Réuni hier le conseil d’administration de la Banque ouest-africaine de développement (BOAD) a approuvé onze
propositions de prêts à moyen et long terme pour un montant total de FCFA 59,6 milliards (près de €91
millions), dont plusieurs concernent le secteur agricole au Bénin, Mali et Togo.

De nouvelles semences améliorées pour booster la production de riz

Ce jeudi 09 juin 2016, a eu lieu le lancement du projet d’appui à la diffusion des semences de variétés
améliorées de riz en Afrique de l’ouest. Ce projet financé par l’USAID vise à booster la production locale de riz.
Il a été initié par le Conseil ouest et centre africain pour la recherche et le développement agricole (CORAF).

Du grand marché de la capitale, Rood-woko, à Karpala, en passant par la zone 1, le mois de jeûne ne semble
pas avoir d’incidents sur les prix des denrées alimentaires. Le riz importé de 50 kgs varie entre 17 000 F CFA et
17 500 F CFA selon la qualité. Pour s’offrir du riz «Made in Burkina» de la même quantité, le consommateur
doit débourser toujours la somme de 22 000 F CFA.

The Japan International Cooperation Agency (JICA) will be implementing the second phase of one of its flagship
Projects in the Agriculture Sector called: ‘Project for Sustainable Development of Rainfed Lowland Rice
Production' in the Republic of Ghana. This was made known at two separate workshops organized in Kumasi
and Tamale to inform beneficiaries about the contents of the new phase of the Project. The participants of the
workshop included the Rice Liaison Officer from the Directorate of Crop Services (DCS), Ministry of Food and
Agriculture (MoFA), MoFA Ashanti and Northern Regional Directors of Agriculture, staff from the two Regional
Coordinating Councils and District Agriculture Departments of beneficiary districts, farmers, Project Experts and
representatives from JICA.

Une importante quantité de riz pourri a été saisie au port autonome de Conakry le vendredi 17 juin 2016 par le
service d’inspection de l’Etat, a-t-on appris de source officielle. Plusieurs interpellations ont été opérées par la
gendarmerie. Ce riz avarié qui était stocké au port devrait être déversé dans le marché guinéen.

Selon nos constats sur le marché, un sac de riz importé de 50kg se négocie entre 215 000 et 255 000 GNF,
selon la qualité demandée par le client ; contre 205 000 GNF au début du mois de mai. Même constat pour le
sucre dont le sac de 50 kilogrammes se vend entre 345 000 et 350 000 GNF, contre 305 000 ou 310 000 GNF
au début du mois de mai.

Mali: le bonheur dans le riz

En Afrique de l’Ouest, le Mali tend à s’imposer comme la nouvelle success-story, en matière de production
rizicole. Le pays qui couvre déjà 91% de sa demande locale, devrait avec une récolte de 2,712 millions de
tonnes de paddy (+11%) cette année, non seulement atteindre l’autosuffisance mais également dégager un
excédent de plus de 484 000 tonnes.

Task force on wheat and rice
A National Task Force to drive the production of wheat and rice was recently inaugurated in Abuja with Kebbi
State Governor Abubakar Atiku Bagudu as its chairman. His state, Kebbi, is expected to play a pivotal role in
the program along with Kano and Ebonyi states. Other committee members include Kano State Governor Dr.
Abdullahi Ganduje, Ebonyi State Governor David Umahi, Minister of State for Agriculture, President of Wheat
Farmers Association of Nigeria and President of Rice Farmers Association of Nigeria.

The president of Japan International Cooperation Agency (JICA), Mr. Shinichi Kitaoka, has said it is strange that
the country still imports rice despite its great potential in agriculture.

The Sultan of Sokoto, Muhammadu Sa'ad Abubakar, has called on the federal government to reconsider its
policy on rice importation across the land borders as there is hunger in the country.

The recent signing of MoU between the governments of Kebbi and Lagos States on the rice value chain where
the former being the largest producer of rice in the country with comparative advantage will produce paddy rice

The Board of Directors of the African Development Bank Group (AfDB) has approved a €15.7-million senior loan
through its private sector window to “Compagnie Agricole de Saint-Louis du Sénégal” (CASL) for a rice
production project in Senegal River Valley. This project will contribute to three major priorities of the AfDB High
5s agenda: “Feed Africa”, “Industrialize Africa” and “Improve the quality of life for the people of Africa”.

Le Conseil d’administration de la Banque africaine de développement (BAD), à travers son guichet du secteur
privé, a approuvé un prêt privilégié de 15, 7 millions € à la Compagnie agricole de Saint-Louis du Sénégal
(CASL), pour un projet intégré de production de riz dans la vallée du fleuve Sénégal. Le projet permettra
d’atteindre trois des Cinq grandes priorités* de la Banque, notamment : « Nourrir l’Afrique, Industrialiser
l’Afrique et améliorer la qualité de vie des Africains ».

Riz parfumé et riz brisé ordinaire - Progression des prix moyens du kilogramme en mai
En mai dernier, les prix moyen du kilogramme de riz parfumé et du riz brisé ordinaire ont connu une
progression. C'est ce qui ressort de l'analyse de l'évolution des cours des matières premières pour le mois de
mai faite par la direction de la prévision et des études économiques (Dpee).

Lancement du projet d'appui à la riziculture pluviale à Anambé - La FAO arme le Pracas
L'autosuffisance en riz reste une question de sécurité nationale et le gouvernement en fait une priorité. Pour les
régions de Kolda et Sédhiou, la FAO vient aider à réussir cet objectif en finançant un Projet d'appui à la
riziculture pluviale de 2 ans à hauteur de 250 millions de nos francs.

Les prix du riz parfumé et ordinaire baissent respectivement de 0,1% et 0,4% en avril 2016
Les prix moyens du kg de riz parfumé et du riz brisé ordinaire ont enregistré une légère baisse respective de
0,1% et 0,4%, en variation mensuelle, au mois d'avril 2016, selon la Direction de la prévision et des études
économiques (DPEE).

Riz de la Vallée : le kilo maintenu à 140 FRS

Pour la campagne rizicole cette année, les acteurs ont annoncé hier les prix au producteur. Concernant le riz
paddy, le prix du kg est maintenu à 125 francs Cfa, alors que celui du riz parfumé ou aromatisé a été fixé à 140
francs le kg. En 2016, sur une prévision d’emblavure de 60 mille ha, 43 mille 784 ha ont été mis en valeur pour
une production attendue de 300 mille tonnes de riz paddy, soit une augmentation 21%, représentant 7 587 ha
par rapport à 2015, a rappelé le directeur général adjoint de la Saed, Seyni Ndao.

New rice farming technology offers better harvest

mauvaises les conditions climatiques. La demande d’importation devrait baisser en 2016, pour la première fois
depuis 2008. Cette baisse reste cependant conditionnée à la réduction effective des importations nigérianes, le
premier importateur de la région et le deuxième sur le plan mondial

West African countries; the exception is Nigeria, where production could decline by 3%. Crops may also reduce
in Madagascar and Egypt because of bad weather conditions. The import demand could drop this year for the
first time since 2008. This contraction largely depends on the effective reduction of Nigerian imports, leading
importer of the region and the second worldwide.

AfricaRice’s highest oversight body. As a result, many African rice-producing countries have developed and are
implementing national rice development strategies under the Coalition for African Rice Development (CARD)
framework to reduce their dependence on imported rice.

A two-year field measurement of methane and nitrous oxide fluxes from rice paddies under contrasting
climate conditions

The effects of three irrigation levels (traditional normal amount of irrigation [NA100%], 70%, and 30% of the
normal amount [NA70% and NA30%]) and two rice varieties (Oryza sativa L. Huayou14 and Hanyou8) on CH4
and N2O emissions were investigated over two years under contrasting climate conditions (a ‘warm and dry’
season in 2013 and a normal season in 2014). Hanyou8 was developed as a drought-resistant variety. The
mean seasonal air temperature in 2013 was 2.3 °C higher than in 2014, while the amount of precipitation from
transplanting to the grain-filling stage in 2013 was only 36% of that in 2014. CH4 emission rose by 93–161%,
but rice grain yield fell by 7–13% in 2013, compared to 2014 under the NA100% conditions. Surface standing
water depths (SSWD) were higher in Hanyou8 than in Huayou14 due to the lower water demand by Hanyou8. A
reduction in the amount of irrigation water applied can effectively reduce the CH4 emissions regardless of the
rice variety and climate condition. However, less irrigation during the ‘warm and dry’ season greatly decreased
Huayou14 grain yield, but had little impact on Hanyou8. In contrast, N2O emission depended more on
fertilization and SSWD than on rice variety.
