Andy Schneider has over 30 years of experience with the Medicaid program - as a consultant, as a congressional staffer, and as a public interest and legal services lawyer. Currently, Schneider is a Principal with Medicaid Policy, LLC, which he founded in January 2000. Based in Washington, D.C., this consulting firm specializes in Medicaid issues affecting program beneficiaries, state agencies, providers, and managed care organizations. Schneider is also an Adjunct Professor at the George Washington University School of Public Health & Health Services. From 1979 through 1994, he served as Counsel to the Subcommittee on Health and the Environment of the House Commerce Committee. Schneider's primary responsibility was Medicaid, over which the Subcommittee had exclusive legislative jurisdiction in the House. In 1995 and 1996, he served as Policy Advisor for Medicaid to the House Democratic Policy Committee within the Office of Minority Leader Richard Gephardt (D-MO). During his tenure on the Hill, Schneider staffed Medicaid issues on ten Budget Reconciliation acts, the 1988 Medicare Catastrophic legislation, and the 1991 Medicaid Provider Donations and Taxes legislation. Andy Schneider, JD Medicaid Policy LLC Andy Schneider has over 35 years of experience with the Medicaid program as a Congressional staffer, private consultant, and public interest attorney. Mr. Schneider began his work on Medicaid in 1974 at the National Health Law Program in Los Angeles, providing technical and litigation support for local legal services programs. In 1979 he joined the staff of the Subcommittee on Health and the Environment of the House Committee on Energy and Commerce, chaired by Congressman Henry Waxman (D-CA). During the next 17 years, Mr. Schneider staffed Medicaid statutory changes in ten budget reconciliation bills, including eligibility expansions for pregnant women and children, disproportionate share hospital provisions, and nursing home quality standards. After leaving Capitol Hill in 1996 he founded a consulting firm, Medicaid Policy LLC, to provide technical and strategic advice on Medicaid issues to states, providers, tribes, public interest groups, and foundations. Mr. Schneider returned to the Hill in 2007 as chief health counsel for the House Committee on Oversight and Government Reform, where he was responsible for oversight of Medicaid and other federal health programs. In 2009, Mr. Schneider became chief health counsel of the House Committee on Energy and Commerce, chaired by Mr. Waxman. In this capacity, Mr. Schneider staffed the historic Medicaid changes in the Patient Protection and Affordable Care Act (ACA). He retired from the Hill in January 2011 and is currently a private consultant. Mr. Schneider has written extensively on Medicaid issues and led the development of the seminal Medicaid Resource Book (2002) for the Kaiser Commission on Medicaid and the Uninsured. He is a professorial lecturer in Health Policy at the George Washington University School of Public Health W.
