Ainsi, le président de l’AITES In Mo Lee ainsi qu’Olivier Vion, Rick Lovat, Soren Eskesen et Mikhail Belenkiy ont suivi l’ensemble des travaux et se sont fortement impliqués à la fois dans le congrès et dans les sessions de formation. Il convient de noter que ce premier congrès de l’Association azerbaïdjanaise des tunnels a connu un grand succès avec plus de 300 participants venant d’une douzaine de nations et que l’un de ses points forts a été la participation très soutenue à l’ensemble des sessions de conférence. Michel PRÉ SETEC AITES wished to salute this first conference organised by the Azerbaijani association with the support of AFTES, the French tunnelling and underground space association. The ITA chairman In Mo Lee, as well as Olivier Vion, Rick Lovat, Soren Eskesen and Mikhail Belenkiy closely followed everything that took place and were fully involved both in the congress and the training sessions. It should be noted that this first Azerbaijani tunnelling association congress proved to be a great success with over 300 participants from a dozen countries. One of its strong points was the very high level of participation during all congress sessions. Compte tenu de ce contexte, il était intéressant que Denis Billon puisse présenter les grandes lignes du projet du Grand Paris et en expliquer les enjeux. L’essentiel des présentations a été Those responsible for the Baku metro presented their project for the extension to the two existing lines and the creation of three new lines. Aux 35 km de lignes et 27 stations existantes, il est prévu d’ajouter 83 km de lignes et 53 stations. L’extension est envisagée par tranches successives d’ici 2030. A souligner que 13 des 28 conférences ont été faites par des représentants français. Au delà de leur contribution en tant que sponsors, Vinci, Bouygues et Systra se sont beaucoup impliqués dans les communications : expériences des métros du Caire et d’Athènes, des parkings urbains pour Vinci, le réseau ferroviaire rapide de Gautrain (ligne ferroviaire rapide de 80 km située dans la province de Gauteng en Afrique du Sud qui relie Johannesbourg et Pretoria à l’aéroport international O.R Tambo) et le développement technologique Mobydic pour optimiser les performances d’excavation pour Bouygues, le métro de Sofia et les stations du métro de Bakou pour Systra. La présentation par Michel Deffayet, directeur du CETU, des solutions techniques mises en œuvre pour le tunnel de Toulon a aussi permis d’alimenter le débat sur le choix tunnelier ou méthode traditionnelle. Le programme des présentations s’est conclu par le thème des risques, leur gestion en phase d’études et de travaux, ainsi que sur les enjeux de sécurité. Michel Pré a commenté la recommandation du GT32 de l’AFTES sur la caractérisation des incertitudes et des risques géotechniques pour les projets souterrains qui vient d’être publiée ; cette recommandation représente une avancée significative dans la démarche globale de maîtrise des coûts et des délais des projets d’ouvrages souterrains, en fournissant des outils et une méthode permettant d’intégrer l’analyse des risques géologiques à cette démarche. Puis, François Renault et Michel Deffayet abordèrent les questions de sécurité en phase travaux et en phase d’exploitation. La doctrine française en la matière est abondante et mérite vraiment d’être davantage expliquée. Au bilan, l’objectif de mettre en exergue le savoir-faire français auprès de nos partenaires azerbaïdjanais et russes a été atteint, et c’est un des grands mérites de ce congrès. It should be underlined that 13 of the 28 conferences were held by French representatives. Over and above their contribution as sponsors, Vinci, Bouygues and Systra were highly involved as speakers: the experience of the Cairo and Athens metros alongside urban car parks for Vinci, the Gautrain rapid railway network (an 80 km high speed railway line located in the Gauteng province in South Africa linking Johannesburg and Pretoria to O.R. Tambo international airport), and the Mobydic technological development to optimise excavation performance levels for Bouygues, and the Sofia metro and Baku metro stations for Systra. The presentation made by Michel Deffayet, CETU manager, discussing the technical solutions adopted for the Toulon tunnel also contributed to discussions as to the choice of tunnel boring machines or traditional methods. The presentations programme concluded with the theme of risks, their management during the engineering and works phases, as well as safety concerns. Michel Pré commented on the French tunnelling and underground space association’s recently published GT32 recommendation concerning the characterisation of uncertainties and geotechnical risks of underground projects. This recommendation presents a significant step forward in the global approach to controlling the cost and completion times of projects concerning underground constructions as it provides tools and a method permitting the integration of geological risk analysis in this global approach. François Renault and Michel Deffayet then raised the issue of safety during the works and operational phases. French guidelines concerning this issue are abundant and merit further explanation. At the end of the day, the aim of spotlighting French know-how and presenting it to our Azerbaijani and Russian partners was successfully achieved and represented one of the great successes of this congress. It is unfortunately all too rare to see French professionals act together and jointly show their capabilities. t 493_497Bakou_Mise en page 1 11/10/12 11:51 Page495 COMMUNICATION & ÉVÈNEMENTS/COMMUNICATION & EVENTS Interview Alain Balan, Past-président AFTES, membre du Comité d’organisation du Congrès Une opportunité de coopération technique entre et l'Azerbaïdjan et la France a vu le jour avec l'organisation par la Chambre de Commerce Franco-Azerbaïdjanaise d’un premier forum « ouvrages souterrains » en mai 2010. Disposant d'un atout géostratégique de taille avec le développement du Couloir de Transport EuropeCaucase-Asie riche en infrastructures souterraines et avec l’extension.de son métro, notre Association a souhaité s'inscrire dans une démarche de renforcement des relations avec l'Azerbaïdjan. Ce désir a imprimé une relation privilégiée avec l'Association Azerbaïdjanaise des Tunnels. Le moteur de cette coopération a été la signature, au Congrès de Lyon, d'une convention spécifique pour l'organisation d’un premier congrès des tunnels à Bakou. An opportunity for technical cooperation between Azerbaijan and France has been created by a first “underground structures” forum organised by the Franco-Azerbaijan Chamber of Commerce in May 2010. With the considerable geostrategic asset represented by the development of the Transport Corridor EuropeCaucasus-Asia with its rich underground infrastructures and with the extension of its metro, our Association wanted to reinforce its relations with Azerbaijan. This has led to the development of a privileged relationship with the Azerbaijani Tunnelling Association. The driving force behind this cooperation was the signature during the congress held in Lyon of a specific agreement for the organisation of a first tunnels congress to be held in Baku. Ce congrès s’est tenu les 10 et 11 septembre dernier dans le luxueux hôtel JWMarriott situé au cœur de Bakou donnant sur la place de la Liberté et la mer Caspienne. Une salle de hauts plafonds sans pilier de 1200 m2 a permis de créer une salle d’exposition et une salle de conférence. Ce premier congrès a été présidé par le Vice Premier Ministre en présence de l’ambassadeur de France. Ce dernier a assisté à l’ensemble des conférences, il a remercié l’AFTES pour son approche qui a permis de tisser des liens qu’il espère durable. Très naturellement, notre association a souhaité faire découvrir : • les expériences françaises dans la réalisation des ouvrages souterrains : 9 conférenciers, • le savoir faire des entreprises françaises : 11 exposants. Ce travail en mode coopératif entre nos associations, a fait notre force pour "réussir ensemble" ce premier congrès avec la participation de 300 congressistes représentant une douzaine de nations, une quinzaine de conférenciers et une vingtaine d’exposants. La synergie développée par notre association pour réussir ce premier congrès a été, nous le souhaitons, un accélérateur d'affaires pour nos ingénieries, nos entreprises, nos fabricants et nos constructeurs. The congress took place on the 10th and 11th September in the luxury JWMarriot hotel located in the heart of Baku and giving onto Freedom Square and the Caspian Sea. A 1,200 m2 hall with high ceilings and unencumbered by columns permitted the creation of an exhibition space and a conference room. This first congress was chaired by the Deputy Prime Minister in the presence of the French ambassador who was present for all the conferences. The ambassador thanked AFTES, the French tunnelling and underground space association, for its approach which permitted the establishment of links that he hoped would prove durable. Quite naturally, our association wished to present: • the French experience in the construction of underground structures: 9 speakers, • the know-how and skills of French companies: 11 exhibitors. This cooperative approach taken by our associations constituted our strength for the joint success of this first congress which saw the presence of 300 participants representing a dozen countries, 15 speakers and 20 exhibitors. We hope that the synergy developed by our association for the success of this first congress will result in a business boost for our engineers, contractors, manufacturers and builders. Enfin, de nos échanges avec les politiques et les décideurs, nous avons retenu la nécessité pour nos grands entrepreneurs BOUYGUES et VINCI de partager une politique d’investissement afin de renforcer la dimension économique des relations. La politique volontariste de l’AFTES, dans sa première contribution souhaitée par nos membres, a facilité des relations humaines entre les professionnels français des tunnels et les réalisateurs d’ouvrages souterrains en Azerbaïdjan. Cette démarche sera couronnée de succès à la signature d’éventuels contrats et commandes. Finally, from our discussions with politicians and decision-makers, we understood that there was a need for our major contractors, BOUYGUES and VINCI, to share an investment policy in order to reinforce the economic side of our relations. The proactive policy expressed by AFTES in its first contribution and sought by our members, smoothed relations between the French tunnelling professionals and those responsible for the construction of underground structures in Azerbaijan. This approach ought to prove its success with the signature of a number of contracts and orders.
