g. stakeholders, seats of learning, international and national authorities, etc. dealing with scientific aspects of food and feed safety. On a regular basis, EFSA publishes also summary reports of its Scientific Colloquia: initiatives aimed at achieving a better understanding of the fundamental scientific issues in all areas of EFSA’s mission (e.g. Risk-benefit analysis of foods, QPS, Food producing animals, Guidance document for the risk assessment of genetically modified micro-organisms and their derived products intended for food and feed use, ..). The annual report on zoonoses is another regular publication which contains information collected from all over the Member States and covers 11 zoonotic diseases which are transmissible from animals to humans. This section reflects only a part of EFSA’s scientific work. For more information on Science at EFSA including all Opinions, click here http://www.efsa.europa.eu/science.html Publications can be downloaded or ordered free of charge. If you wish to receive a printed version of a publication please click on the EU-bookshop logo. In case there is no logo displayed under a publication, please send an e-mail stating your full postal address to [email protected] EFSA has recently published an opinion on the likelihood of BSE infectivity in specified risk materials (SRM) from cattle at different age groups. SRMs are the tissues in cattle containing the highest risk of BSE infectivity. These are removed as a key element of the EU BSE controls. EFSA was asked by the European Commission to follow-up on one of its recommendations from its previous opinion (EFSA, 2005) on SRM removal by further estimating the likelihood of the infectivity in SRMs derived from BSE-infected cattle. The opinion is available on the EFSA website at: http://www.efsa.europa.eu/en/science/biohaz/biohaz_opinions/biohaz_op_ej476_srm.html Another opinion concerns the “Protocol for the evaluation of rapid post mortem tests to detect TSE in small ruminants” which is available at: http://www.efsa.europa.eu/etc/medialib/efsa/science/biohaz/biohaz_opinions/ej509_postmortem_smru.Par.0 001.File.dat/biohaz_op_ej509_post_mortem_smru_en.pdf The European community requested the Scientific Panel on Animal Health and Animal Welfare of EFSA to review its opinion on Newcastle disease focusing on vaccination worldwide in order to determine its optimal use for disease control purposes. In this area, livestock breeding is of primary importance for the local population, but a lack of access to surface water blocks the socio-economic growth. For its project in Turkana, VSF uses subsurface dams. Water dams prevent the natural course of subsoil water, thanks to which a subsoil water stock can be accumulated. In collaboration with Protos, the ONG which works on equitable and sustainable water management, VSF produced a handbook on subsurface dams. With this handbook, VSF wants to share its experience in the field of the subsurface dams with all those involved in the development of arid territories. The technology of subsurface dams is nonpolluting and offers a good solution for territories where the surface water evaporates too quickly or is not usable because of pollution by parasites. The handbook was published with a financial assistance of the Belgian Survival Fund. At a recent computer expo (COMDEX), Bill Gates reportedly compared the computer industry with the auto industry and stated: "If GM had kept up with technology like the computer industry has, we would all be driving $25.00 cars that got 1,000 miles to the gallon." In response to Bill's comments, General Motors issued a press release stating: “If GM had developed technology like Microsoft, we would all be driving cars with the following characteristics: 1. For no reason whatsoever, your car would crash........ Twice a day. 2. Every time they repainted the lines in the road, you would have to buy a new car. 3. Occasionally your car would die on the freeway for no reason. You would have to pull to the side of the road, close all of the windows, shut off the car, restart it, and reopen the windows before you could continue. For some reason you would simply accept this. 4. Occasionally, executing a maneuver such as a left turn would cause your car to shut down and refuse to restart, in which case you would have to reinstall the engine. 5. Macintosh would make a car that was powered by the sun, was reliable, five times as fast and twice as easy to drive - but would run on only five percent of the roads. 6. The oil, water temperature, and alternator warning lights would all be replaced by a single "This Car Has Performed An Illegal Operation" warning light. 7. The airbag system would ask "Are you sure?" before deploying. 8. Occasionally, for no reason whatsoever, your car would lock you out and refuse to let you in until you simultaneously lifted the door handle, turned the key and grabbed hold of the radio antenna.. 9. Every time a new car was introduced car buyers would have to learn how to drive all over again because none of the controls would operate in the same manner as the old car. 10. You'd have to press the "Start" button to turn the engine off. 15 FOR THOSE WHO WANT TO PUBLISH A PAPER ON NEGLECTED TROPICAL DISEASES AND NEED EDITORIAL SUPPORT PLoS Neglected Tropical Diseases is the first open-access journal devoted to the neglected tropical diseases (NTDs). The journal will publish high-quality, peer-reviewed research on all scientific, medical, and publichealth aspects of these forgotten diseases affecting the world's forgotten people. A major advantage for authors from developing countries to publish in PloS is the support the Library offers to authors from tropical endemic countries. Information for Authors in Developing Countries As part of its mission to widen the distribution of scientific literature, the Public Library of Science is particularly concerned with the disparities in access to information between developed and developing countries. PLoS provides immediate, free, and unrestricted access to all the scientific and medical literature that it publishes. In addition, PLoS is also dedicated to establishing a medium for publishing science from the developing world. Thus, a major goal of PLoS Neglected Tropical Diseases is to promote and profile the efforts of researchers, health practitioners, and public-health experts in endemic countries in order to help build science and health capacity in those regions. PLoS Neglected Tropical Diseases offers the following means of support to authors in developing countries: Fee Waiver. We offer a complete or partial fee waiver for any authors who do not have funds to cover publication fees. Editors and reviewers have no access to payment information, and hence an author’s inability to pay will not influence the decision to publish a paper. Editorial Support. PLoS Neglected Tropical Diseases is organized to provide additional editorial support for authors in developing countries. Papers that are accepted for publication will receive additional support from our editorial staff or professionals from our partner organizations. International Editorial Board. About 40% of our Associate Editors—who handle peer review of research articles—are based in developing countries. These experts understand the issues involved in confronting these diseases in their endemic settings, and they will help to ensure that the journal is a voice for researchers in these countries. Worldwide Readership. As an open-access journal, PLoS Neglected Tropical Diseases articles will always be freely available online via the journal Web site as well as through PubMed Central. Our open-access license means that readers are free to download, print, distribute, and translate your work, provided that they give you credit and cite the source. This means that your work will have the broadest possible audience: the entire world. And recent studies suggest that open-access articles are downloaded and cited more frequently. Thesis abstract Reproduction parameters of local guinea fowl (Numida meleagris) in Burkina Faso were studied through a survey in the central area of Burkina Faso. The farmer’s knowledge in guinea fowl management is described and gives the following performances: the onset of laying is 7.6 ± 1.7 months and the reproduction career is 3.2 ± 1.0 years. Reproduction concerns 40.2% of the flock and 26.0% of the produced eggs are naturally incubated by hens (Gallus gallus) with 25 to 30 eggs/clutch. The apparent hatchery rate is estimated at 82.5%. The production parameter is weak: about 5.3 ± 1.2 birds/female/year. This activity is mainly conducted for lucrative goal: 67.8% of the remaining flock and 83.2% of the remaining eggs are sold. The keets mortality is very high and concerns sometimes all the clutch. Experimental studies have been carried out in Station to precise the characteristics of the eggs and to establish their correlation with keets production, mortality and growth. The mean egg weigh is 35.3 ± 1.3g and the surface is 57.7 ± 1.cm2. The egg looses an average of 179.1 ± 52.1mg (0.5% of its initial weigh) every day. The weigh of the eggs is significantly correlated with fertility (r= 0.81), real hatchability (r= 0.85), keet’s weight (r= 0.96) and keet’s mortality (r= -0.85). The one day keets’ weight (Y) can be estimated by the egg’s one (X) by the regression equation: Y= 5.3867 + 0.4461X (R2= 71.9%) The artificial incubation parameters are highly dependant of the storage conditions. At room conditions (37.5 ± 2.5°C and 27.3 ± 3.4% relative humidity) and during 1 to 5 days of storage, the hatchery rate is 75.7% and decreases at 18.7% per day. At refrigerator conditions (15.2 ± 1.7°C and 60.5 ± 4.3% relative humidity) the hatchery rate is 87.5% and decreases at 17.0% per day. In improved feeding conditions, the optimal slaughtering age is reached at 14 weeks with 523.0 ± 171.4g for the females and 497.0 ± 134.7g for males. At this age, the mean carcass percentage is 65.7%. The asymptotic weights are reached at 22 weeks at 962.0 ± 147.8g for females and 857.0 ± 183.7g for males. The feeding conditions improvement decreases the age of onset of laying to 5.7 months, at the mean life weight of 931.9 ± 85.3g, and allows the females to lay eggs in dry season with the mean value of 76.3 eggs/female/year. 17 These studies give some useful technical information for artificial incubation of guinea fowl’s eggs and show also some basic tools for genetic improvement programmes. These results will contribute to improve the local guinea fowl breeding in Burkina Faso. COWS, PIGS AND SHEEP: ENVIRONMENT'S GREATEST THREATS? NewScientist.com news service 17:09 12 December 2006 Catherine Brahic Cows, pigs, sheep and poultry have been awarded the dubious honour of being among the world's greatest environmental threats, according to the UN Food and Agriculture Organization (FAO). The report, entitled Livestock's long shadow, says the livestock industry is degrading land, contributing to the greenhouse effect, polluting water resources, and destroying biodiversity. In summary, the sector is "one of the top two or three most significant contributors to the most serious environmental problems at every scale". The authors say the demand for meat is expected to more than double by 2050 and therefore the environmental impact of production must be halved in order to avoid worsening the harmful impacts of the industry. 19 Perhaps the report's most striking finding is that the livestock sector accounts for 18% of global greenhouse gas emissions – more than transport, which emits 13.5%. Entire cycle The FAO's estimate of livestock emissions surpasses previous ones because this time researchers looked at the entire production cycle. This includes emissions generated by fertiliser and feed production, deforestation to open up pastures, manure management, and emissions from the livestock themselves and from transporting them and their feed. Livestock require a lot of land, occupying 26% of Earth's ice-free land. Their pastures account for 70% of deforested areas in the Amazon, and their feed occupies one-third of global cropland. Not only does deforestation increase greenhouse gas emissions by releasing carbon previously stored in trees, it is also a major driver in the loss of biodiversity. The report goes so far as to say that the livestock sector, which accounts for about 20% of terrestrial animal biomass, "may be a leading player in the reduction of biodiversity". Livelihoods in livestock Encouraging the global population to become vegans is not a viable solution, however. For starters, says the lead author of the FAO report, Henning Steinfeld, it is quite simply not an option for many of the one billion people whose livelihoods rely on livestock production. Moreover, vegetable production is not devoid of environmental problems either. And recent studies have shown that global fish stocks are not sustainable at current levels of exploitation (see No more seafood by 2050?). Steinfeld says the crux of the livestock problem is the sheer bulk of land the sector occupies: "We need to discourage indiscriminate deforestation for pasture, a large part of which takes place because of land speculation." Convenient occupation In the Amazon, where governments struggle to enforce legal systems, settlers occupy swathes of "no-man's land" and wait 15 years, after which time practice, though not law, dictates that they own the land. Using the land for pasture is simply a convenient tool to occupy the land, explains Steinfeld. Ultimately, the authors argue, environmental services such as sustainably managed land and clean water, need to be given a price. "Most frequently, natural resources are free or underpriced, which leads to overexploitation and pollution," write the authors, concluding that "a top priority is to achieve prices and fees that reflect the full economic and environmental costs". Steinfeld says negotiations of the next step of the Kyoto Protocol might be a good opportunity to do this. The report of Steinfeld « Livestock's long shadow » (FAO, 2006) - PDF, 5MB can be downloaded at the following website: http://www.virtualcentre.org/en/library/key_pub/longshad/A0701E00.pdf LES IMPACTS DE L'ELEVAGE SUR L'ENVIRONNEMENT L’enjeu consiste à concilier deux demandes : les produits animaux e les services environnementaux. In 2 Salesian farms, Michael was jointly responsible for animal production and veterinary medicine; he also taught livestock-farming to former street children and children from torn families, which was a positive experience for him. Furthermore, Michael was allowed to spend a considerable budget of the Belgian development cooperation on books – partly bought in Europe, partly in Congo – for the Salesian schools in Lubumbashi. He and his wife also started up a production entity in Gouda cheese, which is now fully run by Congolese former street children and teachers. Since September 2006, Michael works as doctorassistant at the University of Leuven until August of this year. Afterwards, he’ll either stay at the University or find a job at the Ministry of Agriculture and Fisheries or the Ministry of Development Cooperation. Unfortunately, due to complications in the pregnancy, the cubs were born prematurely and due to their tiny size, they died shortly after birth. The mother tiger after recovering from the delivery, suddenly started to decline in health, although physically she was fine. The veterinarians felt that the loss of her litter had caused the tigress to fall into a depression. The doctors decided that if the tigress could surrogate another mother's cubs, perhaps she would improve. After checking with many other zoos across the country, the depressing news was that there were no tiger cubs of the right age to introduce to the mourning mother. The veterinarians decided to try something that had never been tried in a zoo environment. Sometimes a mother of one species will take on the care of a different species. The only orphans that could be found quickly, were a litter of weaner pigs. The zoo keepers and vets wrapped the piglets in tiger skin and placed the babies around the mother tiger. Would they become cubs or pork chops?? Take a look........ you won't believe your eyes!! 27 Unfortunately, a more thorough examination of this strange history taught me that the pictures are real, but the accompanying explanation is fiction. I was taught that the images displayed above were taken in 2004 at the Sriracha Tiger Zoo in Chonburi, Thailand. Although this Zoo hosts one of the world's most successful tiger breeding programs, it also offers circus-like shows, including the mixture of adults and young of quite different species in the same enclosures. The mixture of a tiger and piglets depicted in the images above therefore was not something undertaken for functional reasons, but a form of visual entertainment provided by the zoo for the amusement of its visitors. Although these pictures might appear charming and innocent, there may be a darker side to the Sriracha Tiger Zoo, as press reports stated that Sriracha was under investigation for illegally breeding protected wildlife for commercial export. The Sriracha Tiger Zoo is also the zoo where in 2004 between 80 and 100 tigers died or were euthanized due to avian influenza that probably spread via the raw chicken carcasses fed to the tigers. 28
