Gabriela Ramos is Chief of Staff to the OECD SecretaryGeneral, Sherpa. Since 2006, she has been advising and
supporting the Secretary-General’s strategic agenda. She
is responsible for the contributions of the Organisation to the
global agenda, including the G20 and G7, and oversees
the preparations of the yearly OECD Ministerial Council
Meeting. She has contributed to the launch of major OECD
initiatives related to gender, skills, development, and has also
launched and supervises the New Approaches to Economic
Challenges and the Inclusive Growth initiatives, and oversees
the activities of the Directorate for Education and Skills.
Previously, she served as Head of the OECD Office in Mexico and Latin America, where
she promoted OECD recommendations in many areas including health and education.
She helped in the preparations of several OECD reports on Mexico, developed the OECD
Forum there and launched the “Getting it Right” flagship publication series.

Prior to joining the OECD, Mrs. Ramos held several positions in the Mexican Government,
notably as advisor to the Minister of Foreign Affairs and Director of OECD Affairs. She
has also held several positions as Professor of International Economy at the Universidad
Iberoamericana and at the Instituto Tecnológico Autónomo de México. Mrs Ramos holds
an MA in Public Policies from Harvard University, and was a Fulbright and Ford MacArthur
fellow.
Gabriela Ramos est Directrice de Cabinet du Secrétaire Général de l’OCDE, Sherpa . Depuis

activités de la Direction de l’Éducation et des Compétences.
Précédemment, elle occupait les fonctions de Chef du Centre de l’OCDE à Mexico pour
l’Amérique latine, où elle s’est employée à promouvoir les recommandations de l’OCDE à
l’intention des pouvoirs publics dans plusieurs domaines, en particulier, l’éducation et la
santé. Elle a collaboré à la préparation de différents rapports sur le Mexique, organisé le
Forum de l’OCDE dans ce même pays et a aussi lancé la série phare des publications «

Avant de rejoindre l’OCDE, Gabriela RAMOS, a occupé plusieurs postes auprès du

the work on social protection spending, social indicators,
pensions, family policies, tax-benefit systems and income
inequality and poverty. She also leads the OECD-wide gender initiative which examines
gender inequalities in education, employment and entrepreneurship. Her background
is in pension system analysis and pension reform. She has been working at the OECD
since 1997. In 2007-8, she worked as an adviser to the OECD Secretary-General.
Prior to joining the OECD, Ms. Queisser worked at the World Bank in Washington,
D.C. She was a member of the pensions and insurance group in the Financial Sector
Development Department. Her first employment was with the German Ifo Institute for
economic research in Munich. Her professional experience also includes employment
as a journalist at dailynewspapers and broadcasting in Germany.

Prior to 2005, he has been a policy maker in a range of sectors and disciplines including higher

Culture and Science (both the Netherlands) where he cooperated with OECD and EU. He
was one of the founding members of the team that publishes the annual Education for All

serves as the President of the Board of 1000 Days, a member of the Board of Trustees of

has been working with management and developmental work and the implementation
of national policies on the regional and local levels. This has entailed cooperating closely

development of national ECD curriculum and ECD teacher training modules endorsed by
MoE for nationwide use. He also participated in different policy forums and discussions
such as development of Preschool Law and National Education Development Strategy
which includes scale up of alternative ECD model. Zuloby was also a member of national
working groups at MoE on development of Charter and Regulations for ECD provisions as
well as revision of Tajikistan Early Learning and Development Standards.

is the UNICEF Representative to Montenegro and is responsible
for advocating for and supporting reforms that strengthen
the human rights of children, particularly with regard to child
protection, justice, health, education and early childhood.

coordinate the Back to School campaign in the Northern part of the country after the collapse
of the Taliban. Nationally, the campaign brought 1 million girls and 2 million boys into schoolmost of them for the first times in their lives.
In a personal capacity he is currently a Senior Fellow with the University of Birmingham’s Jubilee
Centre which researches teaching of on character, social and emotional skills in schools. He
holds a Masters Degree in international Relations from the University of Kent at Canterbury
and a Bachelors Degree in Politics and History from the University of Hertfordshire. He has
recently completed a mid-career programme with the Harvard Graduate School of Education
on leadership and Education Reform.

of that government. The main objective of bureau Frontlijn is the healthy and safe

expertise in policy analysis; program and systemic evaluation and monitoring; community
mobilization, decentralization, governance and democratization in education; education and
peacebuilding, education in fragile contexts, ECD and basic education and implementing
school reform. He received his M. Ed. from the University of Natal, South Africa and
Doctor of Education (D. Ed.) from Harvard University. Among other publications he was
the lead editor of the Springer publication, Community Schools in Africa - Reaching the
Unreached.

She holds a Master’s in Educational Psychology (Psychoéducation) which main focus is the
prevention of violence by acting on protective factors early in life. She has spent the last
15 years leading a knowledge translation unit affiliated to the University of Montreal (Centre
de Psycho-Éducation du Québec) whose mission is to train early childhood educators and
kindergarten teachers on best practices in Canada and with aboriginal populations. Since
2012, she has been leading the CEECD / SKC-ECD knowledge dissemination activities:
the development of the updated Encyclopedia on Early Childhood Development and the
production of its derived products (thematic bulletins, information sheets for parents).

Additionally, she spearheads the Aga Khan Development Network Science of Early Child

understanding of early child development across multiple sectors and geographies through
online and face to face settings furthering the Network’s commitment to ensuring young

Kerry has had a long involvement in early childhood policy development including as a founder
of Toronto First Duty, a pioneer in the integrated delivery of early childhood programming and
she supports similar integrated ECE service models in Atlantic Canada. Kerry also worked with
the teams that developed the unique early learning models in Ontario and New Brunswick. She
is an advisor to the government of the Northwest Territories and is an expert advisor to policy
makers across Canada. She has authored several publications, including those commissioned
by the Senate of Canada, the Toronto Board of Trade, the Government of Manitoba, the City of
Toronto and several labour, women’s and community organizations. Kerry is a frequent speaker
at national and international conferences; is a sessional teacher in the ECE degree program at
George Brown College and is an advisor to the Funders Working Group.

Family Foundation. The Foundation’s focus is on early childhood
practices, policies and research in Canada. In 2013, Jane
received an honorary doctorate from the University of New

George Brown College until June 2011 and initiated a Bachelor of Early Childhood Leadership
degree. Jane worked with the Ontario Early Learning Advisor to the Premier of Ontario and
was chair of Ontario’s Expert Panel that produced a provincial curriculum framework. She is a
member of the Directing Committee of the Centre for Excellence for Early Child Development
and was a member of the Toronto First Duty Research team. She is a contributing author of
the Science of Early Child Development (www.scienceofecd.com) and has co-authored a
textbook, The Essentials of Early Childhood Education, Canadian Edition.

schools committed to providing holistic education - and a

Before Ashoka, Ross researched and designed a ground-breaking programme that aims
to equip and incline young people to be well and to do well. The first implementation of the
Better World programme is with 500,000 children in rural communities across Zimbabwe and
Tanzania.
The Better World programme extends an earlier project that Ross conceived with Pearson
(called Effective Education for Employment), which he used with ministries, employers
and educators around the world to evaluate the effectiveness of education systems and
institutions. Ross led Pearson’s international qualifications business, where he spearheaded
the development of several innovations (including a consultancy service and a suite of new
employability qualifications).

analyst and has been working at the OECD’s Directorate for
Education and Skills since 1998 He is the project manager of
the Indicators of Education Systems (INES) program, which
is an authoritative source for accurate and relevant information
on education around the world.

Eric Charbonnier is the creator of a blog “l’éducation déchiffrée” hosted by the newspaper
le “MONDE” which receives a high media attention in France. Along with his OECD
team, he also works on the UNESCO/OECD/EUROSTAT data collection and develops
methodologies that render indicators internationally comparative. Each year, he contributes
in the preparation of papers for various meetings with OECD countries in the context of the
INES programme which seeks to develop and improve international comparisons.

Director at the IRTS Ile-de-France Montrouge Neuilly-surMarne managed by the Foundation ITSRS. Established in 1900,
the Foundation is a training and research center for French and
foreign social workers. Committed in the fields of the struggle

handicapped, the IRTS offers training courses in social work
and professional child care.

sociaux français ou étrangers, ainsi que la recherche. Engagé dans les domaines de la lutte
contre l’exclusion, la prévention des handicaps ou inadaptations, l’IRTS forme notamment des
Educateurs de jeunes enfants.
L’IRTS organise des colloques, journées d’études, Biennale du film d’action sociale...
A l’origine travailleur social auprès de personnes en grande exclusion, Yvan GRIMALDI s’est
impliqué rapidement dans la formation de professionnels du social – secteurs social, du handicap
et de la dépendance. Titulaire d’un Master de recherche Travail social, action sociale et société
& du DSTS, il a dirigé plusieurs structures du secteur du handicap et de l’insertion ; coordonné
des projets humanitaires. Consultant pour le compte de la Commission européenne, il a travaillé

Nos projets en cours sont :
• Un grand tour de France sur la prévention des accidents domestiques chez les jeunes enfants.
• Permettre à tous les enfants d’aborder l’école maternelle avec au moins 1.000 mots de vocabulaire.
Jean-Emmanuel est aussi le Président directeur général et co-fondateur de la société Les
Petits Chaperons Rouges le pionnier français des crèches privées. Depuis 2005, plus de
50.000 familles ont fréquenté sereinement nos 250 crèches, et pu voir leurs enfants grandir
avec joie, grâce à l’accueil passionné de nos 3.200 professionnels de la petite enfance.
Jean-Emmanuel est vice-Président de la Fédération Française des Entreprises de Crèches et
administrateur de la CNAF.
Il est diplômé d’HEC, de l’Institut des Hautes Etudes de Protection Sociale (IHEPS) et de la
Singularity University. Il a reçu le Prix Montgolfier en 2011 au titre des Arts Economiques.
Jean-Emmanuel est régulièrement sollicité pour apporter son témoignage sur la politique de
la famille, le retour à l’emploi des femmes, l’égalité professionnelle, la continuité du service

Mrs. María Isabel Díaz was trained as Early Child Educator at
the University of Chile and holds a Magister in Education and
PhD in Education from the University of Granada

Chili. Elle est titulaire d’un master et doctorat en éducation
de l’Université de Grenade.
She held a scholarship of President of the Republic. She is
a specialist in curriculum development and design of early childhood policies, assuming
coordination and advisory roles nationwide.
She authored a series of publications on education and has worked as an international
consultant. She was advisor on teacher evaluation programs (Universidad Católica de
Chile) and contributed to the development of the Curricular Foundations of Early Childhood
Education (ECE), and coordinated the design of Maps Progress (national learning standards)
and Educational Programs for transition levels in the Ministry of Education’s Curriculum Unit.
She held positions in ECE Career Management at the University Alberto Hurtado (2013) and
worked in Educa Initial UC as Academic Director (2010-2012), at the Ministry (2000-2011)
and the National Board of Kindergartens, JUNJI (1992-2000).
In 2013, she coordinated the Early Child Education commission of the campaign of Presidentelect Michelle Bachelet. In 2014 she became Advisor on pre-school in the Cabinet of Minister
of Education and in 2015 the first Secretary of Early Childhood Education at Ministry of
Education, assuming the functions of service installation and policy planning for this level.

Ms. Gomendio works with the Director to support the
Secretary-General’s strategic orientations in the area of
education and skills with the aim to help countries strengthen
employability, social participation and inclusiveness and to
build effective and efficient educational institutions to make
reform happen. She ensures effective collaboration with other areas at the OECD dealing
with common issues.

Ms. Gomendio was Secretary of State for Education, Vocational Training and Universities
at the Spanish Ministry of Education, Culture and Sports, from January 2012 to May 2015.
During this period of time the Spanish Government undertook an education reform.

Previously she enjoyed a productive career in academia. She worked at the Spanish
Research Council (CSIC) from 1991, where she became a Research Professor. In 1997 she
was appointed Director of the Natural History Museum, and from 2003 until 2004 served as
Vice-President for Organisation and Institutional Relations of the CSIC.
Ms. Gomendio, a Spanish national, holds a General Management Program degree from
the IESE Business School, a PhD in Behavioural Ecology from the University of Cambridge
(U.K.), and a BSc in Biology from the Complutense University of Madrid.

Education Policy to the Secretary-General at the Organisation
for OECD in Paris.

reviews, the work of the Directorate includes the Programme for International Student
