Candidature Pour l’organisation d’un Forum FISU For the organisation of a FISU Forum 2014 CANDIDATURE Pour l’organisation d’un FORUM FISU | 2014 | 1 ORGANISATION D’UN FORUM DE LA FISU 1 Généralités 1.1 Le Forum de la FISU doit être organisé d’une manière digne et sans exploitation commerciale excessive; il doit constituer un événement unique: aucune autre manifestation internationale, éducationnelle, sportive ou festival ne peut avoir lieu dans ou près de la ville organisatrice pendant la période du Forum ou immédiatement avant son début. 1.2 La FNSU et le Comité d’Organisation, au nom du pays candidat, s’engage à : a) respecter les statuts de la FISU et à suivre les règlements du Forum. b) obtenir de son gouvernement la garantie qu’il lui fournira toute la coopération nécessaire pour le plein succès du Forum. c) obtenir de son gouvernement la garantie formelle que tous les participants de tous les pays ayant droit de participation ne rencontreront aucune difficulté à prendre part au Forum ou/et à quitter le pays après sa clôture. e) donner la garantie formelle que pendant la durée du Forum aucune réunion ou démonstration politique ne se déroulera durant le Forum. f) garantir les droits exclusifs de la FISU sur la diffusion du Forum FISU par télévision et/ou tout autre moyen technique. g) à protéger l’emblème et le brand de la FISU (le U officiel et les termes associés) ainsi que l’emblème officiel du Forum au profit de la FISU. 2 CANDIDATURES 2.1 Le pays organisateur sera désigné par l’Assemblée Générale ou le Comité Exécutif de la FISU. 2.2 Les pays candidats enverront par écrit un dossier de candidature comprenant les documents requis et répondant au “questionnaire” pour les pays candidats (voir le dossier de candidature ci-dessous). Ils enverront un nombre suffisant de copies de leurs réponses au Secrétariat Général de la FISU. 2.3 Si le Comité Exécutif de la FISU juge nécessaire d’inspecter les lieux d’organisation proposés avant une Assemblée Générale ou un Comité Exécutif de la FISU, les pays candidats doivent prendre à leur charge les frais de voyage et de séjour du ou des délégué(s) chargé(s) de l’inspection. 2.4 Les pays candidats peuvent soutenir leur candidature par des discussions, des brochures, imprimés, photos et films. CANDIDATURE Pour l’organisation d’un FORUM FISU | 2014 | 3 DOSSIER DE CANDIDATURE CONTENU DU DOSSIER DE CANDIDATURE Pour le dossier à prendre en considération, vous devez avoir les documents suivants, listés du Document A au Document F. 1 Généralités DOCUMENT A : Répondre au questionnaire Les candidatures à l’organisation d’un Forum doivent être présentées par une association membre, membre effectif de la FISU. Le dossier doit comprendre les documents suivants et doit parvenir au Secrétariat Général de la FISU dans les délais prévus : a) DOCUMENT A : aux réponses complètes au questionnaire ci-joint; seront joints si possible des photos, des plans, des diagrammes etc. et particulièrement des informations détaillées sur le lieu de logements et du déroulement des séances.. b) DOCUMENT B : l’accord écrit du gouvernement du pays candidat de fournir toute la coopération nécessaire pour le plein succès du Forum et pour l’octroi des visas nécessaires aux participants; c) DOCUMENT C : une déclaration de l’association membre candidate attestant qu’elle accepteet qu’elle s’engage à respecter les conditions d’organisation et, donnant en particulier toute garantie qu’aucune réunion ou démonstration politique n’aura lieu sur les mêmes installations que celles du Forum, ni aux lieux d’hébergement des participants et enfin, qu’elle n’a pas l’intention de se servir du Forum dans un autre but que l’intérêt du sport universitaire; d) DOCUMENT D : l’engagement de la protection de l’emblème et du brand de la FISU (le U officiel et les termes associés) ainsi que l’emblème officiel du Forum au profit de la FISU. e) DOCUMENT E : la garantie de la reconnaissance des droits exclusifs de la FISU sur la diffusion du Forum par télévision, film ou autres moyens audio-visuels et photographiques. f) DOCUMENT F : les garanties de remplir les obligations financières Afin d’apporter à la FISU la garantie que cette candidature pour le Forum provient de l’Association Membre de la FISU, et que cette dernière accepte d’organiser ce Forum les années paires (afin qu’il ne coïncide pas avec les Universiades), dans l’esprit de la FISU et en respectant les règlements de la FISU concernant le Forum. Les annexes: photographies, cartes, diagrammes, etc, doivent accompagner les réponses au questionnaire, RESUME DU QUESTIONNAIRE Conditions générales Sport, ville, dates, soutien des autorités, restriction de l’organisation, formulaire légal du CO Organisation Expérience d’autres événements internationaux Finances Frais de séjour par participant et par officiel, financement de l’événement, aide aux pays les moins développés. Infrastructures Infrastructures existantes ou à construire/rénover, équipement de grande qualité. Logement et restauration Pour les participants et les représentants de la FISU. Transports Transports internationaux de la ville de résidence à la ville du Forum et en ce qui concerne les transports locaux pour le Forum. Services médicaux Contrôle antidopage, assistance médicale. Sécurité Pour les participants sur les sites de réunion et de logement, contrôle à l’entrée, coopération avec les départements locaux. Presse, radio et télévision Couverture de l’événement (écrite, électronique, photographique). Formalités d’immigrations et de douanes Assurer l’information concernant les modalités et faciliter le déroulement des procédures. Activités culturelles et sportives Organisation d’un programme culturel et sportif. Promotion, opinion publique, héritage et vision Expliquer les politiques et approches qui seront envisagées dans ces différents domaines. 4 | CANDIDATURE Pour l’organisation d’un FORUM FISU | 2014 CANDIDATURE Pour l’organisation d’un FORUM FISU | 2014 | 5 QUESTIONNAIRE Accréditation Garantir un système efficace en coopération avec la FISU Livret du Forum Garantir la préparation et la publication du Livret du Forum Réunion et visite des membres de la CESU et du Secrétariat Garantir la tenue et les conditions pour les réunions et visites DOCUMENTS B, C, Réception de l’accord du gouvernement national et de la FNSU: B. Gouvernement national L’approbation écrite du gouvernement du pays concerné afin de s’assurer de toute la coopération nécessaire à l’organisation réussie du championnat et à l’émission des visas nécessaires pour les participants. Cela signifie que la FNSU doit obtenir des garanties formelles de son gouvernement selon lesquelles il apportera la coopération nécessaire à la réussite du Forum. Elle doit obtenir des garanties formelles de son gouvernement que tous les compétiteurs et les officiels de tous les pays habilités à participer n’auront aucune difficulté à assister à l’événement ou à partir ensuite. Enfin, elle doit obtenir des garanties formelles de son gouvernement selon lesquelles il apportera la coopération nécessaire à la sécurité de tous les participants pendant le Forum. ASPECTS GENERAUX 1. Quelle ville proposez-vous comme site hôte pour l’organisation de cette manifestation? 2. Donnez quelques informations sur la ville candidate, sa grandeur, sa population, son climat, le nombre d’universités et d’étudiants et tous les arguments qui plaident en sa faveur comme lieu d’organisation de cette manifestation. 3. Quelles dates proposez-vous pour l’organisation du Forum? 4. Quelles sont les autres autorités publiques, non-gouvernementales, académiques et sportives de votre pays qui soutiennent votre Fédération Nationale du Sport Universitaire dans la candidature de cette manifestation? 5. Existe-t-il des lois, des coutumes, des règlements en vigueur dans le pays candidat ou la ville candidate qui pourraient gêner d’une manière ou d’une autre l’organisation de la manifestation? Le même traitement doit être réservé aux participants de tous les pays pouvant prendre part à la manifestation. ORGANISATION 6. Disposez-vous d’un organisme suffisamment solide et expérimenté pour organiser la manifestation dans la ville candidate? Quel est la taille minimale de la structure qui sera mise en place, quels sont les opérateurs principaux envisagés et les acteurs clés de l’organisation ? 7. Quelles autres manifestations importantes ont eu lieu dans la ville candidate dans les dix années précédentes? C. La Fédération Nationale du Sport Universitaire : Une déclaration selon laquelle l’association candidate respectera et adhérera aux conditions d’organisation selon laquelle aucune réunion ou manifestation politique n’aura lieu au lieu ou sur d’autres endroits utilisés pour le Forum, ni dans les lieux de résidence des participants et selon laquelle l’association candidate n’utilisera pas le Forum à d’autres fins que les intérêts du sport universitaire; DOCUMENTS D, E, F : Respect des réglementations de la FISU: logos, droits exclusifs, garantie financière FINANCES 8. Pouvez-vous décrire les modes de financements du Forum ? Par le Gouvernement central, Fédéral, l’Etat, la Province, un département spécifique de la Mairie, le conseil communale, la FNSU, les autorités académiques,… ou des fonds privés ? L’engagement que l’emblème de la FISU (U officiel et termes associés) ainsi que l’emblème officiel du Forum seront protégés au profit de la FISU. 9. Quelles sont les distances qui séparent ces installations des lieux d’hébergement des participants, des membres de la Famille FISU et des VIP ? 27. Quel système allez-vous mettre en place pour garantir la sécurité des participants sur les sites du Forum et sur les lieux d’hébergement? Comment assurerez-vous le contrôle des différents accès ? 14. Disposez-vous d’un équipement de première qualité nécessaire à l’organisation de conférences internationales et que vous allez mettre à la disposition des participants du Forum ? 15. Décrivez les installations sportives qui seront mises à la disposition des participants ? TRANSPORTS 31. Pouvez-vous garantir l’octroi gratuit du visa d’entrée aux participants et aux membres de la Famille FISU ? 32. Quels sont les vaccins requis pour toute entrée dans le pays ? Veuillez soumettre une liste incluant les pays concernés par ces règles en matière de santé et de vaccination ? 33. Quelles stratégies et programmes en matière de promotion allez-vous dévelloper pour les habitants de votre ville et région afin d’assurer la visibilité du Forum? 37. Quelles stratégies et programmes adopterez-vous en matière de communication afin de promouvoir le Forum et la FISU auprès des étudiants (dans la ville, le pays et à l’international) avant et pendant l’événement? OPINION PUBLIQUE ET HERITAGE 38. Pouvez-vous décrire l’opinion générale envers la tenue du Forum au sein de la ville candidate? ORGANISATION OF A FISU FORUM 39. Pouvez-vous décrire le concept et la vision pour le Forum 2014 et les raisons de soutenir la candidature? ACCREDITATION 41. Si nécessaire, êtes-vous en mesure de fournir un système d’accréditation complet pour cette manifestation ? LE LIVRET DU FORUM 1 General Terms 1.1 The FISU Forum must be staged in a dignified manner and without excessive commercialisation: it must be staged as a separate entity and, if possible, no other international educational, sporting events or festivals should take place in or near the host town or city during the period of the event and, preferably, not immediately prior to the event. 1.2. On behalf of the host country, the FNSU and the Organising Committee must undertake to: a) respect the statutes of FISU and adhere to the regulations of the Forum b) obtain formal guarantees from the Government that it will provide the necessary cooperation for the success of the Forum c) obtain formal guarantees from its Government that all the participants from all countries entitled to participate will encounter no difficulties in attending the event or in leaving the country afterwards e) give formal guarantees that no political meetings or demonstrations will be held during the Forum f) ensure the exclusive rights of F.I.S.U. for the broadcasting of the Forum by television, movie or other audio-visual means g) commit themselves to protect the emblem (official U and associated terms) and brand of FISU as well as the official emblem of the Forum to the benefit of FISU. 43. Etes-vous disposé à aider la FISU en fournissant des textes ainsi que la mise en page de cette publication ? REUNION ET VISITE DES MEMBRES DE LA CESU ET DU SECRETARIAT 2 Candidatures 44. Etes-vous disposé à accueillir les réunions de la Commission d’Etude du Sport Universitaire (CESU) qui supervise et coordonne le Forum et à fournir le matériel et l’assistance adéquate pour la tenue de ces réunions ? (habituellement une réunion se déroule 6 mois à 1an avant le Forum) 2.1 The organising country is chosen by the General Assembly or the Executive Committee of FISU. 42. Etes-vous disposé à soutenir la publication officielle d’un Forum de la FISU (le livret), dont la longueur est de 300 pages environ en prenant en considération que chaque participant, membre de la Famille FISU et VIP doit en recevoir un exemplaire et que dix copies supplémentaires doivent être imprimées pour les archives de la FISU. 45. Etes-vous disposé à couvrir le logement, les repas et les transports locaux pour les membres de la CESU et du Secrétariat de la FISU pour les visites d’inspection, les réunions de la CESU et pendant le Forum ? 2.2 The candidate country shall deliver a written application including the required documents and the bidding dossier answering the “Questionnaire for Candidate Countries”. It shall send a sufficient number of copies of these documents to the general secretariat of FISU. 2.3 If the Executive Committee considers necessary to visit the proposed site and venues prior to the meeting of the General Assembly or Executive Committee of FISU, the candidate countries shall be responsible for the costs of travel and accommodation of the inspecting representative/s. 2.4 Candidate countries may present their bids only through report, booklets, printed matters, photographs and films. 10 | CANDIDATURE Pour l’organisation d’un FORUM FISU | 2014 CANDIDATURE For the organisation of a FISU FORUM | 2014 | 11 BIDDING DOSSIER 1 Generalities Candidatures to organise a FISU Forum must be presented by an effective Member Association of FISU. The dossier should include the following documents and must be received by FISU within the above-mentioned terms: a) DOCUMENT A: complete answers to the enclosed questionnaire; photographs, maps, diagrams, etc. should, if possible, be part of the answers to the questionnaire, especially regarding the accommodation and event sites. b) DOCUMENT B: the written approval of the Government of the country concerned in order to ensure all the necessary cooperation for the successful staging of the Forum and for the issue of the necessary visas to the participants; c) DOCUMENT C: a declaration that the member association bidding will respect and adhere to the conditions for the organisation of a FISU Forum and, in particular, provide a guarantee that no political meetings or demonstrations will be held in the facilities used for the Forum nor at the relevant accommodation sites and that they will not use the Forum for any purpose other than in the interests of University Sport; d) DOCUMENT D: the commitment that the emblem and brand of FISU (official U and associated terms) as well as the official emblem of the Forum will be protected to the benefit of FISU. e) DOCUMENT E: the guarantee to ensure the exclusive rights of FISU for the broadcasting of the Forum by television, video or other audio-visual and photographic means. f) DOCUMENT F: the guarantee of the financial obligations. CONTENTS OF THE CANDIDATURE DOSSIER For the dossier to be considered, it is required to have the following documents, listed from Document A to Document F. DOCUMENT A: Answer the Questionnaire Giving FISU the guarantee that this FISU Forum candidature comes from the Member Association of FISU, National University Sports Federation, and agrees to organise this Forum in the even years (in order not to coincide with the Universiade event), in the FISU spirit, and to adhere to the FISU regulations of the Forum and follow the guidelines. The most complete answers to the following questionnaire; photographs, maps, diagrams, etc. should, if possible, accompany the answers to the questionnaire, as well as documentation on the facilities. Finances Cost of stay per athlete and official, funding of the event, help of the least developed countries Facilities Facilities existing or to be built/renovated, top-quality equipment. Accommodation Sites and Restaurants For participants and FISU representatives Transportation International transport from the native city to the host city, and local transportation for competitions Medical Services Anti-doping control, feminist control, medical assistance Security For the participants on competition and accommodation sites, control at entrance, cooperation with local departments Press, Radio and Television Coverage of the event (written, electronic, photographic) Immigration and customs’ procedures To inform about the obligations and to help and ease to fulfil the procedures. Cultural and Sport Activities Organisation of a cultural and sport programme Promotion, Public opinion, Legacy and vision Explain planned policies that will be developed regarding these aspects. SUMMARY OF THE QUESTIONNAIRE Accreditation To guarantee the implementation of a system in cooperation with FISU General Terms Sport, city, dates, authority support, organisation restrictions, legal form of OC Forum Booklet To guarantee the preparation and edition of the FISU Forum Booklet Organization Experience of other international events Meetings and visits of CESU members and FISU Secretariat To guarantee the hosting and the requirements for the meetings and visits 12 | CANDIDATURE For the organisation of a FISU FORUM | 2014 CANDIDATURE For the organisation of a FISU FORUM | 2014 | 13 QUESTIONNAIRE DOCUMENTS B, C Receipt of agreement from the National Government and the FSNU: B. The National Government: The written approval of the Government of the concerned country in order to ensure all the necessary cooperation for the successful staging of the FISU Forum and for the issue of the necessary visas to participants. It means that the FSNU must obtain formal guarantees from its Government that it will provide the necessary cooperation for the success of the FISU Forum. It must obtain formal guarantees from its Government that all competitors and officials from all countries entitled to participate will encounter no difficulties in attending the event or in leaving afterwards. Finally it must obtain formal guarantees from its Government that it will provide the necessary cooperation for the safety of all the participants during the Forum. C. The National University Sports Federation: A declaration that the candidate association will respect and adhere to the organisation conditions set out in the General Terms of the FISU Regulations and giving in particular a guarantee that no political meetings or demonstrations will be held in the Stadium or other sports grounds used for the FISU Forum nor in the accommodation sites of the competitors and that they will not use the FISU Forum for any purpose other than in the interests of University Sport; GENERAL TERMS 1. Which town or city do you propose as the hosting site for the Forum? 2. Give general information about the candidate city - its size, population, climate, number of universities, student number, academic strengths of the universities - and all reasons to support its candidature to organise the Forum. 3. Which dates do you propose for the Forum? 4. Which other governmental or non-governmental, academic and/or sports authorities of your country support your National University Sports Federation in the candidature for this event? 5. Are there any laws, customs or regulations of the candidate city or country which would limit, restrict or interfere with the organisation of the Forum in any way? Similar entry and treatment must be accorded to participants from all countries entitled to enter the Forum. ORGANISATION DOCUMENTS D,E, F,: Compliance with the FISU Regulations: logos, exclusive rights and financial guarantees 6. Do you have an organisation with sufficient strength and experience to stage the FISU Forum in the candidate city? What is the minimum size of structure/key support functions envisaged and potential lead persons? 7. Which other important international events have been organised in the candidate city in the last 10 years? D.Logos The commitment that the emblem of FISU (official U and associated terms) as well as the official emblem of the FISU Forum will be protected to the profit of FISU. E. Exclusive rights guarantee The guarantee to ensure the exclusive rights of FISU for the international broadcasting of the championship by television, movie or other audio-visual and photographic means FINANCES 8. How will the Forum be financed? By the central Government, the Federal Government, the State, the Province, the Municipality department, the local council, National University Sports Federation, Academic authorities, etc. or by private funds? 9. What will be the overall and operational budgets foreseen for the organisation of the FISU Forum? F. Financial guarantees The guarantee that the candidate will cover to FISU the financial obligations, particularly the one linked to the preparation and publication of the FISU Forum Booklet. 10. What kind of arrangements can you already foresee to enable and support the participation of developing countries? 11. What is the participation fee – per person and per day – that you propose? (If different from 60 euro) 12. What is the participation fee (if different from above) for extra officials? (that includes all persons additional to the quota mentioned in the regulations) FACILITIES 13. What facilities (conference rooms, seminar rooms, etc.) already exist in the candidate city? What is the distance between these and the proposed accommodation sites for the participants, officials, etc.? 14. Describe sport facilities that the participants and officials will have access to? What is the distance from these facilities to the accommodation sites? PRESS, RADIO AND TELEVISION 16. Please describe to us the specific facilities you will use for the Opening Ceremony of the Forum. 29. What kind of arrangements can be made for television and radio broadcasting and for the written, electronic and photographic coverage of the Forum? 17. What specific equipment and space do you foresee for the purpose of translation/interpretation in each facility used for the Forum? ACCOMMODATION SITES AND RESTAURANTS 18. What kind of accommodation will be provided for the participants? What is the capacity of each facility? What is the location of the accommodation sites and at what distance do they reside from the airport and conference/forum facilities? 19. Do you foresee using different accommodation for FISU Family members and VIPs, participants and FISU Staff, and if so, please list and describe? 20. What kind of restaurant will be provided for the participants? When will it open and when will it close?
