The subject site is located at the north end of Palladium Drive, approximately 700 metres north of Highway 417 and west of Huntmar Drive, in the Kanata West Business Park. The parcel is approximately 7000 square metres in size and is currently vacant with vegetation. The site is situated along the northern boundary of the Kanata West Business Park, which permits a mix of office and low-impact light industrial uses. Other surrounding land uses include the Tanger Outlets to the south, a recently development residential subdivision known as Arcadia to the east, and agricultural land to the north. Applicant’s Proposal The City of Ottawa has received a Site Plan application to develop a single storey medical facility (orthodontics services) with additional office area for lease. Proposal Details The applicant proposes to develop the subject lands in two phases. The purpose of this application is to review the first phase of the development, which will consist of a singlestorey building at the front (western side) of the site. The proposed 1,000 square metre building is intended to be a medical facility and will also include additional space anticipated to be leased for office or personal service uses. Entrances to the proposed building will be oriented towards the parking area. There are approximately 46 vehicular parking spaces, including two barrier-free access spaces, as well as 2 bicycle parking spaces, in the first phase of this development. The site will be landscaped with approximately 9 deciduous trees and 5 coniferous trees around the perimeter of the site. For information purposes, the future second phase will consist of a separate two-storey office building to be located behind the medical facility building. Parking and landscaping will also be upgraded with the construction of the second phase. The site is designated Enterprise Area in Schedule B and Section 3.6.5 of the Official Plan and is in a Business Park Industrial Zone, Subzone 13 [IP(13)] in the City of Ottawa 2008-250 Zoning Bylaw. Related Planning Applications N/A. Roadway Modifications Roadway modifications may be required. Timelines and Approval Authority The “On Time Decision Date”, the target date upon which a decision on the application is to be rendered by the Planning, Infrastructure and Economic Development Department, via delegated authority, is March 25, 2017. La parcelle couvre environ 7 000 mètres carrés. Elle est actuellement vacante et pourvue de végétation. L’emplacement s’étend le long de la limite nord du parc d’affaires de Kanata Ouest qui permet un éventail d’utilisations de bureaux et d’industries légères à faible impact. Le secteur avoisinant comprend le point de vente Tanger Outlets au sud, un lotissement résidentiel récent appelé Arcadia à l’est et des terres agricoles au nord. Proposition du requérant La Ville d’Ottawa a reçu une demande de réglementation du plan d’implantation en vue d’aménager une installation médicale (soins orthodontiques) de plain-pied abritant aussi des bureaux additionnels à louer. Détails de la proposition Le requérant envisage d’aménager le bien-fonds en question en deux phases. La présente demande vise à examiner la première phase de l’aménagement, qui consistera en un bâtiment de plain-pied (côté ouest) à l’avant de l’emplacement. Le bâtiment de 1 000 mètres carrés proposé est destiné à une installation médicale; il comprendra également des espaces additionnels à louer pour des bureaux ou des utilisations de services personnels. Les entrées du bâtiment proposé donneront sur le parc de stationnement. La première phase de l’aménagement comptera 46 places de stationnement dont deux seront des places sans obstacle et il y aura aussi deux places de stationnement pour vélos. L’aménagement paysager prévu comprendra quelque 9 arbres à feuilles caduques et 5 conifères autour du périmètre de l’emplacement. À titre d’information, la seconde phase envisagée ultérieurement consistera en un immeuble distinct de deux étages qui abritera des bureaux et sera construit à l’arrière de l’installation médicale. À ce moment-là, il est prévu que le stationnement et l’aménagement paysager feront aussi l’objet d’améliorations. L’emplacement est désigné Secteur d’entreprises dans l’annexe B et la section 3.6.5 du Plan officiel et est soumis au zonage [IP(13)], Zone industrielle et de parc d’affaires, sous-zone 13, dans le Règlement de zonage 2008-250. Demandes connexes de planification S.O. Modifications à la chaussée Des modifications à la chaussée pourraient être requises. Calendrier et pouvoir d’approbation La « date de décision en temps voulu », c’est-à-dire la date limite à laquelle la Direction générale de la planification, de l’infrastructure et du développement économique rendra, par délégation de pouvoir, une décision relativement à la demande, est fixée au 25 mars 2017.
