Paul-Bertrand Barets was born in 1972 and is a graduate of the Ecole Normale
Superieur-Ulm in Philosophy, History and Economics (Agregation).
Since May 2012 he is the Diplomatic Adviser to the Minister for Ecology,
Sustainable Development and Energy and to the Deputy Minister for Transportation,
Sea and Fisheries in France. He headed the International Economic Affairs Department,
at the Directorate General for Global Affairs, Development and Partnerships, France
Ministry of Foreign and European Affairs. He was also Sous-Sherpa Assistant for the
G8 Foreign Affairs. Paul-Bertrand Barets was Counsellor for the French Permanent
Representation to the European Union in Brussels from 2005 to 2007. He also worked
for French Treasury for five years.
Paul-Bertrand Barets has authored articles such as “The European Union’s
representation in international organisations” in Mondes- Les Cahiers du Quai d’Orsay,
Winter 2010 and « Le droit communautaire des aides d’Etat dans les secteurs de
l’assurance et de la banque : articulation avec les règles prudentielles et
reconnaissance de l’intérêt général » in Concurrences, 2007.
