López, Carlos Gallardo, Graciela Bravo, Jorge Gazca, Alberto Melgarejo, Ma.Esther Palmerin, Programa de Investigación en Medio Ambiente y Seguridad Instituto Mexicano del Petróleo, México SUMMARY On the grounds of environmental concerns to a large extent, Mexico’s energy policy has been directed to the use of natural gas (NG) as a substitute and/or complement of fuel oil in the power and industrial sectors, of gasoline and diesel in the transport sector, and of LPG in the residential sector. The market penetration of NG will change substantially the demand of oil products and NG, and the profile of atmospheric emissions from the production, processing, storage, transport, distribution and end use of the mix of oil products employed. There will be modifications in the pollution of areas adjacent to the production centers and of urban areas like the Metropolitan Area of Mexico City (MAMC), as well as in the greenhouse gas (GHG) emissions. The present paper reports on the project carried out by the Environmental and Safety Research Program at the Mexican Petroleum Institute, to characterize sources and their emissions (emission factors and inventories), to understand the mechanisms of transport and formation of the resulting photochemical smog and aerosols,to understand the processes of acid deposition at a regional scale in Southeast Mexico, to quantify health effects associated with the atmospheric pollution in the MAMC, to carry out a technical-economical prospective and to evaluate strategies and technological options and to deriveappropiate sustainability indicators. ANALYSE TECHNIQUE ET ECONOMIQUE DE L’EFFET ENVIRONNEMENTAL ET DES INDICATEURS DE SOUTENABILITE CORRESPONDANTS DE L’UTILISATION DU GAZ NATUREL AU MEXIQUE RÉSUMÉ Par considérations environnementales surtout, la politique énergétique du Mexique s’est tournée vers l’utilisation du gaz naturel (GN) comme remplaçant ou complément du fuel oil dans les secteurs électriques et industriels, de l’éssence et le diesel dans le transport, et du GLP dans le secteur résidentiel. La pénétration de marché du GN changera substanciellement la demande de produits pétroliers, et le profil des émissions atmosphériques de leur production, traitement, stockage, transport, distribution et utilisation finale. Il y aura des changements dans la pollution aux allentours des centres de production et des aires urbaines comme la Zone Métropolitaine de la Ville de Mexico (ZMVM), ainsi que dans les emissions de gaz de serre. Ce travail rapporte le projet développé par le Programme de Recherche sur l’Environnement et la Sécurité de l’ Institut Mexicain du Pétrole, pour caractériser les sources et les émissions (facteurs et inventaires d’émissions), comprendre les méchanismes de transport et formation du smog photochimique et des aérosols résultants, comprendre les procéssus de déposition acide à échelle régionale dans le Sud Est du Mexique, évaluer les effets sur la santé asociés avec la pollution atmosphérique dans la ZMVM, déveloper une prospective technique et économique et évaluer options stratégiques et technologiques, et établir des indicateurs de soutenabilité. ∗ Senior Guest Researcher, seconded to IMP by Universidad Nacional Autónoma de México
