William G.P. Monahan is a Counsel on the majority staff of the Senate Armed Services Committee (SASC). He is responsible for foreign policy issues, particularly relating to W. Genieys, Operationalizing Programmatic Elites Research in America, OPERA : ANR-­‐08-­‐BLAN-­‐0032. 1 Europe, U.S. European Command, NATO, U.S. Central Command, Afghanistan, and Pakistan. He also focuses on issues relating to detention and interrogation operations, and laws of armed conflict. Prior to joining the SASC staff, Mr. Monahan was a Legal Adviser on arms control and nonproliferation issues with the U.S. Department of State from 1999 to December 2003, and the U.S. Arms Control and Disarmament Agency (ACDA) from 1994 until 1999, when ACDA was merged into the State Department. During this time, Mr. Monahan served as legal counsel on several U.S. delegations to talks implementing international arms control agreements, including the Intermediate Nuclear Forces Treaty, the START agreement, and the Anti-­‐Ballistic Missile Treaty. He received his B.A. from Yale University in 1986 and a joint degree in 1994 combining a Masters in Public Affairs from the Woodrow Wilson School of Public and International Affairs at Princeton University and a law degree from the University of Virginia Law School.
