Ce slogan, qu’on croirait tout droit sorti de la bouche d’une militante, émane en fait d’un rapport de l’OCDE, sorte de laboratoire d’idées du monde industrialisé. Un groupe d’experts vient, en effet, de plancher sur la place faite aux femmes, dans la société en général, et dans le monde du travail en particulier. Il en ressort qu’elles ne jouissent pas d’un statut rentable pour la société et qu’à l’horizon 2000 c’est un handicap pour l’économie de chaque pays. Il est donc urgent, selon l’OCDE, de repenser tout cela. Comment? En cassant, par exemple, la traditionnelle répartition des charges dans une famille... Il faut que le ’contrat’ hommes-femmes évolue. Le rapport suggère ’d’encourager les hommes à assumer une plus large part des tâches familiales’... Les experts préconisent également un ’assouplissement de la durée du travail’, affirmant qu’après tout ’ne pas vouloir consacrer un grand nombre d’heures à l’activité professionnelle ne devrait pas être considéré comme un signe d’un manque d’intérêt’." AFP: Rapport d’un groupe d’experts en faveur du travail des femmes PARIS - "Un groupe d’experts s’est prononcé, dans un rapport remis mardi à l’OCDE, pour une ’réorganisation du travail’ et un ’changement des relations sociales’ traditionnelles afin de permettre aux femmes de jouer un rôle plus actif. Ce groupe d’experts, conduit par Francis Blanchard, conseiller auprès des Nations unies, et dont les propositions visent à adapter le monde aux ’mutations technologiques et sociales’, estime en outre que l’activité des femmes peut constituer une ’solution’ à certains problèmes économiques. Selon ces experts, il ne suffit pas d’adopter des lois anti-discriminatoires, il faut désormais une approche globale des modèles sociaux et ’s’attaquer’ aux différences hommes-femmes dans l’emploi, les salaires ou la qualification." THE MAASTRICHT SUMMIT REUTER: EC agrees historic political, monetary union treaty MAASTRICHT - "European Community leaders agreed a historic political and monetary union treaty early on Wednesday that will give Western Europe a single currency by 1999 and a stronger joint voice in world affairs. The accord came after a marathon, hard-fought 12-nation summit spilled over into a third day to circumvent deep British reservations about giving increased powers to Brussels. The breakthrough came when 11 members agreed to implement a Social Charter enshrining basic workers’ rights outside the EC’s legal framework, enabling Britain, which vehemently opposed it, to sign a comprehensive treaty on the other issues. ’The compromise represents significant progress. With this Maastricht decision, Europe has certainly achieved the decisive breakthrough’, said a beaming German Chancellor Helmut Kohl, who brokered the key deal... Under the deal a single currency, the Ecu, managed by an independent European central bank, will be introduced as early as 1997 if seven EC states meet strict economic criteria, and at the latest in 1999. Britain obtained a special protocol allowing it to postpone a decision on whether and when to join monetary union, but it failed to prevent the others from going ahead." REUTER: All win in bloodless battle for Europes defence MAASTRICHT - "All camps claimed victory on Wednesday at the end of a year-long battle over how to give the European Community a defence role. EC leaders limped back from the battlefield in the small hours of Wednesday bearing an honourable settlement - a military arm for the EC which will back up the bloc’s new common foreign policy without undermining NATO... Dutch Foreign Minister Hans van den Broek said the EC would not start throwing its new-found weight around but could use its embryo military muscle for peacekeeping operations and humanitarian relief outside the NATO area... The compromise rests on a dense web of provisions for the Western European Union (WEU), a little-used defence planning body grouping all EC states except Ireland, Denmark and Greece. The WEU, which sprang to life to coordinate the dispatch of European warships during the Gulf War, will move its headquarters from London to Brussels - home not only to the EC but to the 16-nation NATO. It will be the executor of military action as required by the EC, but it will simultaneously toe the NATO line." RELATIONS EST-OUEST AFP: Les Douze prêts à dialoguer avec la Russie, l’Ukraine et la Bélarus MAASTRICHT - "Les pays de la CEE sont prêts à entamer ’dans un esprit de coopération’ un ’dialogue’ avec la Russie, l’Ukraine et la Biélorussie sur le ’développement de leurs relations mutuelles’, ont indiqué les Douze dans une déclaration commune adoptée durant le sommet de Maastricht. Les Douze indiquent dans leur déclaration avoir ’pris note’ de la décision de ces 3 pays de former un ’Commonwealth de pays indépendants’, sans prononcer toutefois le mot de reconnaissance. Ils ’rappellent’ par ailleurs à ces 3 pays, ’l’importance’ que la Communauté attache au respect des accords d’Helsinki et de la Charte de Paris concernant les droits de l’homme et des minorités et l’inviolabilité des frontières, ainsi qu’au respect de tous les traités internationaux sur le désarmement et la nonprolifération nucléaire." REUTER: Group of Seven to discuss Soviet food aid LONDON - "Representatives of the G7 leading industrialised nations will meet in London this week to discuss coordinating emergency food and medical aid to the Soviet Union, officials said on Tuesday. They said the meeting on Friday was the latest in a series of coordinating sessions on food aid. ’It will look at emergency assistance to the Soviet Union and the republics’, one official said. Britain convened the talks as current chairman of the G7 which groups it with Canada, France, Germany, Italy, Japan and the United States... Representatives from the European Commission, the World Bank, the IMF, the EBRD and the OECD will also attend the session." United States WALL STREET JOURNAL: Current-account figure deficit in 3rd quarter WASHINGTON - "The US current-account balance shifted to a deficit in the third quarter after 2 quarters of surplus caused by contributions from allies to cover the cost of the Persian Gulf war.
