Emergency Resolution on the need for democratic
elections in Moldova
As proposed by Partidul National Liberal (PNL)
Adopted by the Liberal International Executive Committee Meeting in Vancouver,
Canada on 02 May 2009
The Executive Committee of Liberal International notes with deep concern that
the conduct of the recent elections in the Republic of Moldova failed to meet
accepted criteria for free and fair contests, especially with regards to the validity
of the list of voters, access to the media and transparency of the counting
process;
LI takes notice of the allegations of fraud made by the opposition parties and
calls for a thorough and independent judicial investigation of all alleged instances
of lawlessness;
LI condemns the use of force related to and during pre- and post-election periods
and expresses outrage with regard to the numerous reports of ill - treatment of
detainees and prevention to their access to justice and calls for their immediately
release.
LI takes note of the discrepancies in media coverage and calls for ensuring
editorial independence of all media in particular of Radio Television Moldova;
Despite the re-count of the votes, LI is reluctant to accept that the election
outcome reflects the will of the people for open government and economic
development;
The Executive Committee of Liberal International calls for prompt organisation of
new elections based on agreement of all political forces in the country and with
strict international supervision, based on the commitments Moldova has
undertaken as member of numerous international institutions.

Adoptée par le Comité Exécutif de l’Internationale Libérale réuni à Vancouver,
Canada, le 2 mai 2009.
Le Comite exécutif de l’Internationale Libérale s’inquiete de ce que les récentes
élections organisées en Moldavie n’ont été ni libres ni justes, notamment en
raison de manipulations des listes d’électeurs, de restrictions quant aux
possibilités d’accès aux medias et de contestations quant au comptage des
votes.
L’Internationale Libérale prend note des accusations de fraude émises par les
partis d’opposition et demande qu’une enquête juridiquement indépendante
puisse examiner la portée de ces accusations.
L’Internationale Libérale condamne l’usage de la force qui a été constate
pendant la période pre-électorale, pendant les élections et après les élections.
Elle s’indigne des mauvais traitements dont sont victimes les détenus et des
entraves mises a leurs possibilités de recourir a la justice; elle réclame qu’ils
soient remis en liberté sans délai.
L’Internationale Libérale constate des divergences dans la couverture médiatique
de ces élections et réclame une réelle indépendance éditoriale de tous les
medias, en particulier de la Radio-Television de Moldavie.
Nonobstant les résultats du dernier recomptage des votes, l’Internationale
Libérale hésite a accepter que ce résultat traduise le souhait réel de la population
en faveur d’un gouvernement ouvert et du développement économique.
Le Comite Exécutif de l’Internationale Libérale réclame des lors l’organisation
rapide de nouvelles élections sur base d’un accord entre toutes les forces
politiques du pays et faisant l’objet d’une supervision internationale rigoureuse,
eu égard aux engagements pris par la Moldavie dans les nombreuses institutions
internationales dont elle est membre.
