SYLLABUS
La politique comparée
La politique comparée est un champ vaste, dont l’identité est sans cesse questionnée. Ses adeptes étudient
des questions concrètes comme le font ceux des autres champs. En ce sens, elle se caractérise par un intérêt
pour certains objets privilégiés tels que L’État. Mais pour beaucoup d’auteurs, deux autres aspects lui
donnent sa véritable identité : d’abord, un intérêt central pour la méthode comparative ; ensuite, le
développement de théories permettant d’expliquer les variations, dans l’espace et le temps, d’un phénomène
ou entre des phénomènes (L’État, la participation, les révolutions, la démocratie...)
Objectifs du séminaire
Sans prétendre à l’exhaustivité (pour cela, il vous appartient d’aller plus loin que les lectures imposées), ce
séminaire offre une occasion d’acquérir une connaissance approfondie des débats dans ce champ crucial de
la science politique. L’accent sera mis plus sur les dimensions épistémologiques que thématiques. A l’issue
du séminaire, les étudiant-e-s devraient être en mesure de maîtriser en particulier les aspects suivants :
Les principaux auteurs classiques et contemporains qui ont fait et font encore avancer le champ;
Les principales stratégies de recherche -alternatives ou complémentaires- et la manière dont elles
s’articulent en politique comparée;
Les principales approches théoriques -alternatives ou complémentaires- et la manière dont elles
s’articulent en politique comparée;
Les principaux enjeux, débats et tendances en politique comparée.
Le cours comporte trois parties.
La première partie est consacrée à l’histoire et aux débats sur l’identité de la politique comparée. Il
s’agit de comprendre comment la politique comparée s’est développée historiquement, d’exposer les
conceptions différentes du champ et, enfin, de passer en revue les principaux pères fondateurs dont les
œuvres respectives ont posé les fondements du champ du triple point de vue des enjeux, des méthodes et
des approches théoriques.

La seconde partie porte sur deux dimensions centrales en politique comparée. Étant donné que
pour un grand nombre d’auteurs, la politique comparée se définit surtout par «une étiquette
méthodologique», il est crucial de se familiariser d’une part, avec les différentes façons de faire de la
recherche en politique comparée et d’autre part, de bien distinguer les différentes approches théoriques et
concepts associés que les comparatistes utilisent et qui expliquent le pluralisme analytique dans le champ.
La troisième partie porte, à titre illustratif, sur quelques enjeux spécifiques traités par les
comparatistes. Ici, l’accent est mis sur des textes permettant sur divers thèmes (État, régimes politiques,
participation…), de faire le point sur l’état des connaissances et de montrer les variations spaciales,
temporelles et théoriques de la recherche en politique comparée.
Méthodes d’enseignement et d’évaluation
Le séminaire de synthèse est un séminaire de spécialisation destiné surtout aux étudiants qui choisissent une
orientation ‘‘recherche’’. De ce fait, l’enseignement ne repose pas sur des cours magistraux, mais sur le
débat. Les étudiant-e-s sont tenu-e-s d’assister à toutes les séances, de lire les textes, de produire des travaux
et de participer de manière constructive aux débats. L’évaluation finale se fera comme suit :
Deux fiches de lecture1 de 5 pages chacune par étudiant-e-s au cours de la session à rendre au
professeur au début du cours. Chaque fiche porte sur une partie des textes de la séance ou sur un ouvrage le
cas échéant. Les fiches ne sont pas de simples résumés des textes, mais doivent comporter
distinctement les quatre aspects suivants 1) résumé du contenu des textes d’une page au plus; 2) mise en
relief, lorsque pertinent, des choix méthodologiques et théoriques de l’auteur; 3) évaluation critique des
textes en s’inspirant d’autres débats et 4) proposition de trois questions à débattre.
La présence et participation aux discussions. Après deux absences non justifiées, il n’est pas
possible de terminer le séminaire avec une note supérieure à B+.
Un examen final en salle le 14 Décembre sous la forme d’une simulation de l’examen de synthèse
en politique comparée. Les étudiants devront traiter, sans documentation, deux sujets au choix sur quatre
relatifs à des débats couverts par la matière.
Chaque aspect de l’examen reçoit une note littérale et la note finale est la moyenne des notes obtenues. La
charge de travail et la pondération de l’évaluation peuvent varier en fonction de la taille du groupe.

Veuillez prendre note que le trimestre se termine le 22 décembre 2016 (incluant la période des examens).
Aucune demande d’examen différé ne sera acceptée sans motif valable. Nous entendons par motif valable,
un motif indépendant de la volonté de l’étudiant, tel que la force majeure, le cas fortuit ou une maladie
attestée par un certificat de médecin. (Règlement pédagogique 8.5).
En cas d’absence à un examen ou de retard dans la remise d’un travail, l’étudiant doit remplir le formulaire
approprié et le remettre à la technicienne à la gestion des dossiers étudiants (TGDE) responsable de son
dossier dans les 5 jours ouvrables suivant l’absence à un examen ou dans les 15 jours ouvrables suivant la
date de remise d’un travail. Les formulaires sont disponibles sur le site web du SAFIRE ou auprès de la
TGDE ou en cliquant sur les liens suivants : Demande de délai pour la remise d’un travail, Avis d’absence à
un examen.
La pénalité imposée pour les retards dans la remise des travaux est de 10 point de pourcentage par
jour. Cette pénalité est calculée en déduisant 10 points de pourcentage à la note obtenue pour le
travail en question. À noter, il s’agit de la politique « par défaut » du Département; les enseignants
sont libres d’imposer une pénalité plus élevée s’ils le désirent.
L’étudiant qui remet son travail après 12h00 (midi) est réputé avoir remis ce travail le matin du jour
ouvrable qui suit, à l’ouverture des bureaux, et les jours non ouvrables sont comptés comme des
jours de retard. La boîte de dépôt des travaux à l’entrée du département (à côté du C-4006) est
dépouillée à 12h00 (midi) précises tous les jours ouvrables.
La prévention du plagiat
Le Département porte une attention toute particulière à la lutte contre le plagiat, le copiage ou la fraude lors
des examens. Le plagiat consiste à utiliser de façon totale ou partielle, littérale ou déguisée le texte d’autrui
en le faisant passer pour sien ou sans indication de référence à l’occasion d’un travail, d’un examen ou d’une
activité faisant l’objet d’une évaluation. Cette fraude est lourdement sanctionnée.
