commerciale légalement constituée, ayant son siège social à Ottawa, province d'Ontario et sa
principale place d'affaires à Longueuil, province de Québec, établie par la Loi sur
l'Administration de la voie maritime du Saint-Laurent et agissant aux présentes en qualité de
mandataire de Sa Majesté du chef du Canada et en exerçant les pouvoirs (ci-après appelée
« Propriétaire »).
L’ensemble du Document d’appel d’offres pour le projet 61581 est disponible
directement de Marchés privés « Merx » à l’adresse http://www.merx.com/pjcci.
Des soumissions cachetées dans une enveloppes ou sera apposée l’étiquette fournie avec le
Cahier de soumission et marquées « SOUMISSION POUR LE CONTRAT No 61581 »

Aucune soumission reçue après la date et l’heure de clôture mentionnées ci-dessus ne sera
acceptée. Le moment de la réception des offres sera réputé être la date et l’heure indiquées par
le timbre apposé par le Propriétaire sur l’enveloppe de soumission.
Le présent Contrat consiste, d’une façon générale, à effectuer des rénovations mineures au
Centre d’entretien du Pont Jacques-Cartier situé à l’entrée sud du pont Jacques-Cartier, à
Longueuil, Québec.

Les soumissionnaires doivent visiter les lieux des travaux. Les soumissionnaires peuvent visiter
les lieux par eux-mêmes. Toutefois, les soumissionnaires visitant les lieux par eux-mêmes ne
sont autorisés qu’à visiter les endroits normalement accessibles au public. Deux (2) visites des
lieux en compagnie d’un représentant du Propriétaire seront organisées. Les visites auront
lieu le mardi 27 novembre 2012 et vendredi 30 novembre 2012 à 10:30. Le point de
rencontre sera le centre d’entretien du Pont Jacques-Cartier, soit l’ancien poste de péage situé
à l’entrée sud du pont du côté de Longueuil, Québec.
Les soumissions doivent obligatoirement être rédigées sur le cahier de soumission fourni et
doivent être signées et retournées dans l'enveloppe ou sera apposée l’étiquette fournie avec le
Cahier de soumission. Pour être admissible, la soumission doit être conforme aux documents
d’appel d’offres et être accompagnée de la garantie prescrite.
Le prix unitaire soumis à chaque désignation de travaux ou de matériaux doit correspondre au
coût réel de ces dits travaux ou matériaux. Si, selon l'opinion de l'Ingénieur, ces prix ne
représentent pas les coûts réels, le Propriétaire pourra rejeter la soumission.
Vous êtes tenus de souscrire uniquement le cahier de soumission; les autres documents sont
fournis seulement à titre documentaire et afin d'indiquer les conditions contractuelles à
l'adjudicataire.
La valeur du cautionnement d'exécution et du cautionnement pour le paiement de la maind’œuvre et des matériaux sera d'un montant représentant chacun au moins 50% du montant
total de la soumission. Le Propriétaire exige des formules de cautionnements fédérales;
les formules courantes ne seront pas acceptées.
Le Propriétaire ne s'engage à accepter ni la plus basse, ni aucune soumission.

THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a
body corporate having its Head Office at the City of Ottawa, province of Ontario and its chief
place of business at Longueuil, Province of Québec, Canada, established by the St. Lawrence
Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in
right of Canada (hereafter referred to as "Owner").
The Tender Documents for project 61581 are available directly from Private Tenders
“Merx” at the following address, http//www.merx.com/pjcci.
SEALED TENDERS in an envelope on which the return label supplied with the Tender Form will
be affixed and which are with respect to which is marked "TENDER FOR CONTRACT No
61581":

will be received until 3:00 p.m., Thursday, December 6, 2012 for the said work, at the Owner’s

No tender received after the said date and time will be accepted by the Owner. The time and
date of receipt will be considered to be the date and time affixed by the Owner on the tender
envelope.
The present Contract generally consists in minors restorations of the Jacques-Cartier Bridge
Maintenance Center, located on the south side of the Jacques-Cartier Bridge, in Longueuil,
Quebec.

NOTICE TO CONTRACTORS

Tenderers must visit the work site. Tenderers can visit the site by themselves. However,
tenderers visiting the site by themselves are only permitted to visit sites normally accessible to
the general public. Two (2) visits in company of a representative of the Owner will be
organized. The visits will take place on Tuesday November 27, 2012 and Friday November
30, 2012 at 10:30. The meeting point is the Jacques-Cartier Bridge Maintenance Center
formerly the Old toll plaza, located on the South side of the bridge in Longueuil, Quebec.
In order to receive an English version of the tender documents, bidders must first order
the French version of the tender documents and then contact the Procurement Agent of
the Owner at 450-651-8771, extension 230. The English version of the tender documents
will thereafter be forwarded to you at no extra costs.
Bids must be completed and must be signed on the Tender Form provided and submitted in
in an envelope on which the return label will be affixed. To be considered, the tender must be in
accordance with the specifications and must be accompanied by the security specified therein.
The unit price bid on each item of work or materials shall represent the actual cost of said work
or materials. If, in the opinion of the Engineer, the prices do not represent the actual costs, the
Owner may reject the bid.
The Performance Bond and the Labour and Material Bond shall each be for an amount not less
than 50% of the total tender price. The Owner requires Federal Bonds; Standard Bonds will not
be accepted.
The Owner does not bind itself to accept the lowest or any tender.
