Letter of Intent The undersigned centres of expertise and research in arts and cultural education in eight European countries intend to establish a joint European Network of Observatories in the Field of Arts and Cultural Education linked to UNESCO (ENO). Guiding principles for the network and its members have been outlined in the attached draft document. Each prospective member of the network agrees to draw up a programme of activities for 2016-2018 in agreement with the national UNESCO-committee in its country. These programmes may vary in size and content but each programme contains at least the following activities, creating a common ground for joint research and publications: to take part in ENO-meetings twice a year to discuss, monitor and evaluate joint activities to take part in the international project Monitoring National Arts Education Systems (MONAES). [Goals, strategies and action items in the Seoul Agenda Goals for the Development of Arts Education (2010) provide the frame of reference for this project which was initiated by the International Network for Arts Education Research (INRAE).] to organise a public event during the UNESCO Arts Education Week (last week of May) each year, attracting attention to issues and priorities in the UN Post-2015-Sustainable Development Agenda and/or the Seoul Agenda Goals for the Development of Arts Education to distribute information about these activities and their results by operating a joint website and by publishing a joint annual report under the auspices of the European Network of Observatories in the Field of Arts and Cultural Education The undersigned centres of expertise and research in arts and cultural education agree to draw up their programme of activities and to secure necessary (extra) funding in the course of 2015. The international arts education conference in Wildbad Kreuth, Germany (May 2015) provides the opportunity to discuss draft programmes. The European Network of Observatories in the Field of Arts and Cultural Education linked to UNESCO (ENO) will be officially founded at a special conference 17 19 November 2015 in Genshagen, Germany. The undersigned centres of expertise and research in arts and cultural education will become a formalized NGO with a legal status. ENO aims at achieving either a flexible and dynamic partnership with UNESCO Headquarters Paris in the definition and implementation of UNESCO’s programmes (consultative status), or a close and sustained cooperation in defining and implementing the Organization’s programme (associate status).
