D’Aoust presided the meeting; Mrs. L. Benvenuti served as recorder. Call to Order & Opening Remarks The Chair called the 230th meeting to order at 19:38 hours and welcomed all members. Adoption of the Agenda The following items were added to the agenda: 6.5 Sexuality Education Program 6.6 Labour Negotiations “in committee” 11.1 Special Accommodation Bus Fees After noting the aforementioned additions, the agenda was approved on a motion by Commissioner P. Stuckey. MOTION CARRIED unanimously. Waiver – Reading of Minutes of 2015‐07‐07 & 2015‐08‐18 It was moved by Commissioner L. Chouinard to waive the reading of the minutes of the regular meeting of 2015‐07‐07 and the special meeting of 2015‐08‐18. MOTION CARRIED unanimously. Adoption of the Minutes Regular Meeting of 2015‐07‐07 Tabled to the end of the meeting as they were received late and not all members had a chance to read them. . . ./2 Council of Commissioners New Frontiers School Board 2015‐09‐01 2 Adoption of the Minutes Special Meeting of 2015‐08‐18 It was moved by Commissioner K. Van Droffelaar to adopt the minutes of the special meeting of 2015‐08‐18. MOTION CARRIED by majority vote, with one abstention, Commissioner P. Stuckey. Public Question Period There were no questions asked. NFSB’s Future & Elections Study Panel The Parents’ Committee will be speaking at the schools’ annual general assemblies to create awareness. There are twelve recommendations coming from The Honourable Marlene Jennings’ Study Panel being forwarded to Education Minister Francois Blais; a copy, under embargo, will be sent to QESBA. QESBA and CSBA will be holding a press conference next week to discuss minority language protection. 2015 Tax Bill Inserts Commissioners were provided with copies of the inserts that will be included with the mailing of the New Frontiers’ 2015 tax bills. One is a general information flyer, the other asks the question: Are you in favour of Minister Blais’ plan to eliminate school board elections? The question will be posted on the Board’s website and Facebook page; a flyer will also be prepared for commissioners to use as a lobbying tool. Commissioner Forms Code of Ethics & Professional Conduct for Commissioners In conformity with By‐Law BCAA “Code of Ethics & Professional Conduct for Commissioners”, commissioners must declare situations or relationships that might create a conflict of interest. A form was provided to this effect, and should be returned to the Secretary General by September 15th, 2015. Rules of Order ‐ Board Meetings In conformity with Policy BEDD “Rules of Order & Procedure for Meetings of the Council of Commissioners”, commissioners were asked to review the policy and sign the Acknowledgement Statement and return same to the Secretary General by September 15th, 2015. Commissioner Emergency Telephone Chain The Emergency Telephone Chain was circulated and updated. Sexuality Education – Pilot Project The Director General has been fielding media questions that started on the first day of classes. Chair D. D’Aoust was interviewed by CTV. Mr R. Buttars has been further contacted by CTV to appear on the noon‐
hour show with Mutsumi Takashi. Some of the misconceptions need to be clarified, and these are good opportunities to do so. Summer Update & School Opening The Director General indicated that the school start‐up is going well. At the Ministry level however it is important to note that we are dealing with all new assistant and associate ministers. This delays answers to questions, approval of requests, etc. 2015 August Social/Pedagogical Day The 2015‐16 August Social/Pedagogical Day was organized by a Planning Committee that included: Caroline Beaulieu (Adult Education), Dan Boyle (Custodial), Sabrina DeCastris (Finance), Kara Johnstone (Educational Services), and Dave Reddick (Adult Education). The collaboration between the various departments ensured that all voices of the NFSB team were heard. The day began with school and centre‐level team meetings, which included board office and caretaking staff who had “adopted” a team for the day. This was followed by a general assembly in the auditorium featuring comedian Joey Elias, and the annual staff BBQ. . . ./3 Council of Commissioners New Frontiers School Board 2015‐09‐01 3 Meeting Dates Commissioners were provided with the full list of meeting dates for the 2015‐2016 school year, as previously adopted. Council meetings will take place on: July 7, 2015, August 18, 2015 (special), September 1, 2015, October 6, 2015, November 3, 2015; December 1, 2015; January 12, 2016; February 2, 2016; March 8, 2016; April 5, 2016; May 3, 2016; and June 7, 2016. Standing Committee meetings will take place on: August 18, 2015; September 15, 2015; October 20, 2015; November 17, 2015; December 15, 2015; January 19, 2016; February 16, 2016; March 22, 2016; April 19, 2016; May 17, 2016; and June 21, 2016. Resolution #CC15‐09‐01‐001 Inter‐board Agreements It was moved by Commissioner L. Chouinard that the New Frontiers School Board negotiate and sign Inter‐
board Agreements with educational institutions and school boards within the province, as required; and that in conformity with the administrative and budgetary rules of the Ministère de l’Éducation, Enseignement Supérieure, et Recherche the New Frontiers School Board pay tuition fees for special cases or for students with learning and/or adapting difficulties, who live within its jurisdiction but who must attend outside institutions to receive special services not available within the New Frontiers School Board; and that the New Frontiers School Board negotiate and sign agreements regarding students from outside its jurisdiction who wish to attend one of its schools; and that the Director General or the Assistant Director General be authorized to sign all Inter‐board Agreements for the 2015‐2016 school year. MOTION CARRIED unanimously. Into Committee On a motion by Commissioner N. Burdon the meeting was moved into committee at 20:35 hours to discuss labour negotiations. MOTION CARRIED unanimously. Out of Committee On a motion by Parent Commissioner R. Ledoux, the meeting moved out of committee at 21:00 hours. MOTION CARRIED unanimously. Departure from Meeting Commissioner B. Gibbs excused himself from the meeting at 21:00 hours. Executive Committee By‐Law BEC “Executive Committee” has just ended is 30‐day public consultation phase and will be brought forward to Council for final adoption. With the adoption of this By‐Law, meetings of the Executive Committee will be set, with the first one to take place on October 13th, 2015. Resolution #CC15‐09‐01‐002 Request for Leave of Absence without Pay – Employee #1389 On the recommendation of the Human Resources Standing Committee, it was moved by Commissioner A. Pirani that the Council of Commissioners approve a request for a 100% leave of absence without pay from employee #1389, a teacher at Mary Gardner Elementary School, for the 2015‐2016 school year. MOTION CARRIED unanimously. Resolution #CC15‐09‐01‐003 Request for Leave of Absence without Pay – Employee #1264 On the recommendation of the Human Resources Standing Committee, it was moved by Commissioner A. Pirani that the Council of Commissioners approve a request for a 100% leave of absence without pay from employee #1264, a teacher at Chateauguay Valley Regional High School, for the 2015‐2016 school year, for a loan of service to continue work at MEESR. MOTION CARRIED unanimously. . . ./4 Council of Commissioners New Frontiers School Board 2015‐09‐01 4 Resolution #CC15‐09‐01‐004 Request for Leave of Absence without Pay – Employee #1925 On the recommendation of the Human Resources Standing Committee, it was moved by Commissioner A. Pirani that the Council of Commissioners approve a request for a 100% leave of absence without pay from employee #1925, a teacher at Chateauguay Valley Regional High School, for the 2015‐2016 school year. MOTION CARRIED unanimously. Resolution #CC15‐09‐01‐005 Administrative Staffing ‐ Interim Director of Human Resources Whereas the Director of Human Resources for the New Frontiers School Board is currently on an extended sick leave; and whereas the services of an interim Director of Human Resources are required, particularly as we enter into a year of labour negotiations; Therefore on the recommendation of the Director General, and with the support of the Human Resources Standing Committee, it was moved by Commissioner A. Pirani that Ms Sandra Caza be named as Interim Director of Human Resources effective July 15th, 2015 and until the return of the Director of Human Resources. MOTION CARRIED unanimously. I Choose Me Magazine “I Choose ME” is a first edition publication of the Continuing Education Department that represents highlights from the website, www.nfsb.me; the magazine features augmented reality. The magazine will be distributed to our high school students, our community partners, and in the waiting rooms of local businesses and service centres. International Student Program The 2015‐2016 school year begins with 32 international students in the youth sector: one German student and 10 Chinese students will be attending CVR High School; 20 Chinese students will be attending HSB High School; and one Chinese student will be attending Harmony Elementary School. In the Continuing Education Department, NOVA has just over 300 international students primarily in the Interior Decorating & Visual Display program and the Residential & Commercial Drafting program. The goal this year is to expand the international student development in the Chateauguay Valley area. Extended Field Trip Commissioners were provided with the following information regarding an extended field trip; this trip has received approval by the school’s governing board. School Date CVR September 10‐11, 2015 Destination Ile Perrot, QC. [Camp Notre‐Dame‐de‐Fatima] Students / Level Adult Supervisors 25/ Gr. 9‐11 3 Banquet Dates The Long‐Term Service Banquet will be held on Friday, May 6th, 2016. The Extracurricular Activities Banquet is tentatively scheduled to take place on Wednesday, June 29th, 2016. Menus and locations for both events will be looked at by the Human Resources Standing Committee. Administrative Staffing – Paternity Leave Commissioners were informed that Mr Dave Reddick, Assistant Centre Director at the Nova Career Centre, will become a first‐time father in September. Accordingly, Mr Reddick will take a five‐week paternity leave from October 1st to November 12th, 2015. Enrolment Update The numbers are up overall 33 students from the August 13th report given at the standing committee meeting of august 18. 2015 Summer Projects Update Mr W. Coriandoli answered questions and provided explanations on the list of summer projects that were undertaken this past summer. . . ./5 Council of Commissioners New Frontiers School Board 2015‐09‐01 5 New Business Special Accommodations for Bussing Commissioner B. Ednie asked for clarification as to what exactly this new measure implies. It was also asked how this was communicated; the Director General responded that this is actually being looked into. Parent Commissioner D. Germann added that it was generally felt that parents received this information very late, did not fully understand what it implied, and did not expect to be barred from busses on the very first day of class. The Assistant Director General explained that indeed private arrangements of the past were exposed with bus drivers having been told to not let anyone on their bus who was not on the list provided by our Transportation Department. This will be an ongoing topic for the Transportation Advisory Committee to look at. Parents’ Committee Parent Commissioner and Parents’ Committee Chair R. Ledoux is in the process of obtaining Annual General Meeting dates from the principals so he can encourage participation; he plans to attend as many as he can. Special Needs Advisory Committee Parent Commissioner S. Keyes had no report to make as SNAC has not yet met. Quebec English School Boards’ Association Vice‐Chair J. Ryan reminded members that the AGM will take place on October 16th and 17th, 2016. David D’Aoust’s mandate as president expires at that time. Commissioners will be able to vote online for the new president. Advisory / Ad‐Hoc Committee Reports There were no reports to be made; committees have not yet resumed for the new year.
