Mr Régis de Belenet, Ambassador of France to Pakistan Dear Friends, Dear Readers, I am delighted to present you this first issue of the French Embassy's newsletter. From now on, every three months, the French Embassy in Islamabad will publish this four page newsletter to keep you informed of all its major activities in Pakistan. I decided to launch this news bulletin to provide all the Pakistani interested in France, for their professional or personal interest, with a comprehensive, and I hope attractive, tool to follow our events and projects in Pakistan. As you will discover, this newsletter covers our activities in the political, diplomatic as well as commercial and cultural fields. For the French community in Pakistan, a consular page is dedicated to relevant issues of interest for French nationals. This newsletter is part of our global communication plan, it comes as a support to the website of the French Embassy, which popularity is constantly growing. Last month over 14000 people visited our website to learn more about what the French official network is doing in Pakistan : the French Embassy in Islamabad and the Consulate General in Karachi of course, but also our Honorary consuls in Quetta, Lahore, Peshawar, and the Alliances françaises based in Islamabad, Lahore, Karachi, Peshawar and recently Faisalabad. When reading about an issue in this newsletter, keep in mind that there is often more to learn about it on our website.The Newsletter will be available at the Embassy, the Consulate General, and in all the Alliances francaises in Pakistan. You will also find an electronic version on our website (www.ambafra-pk.org). At the French Embassy, my colleagues and myself are always looking for new ways to keep you updated on all our activities. I hope our French and Pakistani readers will enjoy discovering this new link between us. Visit of the French Navy Chief of Staff and new port call in Karachi for Support and Flagship Var- (14-17 February 2007) Following its last stopover in Pakistan in November last year, the warship “Var”, commanded by Commander Paul Massart, stopped in Karachi again from 14th to 17th February 2007. The new ALINDIEN, rear-admiral Jacques Launay, Admiral Joint Commander the French Forces in Indian Ocean was embarked on board. He took over his duty in early January 2007. This call coincided with the visit of the French Chief of Navy Staff, AdmiralAlain Oudot de Dainville, in response to an invitation by his Pakistani counterpart. During the discussions the two French admirals had with Pakistan Navy authorities, the issues focussed on military cooperation. Indeed, a great multinational exercise organized by Pakistan Navy was carried out early March off the Pakistani coast. A large number of countries participated and France sent four Navy ships. Moreover, the Carrier Vessel Battle Group, operating around the nuclear aircraft carrier "Charles de Gaulle" cruised off Pakistan between midMarch and mid-April. The two Navies took this opportunity to conduct mutual trainings involving a substantial number of units. A reception hosted by Mr Pierre Seillan, French Consul General in Karachi, was a good occasion for some crew members of FNS Var to meet French nationals and Pakistanis living in the city. As well, during the cocktail which took place onboard the Var, the two French admirals received the military and civilian Pakistani authorities of Karachi. In addition, ten sailors from Var were able to visit the city of Lahore, a visit kindly organized by Mr Mathieu Pinel, director of Alliance Française in Lahore. On the 17th in the morning, after three days in the harbour, FNS Var got under way for new horizons and met at sea a Pakistani frigate for a day long mutual training. Economic and Commercial Section A strong improvement in Franco-Pakistan exchanges I n South Asia, Pakistan is the second most important market for the French companies. If our exports have shown a strong increase during the past 3 years, our market share has also to be improved. With a volume of global exchanges, which for the first time in the history of our bilateral trade has reached 816 M€ in 2005 and 812.7 M€ in 2006, Pakistan remains a central figure in the region for the French exporting companies. Pakistan has a market of 158 Million consumers whose purchasing power has grown stronger mainly due to a sustained economic growth (8.6% GDP growth in 2004-05, 6.6% in 2005-06 and 7% expected in 2006-07). This dynamism has benefited our exports which picked up in 2004 and maintained an upward trend during 2005 to reach 407 M€ (+44.8%). In 2006, they declined a bit touching an amount of 395.4 M€. Three categories of goods alone represent 92% of our total exports; “capital goods” (electrical equipments, electronics, mechanical equipments) worth 220.6 M€ which represent more than half of our total exports. The remaining exports comprise of “intermediary goods” (chemical products, plastic, electronic components) and “consumer goods”, with a total value of 84.6 M€ and 59.8 M€ respectively. The strongest increase was recorded by the “capital goods” category at 13.7%. On the contrary, the “consumer goods” and the “intermediary goods” have shown a decline by -33% and -8.3% respectively. If our imports from Pakistan have registered a downward trend of 2.5% in 2005 with a total value of 409 M€, they have again picked up by 1.6% in 2006. Our imports, dominated 80% by textile yarn and garments/leather have shown a contradicting evolution: the textile industry products, 44.6% of our imports, show a growth of 5%, where as the imports of “ready-to-wear/leather” are stagnant at 1% which are 38% of our imports. Altogether, our bilateral commercial deficit was reduced to a considerable level, declining from -139 M€ in 2004 to almost -3.9 M€ in 2005 and -21.9 M€ in 2006. Our rate of exchange has thus improved rising by 50% in 2003 to 99.4% in 2005 and 95% in 2006. Cultural Section An interview with Mr. Matthieu DECLERCQ, new Director of the Alliance Française, Islamabad You have recently joined your position at the Alliance Française d'Islamabad towards the end of September. Can you please tell us about your background and briefly remind us what the Alliance Française stands for? Well, I am a teacher by profession specialised in ancient languages. The desire to promote French abroad lead me to teach French language and teachings methods to youngsters and adults in many countries, e.g. Pakistan, Mauritius,Afghanistan and WestAfrica. It is a real pleasure for me to be back in Pakistan and I am delighted to head an excellent team that brings life to Alliance Française, Islamabad! The Alliance Française is actually a local association, in this case a Pakistani initiative gathering both Pakistani and foreign members. What brings together these people is not only a common interest for the French language and what it represents in terms of history and civilisation of the French speaking world but also a desire to get to know each other better. The Alliance is therefore above all open to all people of good will. In that sense, what does the Alliance Française actually do? The Alliance Française proposes French language courses to all those wishing to broaden their horizons along with Urdu language classes for those who wish to get to know Pakistan more deeply. The Alliance Française is also a forum where people can meet and enjoy exhibitions, musical concerts and various cultural activities. To know more, please visit our website at www.afi.org.pk Lastly, as the word 'Alliance' indicates, we have many partners who actively support us. First of all, the French Embassy in Pakistan but also Government and national institutions like the Foreign Office and the Pakistan National Council of Arts (PNCA) respectively. I shall not forget our partners from the embassies of countries belonging to the International Organisation of Francophone world and many others. How do you see the future of Alliance Française in Islamabad? Many more partners, more and more quality cultural events and much more courses offered to our students. What is going on? This spring season matched the celebrations of Francophonie. The Alliance has organized contests for the schools of Islamabad. This year we organized a drawing contest which theme was “ kids around the world”. In addition, the Francophonie Film Festival took place from 26th to 28th March. You can also look forward to our events for the coming months; in April : 11th conference on Kalash Language, 12th exhibition of paintings by Bruce Colburn, end of April a special programme for dance day and the European Film Festival. In May : exhibition of paintings by French painter Didier Randot, a documentary film week about globalization and of course in June our annual Music Day. This confirms the growing interest of Pakistani students in French higher education : since 2000, their numbers have constantly increased. In 2007 almost 200 students will join the programme. This year, most of the students have a background in the following disciplines : Engineering and Technology, Physical Sciences, Life Sciences, Business Education, Social Sciences,Arts and Humanities. Every year the quality of the candidates is increasing with the rising popularity of this programme. The students mostly come from the top Pakistani Engineering Universities: UET, COMSATS, NUST, GIKIEST, NED, Punjab University, University ofAgriculture Faisalabad and others. Students are supported by: - the French Embassy which funds French language classes in Pakistan and France,- the French government which grants them free tuition in the French universities the Higher Education Commission of Pakistan which provides them with fully funded PhD scholarships. The students have to complete a rigorous selection process : first handled by the Higher Education Commission and secondly through interviews with French professors in May and November, last year. Since being chosen, they have taken intensive French classes at the French Centers in Islamabad, Lahore, Karachi and Peshawar. After their admissions to French universities a French officer is counseling them according to their goals and qualifications. Why study in France? France is the country of high technology: the high-speed train, the smart card, the Ariane rocket, and Airbus planes. France has also the world's fifth largest economy, it generates 5% of the world's Gross Domestic Product (GDP) and is home to world-class manufacturing groups such as Renault, Alcatel, Michelin, L'Oréal, Total, France Telecom, Carrefour and many thousands of promising start-ups. France is the world's fourth most active country in research and development after the US, Japan, and Germany : every year, € 34 billion is spent on research in France (2.25% of the 2002 GDP). It hosts a total of 185,000 researchers in the public and private sectors and provides the best research facilities in its network of interdisciplinary graduate high schools : so students have the opportunity to train with some of the world's most successful companies. Last but not least, France dedicates 23% of its national budget to education. The tuition fees are provided by the French government for all foreign and national students, in the 92 French public universities all over the country. As a result, in the French universities, courses are open to everyone free of charge with the exception of enrolment fees, which are very low for universities and State-funded engineering schools. Foreign students are treated in exactly the same way as Laboratory of a research institute in Paris French students in terms of status and the tuition fees they pay. For example, housing aid is available for both French and foreign students . /. Section consulaire ELECTION DU PRESIDENT DE LA REPUBLIQUE L'élection du Président de la République a été fixée aux dimanches 22 avril et 6 mai. Les Français résidant au Pakistan avaient jusqu'au 30 décembre 18 heures pour s'inscrire sur la liste électorale consulaire. En octobre 2006, l'Ambassade a envoyé à tous les Français immatriculés une lettre d'information sur les élections. Elle a ensuite appelé les noninscrits connus pour les inciter à faire les démarches nécessaires afin de pouvoir voter. Les Français atteignant leur dix-huitième anniversaire avant le 28 février 2007 seront inscrits d'office sur la liste électorale. La liste électorale définitive sera connue en mars 2007 et approuvée par la Commission Administrative de la circonscription consulaire d'Islamabad. Un nouveau logiciel baptisé « Electis » permet dorénavant à toutes les listes électorales des Français de l'étranger d'être raccordées au logiciel central de l'INSEE. La fusion des listes électorales dites consulaires et CSFE est maintenant effective. Les électeurs de la liste unique ont été divisés en trois catégories : La première catégorie dite PR1 a repris tous les électeurs qui étaient inscrits autrefois sur la liste électorale du CSFE mais non inscrits sur la liste électorale d'une commune d'un département ou territoire français. Ces électeurs pourront voter pour le Président de la République et pour les référendums ainsi que pour les représentants élus à l'Assemblée des Français de l'Etranger (AFE, anciennement CSFE). La seconde catégorie dite PR2 (la grande majorité des électeurs) comprend tous les électeurs inscrits sur la liste électorale d'une commune d'un département ou territoire français et sur la liste consulaire unique. Les intéressés pourront voter à l'étranger pour le Président de la République et les référendums et les représentants des Français de l'Etranger. Ils pourront voter dans leur commune (en personne ou par procuration) pour tous les autres scrutins (élections municipales, législatives, régionales, cantonales, européennes). La troisième catégorie dite PR3 comprend tous les inscrits qui auront fait expressément le choix de voter uniquement dans la commune d'un département ou territoire français pour tous les scrutins nationaux. Ils voteront à l'étranger uniquement pour les représentants à l'AFE. Procurations : Le logiciel Electis permettra également de saisir électroniquement les procurations de vote pour les personnes qui ne pourraient voter en personne le jour du scrutin. De nouveaux formulaires de procuration seront adressés prochainement à cet effet. Toute personne inscrite sur une liste électorale à l'étranger désirant donner procuration à un mandataire inscrit sur la même liste électorale devra se déplacer dans une ambassade ou un consulat de France afin de saisir cette procuration puis la signer en présence du consul adjoint. Pour l'élection du Président de la République, un centre de vote sera ouvert au Consulat Général de Karachi, à l'Ambassade de France à Islamabad et, pour la première fois, à l'Alliance Française de Lahore pour les Français résidant dans l'agglomération de Lahore. Rapelons que les élections législatives ont été fixées aux dimanche 10 et 17 juin 2007. N'oubliez pas si ce n'est déjà fait de donner procuration à un mandataire inscrit sur la même liste électorale que la vôtre dans un département ou un territoire français. Paris, Lyon et Marseille sont considérés comme étant une seule commune. Les procurations doivent être établies au consulat et signées devant un représentant de l'autorité consulaire. La sécurité des Français à l’étranger Ainsi que l'Ambassadeur de France au Pakistan l'a rappelé dans sa lettre circulaire à la communauté française (adressée à tous nos compatriotes inscrits sur le registre des Français établis hors de France), un plan de sécurité existe, comme dans toutes les circonscriptions consulaires des Français à l'étranger. N'hésitez pas réclamer cette lettre et ses annexes (fiches réflexes) s'il s'avère que vous n'en avez pas été destinataire. L'une des difficultés pratiques, sur laquelle travaille en permanence l'Ambassade, réside dans la communication et l'information. Lorsqu'une famille nouvellement arrivée vient s'inscrire sur le registre des français établis hors de France, les procédures relatives à la sécurité sont systématiquement communiquées. La circonscription consulaire est partagée en îlots avec à leur tête un chef et un adjoint. Il est essentiel que chacun connaisse les coordonnées de son chef d'îlot et de son adjoint car ils sont le relais indispensable entre l'Ambassade et les familles résidentes. Huit îlots ont été définis à Islamabad/Rawalpindi, un à Lahore et un à Peshawar. Les autres Français dits « isolés » doivent appeler directement l'Ambassade. Des lieux de regroupement ont été identifiés. Lorsqu'un événement survient, l'Ambassade analyse la situation et, si les circonstances le justifient, informe la communauté française par l'intermédiaire des chefs d'îlots. Si un Français de passage ou un Français résident ne sait pas (ou plus) qui est son chef d'îlot, il lui est toujours possible d'appeler l'Ambassade pour obtenir des informations. Les numéros que vous pouvez appeler sont le 051 201 14 22 ou le 051 282 43 29 (numéros d'urgence seulement, qui ne doivent pas être sollicités pour les démarches habituelles). Il est matériellement HOMMAGE A JAHANGIR MALIK Jahangir Malik, Consul Général Honoraire de France à Lahore, s'est éteint le 2 novembre 2006 à la suite d'une longue maladie, laissant derrière lui un grand vide ressenti par sa famille, ses proches et toute la communaté française de Lahore. Nous tenons à présenter une nouvelle fois à Mme Sheila Malik, son épouse, et à Mlle Natasha Malik, sa fille, nos très sincères condoléances et les assurer du soutien de l'Ambassade. Jahangir MALIK est né le 26 janvier 1942 à Lahore. Son père, Tufail, Mohammed MALIK, était membre d'une famille très influente du Pendjab. Sa mère, Agnès, Camille, Etiennette MOREAU épouse MALIK était de nationalité française, originaire de Charente Maritime. Cette dernière, Consul Honoraire de France de 1960 à 1969, a beaucoup œuvré pour développer la présence française à Lahore. Le jeune Jahangir a d'abord fréquenté le réputé Aitchison College de Lahore, puis l'Université de Cambridge. A la disparition de sa mère en 1969, donc à l'âge de 27 ans, il a accepté à son tour la charge de Consul Honoraire de France. En reconnaissance de son dévouement, il a reçu la médaille de l'Ordre National du Mérite puis de la Légion d'Honneur et, à partir de juin 2001, a été élevé à la dignité de Consul Général Honoraire de France. Homme d'affaires très connu dans le milieu industriel et impossible pour l'Ambassade d'appeler tous les ressortissants français au Pakistan. C'est la raison pour laquelle un système « en arborescence » via les chefs d'îlots est prévu, afin de diffuser l'information « en cascade ». En cas d'inquiétude, les ressortissants français peuvent bien entendu appeler l'Ambassade de France (services consulaires ou poste de sécurité) pour obtenir des informations. L'attention des nouveaux arrivants est appelée sur le fait que, le plus souvent, l'adresse et numéros de téléphone initialement donnés à l'Ambassade sont provisoires. Il convient ensuite de communiquer les nouvelles coordonnées dès lors que l'installation définitive est effectuée. Les déménagements et les départs définitifs ne sont en outre que très rarement signalés à l'Ambassade. Certains ressortissants français qui veulent connaître leur chef d'ilôt ont parfois omis d'effectuer la démarche de s'inscrire sur le registre. Une mise à jour a été dernièrement effectuée à la suite de la réunion des chefs d'îlots fin janvier. La sécurité est l'affaire de tous. La sécurité des ressortissants étrangers est en premier lieu assurée par l'Etat pakistanais. En cas de crise majeure et dans la cadre de la protection consulaire, l'Ambassade assure bien entendu un relais complémentaire. C'est alors que le réseau des îlots prend toute sa mesure. Une évacuation éventuelle ne peut être décidée que par les autorités françaises (décision interministérielle) et met parfois en œuvre des moyens militaires. Les Français inscrits sur le registre sont évacués en priorité. Rappelons que le Pakistan est un pays qui comporte des risques, selon les zones dans lesquelles vous êtes amenés à vous trouver. Il est donc important de vérifier que votre inscription sur le registre est bien effective. commercial du Pakistan, Conseiller du Commerce Extérieur à partir de 1991, Jahangir Malik a favorisé les investissements de nombreuses entreprises françaises dans ce pays. Sa connaissance de la langue française et son sens profond de l'hospitalité ont été appréciés de nombreux visiteurs de marque qui se sont succédés à Lahore dont les présidents Pinay, Lecanuet et Mitterrand, les ministres Claude Cheysson et Robert Badinter et de nombreux militaires de haut rang. Bien intégré dans les milieux culturels du Pendjab et vice-président de l'Alliance Française de Lahore, Jahangir Malik a joué un rôle important pour la promotion et la diffusion de la langue et la culture françaises à Lahore. Enfin, de nombreux Français résidents ou de passage à Lahore, y compris les plus humbles, ont toujours trouvé aide et secours de la part de notre consul honoraire qui s'est pleinement acquitté de ses devoirs consulaires avec efficacité et générosité. Son rôle de représentant de la France lui a valu de nombreuses marques d'honneur de la part des autorités pakistanaises. On ne peut cependant oublier que le 19 février 1983, Jahangir Malik a été victime d'un attentat à la bombe dont il est sorti indemne. Au nom des très nombreux amis qui ont connu Jahangir Malik dont le surnom familier était « Jeannot », l'Ambassade de France entend rendre un dernier hommage à notre compatriote. Au nom de tous les Français et avec simplicité, nous lui disons un dernier « Adieu Jeannot ».
