VISION
As part of the Côte Sud Initiative, Gouvernance Sud aims to enhance the coordination, quality and quantity of international development, public and private investment related to environmental sustainability, energy and food security in Haiti’s southern region. The
programme supports the Government through 3 main components: 1. Integrated Planning for Haiti Grand Sud Region; 2. Regional
Communications & Knowledge Management tools; and 3. Municipal Coordination Strengthening.
PROGRAMME HIGHLIGHTS (2013 – 2015; Phase 2 and early Phase 3)

Development of a methodology for the Macaya Park Management Plan and an ongoing process to adapt the methodology
for Haiti’s National Protected Areas System through South-South cooperation with the Cuban Ministry of Environment.
Development of a management plan for Macaya National Natural Park.
Regional dialogue on development promoted through 4 consecutive bi-annual Grand Sud Regional Roundtable Meetings
with Government, Donors, Civil Society, Private Sector and Development Agencies.
Knowledge management and information sharing for the Grand Sud through the South Delegation website (www.delegationsudhaiti.ht) and a regular distributed news bulletin (Bulletin du Sud).
Transparent access to information on Government priorities for development partners to promote informed and dynamic
development collaboration for the Grand Sud through an Online Library (www.grandsudhaiti.ht).
Municipal coordination and planning in three municipalities supported.
Support to the South Department Delegation to produce an Emergency Drought Response Plan in July 2015.
FUTURE PERSPECTIVES (2016 – 2017; Phase 3 – Macaya Grand Sud)

Implementation of the Macaya National Natural Park management plan and capacity building support to the Park
Management Bureau, including priority infrastructure equipment and the development of services (e.g., Park Rangers
programme, ecotourism, awareness-raising, environmental analysis and education, etc.) and regulations.
Timely and transparent information on sustainable development in the Haiti Grand Sud region for all stakeholders available
through the Bulletin du Sud, the Online Resource Center and the South Delegation website.
Support for the development of a high-level Regional Development Plan in the Grand Sud, led by CIAT, that will identify
priorities, guide investments and integrate planning efforts around the Southern Haiti protected areas network, including for
coastal monitoring and urban planning.
Development of two Visitor’s Centers for Macaya National Natural Park as part of priority infrastructures required in the
Management Plan.

VISION
Dans le cadre de l’Initiative Côte Sud, Gouvernance Sud vise à améliorer la coordination, la qualité et l’ampleur du développement
international et des investissements publics et privés liés à la durabilité environnementale, à l’énergie et à la sécurité alimentaire
dans la région du Sud d’Haïti. Le programme soutient le gouvernement grâce à 3 volets principaux: 1. Planification intégrée pour la
région du Grand Sud d’Haïti ; 2. Communication régionale et outils de gestion des connaissances ; et 3. Renforcement de la coordination municipale.

Identification des priorités régionales en matière de développement durable et orientation des investissements grâce à une
planification intégrée pour la région du Grand Sud d’Haïti.
Promotion du dialogue régional sur le développement par le biais de la Table régionale du Grand Sud avec le
gouvernement, les bailleurs de fonds, la société civile, le secteur privé et les agences de développement.
Gestion des connaissances et partage d’informations pour le Grand Sud par le biais du site Web de la délégation
du Sud (www.delegationsudhaiti.ht) et d’un bulletin d’informations diffusé régulièrement (Bulletin du Sud).
Coordination et planification municipale dans six communes.
Accès efficace et transparent des partenaires de développement aux informations concernant les priorités du
gouvernement afin de promouvoir une collaboration pour un développement éclairé et dynamique du Grand Sud grâce à www.
grandsudhaiti.ht, une infothèque en ligne.
Soutien à la Délégation du Département du Sud en vue de l’élaboration d’un plan d’urgences pour faire face à la sècheresse.

Sud d'Haïti pour toutes les parties prenantes par le biais du Bulletin du Sud, de l’infothèque en ligne

Prise de décision coordonnée et efficace pour le développement intégré grâce à la Table ronde de coordination régionale du
Grand Sud.
Soutien à un Plan de développement intégré dans le Grand Sud afin d’identifier les priorités, de guider
les investissements et de faciliter la mise en œuvre.
