The annual meeting of OSPAR was held in Oslo (17-21 June 1996). An overview of meetings of OSPAR’s technical and scientific subsidiary bodies during this period is at Annex 1. The first part of this report gives information on: a. the status of the ratification of the 1992 Convention for the Protection of the Marine Environment of the NorthEast Atlantic; b. the governmental and non-governmental observers to OSPAR; c. the working structures and arrangements of OSPAR; d. the preparations for the 1997 Ministerial Meeting of the Oslo and Paris Commissions; and e. the cooperation of OSPAR with other International organisations. The second part of this report describes the activities carried out by the Commissions in the 1995/1996 intersessional period as regards the implementation of the 1995 OSPAR Action Plan. 3 Activities of the Oslo and Paris Commissions July 1995 - June 1996 The 1992 Convention for the Protection of the Marine Environment of the North-East Atlantic To date, June 1995, the French Government, being the depository Government for the 1992 Convention for the Protection of the Marine Environment of the North-East Atlantic (referred to as the “OSPAR Convention”) has received eight notices of ratification (or equivalent notices) of the new Convention. The state of the ratification amongst signatories to the OSPAR Convention is shown in the table below. Criteria and procedures governing observership of non-governmental international organisations at meetings of OSPAR were published in the 1992-1995 Annual Report (see Annex 2 for bibliographical details). 6 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Working Structures and Arrangements Working structure Further to decisions taken at the 1992 Ministerial Meeting of the Oslo and Paris Commissions, in particular to the adoption of the new Convention for the Protection of the Marine Environment of the North-East Atlantic, OSPAR decided to work from 1994 onwards under a revised structure which better corresponds to the aims of the 1992 OSPAR Convention. OSPAR also agreed to establish new arrangements for the group of Chairmen and Vice-Chairmen (CVC) that now will consist of the Chairman of the Commissions, the first and second Vice-Chairmen of the Commissions, the Chairman of ASMO and the Chairman of PRAM. The tasks of CVC will be twofold: advising the Chairman of the Commission; coordination of work of ASMO and PRAM. The working structure is at Figure 1. The Terms of Reference of OSPAR’s technical and scientific committees and working groups were published in the 1992-1995 Annual Report (see Annex 2 for bibliographical details). Work programme As required by the annual OSPAR Action Plan, all permanent working groups prepare and maintain detailed work programmes with a view to achieving the objectives of the Action Plan. Data management OSPAR adopted a policy for the management of the data and information collected for the purpose of its work. Main elements of this policy are: the development of a strategy document that should guide the collection and assessment of data and information necessary for the programmes and measures component of the work of the Commissions; an improvement of the data storage and handling facilities at the Secretariat; the transfer of data compiled under OSPAR’s Comprehensive Atmospheric Monitoring Programme to the Norwegian Institute for Air Research (NILU); a start of the discussion aimed at developing a geographical information system (GIS) for the purpose of OSPAR. Discussions with HELCOM, AMAP and ICES will continue with a view to developing further cooperation on data management, including possibilities for sharing costs for new developments. 7 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Rules of procedure OSPAR established new financial regulations and agreed that these should be submitted to the first meeting of the new OSPAR Commission with a view to their adoption. These rules will be applied, mutatis mutandis to the existing Commissions. The Chairman of the Paris Commission also acts as Chairman of the joint meeting of the two Commissions. Action G.1, page 28) 9 Activities of the Oslo and Paris Commissions July 1995 - June 1996 The 1997 Ministerial Meeting of the Commissions At the 1992 Ministerial Meeting of the Oslo and Paris Commissions, the Ministers undertook to meet periodically, in the first instance not later than 1997, to assess the progress made under the Convention for the Protection of the Marine Environment in the North East Atlantic and to adapt their strategies on the basis of the results obtained and new priorities which may rise. OSPAR 1995 decided to hold a Ministerial Meeting in 1997 in conjunction with the 1997 annual meeting of the Commissions (MMC 1997). The preparatory process for MMC 1997 started in November 1995 when Heads of Delegation established, with contributions from NGOs, a preliminary list of topics for discussion at MMC 1997. On the basis of this list, ASMO and PRAM identified and specified the necessary preparatory work. The agreed programme for preparing MMC 1997 contains the following main elements: activities to reinforce the active role of the Commissions in the assessment of compliance with agreed measures; development of an annex to the 1992 OSPAR Convention, concerning the protection of species and habitats and a strategy to achieve integration of measures to conserve species and habitats; revision of the general objective of the Commissions with regard to hazardous substances and the development of a strategy to implement this objective; development of measure(s) for the disposal of offshore installations and for the further reduction of discharges of oilcontaminated cuttings and produced water from offshore installations; finalisation of the strategy to combat eutrophication and of the common procedure for the identification of the eutrophication status of the maritime area, and the development of a plan to implement the strategy; an assessment of specific issues of concern; specific activities to establish or improve interrelations with governmental and non-governmental organisations. 10 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Cooperation with other International Organisations North Sea Conference Representatives of OSPAR participated as observers in the Committee of North Sea Senior Officials that was established by the Fourth International Conference on the Protection of the North Sea. Helsinki Commission Cooperation with the Helsinki Commission, in particular on data management issues, has been intensified. A liaison meeting with participation of the chairmen of PRAM and ASMO and the Secretariat will be convened with a view to identifying areas for further concrete cooperation. European Environment Agency The Secretariat participated in discussions on the establishment of a Topic Centre on the Marine and Coastal Environment within the framework of the European Environment Agency (EEA). A European ‘Inter-regional Forum’ will be established, with this topic centre as focal point and with participation of all four European regional marine conventions, i.e. the Helsinki Convention (Baltic), OSPAR Convention (North-east Atlantic), Barcelona Convention (Mediterranean) and the Bucharest Convention (Black Sea) as well as of several other international organisations (e.g. ICES and IOC). The main aim of the forum will be to facilitate the exchange and integration of existing data and information among regional and international conventions and organisations which are active in marine and coastal environmental monitoring and assessment. International Council for the Exploration of the Sea The International Council for the Exploration of the Sea (ICES) plays a major role as scientific advisory body, advising OSPAR in its assessment and monitoring work. The 1996 Work Programme of ICES included the following main elements: the development of monitoring guidelines for polyaromatic hydrocarbons; advice on the use of biological effects techniques for identifying effects of PCBs in marine mammals; the elaboration of guidelines for biological effects monitoring; a review of information on the relationship between inputs, concentrations and effects of pollutants; advice on quality assurance issues; and advice on the most appropriate means of monitoring to identify temporal trends. Furthermore, ICES is operating as the centre for data collected under the Joint Assessment and Monitoring Programme on contaminants in 11 Activities of the Oslo and Paris Commissions July 1995 - June 1996 water, sediment and biota of the marine environment and data resulting from biological monitoring. The ICES Secretariat participated in the development of a data management policy of the Commissions. 12 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Implementation of the 1995 OSPAR Action Plan General OSPAR agreed to review its Action Plan on an annual basis and to update it as necessary. The following substantial new actions/issues were included in the 1995 Action Plan, i.e.: a review of the current objective regarding hazardous substances (cf. Objectives of the 1995 OSPAR Action Plan); the development of specific activities to further inter-regional cooperation with, and transfer of expertise to, international and inter-regional governmental organisations for the protection of the marine environment at regional and global level (cf. Action B.4); a chapter on the protection of species and habitats in coastal and offshore areas was inserted, including the development of an Annex to the 1992 OSPAR Convention and of a strategy on the protection of species and habitats (cf. Actions C.1 to C.4); the development of a decision on the disposal of decommissioned offshore installations (cf. Action F.7). Objectives of the 1995 OSPAR Action Plan The Commission will, as a matter of principle for the whole maritime area of the Conventions, work towards the reduction, by the year 2000, of discharges and emissions of hazardous substances, these are substances which are toxic, persistent and liable to bioaccumulate, and which could reach the marine environment, to levels that are not harmful to man or nature with the aim of their elimination. The Commissions will review the current objective with regard to hazardous substances *. In particular, the Commissions will: * give priority to the substantial reduction of inputs to the maritime area of organohalogen substances which are toxic, persistent and liable to bioaccumulate, with the aim of their elimination; consider and develop measures to make significant reductions of anthropogenic inputs of the order of 50% or more between 1985 and 2000 from all sources of PAHs of concern to the marine environment; improve the operation of the criteria for hazardous substances, namely toxicity, persistency and liability to bioaccumulate. In so doing, the Ministerial Declaration of the Fourth International Conference on the Protection of the North Sea and other relevant work will be taken into account, tailored if necessary to reflect possible differences in conditions in the maritime area. 13 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Actions of concern to several Working Groups Action Plan Activities A.1 To develop a strategy for the further reduction of discharges, emissions and losses of hazardous substances in order to implement the Commissions’ objective in this respect. * Work on the development of the strategy has started with the aim of adopting an agreed strategy at the 1997 Ministerial Meeting of the Commissions. A.2 To review, at least every ten years, BAT/BEP Descriptions and to make any consequential changes in Decisions and Recommendations based upon them. The update of policy matters and of the technical content of those Decisions and Recommendations that will continue to be applicable under the 1992 OSPAR Convention has started and will be further developed during the 1996/1997 intersessional period. * 14 In so doing, the Ministerial Declaration of the Fourth International Conference on the Protection of the North Sea and other relevant work will be taken into account. Activities of the Oslo and Paris Commissions July 1995 - June 1996 Information Action Plan Activities B.1 To continue to collect qualitative and quantitative information concerning land-based point sources, riverine inputs and direct and diffuse discharges of hazardous substances and nutrients reaching the maritime area: The following reports concerning land-based inputs to the maritime area were adopted and will be published in 1996: annual report on discharges of mercury from the chlor-alkali industry in 1994; annual report on liquid discharges from nuclear installations, 1994; annual report on dumping at sea, 1993; report on discharges from refineries, 19811993; a report on the Use of Pesticides in Agriculture, Horticulture and Forestry; data report for the year 1994 resulting from the Comprehensive Atmospheric Monitoring Programme (CAMP); data report on riverine and direct inputs for the year 1994. Bibliographical details of these reports are at Annex 2. by water, through the extension of current reporting on discharges to other source categories; The collection of data on discharges of certain substances to water from a number of industrial sectors is ongoing (e.g. lead countries collect such data for the preparation and publication of background documents on which proposals for new measures are based). The first reports concerning discharges from the pulp and paper industry and from the vinyl chloride industry were published in 1995. by air, through the establishment of an emission inventory for selected substances based on a common methodology. Work on the establishment of an emission inventory of heavy metals and organic pollutants is being carried out by OSPAR in collaboration with UNECE and HELCOM. Germany is acting as lead country on this topic. A final report is expected in July 1996. Inventories of emissions of nutrients are currently being prepared for the following sources / sectors: forestry; aquaculture; municipal and industrial sewage, and direct and indirect industrial discharges of sewage. An evaluation of nutrient emissions from traffic is being prepared. This evaluation will take into account the relevant work carried out in other fora such as HELCOM and the EC. 15 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Action Plan Activities B.2 To continue to collect qualitative and quantitative information concerning discharges and emissions from offshore installations. A procedure for the preparation and examination of the report on discharges, waste handling and air emissions from offshore installations for 1994 has been agreed. B.3 To continue to collect qualitative and quantitative information concerning the dumping of materials. The annual report on dumping at sea, 1993 was approved by OSPAR and will by published in 1996. Bibliographical details of this report are at Annex 2. Furthermore, OSPAR agreed on: a revised reporting format for dumping at sea, to be used by Contracting Parties for the reporting of their national data from 1995 onwards; a procedure for the preparation and examination of the draft reports on dumping at sea in 1994 and 1995. B.4 To develop specific activities to further inter-regional cooperation with, and transfer of expertise to, international and inter-regional governmental organisations for the protection of the marine environment at regional and global level. 16 OSPAR adopted an approach for cooperation with and assistance of other international organisations. The cooperation with ‘neighbouring’ organisations will be intensified. Cooperation with and assistance to other organisations will be channelled via UNEP, as Secretariat for the Implementation of the Global Programme of Action. Activities of the Oslo and Paris Commissions July 1995 - June 1996 The protection of species and habitats in coastal and offshore areas* Action Plan Activities C.1 To develop an Annex to the 1992 OSPAR Convention on the protection of species and habitats. Work has started on the development of a draft annex to the OSPAR Convention on species and habitats. The aim is to adopt such an annex at the 1997 Ministerial Meeting of the Commissions. C.2 To develop a strategy to achieve integration of measures to conserve species and habitats. A first outline of a strategy to achieve integration of measures to conserve species and habitats will be drawn up in autumn 1996. C.3 To prepare for the implementation of the strategy mentioned under C2 in the North Sea, this implies: a. the development of an integrated view on the specific conservation measures necessary for ecologically important or key biodiversity indicator species and their habitats which are, or may become, threatened or vulnerable, including coastal and offshore areas; b. the assessment of: (i) the coordinated and other work necessary to improve the protection of marine species and their habitats outside territorial waters; and (ii) the action needed to coordinate that work with the corresponding work within territorial waters. A workshop on habitat classification and criteria for the selection of species and habitats will be held in autumn 1996. The Netherlands will host the workshop and will prepare a major overview document for discussion based on relevant information supplied by Contracting Parties in response to a questionnaire. C.4 To explore the possibility of extending Action C.3 for the whole maritime area. Work has not yet started. * Iceland added the following explanatory note: “Iceland did not have the opportunity to participate in the discussions that led to inclusion of part C in the 1995 Action Plan of the Commissions as they took place among participants at the North Sea Conference. Therefore, Iceland is not in the position at this stage to accept to be bound by the decision of the 1995 meeting of the Commissions in respect of part C of the 1995 Action Plan of the OSPAR Commission. Iceland is now in a process of preparing for the substantive discussion at the 1996 meeting of the Commissions regarding the 1996 Action Plan.” 17 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Land-based Sources Point Sources (other than offshore sources and point sources of nutrients) Action Plan Activities D.1.1 To develop further agreed descriptions of best available techniques and/or best environmental practice for particular industrial sectors, as identified in Appendix A for measures, by the year 2000 at the latest. In the 1995-1996 intersessional period Best Available Techniques (BAT) and Best Environmental Practice (BEP) descriptions have been finalised for the following sectors: Primary Production of Non-Ferrous Metals (Zinc, Copper, Lead and Nickel); Aluminium Electrolysis Industry. The reports will be published in due time. Bibliographical details are at Annex 2. An overview of BAT related work which is being carried out by different organisations in the OSPAR region has been completed. Work has started on the clarification/solution of difficulties of Contracting Parties with PARCOM Decisions derived from BAT studies on several sectors. In addition work is ongoing concerning a draft background document concerning the significance of fossil fuel combustion, environmental effects and BAT in the case of large fossil fuel combustion plants ( 50 MW th). D.1.2 To adopt further measures, including the application of best available techniques and best environmental practice, for the reduction or elimination of inputs to the maritime area from specific industrial sectors; the sectors to be addressed initially are listed at Appendix A; in considering these sectors, attention should be given in particular to activities which result in inputs of hazardous substances (especially organohalogen substances) and to the reduction of such inputs, with the aim of their elimination. The Paris Commission adopted PARCOM Decisions and Recommendations concerning: the use of hexachloroethane in the non-ferrous metal industry; BAT and BEP electrolysis plants; for existing aluminium the phasing-out of the use of molecular chlorine in the bleaching of kraft and sulphite pulp; BAT for the manufacture of vinyl chloride monomer; BAT for the manufacture of suspension-PVC. See Annex 3 for the full titles of these PARCOM Decisions and Recommendations and information on any pending reservation from Contracting Parties and Annex 2 for the bibliographical details. Draft PARCOM Decisions and Recommendations relating to the following sectors are currently being developed: draft PARCOM Decision on Emission Limit Values for Existing Aluminium Electrolysis Plants; 18 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Action Plan D.1.2 Continued. Activities draft PARCOM Recommendation Concerning BAT and BEP for the Primary Non-Ferrous Metal Industry; draft PARCOM Decision on Limits for Emissions to the Atmosphere and Discharges into Water of Contaminants from the Primary Non-Ferrous Metal Industry; draft PARCOM Recommendation on Emission Limit Values for the Organic Chemical Industry; draft PARCOM Decision on Emission Limit Values for the Vinyl Chloride Sector, Applying to the Manufacture of Suspension-PVC from Vinyl Chloride Monomer; draft PARCOM Decision on Emission Limit Values for the Manufacture of Vinyl Chloride Monomer and/or 1.2-Dichloroethane; draft PARCOM Decision concerning Discharge Limit Values for Effluent Discharges from Wet Processes in the Textile Processing Industry; draft PARCOM Recommendation concerning Effluent Discharges in the Textile Processing Industry; draft PARCOM Recommendation on the Measures to be Taken to Limit Pollution Due to Large Fossil Fuel Combustion Plants ( 50 MW th). D.1.3 To identify further sectors for such action; in so doing, priority should be given to those sectors whose activities result in inputs of hazardous substances (especially organohalogen substances) and within those sectors to the reduction of such inputs with the aim of their elimination. The graphic industry sector has been included in the 1995 OSPAR Action Plan as sector to be considered for action. The relevance of this sector, e.g. concerning inputs of hazardous substances to the maritime area, will be assessed in 1996. D.1.4 To adopt further measures for the prohibition of the use of organohalogen substances which are unnecessary for the intended use or process, and do not therefore need to be substituted for. Otherwise, to compile a list of processes and substances which are suitable for use as substitutes. The reduction of organohalogen substances which are toxic, persistent and liable to bioaccumulate is one of the main aims of OSPAR’s current work with regard to several industrial sectors (e.g. textile industry, organic chemical industry, PVC). 19 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Diffuse Sources Action Plan Activities D.2.1 To develop further agreed descriptions of best environmental practice for particular diffuse sources, as identified for measures in Appendix B. In the 1995-1996 intersessional period OSPAR finalised a compilation of methods for the storage, handling and destruction of PCBs which will be published in due time (see Annex 2 for bibliographical details). It should be noted that a qualification of which of these methods constitute best environmental practice, is outstanding. D.2.2 To adopt further measures, including best environmental practice, for the reduction or elimination of inputs to the maritime area of hazardous substances from diffuse sources as identified for measures in Appendix B. The Paris Commission adopted PARCOM Recommendations concerning the phasing out of the use of one-component coal tar coating systems for inland ships. See Annex 3 for the full title of this PARCOM Recommendation and information on any pending reservation from Contracting Parties and Annex 2 for the bibliographical details. OSPAR requested the EC to initiate appropriate actions with a view to limiting effectively the marketing and use of some products containing mercury. Work on the diffuse sources of the following substances is in progress: uses of brominated flame retardents; PCBs and hazardous PCB substitutes; non-agricultural uses of pesticides; anthropogenic sources of PAH emission; medium and long-chained chlorinated paraffins; uses of nonylphenols ethoxylates; and nonylphenol detergents; mercury. D.2.3 To identify and prioritise further hazardous substances (especially organohalogen substances) and diffuse sources of such substances which are not yet covered by programmes or measures, for such action. Diffuse sources of the following substances will be considered for action in 1996: additives in plastics; substances suspected of causing endocrine and hormone-like effects; musk xylene and bromocyclene; trichlorobenzene. 20 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Action Plan Activities D.2.4 To adopt further measures for the prohibition of the use of organohalogen substances which are unnecessary for the intended use or process, and do not therefore need to be substituted for. Otherwise, to compile a list of processes and substances which are suitable for use as substitutes. OSPAR has put in hand a programme of work concerning diffuse sources of organohalogens which addresses, inter alia: halogenated solvents; the use of hypochlorite in households and swimming pools; the need for measures concerning biocides in cooling water systems. 21 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Nutrients Action Plan Activities D.3.1 To establish common methodologies for the calculation of anthropogenic nutrient inputs to the aquatic environment from agriculture and other sources as appropriate with the aim of improving the calculation of these inputs. An overview concerning the calculation of mineral surpluses and of methodologies for the calculation of anthropogenic nutrient inputs to the aquatic environment has been examined in 1995 and will be further elaborated in 1996, taking into account also developments in other international fora (e.g. within the North Sea Conference framework). Work on the definition and operational aspects of balanced fertilisation is ongoing. D.3.2* To establish measures for reducing, by 50% between 1985 and 1995, nutrient inputs from anthropogenic activities (particularly for those sectors listed in Appendix C) to areas where these inputs are likely, directly or indirectly, to cause pollution and, in so doing, to pay particular attention to the agricultural sector and the implementation of measures identified for that sector. Proposals for a draft PARCOM measure concerning the Reduction of Nutrient Inputs from Agriculture have been examined in 1995 and will be further elaborated in 1996. D.3.3 To establish methodologies for assessing the effectiveness of the measures taken to reduce nutrient inputs to the aquatic environment. A first overview of source-oriented monitoring and assessment methods used by Contracting Parties to evaluate the effectiveness of measures taken to reduce nutrient inputs has been compiled. Further work as regards this issue will be based on common methodologies for the calculation of anthropogenic nutrient inputs (cf. D.3.1.) and will take into account the information on national assessment methods which has already been provided by Contracting Parties (cf. 1995 OSPAR report on Nutrients in the Convention Area). D.3.4 To develop further the strategy to combat eutrophication in the maritime area on a regional basis. Work on the strategy to combat eutrophication is ongoing with a view to adopt the strategy at the 1997 Ministerial Meeting of the Commissions. * 22 Work on this action will continue as the objective has not been achieved in 1995. Activities of the Oslo and Paris Commissions July 1995 - June 1996 Action Plan Activities D.3.5 To establish a common procedure for the identification of problem areas, potential problem areas and non-problem areas with regard to eutrophication. Work on the development of a common procedure for the identification of the eutrophication status of the maritime area will continue. The aim is to adopt the common procedure at the 1997 Ministerial Meeting of the Commissions. The common procedure will be incorporated into the strategy to combat eutrophication in the maritime area (cf. D.3.4). D.3.6 To develop plans to implement the strategy to combat eutrophication on a regional basis in the North Sea and other areas concerned. A draft conceptual framework on the strategy to combat eutrophication has been established, which includes, inter alia, aspects concerning the implementation of the strategy. Based on the further elaboration of this conceptual framework, a plan for the implementation of the strategy will be developed with a view for adoption at the 1997 Ministerial Meeting of the Commissions. 23 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Radioactive Substances Action Plan Activities D.4.1 To establish criteria for assessing and/or reporting on the use of best available techniques to prevent and eliminate pollution by inputs of radioactive substances to the maritime area. The existing guidelines for the submission of information about, and the assessment of, the application of BAT in nuclear facilities are currently being used by Contracting Parties on a trial basis in the second round of implementation reporting on PARCOM Recommendation 91/4 on Radioactive Discharges. The guidelines will be reviewed in the light of the experiences gained. D.4.2 To adopt further measures, including the application of best available techniques for the reduction or elimination of inputs of radioactive substances to the maritime area. Background information has been compiled and examined concerning the inputs of radioactive substances from non-nuclear industries, in particular by the production of phosphate fertiliser. D.4.3 To consider the implications for OSPAR of the results of the request to OECD/NEA to carry out a thorough technical review and an assessment of the reprocessing and non-reprocessing options for spent fuel management. Following OSPAR’s request, the NEA has agreed in 1995 on a study concerning this matter. In October 1996, the progress achieved will be examined by the NEA with a view to deciding on the further work to be carried out. D.4.4 To initiate an on-going review of the conclusions of the North Sea Quality Status Report 1993 regarding radioactive substances. The collection of data and information concerning the releases of polonium-210 from the discharge of phophogypsum has been completed and will be examined together with the inputs of radioactive substances from other non-nuclear industries (cf. D.4.2, see also D.4.5). D.4.5 To prepare a summary environmental impact assessment of the effect and relative contributions of remobilised historical discharges and current discharges of radioactive substances, including wastes, on the marine environment. A list of environmentally radionuclides has been examined. Possible measures concerning this sector will be considered in 1997. In view of the time schedule of this complex study, OSPAR will not be able to consider the relevant results before the year 2000. important Organisational arrangements have been made for: the collection of existing and new data and information on radioactive contamination; the establishment of criteria for the evaluation of the environmental impact (other than the impact on man); and an assessment of this information. Information concerning the uptake and remobilisation of historic discharges of radioactive substances has been examined. 24 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Dumping Action Plan Activities E.1 To describe and encourage the use of best environmental practice in relation to the dumping of dredged material and associated dredging operations. Work has been initiated concerning a review and revision of the current guidelines for dredged material, which had been adopted by the Oslo Commission in 1993. E.2 To continue to develop measures relating to the dumping of dredged material. The development of further measures relating to the dumping of dredged material will depend on the outcome of the review of the guidelines for dredged material (cf. E.1.) and the further work on criteria for assessing the acceptability of sediments for dumping at sea (cf. E.3). E.3 In addition to measures already being taken to reduce pollution from land-based sources, to consider the need for specific measures for the reduction of anthropogenic loads in dredged material to be dumped at sea and, as appropriate, to adopt such measures. A compilation of national sediment quality criteria and how they are applied by Contracting Parties has been started with a view to establish criteria for assessing the acceptability of sediments for dumping at sea. E.4 To ensure that appropriate criteria, guidelines and procedures are in place with regard to the dumping and placement of wastes and other matter listed at Appendix D, giving priority to those wastes and other matter for which there is no phase-out date. Work is ongoing as regards: dredged material (cf. E.1); guidelines for the dumping of inert material of natural origin; guidelines for the construction of artificial reefs; guidelines for dumping of fish-waste from landbased industrial fish processing operations. No work has been carried out with regard to the development of guidelines for the dumping of sewage sludge and vessels / aircraft, taking into account that the dumping of these matters will be phased out by 1998 (sewage sludge) and by 2004 at the latest (vessels and aircraft). 25 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Offshore Sources Action Plan Activities F.1 To investigate further the extent and effects of pollution caused by produced water, and to describe best available techniques and to adopt measures for the control of the oil and chemical content of aqueous discharges from offshore installations. A review of PARCOM Recommendation 92/6 on produced water management on offshore installations has been initiated. This review will also include a review of the current 40 mg oil/l target standard and the BAT on which it is based. F.2 To undertake an appraisal of the significance of, and the possibilities for reducing emissions of, PAHs from offshore installations. Information concerning the PAH emissions from offshore installations is being collected and will be examined in 1997. F.3 To develop a harmonised mandatory control system for the use and reduction of the discharge of chemicals taking account of best available techniques and best environmental practice. OSPAR adopted a PARCOM Decision on a Harmonised Mandatory Control System for the Use and Reduction of the Discharge of Offshore Chemicals. This PARCOM Decision consists of: In addition a report about the stabilisation or reduction of the pollution caused by produced water will be examined in 1997. a Harmonised Offshore Chemical Notification Format; a pre-screening mechanism; and a ranking system of the substances/preparations; and will be reviewed after a trial period of 2 years. See Annex 3 for the full title of this PARCOM Dicision and information on any pending reservation from Contracting Parties and Annex 2 for the bibliographical details. F.4 To describe best available techniques and to adopt measures for the control of contaminated cuttings and therefore to prepare further measures on, including considerations of a ban on, the discharge of oilcontaminated cuttings into the maritime area by the year 1997. In exceptional cases, where the use of OBM is necessary strictly for safety or geological reasons, the discharge of oil contaminated cuttings can be allowed if this discharge is consistent with PARCOM Decision 92/2. 26 Information and experiences gained by Contracting Parties concerning the use of synthetic muds has been examined. Proposals for criteria for the use and the discharge of such muds will be examined in 1997. Activities of the Oslo and Paris Commissions July 1995 - June 1996 Action Plan Activities F.5 To investigate the environmental impact of, the need for, and possible means for, cleaning up seabeds contaminated by oily cuttings. Work has started on this issue and information about the cleaning up of seabeds contaminated by oily cuttings will be examined in 1997. F.6 To prepare a categorisation of all offshore installations in the maritime area. A tentative categorisation of offshore installations has been agreed as basis for further work on the preparation of an OSCOM/OSPAR measure on the disposal of offshore installations (cf. F.7) as well as for a compilation of more detailed information on such installations. F.7 To prepare a decision on the disposal of decommissioned offshore installations with a view to its implementation by 1997, taking into account the reservations on Decision OSCOM 95/1 by two states and the explanatory note to this Decision by one state. A procedure has been agreed for the preparation of an OSCOM or OSPAR measure concerning the disposal of offshore installations, which could be adopted on the basis of unanimity at the 1997 Ministerial Meeting of the Commissions. 27 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Monitoring and Assessment Action Plan Activities G.1 To work towards a quality assessment by the year 2000 of the whole maritime area by preparing a Quality Status Report 2000 (the QSR 2000) which synthesises the information of five regional quality status reports, to be prepared for: Guidelines have been agreed for the preparation and production of the regional QSRs and the QSR 2000. a. Region I: the Arctic Waters (taking into account the work of the Arctic Monitoring and Assessment Programme); b. Region II: the Greater North Sea (taking into account the results of the North Sea Quality Status Report 1993); c. Region III: The Celtic Seas (taking into account the work of the Irish Sea Science Coordination Group); d. Region IV: the Bay of Biscay and Iberian Coast; and These guidelines include: a common layout/structure for the QSRs; the distribution of issues of the Joint Assessment and Monitoring Programme (JAMP) between chapters; the role of workshops in preparing the QSRs; standard approaches for “special areas”; a timetable for the production of the regional QSRs and the QSR 2000. Consideration is being given procedures for the QSR 2000. to publishing Work has started within the regional task teams on preparations for quality status reports on Regions I, II, III, IV and V. These activities give due account to work ongoing within the Arctic Monitoring and Assessment Programme and to the results of the North Sea Quality Status Report 1993. e. Region V: the Wider Atlantic. Matters related to estuaries will be addressed within the regional quality status reports, as appropriate. G.2 To follow the agreed strategy for the Joint Assessment and Monitoring Programme and to continue to develop and to implement the Joint Assessment and Monitoring Programme (JAMP). Monitoring guidelines associated with the former Joint Monitoring Programme are in the process of being revised for the JAMP. This work will continue in the 1996/1997 intersessional period and is expected to conclude during 1997. Guidelines were adopted on standard methodology for the use of (oiled) beached birds as indicators of marine oil pollution. The UK entered a study reservantion on these guidelines. A list of products have been agreed which: a. should be ready for the QSR 2000; b. are likely to be available after the QSR 2000. OSPAR’s subsidiary bodies will develop strategies for implementing the JAMP and will focus in the short-term on ensuring the availability of products for the QSR 2000. G.3 To continue preparations for the five regional assessments. Work on the preparations for the five regional assessments continued throughout the 1995/1996 intersessional period. 28 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Action Plan Activities G.4 To continue to implement and to develop further, co-ordinated programmes for determining inputs of contaminants to the maritime area. Input data were collected in accordance with the principles of CAMP (atmospheric inputs) and RID (riverine and direct discharges). Both programmes are in the process of being revised (in terms of a revision of the principles, improvements in quality assurance and data handling). G.5 To continue to implement and to develop further, co-ordinated programmes of assessment-related research. Assessment tools are being developed to help assess of the quality of the marine environment. Workshops on the following topics were held during the 1995/1996 intersessional period: the development of ecotoxicological assessment criteria for biota (hosted by Germany); the development of Ecological Objectives (hosted by Norway); Quality the use of models in environmental risk assessments of accidents in the shipping and offshore industries (hosted by the Netherlands). Terms of reference were adopted for the following activities for the 1996/1997 intersessional period: a workshop on background concentrations of contaminants; a workshop on an overall evaluation and update of ecotoxicological assessment criteria for water, sediment and biota; a modelling workshop on eutrophication issues; a Joint OSPAR/ICES Workshop on the identification of statistical methods for temporal trend detection. G.6 To exchange information on research, monitoring, technologies and means of regulation relating to the extraction of marine aggregates from the seabed. No specific activities were carried out. 29 Activities of the Oslo and Paris Commissions July 1995 - June 1996 Compliance and Effectiveness Assessment Action Plan Activities H.1 To establish and apply a mechanism for Contracting Parties to report on their Compliance with the Conventions and their implementation of the Decisions and Recommendations adopted under the Conventions. OSPAR has developed procedures whereby each Contracting Party reports on the implementation of Decisions and Recommendations one year after their entry into force. Formats for this implementation reporting are annexed to all new OSCOM and PARCOM measures. For Decisions and Recommendations which include a deadline, implementation reports are to be submitted in the first year following the deadline. For Decisions and Recommendations without a deadline, implementation reports should be submitted every four years until all measures are fully implemented. Bibliographical details of published implementation reports are at Annex 2. A review of the current implementation reporting system has started. To this end OSPAR agreed on a preliminary procedure for the preparation, assessment and publishing of implementation reports. This preliminary procedure will be finalised in 1997 after a trial period of one year and taking into account the experiences gained in the 1995/1996 intersessional period. H.2 To assess the effectiveness of the measures adopted and to assess the feasibility of greater reductions. 30 The effectiveness of measures is being evaluated by assessing Contracting Parties’ implementation reports (cf. H.1). In addition, work has started in order to assess the effectiveness of measures within the framework of the JAMP. La réunion annuelle d'OSPAR s'est tenue à Oslo (du 17 au 21 juin 1996). On trouvera en annexe 1 une vue d'ensemble des réunions des organes subsidiaires techniques et scientifiques d'OSPAR au cours de cette période. Les critères et procédures régissant le statut d’observateur des organisations internationales non gouvernementales aux réunions d’OSPAR ont été publiés dans le rapport annuel 1992-1995 (voir bibliographie en annexe 2). 6 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 __________________________________________________________________________________________ Structures et méthodes de travail Structure de travail A la suite des décisions prises à la Réunion ministérielle des Commissions d'Oslo et de Paris tenue en 1992, et notamment de l'adoption de la nouvelle Convention pour la protection du milieu marin de l'Atlantique du nord-est, OSPAR a décidé d'adopter, à partir de 1994, une nouvelle structure correspondant mieux aux objectifs de la Convention OSPAR 1992. OSPAR est par ailleurs convenue d'instaurer de nouvelles dispositions pour le Groupe des présidents et des vice-présidents (CVC), lequel est désormais composé du président des Commissions, du premier et du deuxième vice-présidents des Commissions, du président de l'ASMO et du président du PRAM. Les missions du CVC se présenteront en deux volets: donner conseil au président de la Commission; coordonner les travaux de l’ASMO et du PRAM. La figure 1 illustre la structure de travail. Par ailleurs, les mandats des comités et groupes de travail techniques et scientifiques d'OSPAR ont été publiés dans le rapport annuel 1992-1995 (voir bibliographie en annexe 2). Programme de travail Ainsi que le requiert le plan d'action annuel d'OSPAR, tous les groupes de travail permanents mettent sur pied et réalisent des programmes de travail détaillés, ceci dans le but de réaliser les objectifs du plan d'action. Gestion des données Aux fins de ses travaux, OSPAR a adopté une politique informatique. Les principaux éléments de cette politique sont les suivants: élaboration d'un document stratégique, qui régirait la collecte et l'appréciation des statistiques et des informations nécessaires à la composante programmes et mesures de la mission des Commissions; amélioration des équipements informatiques du secrétariat; transfert des données collationnées dans le cadre du Programme exhaustif OSPAR de surveillance de l'atmosphère à l'Institut norvégien d'étude de l'atmosphère (NILU); amorce du débat visant à mettre sur pied un système d'information géographique (GIS) aux fins d'OSPAR. Les entretiens avec HELCOM, l'AMAP et le CIEM se poursuivront afin de développer la coopération dans le domaine de l'informatique, et notamment sur les possibilités de partager les frais suscités par les nouveaux progrès accomplis dans ce domaine. 7 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 __________________________________________________________________________________________ Règlement intérieur OSPAR a mis sur pied un nouveau règlement financier, et est convenue que celui-ci serait soumis à la première réunion de la nouvelle Commission OSPAR, en vue de son adoption. Ce règlement sera appliqué, mutatis mutandis, aux Commissions actuelles. Responsables des Commissions d’Oslo et de Paris Les délégués nationaux ci-après cités ont occupé les postes de président ou de vice-président d'OSPAR en 1995-1996. Action G.1, page 32) 9 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 __________________________________________________________________________________________ La réunion ministérielle des Commissions, devant se tenir en 1997 En 1992, à la réunion ministérielle des Commissions d'Oslo et de Paris, les ministres se sont engagés à se réunir périodiquement, au premier chef au plus tard en 1997, afin de juger des progrès accomplis dans le contexte de la Convention pour la protection du milieu marin de l'Atlantique du nord-est, et d'adapter leurs stratégies aux résultats obtenus et aux nouvelles priorités susceptibles de se faire jour. OSPAR 1995 a décidé de tenir une réunion ministérielle en 1997, ceci en conjonction avec la réunion annuelle des Commissions devant se tenir en 1997 (MMC 1997). Le processus de préparation de la MMC 1997 a démarré en novembre 1995, moment où les chefs de délégation ont dressé, avec des contributions des ONG, la liste préliminaire des thèmes à débattre à la MMC 1997. Sur la base de cette liste, l'ASMO et le PRAM ont défini et stipulé les travaux préparatoires correspondants. Le programme convenu pour la préparation de la MMC 1997 est constitué des principaux éléments ci-après: activités destinées à intensifier le rôle joué par les Commissions dans l'appréciation de la mise en conformité aux mesures convenues; mise sur pied d'une annexe à la Convention OSPAR 1992, concernant la protection des espèces et des habitats, ainsi que d'une stratégie ayant pour but d'intégrer les mesures de conservation des espèces et des habitats; révision de l'objectif général des Commissions, concernant les substances dangereuses, et élaboration d'une stratégie permettant de réaliser cet objectif; élaboration d'une ou plusieurs mesures portant sur l'élimination des installations en offshore ainsi que sur la poursuite de la réduction des rejets de débris pollués par les hydrocarbures et de l'eau de production des installations en offshore; mise au point de la stratégie de lutte contre l'eutrophisation ainsi que de la procédure commune de détermination de l'eutrophisation de la zone maritime, et élaboration d'un plan de mise en oeuvre de ladite stratégie; évaluation de certains questions préoccupantes; travaux visant à instaurer des relations avec les organisations gouvernementales et non gouvernementales ou à les améliorer. 10 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 __________________________________________________________________________________________ Coopération avec d’autres organisations internationales Conférence sur la mer du Nord Des représentants d'OSPAR ont pris part, en qualité d'observateurs, au Comité des hauts fonctionnaires de la mer du Nord, créé par la quatrième Conférence internationale sur la protection de la mer du Nord. Commission d’Helsinki La coopération avec la Commission d'Helsinki, notamment dans le domaine de l'informatique, a été intensifiée. Une réunion de liaison à laquelle participeront les présidents du PRAM et de l'ASMO ainsi que le Secrétariat sera convoquée afin de définir les domaines dans lesquels il serait possible de développer concrètement la collaboration. Agence européenne pour l’environnement Le Secrétariat a pris part aux entretiens relatifs à la création d'un centre thématique de l'environnement marin et côtier dans le cadre de l'Agence européenne pour l'environnement (AEE). Un "Forum inter-régional" européen sera créé, forum dont le centre thématique sera le pivot, avec une participation des quatre conventions marines régionales européennes, autrement dit la Convention d'Helsinki (Baltique), la Convention OSPAR (Atlantique du nord-est), la Convention de Barcelone (Méditerranée) et la Convention de Bucarest (mer Noire), ainsi que de plusieurs autres organisations internationales (p.ex. le CIEM et la COI). Ce forum aura pour principal objectif de faciliter l'échange et l'intégration des statistiques et des éléments d'information en possession, entre conventions et organisations régionales et internationales jouant un rôle dans la surveillance et l'étude du milieu marin et côtier. Conseil international pour l’exploration de la mer Le Conseil international pour l'exploration de la mer (CIEM) joue un rôle majeur en qualité d'organe scientifique consultatif, et donne conseil à OSPAR aux fins de sa mission d'évaluation et de surveillance. Pour 1996, le programme de travail du CIEM comprenait les principaux éléments suivants: élaboration de lignes directives relatives à la surveillance des hydrocarbures polyaromatiques; conseils sur l'application des techniques des effets biologiques afin de déceler les effets des PCB sur les mammifères marins; élaboration de lignes directives sur la surveillance des effets biologiques; examen des informations sur le rapport entre les apports, les teneurs et les effets des polluants; conseils sur les questions de contrôle de qualité; et 11 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 __________________________________________________________________________________________ conseils sur les meilleurs moyens d'exercer une surveillance visant à déceler les tendances chronologiques. De plus, le CIEM sert de centre informatique pour les données recueillies dans le cadre du programme conjoint d'évaluation et de surveillance sur les contaminants dans l'eau, les sédiments et le biote du milieu marin, ainsi que pour les données issues de la surveillance biologique. Le Secrétariat du CIEM a participé à la mise au point de la politique informatique des Commissions. 12 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 __________________________________________________________________________________________ Mise en oeuvre du plan d’action OSPAR 1995 Généralités OSPAR est convenue de revoir son plan d'action tous les ans, et de l'actualiser en tant que de besoin. Les nouvelles mesures/questions importantes ci-après ont été inscrites au plan d'action 1995: réexamen de l'objectif actuel relatif aux substances dangereuses (cf. objectifs du plan d'action OSPAR 1995); définition des travaux visant à développer la coopération inter-régionale avec les organisations gouvernementales internationales et inter-régionales chargées de la protection du milieu marin au niveau régional et au niveau mondial, et transfert de compétences à celles-ci (cf. point B.4); un chapitre sur la protection des espèces et des habitats dans les zones côtières et de haute mer a été inséré, portant notamment sur l'élaboration d'une annexe à la Convention OSPAR 1992 ainsi que d'une stratégie de protection des espèces et des habitats (cf. points C.1 à C.4); élaboration d'une décision sur l'élimination des installations d'offshore désaffectées (cf. point F.7). Objectifs du plan d’action OSPAR 1995 En principe et pour l’ensemble de la zone maritime des Conventions, les Commissions travailleront dans le sens d’une réduction, d’ici l’an 2000, des rejets et des émissions de substances toxiques, persistantes, susceptibles de bioaccumulation et capables d’aboutir dans le milieu marin, à des niveaux inoffensifs pour l’homme comme pour la nature, le but étant de les supprimer. Les Commission reverront l’objectif actuellement relatif aux substances dangereuses*. Plus particulièrement, les Commissions: * donneront la priorité à une réduction importante des apports à la zone maritime de substances organohalogénées toxiques, persistantes et susceptibles de bioaccumulation, dans le but de supprimer ces apports; considèreront et mettront au point des mesures visant à obtenir des baisses de l’ordre de 50% ou plus entre 1985 et l’an 2000 des apports anthropiques de HPA de toutes origines, apports préoccupants pour le milieu marin; amélioreront l’application des critères relatifs aux substances dangereuses, à savoir toxicité, persistance et faculté de bioaccumulation. Ce faisant, il sera tenu compte de la déclaration ministérielle issue de la quatrième Conférence internationale sur la mer du Nord, ainsi que des autres travaux pertinents, en les adaptant si nécessaire afin de prendre en compte des différences éventuelles des conditions qui se présentent dans la zone maritime. 13 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Mesures concernant plusieurs groupes de travail Plan d’action Activités A.1 Mettre au point une stratégie propre à diminuer plus encore les rejets, émissions et pertes de substances dangereuses, afin de réaliser l’objectif des Commissions à cet égard.* L'élaboration de la stratégie a été amorcée, le but étant d'adopter une stratégie convenue à la réunion ministérielle des Commissions devant se tenir en 1997. A.2 Revoir, au moins tous les dix ans, les descriptions de la BAT/BEP et modifier en conséquence les décisions et recommandations fondées sur celles-ci. L'actualisation des questions politiques et du contenu technique des décisions et des recommandations qui seront maintenues après l'entrée en vigueur de la Convention OSPAR 1992 a commencé, et se poursuivra pendant l'intersession 1996/1997. * 14 Ce faisant, il sera tenu compte de la déclaration ministérielle issue de la quatrième Conférence internationale sur la protection de la mer du Nord, ainsi que des autres travaux pertinents. On trouvera en annexe 2 la bibliographie de ces rapports. par l’eau, ceci en élargissant les notifications actuelles aux rejets provenant d’autres catégories de sources; La collecte des données sur les rejets de certaines substances dans l'eau, provenant de plusieurs secteurs industriels, est en cours (par exemple, les pays pilotes recueillent ces données pour mettre sur pied et publier des documents de fond sur lesquels sont fondés les nouveaux projets de mesures). Les premiers rapports relatifs aux rejets de l'industrie du papier et de la pâte à papier ainsi que de l'industrie du chlorure de vinyle ont été publiés en 1995. 15 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités B.1 suite par l’air, en dressant un inventaire des émissions de substances sélectionnées, sur la base d’une méthodologie commune. En collaboration avec la Commission économique des Nations Unies pour l'Europe et avec HELCOM, OSPAR dresse l'inventaire des émissions de métaux lourds et de polluants organiques. Dans ce domaine, l'Allemagne assure le rôle de pays pilote. Un rapport final devrait sortir en juillet 1996. Les inventaires des émissions de nutriments des sources/secteurs ci-après sont en cours de mise sur pied: sylviculture; aquaculture; eaux usées municipales et industrielles, ainsi que rejets directs et indirects d'eaux usées industrielles. On procède par ailleurs à une évaluation des émissions de nutriments dues à la circulation automobile. Cette évaluation tiendra compte des travaux correspondants réalisés dans d'autres instances, telles que HELCOM et la Commission européenne. B.2 Poursuirvre la collecte renseignements qualitatifs quantitatifs sur les rejets et sur émissions des installations offshore. des et les en Une procédure de mise sur pied et d'examen des rapports sur les rejets, le traitement des déchets et les émissions atmosphériques des installations en offshore en 1994 a été convenue. B.3 Poursuirvre la collecte des renseignements qualitatifs et quantitatifs sur l’immersion des matériaux et matières. Le rapport annuel sur les immersions en mer (1993) a été approuvé par OSPAR, et sera publié en 1996. On trouvera la bibliographie correspondante en annexe 2. De plus, OSPAR s'est mise d'accord sur: un nouveau formulaire de notification des immersions en mer, devant être utilisé par les Parties contractantes afin de communiquer leurs statistiques nationales à partir de 1995; une procédure de mise sur pied et d'examen des projets de rapport sur les immersions en mer en 1994 et 1995. 16 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités B.4 Elaborer des mesures visant spécifiquement à développer la coopération inter-régionale avec des organisations gouvernementales internationales et inter-régionales ayant vocation à protéger le milieu marin au niveau régional et au niveau mondial, ainsi qu’à transférer des compétences auxdites organisations. OSPAR a adopté une stratégie de collaboration avec d'autres organisations internationales ainsi que d'aide aux dites organisations. La coopération avec les organisations “voisines” sera intensifiée. La coopération avec les autres organisations, et l'aide à celles-ci, seront canalisées par le PNUE, en sa qualité de secrétariat chargé de la mise en oeuvre du programme mondial d'action. 17 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Protection des espèces et des habitats dans les zones côtières et les zones de haute mer * Plan d’action Activités C.1 Elaborer une annexe à la Convention OSPAR 1992, annexe portant sur les espèces et les habitats.. Les travaux d'élaboration d'un projet d'annexe à la Convention OSPAR, annexe relative aux espèces et aux habitats, ont été amorcés, le but étant d'adopter celle-ci à la réunion ministérielle des Commissions en 1997. C.2 Mettre au point une stratégie permettant d’intégrer des mesures de préservation des espèces et des habitats. La première esquisse de la stratégie d'intégration des mesures de conservation des espèces et des habitats sera mise sur pied en automne 1996. C.3 Les préparatifs de la mise en oeuvre, en mer du Nord, de la stratégie visée à l’alinéa C.2 impliquent: a. l’élaboration d’un point de vue intégré sur les mesures de conservation spécifiées, telles que nécessaires aux espèces écologiquement importantes ou aux espèces indicatrices clefs et à leurs habitats, menacées ou vulnérables risquant de le devenir, dont les zones côtières et les zones de haute mer; b. l’évaluation: (i) des travaux coordonnés et autres travaux nécessaires à l’amélioration de la protection des espèces marines et de leurs habitats en dehors des eaux territoriales; et (ii) des mesures nécessaires à la coordination de ces travaux et des travaux correspondants dans les eaux territoriales. Un atelier sur la classification des habitats et sur les critères de sélection des espèces et des habitats se tiendra pendant l'automne 1996. Les Pays-Bas accueilleront cet atelier et mettront sur pied un document d'ensemble important en vue des discussions à cet égard, ceci en se fondant sur les éléments d'information communiqués par les Parties contractantes en réponse à un questionnaire. C.4 Explorer la possibilité d’étendre les mesures visées en C.3 à l’ensemble de la zone maritime. Les travaux n'ont pas encore démarré. * L’Islande a ajouté la note explicative suivante: “L’Islande n’a pas eu la possibilité de prendre part aux délibérations qui ont abouti à l’insertion de la partie C dans le plan d’action des Commissions, car ces délibérations ont eu lieu entre les participants à la Conférence sur la mer du Nord. Au stade actuel, l’Islande n’est en conséquence pas en mesure d’accepter d’être liée par la décision prise à la réunion des Commissions tenue en 1995 eu égard à la partie C du plan d’action 1995 de la Commission OSPAR. L’Islande se prépare à la discussion de fond qui doit intervenir à la réunion des Commissions en 1996, relativement au plan d’action 1996.” 18 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Sources telluriques Sources ponctuelles (autres que les sources en offshore et les sources ponctuelles de nutriments) Plan d’action Activités D.1.1 Poursuivre l’élaboration de descriptions convenues des meilleures techniques disponibles et/ou de la meilleure pratique environnementale dans des secteurs industriels particuliers, tels que repris en appendice A, ceci d’ici l’an 2000 au plus tard. Au cours de l'intersession 1995-1996, des descriptions des meilleures techniques disponibles (BAT) et de la meilleure pratique environnementale (BEP) ont été mises au point pour les secteurs suivants: fabrication des métaux non ferreux de première fusion (zinc, cuivre, plomb et nickel); fabrication de l'aluminium par électrolyse. Les rapports correspondants seront publiés en temps voulu. On trouvera les renseignements bibliographiques en annexe 2. La synthèse des travaux sur les BAT, tels qu'en cours dans le cadre de diverses organisations dans la région OSPAR, a été menée à bien. Des travaux ont été amorcés afin de clarifier les questions/résoudre les problèmes que les décisions PARCOM découlant des études de BAT dans plusieurs secteurs suscitent pour les Parties contractantes. De plus, on travaille à l'heure actuelle à la mise sur pied d'un projet de document de fond sur l'importance que présente le brûlage des combustibles fossiles, ainsi que les effets environnementaux des grosses centrales à combustible fossile (> 50 MW th) et les BAT correspondantes. D.1.2 Adopter de nouvelles mesures, dont la mise en oeuvre des meilleures techniques disponibles et de la meilleure pratique environnementale, afin de réduire ou de supprimer les apports à la zone maritime, tels que provenant de secteurs industriels particuliers; les secteurs qu’il convient d’aborder au premier chef sont énumérés en appendice A; en étudiant ces secteurs, l’attention se portera plus particulièrement sur les activités engendrant des apports toxiques, persistants et susceptibles de bioaccumulation (surtout de substances organohalogénées), ainsi qu’à la réduction de ces apports, l’objectif étant de les supprimer. La Commission de Paris a adopté des décisions et des recommandations PARCOM concernant: l'utilisation de l'hexachloroéthane dans l'industrie des métaux non ferreux; les BAT et la BEP dans les installations existantes de fabrication d'aluminium par électrolyse; l'abandon du chlore moléculaire dans le blanchiment de la pâte kraft et de la pâte au bisulfite; les BAT dans la fabrication du monomère de chlorure de vinyle; les BAT dans la fabrication du PVC en suspension. On trouvera en annexe 3 les titres in extenso de ces décisions et recommandations PARCOM, ainsi que des renseignements sur toutes les réserves actuelles des Parties contractantes, l'annexe donnant par ailleurs des renseignements bibliographiques. 19 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités D.1.2 Suite. Des projets de décisions et de recommandations PARCOM relatives aux secteurs suivants sont en cours d'élaboration: projet de décision PARCOM sur les plafonds d'émission dans les installations existantes de fabrication de l'aluminium par électrolyse; projet de recommandation PARCOM sur les BAT et la BEP dans l'industrie des métaux non ferreux de première fusion; projet de décision PARCOM sur les plafonds d'émission atmosphérique et des rejets dans les eaux de contaminants provenant de l'industrie des métaux non ferreux de première fusion; projet de recommandation PARCOM sur les plafonds d'émission dans l'industrie de la chimie organique; projet de décision PARCOM sur les plafonds d'émission dans le secteur du chlorure de vinyle, applicables à la fabrication du PVC en suspension à partir du monomère de chlorure de vinyle; projet de décision PARCOM sur les plafonds d'émission dans la fabrication du monomère de chlorure de vinyle et/ou du 1.2-dichloroéthane; projet de décision PARCOM sur les plafonds d'émission dans les effluents rejetés par les procédés par voie humide dans l'industrie de la transformation des textiles; projet de recommandation PARCOM sur les effluents rejetés par l'industrie de la transformation des textiles; projet de recommandation PARCOM sur les mesures à prendre afin de limiter la pollution due aux grosses centrales à combustible fossile (> 50 MW th). D.1.3 Définir d’autres secteurs auxquels ces mesures s’appliqueraient; ce faisant, la priorité sera accordée aux secteurs dont les activités engendrent des apports toxiques, persistants et susceptibles de bioaccumulation (surtout de substances organohalogénées), et, dans ces secteurs, à la réduction de ces apports, dans le but de les supprimer. 20 L'industrie graphique a été inscrite dans le plan d'action OSPAR 1995 à titre de secteur dans lequel il y a lieu d'envisager des mesures. La pertinence de ce secteur, par exemple en ce qui concerne les apports de substances dangereuses à la zone maritime, sera jugée en 1996. Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités D.1.4 Adopter de nouvelles mesures visant à interdire l’emploi des substances organohalogénées inutiles à l’application ou au procédé prévu, et qui par conséquent n’ont pas à être remplacées. Par ailleurs, dresser la liste des procédés et des substances pouvant servir de succédanés. La réduction des substances organohalogénées toxiques, persistantes et susceptibles de bioaccumulation est l'un des principaux objectifs des travaux actuels d'OSPAR sur plusieurs secteurs industriels (p.ex. l'industrie des textiles, l'industrie de la chimie organique, le PVC). 21 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Sources diffuses Plan d’action Activités D.2.1 Poursuivre l’élaboration des descriptions convenues de la meilleure pratique environnementale pour des sources diffuses particulières, telles qu’énumérées en appendice B. Pendant l'intersession 1995-1996, OSPAR a terminé la synthèse des méthodes de stockage, de traitement et de destruction des PCB, synthèse qui sera publiée en temps voulu (voir la bibliographie en annexe 2). A noter que parmi ces méthodes, celle qui constitue la meilleure pratique environnementale n'a pas encore été déterminée. D.2.2 Adopter de nouvelles mesures, dont la meilleure pratique environnementale, en vue de la réduction ou de l’élimination des apports, à la zone maritime, de substances dangereuses d’origines diffuses, telles qu’énumérées en appendice B. La Commission de Paris a adopté des recommandations PARCOM sur la cessation de l'utilisation des systèmes de revêtement au goudron de houille en un produit sur les coques des bateaux de navigation intérieure. On se reportera à l'annexe 3 où on trouvera le titre intégral de la recommandation PARCOM en question, ainsi que des informations sur les réserves actuelles des Parties contractantes, l'annexe 2 donnant par ailleurs les renseignements bibliographiques correspondants. OSPAR a demandé à la Commission européenne d'amorcer des mesures visant à limiter efficacement la commercialisation et la consommation de certaines produits au mercure. Des travaux sur les sources diffuses des substances suivantes sont en cours: applications des agents retardateurs de flammes au brome; PCB et leurs succédanés dangereux; applications non agricoles des pesticides; sources anthropiques d'émission de HPA; paraffines chlorées à chaîne moléculaire moyenne et longue; applications des nonylphénols et des éthoxylates nonylphénoliques; détergents; mercure. D.2.3 Trouver d’autres substances dangereuses (surtout des substances organohalogénées) et sources diffuses desdites substances non encore visées par des programmes ou des mesures de ce type. Des mesures seront envisagées en 1996 sur les sources diffuses des substances ci-après: adjuvants des matières plastiques; substances suspectes d'avoir des endocriniens et pseudo-hormonaux; xylène musqué et bromocyclène; trichlorobenzène. 22 effets Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités D.2.4 Adopter de nouvelles mesures visant à interdire l’emploi des substances organohalogénées non indispensables à l’application ou au procédé prévu, et qui par conséquent n’ont pas à être remplacées. Par ailleurs, dresser la liste des procédés et des substances qui pourraient servir de succédanés. OSPAR a lancé un programme de travail sur les sources diffuses d'organohalogénés, portant entre autres sur: les solvants halogénés; la consommation d'hypochlorite dans les ménages et dans les piscines; la nécessité de mesures concernant les biocides dans les circuits d'eau de refroidissement. 23 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Nutriments Plan d’action Activités D.3.1 Mettre au point des méthodes communes de calcul des apports anthropiques de nutriments au milieu aquatique, d’origine agricole et autres le cas échéant, ceci dans le but d’améliorer le calcul de ces apports. Une synthèse des calculs des excédents minéraux et des méthodes de calcul des apports de nutriments d'origine anthropique au milieu aquatique a été examinée en 1995, son élaboration devant se poursuivre en 1996, en tenant par ailleurs compte des travaux d'autres instances internationales (par exemple dans le cadre de la Conférence sur la mer du Nord). Les travaux sur la définition et les aspects opérationnels de la fertilisation équilibrée se poursuivent. D.3.2* Arrêter des mesures afin de réduire de 50%, de 1985 à 1995, les apports de nutriments résultant des activités anthropiques (notamment dans le cas des secteurs énumérés en appendice C) à des zones où ces apports sont susceptibles, directement ou indirectement, de provoquer une pollution et, ce faisant, tenir compte particulièrement du secteur agricole et de la mise en oeuvre des mesures définies pour ce secteur. Des propositions relatives à un projet de mesure PARCOM sur la réduction des apports de nutriments d'origine agricole ont été examinées en 1995, et seront élaborées plus avant en 1996. D.3.3 Définir des méthodes permettant d’apprécier l’efficacité des mesures prises afin de réduire les apports de nutriments au milieu aquatique. Une première synthèse des méthodes de surveillance et d'évaluation à la source, telles qu'appliquées par les Parties contractantes afin de juger de l'efficacité des mesures prises pour réduire les apports de nutriments, a été mise sur pied. Les nouveaux travaux dans ce domaine seront fondés sur des méthodes communes de calcul des apports de nutriments d'origine anthropogène (cf. D.3.1.), en tenant compte des renseignements d'ores-et-déjà communiqués par les Parties contractantes sur les méthodes nationales d'évaluation (cf. rapport OSPAR 1995 sur les nutriments dans la zone de la Convention). D.3.4 Développer la stratégie de lutte au niveau régional contre l’eutrophisation dans la zone maritime. Des travaux sur la stratégie de lutte contre l'eutrophisation sont en cours en vue de l'adoption de cette stratégie à la réunion ministérielle des Commissions devant se tenir en 1997. * 24 Les travaux se poursuivront dans le contexte de cette mesure, l’objectif n’ayant pas été atteint en 1995. Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités D.3.5 Mettre au point une procédure commune de définition des zones à problème, des zones à problème potentiel et des zones sans problème d’eutrophisation. L'élaboration d'une procédure commune de détermination de l'eutrophisation de la zone maritime se poursuivra. Le but est d'adopter la procédure commune à la réunion ministérielle des Commissions en 1997. La procédure commune sera intégrée à la stratégie de lutte contre l'eutrophisation dans la zone maritime (cf. D.3.4). D.3.6 Elaborer des plans permettant de mettre en oeuvre à l’échelle régionale la stratégie de lutte contre l’eutrophisation, ceci en mer du Nord et dans les autres régions concernées. Un projet de cadre conceptuel de la stratégie de lutte contre l'eutrophisation a été mis sur pied, projet qui englobe, entre autres, des aspects concernant la mise en oeuvre de la stratégie. L'élaboration de ce cadre conceptuel se poursuivant, un plan de mise en oeuvre de la stratégie sera élaboré, en vue de son adoption à la réunion ministérielle des Commissions en 1997. 25 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Substances radioactives Plan d’action Activités D.4.1 Définir les critères d’évaluation et/ou de notification de l’application des meilleures techniques disponibles propres à prévenir et à supprimer la pollution par les apports de substances radioactives à la zone maritime. Les lignes directrices actuelles, relatives à la communication des informations sur la mise en oeuvre des BAT dans les installations nucléaires, et à l'appréciation de l'application de la BAT, sont appliquées à titre expérimental par les Parties contractantes pour le deuxième cycle des rapports de mise en oeuvre de la Recommandation PARCOM 91/4 sur les rejets de substances radioactives. Ces lignes directrices seront revues à la lumière de l'expérience ainsi acquise. D.4.2 Adopter de nouvelles mesures, dont la mise en oeuvre des meilleures techniques disponibles afin de réduire ou de supprimer les apports de substances radioactives à la zone maritime. Des informations de fond ont été collationnées et examinées, informations relatives aux apports de substances radioactives dues aux industries non nucléaires, et notamment à la fabrication des engrais au phosphate. D.4.3 Considérer les conséquences, pour OSPAR, des résultats de la requête adressée à l’OCDE/AEN de procéder à un examen technique approfondi et à une évaluation des options retraitement et non retraitement dans la gestion du combustible usé. A la suite d'une requête émanant d'OSPAR, l'AEN a accepté en 1995 d'amorcer l'étude de cette question. Les progrès accomplis dans ce sens seront étudiés par l'AEN en octobre 1996 afin de décider de la suite à donner à ces travaux. D.4.4 Entamer un suivi constant des conclusions du Bilan de santé mer du Nord 1993, relativement aux substances radioactives. Le collationnement des données et des informations relatives aux émissions de polonium-210, telles que dues aux rejets de phosphogypse, a été mené à bien, et sera examiné parallèlement aux apports de substances radioactives des autres industries non nucléaires (cf. D.4.2, voir également D.4.5). 26 Les mesures pouvant éventuellement être prises dans ce secteur seront considérées en 1997. Compte tenu du calendrier de cette étude complexe, OSPAR ne sera pas en mesure d'examiner les résultats correspondants avant l'an 2000. Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités D.4.5 Réaliser une étude sommaire d’impact environnemental des effets et des contributions relatives des rejets historiques remobilisés et des rejets actuels de substances radioactives, dont les déchets radioactifs, sur et au milieu marin. Une liste des radionucléides importants sur le plan de l'environnement a été examinée. Des dispositions organisationnelles ont été prises pour: la collecte des données et des informations nouvelles et existantes sur la contamination radioactive; l'élaboration de critères d'évaluation de l'impact environnemental (autre que l'impact sur l'homme); et une appréciation de ces éléments d'information. Des informations concernant le prélèvement et la remobilisation des rejets historiques de substances radioactives ont été examinées. 27 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Immersions Plan d’action Activités E.1 Définir la meilleure pratique environnementale, et inciter à sa mise en oeuvre dans le domaine de l’immersion des matériaux de dragage et des opérations de dragage correspondantes. Des travaux ont été amorcés sur le réexamen et le remaniement des lignes directrices actuellement relatives aux matériaux de dragage, lesquelles avaient été adoptées par la Commission d'Oslo en 1995. E.2 Poursuirvre l’élaboration de mesures relatives à l’immersion des matériaux de dragage. L'élaboration des nouvelles mesures relatives à l'immersion des matériaux de dragage dépendra des conclusions du réexamen des lignes directrices correspondantes (cf. E.1.) ainsi que du résultat des travaux de suivi sur les critères d'appréciation de l'acceptabilité des sédiments à immerger en mer (cf. E.3). E.3 Hormis les mesures d’ores et déjà prises afin de réduire la pollution d’origine tellurique, considérer si des mesures spécifiquement destinées à faire baisser les charges anthropiques, présentes dans les matériaux de dragage devant être immergés en mer sont nécessaires, et, le cas échéant, adopter de telles mesures. La synthèse des critères nationaux de qualité des sédiments, ainsi que des conditions dans lesquelles ils sont appliqués par les Parties contractantes, a démarré, afin de fixer des critères d'appréciation de l'acceptabilité des sédiments à immerger en mer. E.4 Faire en sorte que des critères, lignes directrices et procédures appropriés soient en place relativement à l’immersion et au dépôt des déchets et autres matières énumérés en appendice D, en donnant priorité aux déchets et autres matières au titre desquels aucune date de cessation n’a été fixée. Des travaux sont en cours sur les plans suivants: matériaux de dragage (cf. E.1); lignes directrices sur l'immersion des matériaux inertes d'origine naturelle; lignes directrices relatives à la construction des récifs artificiels; lignes directrices relatives à l'immersion des déchets de poisson issus des opérations industrielles de transformation du poisson à terre. Rien n'a été fait en ce qui concerne l'élaboration de lignes directrices qui concerneraient l'immersion des boues des égouts et des navires/aéronefs, ceci car ces immersions cesseront d'ici 1998 (boues des égouts) et d'ici l'an 2004 au plus tard (navires et aéronefs). 28 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Sources offshore Plan d’action Activités F.1 Poursuivre l’étude de l’ampleur et des effets de la pollution due à l’eau de production, faire état des meilleures techniques disponibles, et adopter des mesures afin de contrôler les teneurs en hydrocarbures et en produits chimiques dans les rejets aqueux des installations en offshore. Le réexamen de la Recommandation PARCOM 92/6 sur la gestion de l'eau de production à bord des installations en offshore a été amorcé. Ce réexamen comprendra une étude de la norme cible actuelle de 40 mg hydrocarbures/litre ainsi que des BAT sur lesquelles cette norme est fondée. F.2 Procéder à une estimation de l’ampleur des émissions de HPA émanant des installations en offshore, et considérer s’il serait possible de réduire lesdites émissions. Des informations sur les émissions de HPA provenant des installations en offshore sont collationnées à l'heure actuelle, et seront examinées en 1997. F.3 Mettre au point un système de contrôle obligatoire standardisé portant sur l’utilisation et la réduction des rejets de produits chimiques, en tenant compte des meilleures techniques disponibles et de la meilleure pratique environnementale. OSPAR a adopté une décision PARCOM sur un système de contrôle obligatoire et harmonisé de contrôle de l'utilisation et de réduction des rejets de produits chimiques en offshore. Dans des cas exceptionnels, où les OBM sont nécessaires pour des raisons rigoureusement limitées à la sécurité ou à la géologie, le rejet de débris contaminés par des hydrocarbures peut être admis dans la mesure où ce rejet est conforme à la décision PARCOM 92/2. Les informations et l'expérience acquises par les Parties contractantes quant à l'utilisation des boues de synthèse ont été examinées. Les critères préconisés pour l'utilisation et le rejet de ces boues seront étudiés en 1997. F.5 Etudier l’impact environnemental des débris pollués par les hydrocarbures, ainsi que la nécessité d’assainir les fonds marins contaminés par ceux-ci et les moyens éventuels d’assainissement. Des travaux ont démarré sur cette question, et les informations relatives à l’assainissement des fonds marins contaminés par les débris chargés d’hydrocarbures seront examinées en 1997. F.6 Procéder à un classement par catégories de l’ensemble des installations implantées en offshore dans la zone maritime. Un classement provisoire des installations en offshore a été convenu à titre de base des travaux futurs sur la mise sur pied d'une mesure OSCOM/OSPAR relative à l'élimination des installations en offshore (cf. F.7), de même que pour le collationnement de renseignements plus approfondis sur ces installations. F.7 Elaborer une décision sur l’élimination des installations en offshore désaffectées, en vue de sa mise en vigueur en 1997, ceci en tenant compte des réserves émises par deux Etats quant à la décision OSCOM 95/1 ainsi que de la note explicative ajoutée à ladite décision par l’un des Etats. Une procédure a été convenue pour la mise sur pied d'une mesure OSCOM ou OSPAR portant sur l'élimination des installations en offshore, laquelle pourrait être adoptée à l'unanimité à la réunion ministérielle des Commissions en 1997. 30 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Surveillance et évaluation Plan d’action Activités G.1 Travailler dans le sens d’une évaluation de la qualité, d’ici l’an 2000, de l’ensemble de la zone maritime en dressant le Bilan de santé an 2000 (QSR 2000), lequel fera la synthèse des éléments d’information figurant dans cinq bilans de santé régionaux devant être dressés pour les régions suivantes: Des lignes directrices ont été convenues pour la mise sur pied des bilans de santé régionaux (QSR) et du Bilan de santé an 2000 (QSR 2000). a. Région I: eaux arctiques (en tenant compte des travaux faits dans le cadre du programme d’évaluation et de surveillance continue de l’Arctique (AMAP)); b. Région II: mer du Nord au sens large (en tenant compte des résultats du Bilan de santé mer du Nord 1993); c. Région III: mers Celtes (en tenant compte des travaux du Groupe de coordination scientifique mer d’Irlande); Ces lignes directrices comportent les éléments suivants: une présentation/structure commune pour les QSR; la répartition, dans les divers chapitres, des questions objets du programme conjoint d'évaluation et de surveillance (JAMP); le rôle des ateliers dans la mise sur pied des QSR; des normes applicables aux "zones spéciales"; le calendrier de la mise sur pied des QSR régionaux et du QSR 2000. On considère à l'heure actuelle les procédures de publication pour le QSR 2000. Les équipes régionales de travail ont démarré leurs travaux préparatoires des bilans de santé des régions I, II, III, IV et V. Ces activités tiennent dûment compte des travaux en cours dans le cadre du programme de surveillance et d'évaluation de l'Arctique, ainsi que des résultats du Bilan de santé de la mer du Nord (1993). d. Région IV: golfe de Gascogne et côte ibérique; et e. Région V: l’Atlantique au sens large. Les questions relatives aux estuaires seront abordées en tant que de besoin dans les bilans de santé régionaux. 31 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités G.2 Poursuivre la stratégie convenue pour le programme conjoint d’évaluation et de surveillance continue et l’élaboration et la mise en oeuvre du programme d’évaluation et de surveillance continue (JAMP). Les lignes directrices relatives à la surveillance, applicables dans le cadre de l'ancien programme conjoint de contrôle et de surveillance continus, sont en cours de remaniement aux fins du JAMP. Ces travaux se poursuivront pendant l'intersession 1996/1997, et devraient être terminés pendant l'année 1997. Des lignes directrices ont été adoptées à propos d'une méthodologie normalisée d'exploitation des oiseaux (mazoutés) échoués sur les plages comme indicateurs de la pollution marine par les hydrocarbures. Le Royaume-Uni a émis une réserve d'étude sur ces lignes directrices. Une liste de produits a été convenue, produits qui: a. devraient être prêts pour le QSR 2000; b. sont susceptibles d’être prêts après le QSR 2000. Les organes subsidiaires d'OSPAR élaboreront des stratégies de mise en oeuvre du JAMP, et se concentreront sur le court terme afin d'assurer la disponibilité des produits pour le QSR 2000. G.3 Poursuivre les préparatifs des cinq bilans régionaux. La préparation des cinq bilans régionaux s'est poursuivie pendant l'ensemble de l'intersession 1995/1996. G.4 Poursuivre la mise en oeuvre des programmes coordonnés visant à déterminer les apports de contaminants à la zone maritime, et créer de nouveaux programmes coordonnés dans le même but. Les données des apports ont été recueillies conformément aux principes du CAMP (apports atmosphériques) et du RID (rejets fluviaux et directs). Ces deux programmes sont en cours de révision (à savoir révision des principes, et amélioration du contrôle de qualité et du traitement des données). 32 Activités des Commissions d’Oslo et de Paris de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Plan d’action Activités G.5 Poursuivre la mise en oeuvre des programmes coordonnés de recherche aux fins des évaluations, et créer de nouveaux programmes coordonnés à cet effet. Des outils d'évaluation sont en cours de mise au point afin de faciliter l'appréciation de l'état de santé du milieu marin. Des ateliers sur les thèmes ci-après se sont tenus pendant l'intersession 1995/1996: élaboration de critères d'évaluation écotoxicologique du milieu vivant (accueilli par l'Allemagne); définition des objectifs de qualité écologique (accueilli par la Norvège); exploitation de modèles pour apprécier les risques environnementaux suscités par les accidents de la navigation ainsi que dans les industries de l'offshore (accueilli par les Pays-Bas). Des mandats ont été adoptés pour les ateliers ci-après, lesquels se tiendront pendant l'intersession 1996/1997: un atelier sur contaminants; les teneurs ambiantes en un atelier sur l'évaluation globale et l'actualisation des critères d'évaluation écotoxicologique de l'eau, des sédiments et du biote; un atelier sur la modélisation de l'eutrophisation; un atelier conjoint OSPAR/CIEM sur la définition des méthodes statistiques de détection des tendances chronologiques. G.6 Echanger des informations sur la recherche, la surveillance continue, les techniques et les moyens de réglementation relatifs à l’extraction des agrégats des fonds marins. Aucune activité particulière n'a eu lieu. 33 Activités des Commissions d’Oslo et de Paris 1996 de juillet 1995 à juin 1996 ____________________________________________________________________________________________________ Respect des engagements et évaluation de l’efficacité Plan d’action Activités H.1 Créer et mettre en oeuvre un mécanisme permettant aux Parties contractantes de faire savoir qu’elles ont respecté les engagements pris dans le cadre des Conventions et qu’elles ont mis en oeuvre les décisions et recommandations adoptées en application desdites Conventions. OSPAR a élaboré les procédures par lesquelles chacune des Parties contractantes rend compte de la mise en oeuvre des décisions et des recommandations, ceci un an après leur entrée en vigueur. Des formulaires de notification de la mise en oeuvre sont annexés à toutes les nouvelles mesures OSCOM et PARCOM. En ce qui concerne les décisions et les recommandations fixant une date limite, les rapports de mise en oeuvre doivent être soumis au cours de la première année suivant la date limite fixée à cet effet. Pour ce qui est des décisions et des recommandations sans date limite, les rapports de mise en oeuvre seront soumis tous les quatre ans, jusqu'à ce que toutes les mesures aient été pleinement appliquées. On trouvera en annexe 2 les renseignements bibliographiques relatifs aux rapports de mise en oeuvre d'ores et déjà publiés. Le réexamen du système actuel de notification de la mise en oeuvre a été amorcé. A cette fin, OSPAR s'est mise d'accord sur une procédure préliminaire de mise sur pied, d'appréciation et de publication des rapports de mise en oeuvre. Cette procédure préliminaire sera définitivement au point en 1997, après une période d'essai d'un an, en tenant compte de l'expérience acquise au cours de l'intersession 1995/1996. H.2 Apprécier l’efficacité des mesures adoptées, et considérer si de nouvelles réductions seraient possibles. 34 L'appréciation de l'efficacité des mesures est fondée sur l'examen des rapports de mise en oeuvre émanant des Parties contractantes (cf. H.1). De plus, l'appréciation de l'efficacité des mesures a démarré dans le cadre du JAMP.
