MINUTES of a joint Park and Recreation Commission meeting of the City of Redlands held on March 9, 2006 at 2:30 p.m., in the City Council Chambers, Civic Center Plaza, 35 Cajon Street, Redlands, CA 92373. CALL TO ORDER – Meeting called to order at 2:30 p.m. 2. APPROVAL OF MINUTES A. Chair Cencirulo moved to approve the minutes with a few minor changes, Commissioner Peoples also added a change, and Commissioner Eason seconded the approval. 3. CORRESPONDENCE AND COMMUNICATIONS A. Chair Cencirulo reported on the Open Space meeting and presented photos of the proposed Santa Anna trail adding the many possibilities that it offers. Chair Cencirulo also announced the upcoming Open Space meeting on April 19th at 7:00 p.m. and asked Commissioner Gonzales if he could attend. B. Recognitions 1) Teen Committee Volunteers – (Denny Sattler) – Mr. Sattler recognized Elias Stiphanos for his service with the Redlands Recreation Youth Coalition Teen Committee. Mr. Stiphanos has volunteered with the department for over a year and continues to assist with various activities sponsored through the Teen Committee. C. Reports/Communications 1) Council Liaison Report – None 2) School District Report – None 3) Street Tree Committee Report – Commissioner Saukel reported that they are currently working on a master plan for the region and developing educational programs for homeowners who have recently received tree donations. E.S.R.I. and the horticulture are currently working together to identify homes that could use a donated tree. Chair Cencirulo inquired about the dead trees on garden and if the city is responsible for replacing them. Mr. Mutter replied that the city has no money in the budget but they would refer the homeowner to the horticulture who would assist them with replacing the tree. 4) Park Liaison Report (Roy Savage) – Commissioner Savage spoke about his visit to Jeanie Davis Park and Sylvan Park and its needs. He found graffiti and broken glass throughout the park and expressed concerns about the upkeep. (Dennis Bolt) – Commissioner Bolt commented about his visit to Community park and was impressed with the baseball fields and the new sprinkler system on field number 3. Commissioner Bolt expressed concerns about the upkeep of the new monument at the Snack Bar. Mr. Mutter informed the commissioners that RBY did not get permission to put up the structure and they are currently working with RBY regarding the matter. (Kristen Saukel) – Commissioner Saukel spoke about her visit to Franklin Park, Prospect Park, and Ford Park. She reported on the progress that they have made with the assistance of volunteers who have worked over 200 hours at Prospect Park. With their help signs have been painted, and trash has been picked up. (Brian King) – Commissioner King spoke about his visit to Crafton Park, Ed Hales Park and expressed concerns about the problems with the gofers at Ed Hales Park. (Steve Guggisberg) – Commissioner Guggisberg did not get an opportunity to visit the park. (Student Commissioner) – Student Commissioner Aaron Dalzell reported on his visit to Texonia Park and found it in good condition. (Patricia Holohan) – Commissioner Holohan spoke about her visit to Caroline Park and its good condition. 5) Student Report (Lillian Height) – Commissioner Height reported on the recreational and social activities taking place at Redlands East Valley High School. 6) Recreation Advisory Report (Denny Sattler) – Mr. Sattler spoke about several upcoming programs which included the Teen Dance on March 24th, Teen Council on March 17th, Spring Carnival on April 8th sponsored by the Lugonia Association, and the Easter Egg Hunt on April 15th. Vice Chair Sanchez commented on Theresa Lake and her work with the young adults of Redlands and hopes the Teen Council will become a successful program. 4. OLD BUSINESS A. Dog Park Update – Elizabeth Kulbin updated the commissioners on the progress of the development of the new dog park at Ford Park. The new dog park will include an area for small dogs and large dogs with a double gate system to prevent dogs from running out into the park without a leash. The two acre park will be surrounded by a chain link fence with a new parking lot, a water fountain for the dogs, and a wash area to clean the dogs before they leave the park. Elizabeth Kulbinthen then opened the discussion for questions from the commissioners. B. Park Volunteer Project – Commissioner King and Guggisberg will be meeting with Mr. Cross to discuss the matter in detail in the following week. C. Discussion of status of Park development projects – The discussion will take place at the next meeting to allow time to discuss the status of the joint meetings with the Parks Commission and the Recreation Advisory Commission. D. Discussion and review of status of joint meetings with the Parks Commission and the Recreation Advisory Commission. – On motion of Vice Chair Sanchez, seconded by Commissioner Eason the Recreation Advisory Commission made a motion, that the Recreation Commission and the Parks Commission return to their separate respected Commission agendas and meeting times beginning in April. That Commissions meet jointly every four months with the first meeting in July or as deemed needed in the event of extraordinary circumstances. That these Commissions instruct the respected staff liaison to continue to develop policy with regard to each Commission’s jurisdiction and that the Recreation Commission and the Park Commission agendas and minutes be sent to the other respected Commission for review on a monthly basis. The motion passed with Commissioners Cencirulo, Savage, and People voting no. 5. NEW BUSINESS A. Discussion and possible action – On motion of Commissioner Eason, seconded by Chair Cencirulo the Recreation Advisory Commission approved, by AYE votes of all present, Gabrielle Jacob’s Independent Contract Agreement to go before City Council to provide tennis lessons at Ford Park. Mr. Jacob then updated the Commissioners on the progress of the tennis program at Clement Middle School which currently has 65 students enrolled in the program. 6. PUBLIC COMMENTS – None 7. POSSIBLE AGENDA ITEMS FOR NEXT MEETING – A. Update on the Community Garden Plots. 8. ADJOURNMENT to next joint meeting of the Recreation Advisory Commission to be held on Wednesday, April 12, 2006, at 4:00 p.m. in the City Council Chambers, 35 Cajon Street, Redlands, California.
