 At the seminar Debatable Points on Neo-Ottomanism (Sofia, 4 April 2016), Ivan
Kostov, Director of the Risk Analysis Management Laboratory, presented the results
of a sociological survey that reveals of tendency of radicalization of the Muslims in
Bulgaria. According to it, about 4.4% of this religious community (or 25,400
believers) have been radicalized. Such Muslims consider the sacrifice of one’s life for
his/her religion normal. Other 1.45% (8000 Muslims) responded that terrorism is
justifiable under certain circumstances. In Kostov’s view, this radicalization is a
product of the religious training some Bulgarian imams have received in countries as
Jordan, Egypt, and Saudi Arabia. He also suggests that the alumni of Arab religious
schools are now involved in the ISIS traffic through Bulgaria, the propaganda of its
Islamist ideology and the promotion of Sharia among the local Muslims, especially
among the less educated and socially excluded Muslims of Roma origins.
Furthermore, Ivan Kostov refers to the “Turkish political Islam” as another stimulus
for this negative tendency. In this regard, he pays special attention to a recent
statement of the Chief Mufti that the 45% of the budget of his religious organization
comes from Turkey. This means that 450 imams and 4000 Muslim students in
Bulgaria have become financially dependent on the Dyiante, Turkey’s Directorate of
Religious Affairs. In parallel, 176 new Muslim prayer houses were built in Bulgaria
between 2000 and 2014. Meanwhile, over 400 mosques stay empty, i.e. no service was
performed there in 2015.

This special law (came in force since 25 March 2016) provides among others
extraordinary tasks of the public authorities for ensuring security and public order and
safety of medical transport during these events. In July, Poland will host Pope Francis
during his visit on the occasion of World Youth Days.
 Anniversary of 1050 years of Christianity on the polish soil
Catholic Church and the government mostly jointly celebrate the anniversary of the
baptism of Poland.
 Controversy on the conscientious objection case of Leszek Miller v. prof. Chazan
Leszek Miller (former Chef of Left Wing Party) accused the director of a public
hospital (prof. Bogdna Chazan) who refused to perform an abortion for being, inter
alia, a „religious psychopath”. Leszek Miller was obliged to publish an apology
through the national newspapers.

abortion
Prime Minister Beata Szydlo declared on March 2016 that the governement is not
preparing a new legislation on abortion. At the same time, the Bureau of the Polish
Bishops’ Conference clearly expressed its opinion in the debate, „we call all people,
believers and non believers, to take action to ensure full legal protection of unborn
lives”. The new law is prepared by the pro-life groups.

 Debate on Euthanasia
On the 26th of April, a petition entitled “For the right to die with dignity” was
presented to the Portuguese Parliament. The petition’s intent is to legalize euthanasia
in Portugal and has collected by now more than eight thousand signatures. This
subject is now to be discussed in the parliament agenda and a left-wing party (Bloco
de Esquerda) already stated the intention of presenting a draft law on the legalization
of euthanasia before the end of the current legislature.

Le 28 novembre 2015, la loi fédérale « Sur la liberté de la conscience et les
associations religieuses » a été complétée par un nouvel article 25.1 et par la
modification de certains autres articles. Les organisations religieuses recevant un
financement de la part d’organisations étrangères et internationales ou des citoyens
étrangers sont mises sous le contrôle spécial du Ministère de la Justice. Elles sont
tenues de présenter au ministère un rapport annuel détaillé de leurs activités, de leur
personnel encadrant, de l’utilisation du financement provenant de l’étranger, ainsi que
de publier ce rapport dans les media.
Le 30 mars 2016, la loi fédérale « Sur la liberté de la conscience et les associations
religieuses » a été complétée par un nouvel article 21.1 concernant la disposition des
biens des organisations religieuses. Dorénavant, tous les contrats de disposition de ces

biens (vente, achat, bail) doivent recevoir l’autorisation des autorités suprêmes
ecclésiastiques indiquées dans les statuts de l’organisation religieuse (par exemple,
pour une paroisse orthodoxe, le contrat doit être autorisé par l’évêque du diocèse).
Sans cette autorisation, le contrat sera nul en droit civil. Cette nouvelle organisation
juridique correspond à la volonté de l’Eglise orthodoxe russe et des autres
organisations religieuses centrales de renforcer leur contrôle sur les activités
économiques des organisations locales subordonnées (paroisses etc.).

 Le premier numéro de la nouvelle revue Iuriditcheskoe religiovedenie (Etudes
juridiques de religions), éditée sous le patronage de la Commission européenne, est
paru en avril 2016. La revue sera principalement consacrée aux problèmes pratiques
de droit des religions, et aux problèmes actuels des administrateurs des associations
religieuses de Russie.
