‫الدواء �أكرث �أهمية من و�صول الفقراء �إىل املنتجات الطبية الأ�سا�سية‪ ،‬وتلعب االتفاقية اخلا�صة باجلوانب‬
‫التجارية حلقوق امللكية الفكرية دور ًا هام ًا يف هذا الأمر وهي بحاجة �إىل �إ�صالحات‪ ،‬ويف ذات الوقت ت ُـجرى‬
‫الأبحاث الطبية بطريقة ال ت�سمح �سوى لقلة من اال�ستفادة من نتائجها‪ .‬املنتجات ال�صحية التي ت�صل‬
‫�إىل الأ�سواق تكون باهظة الثمن وقليلة االبتكار يف �آنٍ ًمعا‪ .‬كيف ميكننا �أن ن�ضمن �أن حق الإن�سان بال�صحة‬
‫لي�س امتياز ًا للأغنياء و�إمنا واقع حقيقي للجميع؟‬

‫النا�س يف منطقة ال�شرق الأو�سط و�شمال �أفريقيا من �أجل كرامتهم وحقوقهم يف املواطنة‪ .‬ومنذ ذلك‬
‫غي الربيع العربي وجه املنطقة‪ .‬ولكن حتى الآن مل تتحقق الكثري من متطلبات النا�س وبرزت‬
‫احلني رَّ‬
‫حتديات جديدة �أمام املجتمعات‪ .‬ما هي الدرو�س التي ميكن ا�ستخال�صها لال�سرتاتيجيات امل�ستقبلية‬
‫وللتغيري ال�سيا�سي يف منطقة ال�شرق الأو�سط و�شمال �أفريقيا وعلى الأخ�ص يف البلدان التي ال تزال‬
‫تنتظر التح ُّول؟ يتبادل ن�شطاء �شباب من م�صر وتون�س وال�سودان وفل�سطني خرباتهم خالل ال�سنتني‬
‫املا�ضيتني يف مناق�شة «حو�ض �سمك» يتناول كفاحهم من �أجل الكرامة وحقوق املواطنة ويدعونكم‬

‫ت ُـعترب ال�سيا�سة املالية �أداة رئي�سية لتحويل نهج اال�ستدامة القائم على احلقوق والتقدم املجتمعي �إىل‬
‫واقع عملي‪ .‬وت�سمح امليزانيات با�ستخال�ص ا�ستنتاجات حول الت�أثري ال�سيا�سي للمجموعات ذات‬
‫امل�صالح املختلفة‪ :‬هل �أُعطيت امل�صالح التجارية الأولوية؟ �أو هل الإنفاق العام يركز على احتياجات‬
‫النا�س؟ هناك نقا�شات عديدة تتناول �أهداف التنمية امل�ستدامة التي �ستخلف «الأهداف الإمنائية‬
‫لكن الأهداف الإمنائية امل�ستدامة �ستظل عدمية الفائدة �إذا مل تكن حا�ضرة يف ميزانيات‬
‫للألفية»‪َّ .‬‬
‫التنمية امل�ستدامة ذات ال�صلة‪.‬‬
‫نريد مناق�شة ال�شكل الذي يجب �أن تكون عليه هذه امليزانيات‪ .‬ونريد �أن جنمع بني اجلهات الفاعلة‬
‫يف جمال مراقبة امليزانيات ومبادرات ال�شفافية و�أ�شخا�ص �أ�صحاب خربة طويلة يف العمل على املوا�ضيع‬
‫االجتماعية والبيئية‪.‬‬

‫ت�شري تقارير منظمة العمل الدولية �إىل �أن عمالة الأطفال على �أنواعها ال تزال م�ستمرة ووا�سعة‬
‫االنت�شار‪ .‬هنالك �أكرث من ‪ 200‬مليون طفل حول العامل م�ضطرون للعمل‪ ،‬والكثري منهم يعمل يف ظل‬
‫ظروف خطرة‪ .‬عمالة الأطفال ت�ؤذيهم ومتنعهم من الذهاب �إىل املدر�سة‪ .‬وبالرغم من وجود مبادرات دولية‬
‫عديدة تهدف �إىل الق�ضاء على ظاهرة عمالة الأطفال تباط�أ يف ال�سنوات القليلة الأخرية التقدم احلا�صل‬
‫كما تراجع االهتمام العاملي‪ .‬كيف ميكننا تغيري هذا الو�ضع؟ ما الذي ميكن فعله حلماية الأطفال‬
‫و�ضمان حقهم الإن�ساين يف التعل ُّـم؟‬

‫حيث ف�شلت احلكومة الراهنة التي يهيمن عليها الإ�سالميون يف حماية حرية ال�صحافة والإبداع الفني‬
‫وحقوق املر�أة‪.‬‬

‫ي�شعر مئات الآالف بالغ�ضب‪� .‬إنهم �شباب بال عمل‪ .‬ثمة �أزمة اقت�صادية عاملية ناجمة عن �أ�سواق املال‬
‫غري املنظمة وعن اجلهات الغربية غالب ًا ال�ساعية �إىل حتقيق الربح‪ .‬هذه الأزمة ت�ؤثر ب�شكل كبري على‬
‫حياة النا�س يف جميع �أنحاء العامل‪ .‬وحتى االقت�صاديات املتقدمة يف �أوروبا تواجه واقع ًا مرتدي ًا يعوق فر�ص‬
‫ال�شباب يف �أن يعي�شوا حياتهم كما يريدونها‪ .‬وتتزايد معدالت البطالة بني ال�شباب ب�شكل مت�سارع‪،‬‬
‫فكانت يف منطقة ال�شرق الأو�سط و�شمال �أفريقيا من الأ�سباب الرئي�سية لالنتفا�ضات‪ .‬وجند يف �إ�سبانيا‬
‫�أن قرابة ‪ % 50‬من ال�شباب عاطلني عن العمل‪ .‬ما هي �أ�سباب البطالة بني ال�شباب؟ ما الذي ميكن فعله‬
‫ملكافحتها؟ ي�سرنا �أن نناق�ش هذا الأمر مع خرباء ون�شطاء من بلدان على �ضفتي البحر الأبي�ض املتو�سط‪.‬‬

‫بهذه املمار�سات لدى املنظمات والأفراد على حد �سواء‪ .‬ويتمحور النقا�ش يف الأو�ساط املهتمة بالتنمية‬
‫حول عدم ا�ستقرار احلالة املالية العامة يف الكثري من البلدان يف اجلنوب وال�شمال وكذلك حول مو�ضوع‬
‫تفعيل املوارد املحلية من خالل �أنظمة �ضريبية و�إدارات �أكرث عد ًال وفاعلية‪ .‬ولبلوغ تلك الأهداف �سوية‬
‫نريد �أن نتبادل اخلربات واال�سرتاتيجيات التي تخدم �أهدافنا امل�شرتكة كما نريد �أن نتعاون ب�شكل �أوثق‪.‬‬

Health is a universal human right. Yet, international trade agreements consider the
interest of pharmaceutical companies to be more important than access of the poor to
essential medical products. The TRIPS agreement plays a crucial role and needs to be
reformed. At the same time, medical research is conducted in a way that allows only
few to benefit from its results. Health products come to the markets that are at the
same time expensive and little innovative. How can we make sure that the human right
to health is no longer a privilege of the rich but a reality for everyone?

“Millennium Development Goals” for the year 2015 do not provide adequate answers
to the global problems, be it global warming or the growing inequalities. Both the
debate over a post-2015 agenda as well as the agreement at the Rio conference to
formulate Sustainable Development Goals now offer the opportunity to readdress
holistic concepts of prosperity and progress in societies. What could an integrated
system of Global Sustainability Goals look like? What are its normative foundations?
Beyond goals: what accountability mechanisms must be put in place? How could such
goals be embedded in a rights-based approach to development and a system of fair
burden-sharing?

Human and civil rights, better economic and social conditions, decent work and salaries were at the core of the Tunisian revolution. Yet, two years after the fall of the
dictatorship of Ben Ali, the social and economic situation is worse than before.
Liberty of press, artistic creativity and women’s rights – the provisional Islamist
dominated government has failed to protect them.
The documentary film “Voices After Revolution”, realized in June 2012 with Tunisian
activists, men and women, wants to stress that a continuing effort is necessary to
preserve the objectives of the revolution and to enhance the process of democratic
transformation by separating State and religion.
We invite you to attend the screening of the movie and discuss with its
protagonists.

Strategies for political change in the MENA region

Two years ago, Bouazizi set himself alight in a village south of Tunis, becoming the
iconic start of the struggle of millions of people across the MENA region for their dignity and citizenship rights. Ever since, the Arab Spring has changed the face of the
region. Yet, many demands of the people have not been met and new challenges to
societies have risen. What lessons can be drawn for future strategies for political
change in the MENA region and particularly in those countries still awaiting transition?
Young activists from Egypt, Tunis, Sudan and Palestine will share their experiences from
the past two years in a fishbowl discussion about their struggle for dignity and citizenship rights and invite you to join in.

Fiscal policy is a key instrument to turn a rights-based approach of sustainability and
societal progress into practice. Budgets allow inferences to be drawn about the political influence of different interest groups: Are business interests pushed through? Or is
public spending focused on the needs of the people? There are many discussions on
Sustainable Development Goals succeeding the MDGs. But Sustainable Development
Goals will remain useless if it will not be reflected in correspondent Sustainable Development Budgets.
We want to discuss how these budgets should look like. And we want to bring
together actors from budget monitoring and transparency initiatives with people who
have so far been working on social and environmental issues.

Le droit à la santé est fondamental et universel. Pourtant, certains accords commerciaux internationaux considèrent que l’intérêt des compagnies pharmaceutiques
passe avant l’accès des populations défavorisées aux médicaments essentiels. L’Accord sur les ADPIC joue un rôle central dans ce mécanisme et doit être réformé. Dans
le même temps, la recherche médicale est menée aujourd’hui d’une façon qui ne
permet qu’à un petit nombre d’en bénéficier. Les produits médicaux qui arrivent sur
le marché sont à la fois onéreux et peu innovants. Comment faire en sorte que le
droit à la santé ne soit plus un privilège de nantis mais une réalité pour tous ?

Le cadre actuel des objectifs de développement mondial tournant autour des Objectifs du Millénaire pour le Développement pour 2015 n’apporte pas de réponses
adéquates aux défis globaux, que ce soit le réchauffement climatique ou l’accroissement des inégalités. Aujourd’hui, le débat sur un agenda global post-2015 et l’accord de la conférence de Rio sur la formulation d’Objectifs de Développement
Durable Mondial offrent une opportunité de se repencher sur les concepts globaux
de prospérité et de progrès des sociétés. A quoi pourrait ressembler un système
intégré d’Objectifs de Développement Durable Mondial? Quelles sont ses bases normatives? Au-delà des objectifs: quels mécanismes de responsabilisation peuvent
être installés? Comment intégrer ces objectifs dans une approche du développement basée sur les droits et un système équitable de partage des efforts?

Global youth fights unemployment

Hundreds of thousands are enraged. They are young and they have no job. The global economic crisis, caused by unregulated financial markets and profit-mongering
actors mostly in the global West, is severely affecting the lives of people all over the
World. Even the advanced economies in Europe are facing a downward spiral which
hinders the chances of young people to live a self-determined life. The rates of youth
unemployment are rocketing: In the MENA region they were one of the major reasons for the uprisings. In Spain, more than 50% of the youth are unemployed. What
are the reasons for youth unemployment? What can be done against it?
We are happy to discuss with experts and activists from both sides of the Mediterranean Sea.

Nous assistons à une convergence sans précédent de différentes crises mondiales
– financière, alimentaire, énergétique et climatique, auxquelles s’ajoute un manque
manifeste de volonté politique d’inverser la tendance.
Nous devons urgemment nous engager vers une transition juste, et mettre en place
d’importants changements structurels en nous basant sur les principes de justice, de
durabilité, de droits humains et d’égalité des genres. Comment les féministes envisagent-elles ces transitions? Comment, sur base des expériences des femmes, formulent-elles des alternatives de développement qui mettent en évidence la nonviabilité du système économique néo-libéral actuel?

Child Labour – What Can We Do?

Reports of the International Labour Organization indicate that child labour of one sort
or another remains widespread and continues. More than 200 million children around
the globe have to work, many of them under hazardous conditions. Child labour
harms children and keeps them from attending school. Although there are several
international initiatives aiming at the eradication of child labour, progress has slowed
and global attention has waned in the last few years. How can we change this situation? What can be done to protect children and to guarantee their human right to
education?
In a joint seminar the German Education Union (GEW), the Secondary Teachers Union
F-SYNTER from Burkina Faso and Friedrich-Ebert-Foundation provide activists and representatives of teacher unions from different countries a space to discuss these questions and to identify strategies to fight child labour.
Open Forum on the Tax Justice Agenda

The debate around tax justice is concentrated on combating tax evasion and avoidance as well as the underlying structures that enable those practices - by corporations as well as individuals. In development oriented circles discussions focus on the
precarious state of public finance in many countries in the South and North as well
as around the issue of domestic resource mobilization through means of fairer and
more effective tax systems and administrations. We want to share experiences and
strategies towards our common goals and enable us to cooperate more closely to
achieve them in solidarity.
What are pressing issues locally and globally? Is there a need and room for better
cooperation? What strategies are to be employed?

Il y a deux ans, Mohamed Bouazizi s’immolait par le feu dans un village au sud de
Tunis. Il devenait le symbole du déclenchement d’une vague de protestation sans
précédent dans toute la région MENA, des millions de personnes se battant pour le
respect de leur dignité et de leurs droits civiques. Depuis lors, le Printemps Arabe a
changé la face de la région. Beaucoup de revendications du peuple, cependant,
n’ont pas été entendues, et de nouveaux défis se sont constitués pour ces sociétés.
Quelles leçons en retirer pour les stratégies de changement politique dans la région
MENA, particulièrement dans ces pays en attente de changement? De jeunes activistes d’Egypte, de Tunisie, du Soudan et de Palestine vous convient à un débat sur
leur lutte pour la dignité et les droits civiques, lors duquel ils partageront leurs
expériences des deux dernières années.

La justice fiscale socio-environnementale, une priorité pour
l’agenda global post-2015

La politique fiscale est un instrument-clé pour mettre en place une approche de
durabilité et de progrès sociétal basée sur les droits.
Les budgets sont un bon indicateur de l’influence politique qu’ont les différents
groupes d’intérêt : les dépenses publiques cèdent-elles aux intérêts économiques?
Ou sont-elles mises au service des besoins de la population? Il y a beaucoup de
discussions autour des Objectifs de Développement Durable succédant aux ODM.
Mais les Objectifs de Développement Durable ne serviront à rien s’ils ne seront pas
accompagnés de Budgets de Développement Durable correspondants.
Nous voulons discuter des contours que ces budgets devraient avoir. Et nous voulons
réunir des acteurs d’initiatives de contrôle et de transparence budgétaire, et des
personnes travaillant sur les problématiques sociales et environnementales.

Les rapports de l’Organisation Internationale du Travail montrent que le travail des
enfants, sous une forme ou une autre, est toujours d’actualité et répandu. Plus de
200 millions d’enfants dans le monde doivent travailler, nombre d’entre eux dans
des conditions précaires. Le travail nuit aux enfants et les empêche de poursuivre
leur éducation. Malgré l’existence de plusieurs initiatives internationales visant à
éradiquer le travail des enfants, les progrès ont ralenti et l’attention générale a
baissé ces dernières années. Comment pouvons-nous changer cette situation?
Quelles mesures peuvent être prises pour protéger les enfants et garantir le respect
de leur droit à l’éducation?
Dans un séminaire organisé conjointement, le Syndicat Education et Sciences
(GEW), Education International (EI) et Friedrich-Ebert-Stiftung fournissent un espace
de discussion à des activistes et des représentants de syndicats enseignants de différents pays, afin de discuter de ces questions et d’identifier des stratégies de lutte
contre le travail des enfants.

C´étaient les droits humains et civiques, les emplois et salaires dignes qui étaient au
cœur de la révolution tunisienne. Deux ans après la chute du dictateur Ben Ali, par
contre, la situation sociale et économique est pire qu’avant. Liberté de la presse,
création artistique, droits des femmes – le gouvernement provisoire à dominance
islamiste n’a pas su les protéger.
Le message principal du film documentaire Voices After Revolution (Voix après Révolution), réalisé en Juin 2012 avec des activistes tunisiens et tunisiennes, est de souligner la nécessité d’un effort continu pour préserver les objectifs de la révolution et
pour promouvoir le processus de transformation démocratique en séparant l’Etat de
la religion.
Nous vous invitons à assister à la projection du film et au débat avec ses
protagonistes.

Combats de jeunes du monde entier contre le chômage

Ils sont des centaines de milliers à être en colère. Ils sont jeunes, et sans emploi. La
crise économique mondiale, causée par des marchés financiers non régulés et des
acteurs recherchant le profit principalement occidentaux, affecte très durement la
vie d’individus dans le monde entier. Même les économies européennes avancées
s’enlisent, et réduisent les possibilités pour les jeunes de décider du cours de leur
vie. Les taux de chômage des jeunes montent en flèche: c’était l’une des causes
principales des soulèvements dans le monde Arabe, tandis que plus que la moitié
des jeunes en Espagne sont sans emploi. Quelles sont les causes du chômage des
jeunes? Comment peut-on le combattre? Nous vous invitons à une discussion entre
experts et activistes des deux côtés de la Méditerranée.
