BILL C-55 TRANSCRIPTS AVAILABLE
On December 11, Commissioner Ole Ingstrup
appeared before the Standing Committee on Justice
and Legal Affairs. The Committee is considering
Bill C-55, which proposes new measures to deal
with high-risk offenders and earlier day parole for
offenders currently eligible for accelerated parole
review. The English and French transcripts can be
found on the Internet under the following address:

IN MEMORY
René Rousseau, Warden at Archambault Institution,
passed away on January 27 after a long illness. He
started his career with CSC in 1967 teaching at
Cowansville Institution, and held various positions
within the Service over the past 30 years.

Arnold Harrison, age 52, passed away on January
28 as a result of a motor vehicle accident. He was
a member of the Canadian Army and for the past 30
years worked as a Correctional Officer at the
Springhill Institution.
RISK MANAGEMENT CONFERENCE
CSC is sponsoring a national conference for case
management and program staff from institutions
and community offices across the country, to be
held in Cornwall, Ontario, from February 25-27.
The conference will provide staff with the most
recent knowledge and developments in all major
aspects of risk management (assessment,
intervention, supervision and communication). Key
speakers include CSC Commissioner Ole Ingstrup,
NPB Chairman Willie Gibbs and CSC S enior Deputy
Commissioner Lucie McClung. Contact: Gilbert

ARCHAMB AULT INSTITUTION
A parmership between CSC and the Regroupement
des personnes aveugles du Montréal-métro began
in January 1997. Two inmates have volunteered to
record weekly features, such as circulars and
television listings, for visually-impaired people.
This partnership will be publicized in February
during White Cane Week. Contact: Sonja Ellefsen

ABORIGINAL CULTURE DAY
On December 18, several inmates, volunteers and
employees from La Macaza Institution took part in
an Aboriginal Culture Day. There was a sharing
circle led by guest Elders, followed by a communal
meal of caribou, beaver and traditional bannock
bread. A sweat lodge was held the next day for the
residents to close the season's activities. Contact:

BOWDEN INSTITUTION
On January 30, ten staff members competed against
ten inmates in a hockey match which took place at
Bowden's outdoor hockey rink. Fifty Bowden
employees and 250 inmates cheered them on. The
staff won 6-2. The two referees were drawn from
the personnel and the inmate population. A rematch
is being planned to give the inmates a chance to

Bowden's inmates are helping out a young boy in
their community. The inmates have set up a trust
fund for three-year-old Jaycen Semenyna, who was
the sole survivor of a house fire that killed his
family. Donations are being accepted at Royal

FEDERAL TRAINING CENTRE
The exhibition Tout près d'ici ... nos prisons,
presented by the Observatoire international des
prisons, under UNESCO sponsorship, was held
fromJanuary 13 to February 2 at the Federal Training
Centre. Thirty-one graphic artists from twelve
countries cast a critical outsider's eye on conditions
in prisons worldwide. Contact: François Lagarde
