This project is implemented by IOM This project is funded by the European Union اﻟﻤﻨظﻤﺔ اﻟدوﻟﻴﺔ ﻟﻠﻬﺠرة ﺘﺴﺘﻀﻴف اﺠﺘﻤﺎع ﺒرﻨﺎﻤﺞ STARTاﻹﻗﻠﻴﻤﻲ اﻷوﻝ اﻟﻘﺎﻫرة -ﻀﻤن ﻨطﺎق اﻟﺒرﻨﺎﻤﺞ اﻟﺠﺎري ﻟﻠﻤﻨظﻤﺔ اﻟدوﻟﻴﺔ ﻟﻠﻬﺠرة ﺒﺘﻤوﻴﻝ ﻤن اﻻﺘﺤﺎد اﻷوروﺒﻲ ﺒﻌﻨوان "دﻋم اﺴﺘﻘرار اﻟﻤﺠﺘﻤﻌﺎت اﻟﻤﻌرﻀﺔ ﻟﻠﺨطر وﺘﺤﺴﻴن إدارة اﻟﻬﺠرة ﻟﺘﻤﻛﻴن اﻟﺘﺤوﻻت اﻟﻤرﻨﺔ ﻓﻲ ﻛﻝ ﻤن ﻤﺼر وﻟﻴﺒﻴﺎ وﺘوﻨس " ) ،(STARTاﺨﺘﺘﻤت اﻟﻤﻨظﻤﺔ ﻴوم اﻟﺨﻤﻴس اﻻﺠﺘﻤﺎع اﻹﻗﻠﻴﻤﻲ اﻷوﻝ ﻟﺘﻌزﻴز اﻟﺘﻌﺎون ﺒﻴن ﻤﺼر وﺘوﻨس وﻟﻴﺒﻴﺎ ﻓﻲ ﻤواﺠﻬﺔ اﻟﺘﺤدﻴﺎت واﻟﻔرص ﻓﻲ ﻤﺠﺎﻝ ﺤوﻛﻤﺔ اﻟﻬﺠرة. اﻨﻌﻘد اﻻﺠﺘﻤﺎع ﻋﻠﻰ ﻤدار ﻴوﻤﻴن ﺒﻤﻘر و ازرة اﻟﻘوى اﻟﻌﺎﻤﻠﺔ واﻟﻬﺠرة اﻓﺘﺘﺢ اﻻﺠﺘﻤﺎع ﻤﻌﺎﻟﻲ وزﻴرة اﻟﻘوى اﻟﻌﺎﻤﻠﺔ واﻟﻬﺠرة اﻟدﻛﺘورة ﻨﺎﻫد ﺤﺴن ﻋﺸري وﺤﻀر اﻻﺠﺘﻤﺎع ﻋدد ﻤن ﻛﺒﺎر اﻟﻤﺴؤوﻟﻴن ﻤن ﻛﻝ ﻤن ﻤﺼر ،وﻟﻴﺒﻴﺎ ،وﺘوﻨس ﻤن ﺒﻴﻨﻬم اﻟﺴﻔﻴر ﻨﺎﺘﺎﻟﻴﺎ أﺒوﺴﺘوﻟوﻓﺎ رﺌﻴﺴﺔ ﺒﻌﺜﺔ اﻻﺘﺤﺎد اﻷوروﺒﻲ إﻟﻰ ﻟﻴﺒﻴﺎ واﻟﺴﻴد ﻛﺎرﻝ ﺘوﺴﻴن ،اﻟﻤﺴﺘﺸﺎر اﻟﺴﻴﺎﺴﻲ ﻟﺒﻌﺜﺔ اﻻﺘﺤﺎد اﻷوروﺒﻲ إﻟﻰ ﻤﺼر ،واﻟﺴﻴدة أﺤﻼم ﻓﺎروق ،ﻤدﻴر ﺒرﻨﺎﻤﺞ اﻟﺘﻌﻠﻴم واﻟﺸﺒﺎب ﻓﻲ ﺒﺒﻌﺜﺔ اﻻﺘﺤﺎد اﻷوروﺒﻲ إﻟﻰ ﻤﺼر ،واﻟﺴﻴدة ﻓﺎطﻤﺔ ﻤوﺴﻰ ﻤﻤﺜﻠﺔ ﻟﺒﻌﺜﺔ اﻻﺘﺤﺎد اﻷوروﺒﻲ إﻟﻰ ﺘوﻨس ،وﻓرﻴق ﻟﺠﻨﺔ ﻗﻴﺎدة اﻟﻤﺸروع ﻤن اﻟﻤﺴؤوﻟﻴن ﺒﺤﻛوﻤﺎت ﻤﺼر، وﻟﻴﺒﻴﺎ ،وﺘوﻨس ﺒﺎﻹﻀﺎﻓﺔ إﻟﻰ ﻓرﻴق ﻋﻤﻝ اﻟﺒرﻨﺎﻤﺞ ﻤن اﻟﺜﻼث دوﻝ .وﻗد أدار اﻟﺴﻴد ﻋﻤرو طﻪ ،ﻤدﻴر ﺒرﻨﺎﻤﺞ ،STARTاﻟﺤوار ﻋﻠﻰ ﻤدار اﻟﻴوﻤﻴن. اﻟﻤ َﻌرﱠﻀﺔ ﻟﻠﺨطر ﻓﻲ ﺠﻤﻴﻊ أﻨﺤﺎء ﻤﺼر ،وﻟﻴﺒﻴﺎ ،وﺘوﻨس اﻟﻬدف اﻟرﺌﻴﺴﻲ ﻤن ﺒرﻨﺎﻤﺞ STARTﻫو ﺘﺨﻔﻴف اﻟﻀﻐوط اﻻﻗﺘﺼﺎدﻴﺔ ﻋن اﻟﻤﺠﺘﻤﻌﺎت ُ وﺘﻌزﻴز إدارة اﻟﻬﺠرة ﻤن ﺨﻼﻝ إﻨﺸﺎء ﺸروط ﻤﺴﺒﻘﺔ ﻟﺘﺴﻬﻴﻝ ﻋﻤﻠﻴﺎت اﻻﻨﺘﻘﺎﻝ واﻻﻨﺘﻌﺎش اﻟﻤﺴﺘدام ﻓﻲ اﻟﺒﻠدان اﻟﺜﻼث اﻟﻤﺴﺘﻬدﻓﺔ .ﻓﻲ اﻟواﻗﻊ ،أدرﻛت اﻟﻤﻨظﻤﺔ اﻟدوﻟﻴﺔ ﻟﻠﻬﺠرة وﺸرﻛﺎؤﻫﺎ أن اﻷﺤداث ﻋﺎم 2011ﻓﻲ ﻤﺼر وﺘوﻨس وﻟﻴﺒﻴﺎ ﻀﺎﻋﻔت ﺘﺤدﻴﺎت اﻟﻬﺠرة اﻟﻤﻌﻘدة وأدت أﻴﻀﺎ إﻟﻰ ﻨﺸوء ﻓرص ﺠدﻴدة ﻤﺘﺼﻠﺔ ﺒﺎﻟﻬﺠرة. ﻟﻠﺘﺼدي ﻟﻬذﻩ اﻟﺘﺤدﻴﺎت واﻻﺴﺘﻔﺎدة ﻤن اﻟﻔرص اﻟﺘﻲ ﺘم ﺘﺤدﻴدﻫﺎ ،ﺘﻌﻤﻝ اﻟﻤﻨظﻤﺔ اﻟدوﻟﻴﺔ ﻟﻠﻬﺠرة ﺒﺎﻟﺘﻌﺎون ﻤﻊ اﻟﻨظراء اﻟﺤﻛوﻤﻴﻴن ﻟﺘﻘدﻴم اﻷﻨﺸطﺔ اﻟﺘﻲ اﻟﻤ َﻌرﱠﻀﺔ ﻟﻠﺨطر ﻓﻲ ﺠﻤﻴﻊ أﻨﺤﺎء ﻤﺼر ،وﻟﻴﺒﻴﺎ ،وﺘوﻨس ﻤن ﺨﻼﻝ ﺘﻌزﻴز إدارة اﻟﻬﺠرة، ﺘﻬدف إﻟﻰ ﺘﺨﻔﻴف اﻟﻀﻐوط اﻻﻗﺘﺼﺎدﻴﺔ ﻋن اﻟﻤﺠﺘﻤﻌﺎت ُ وﺘوﻓﻴر ﺨدﻤﺎت اﻟدﻋم ﻟﻠﻤﻬﺎﺠرﻴن ودﻋم ﺒﻨﺎء ﻗدرات اﻟﻬﻴﺌﺎت اﻟﺤﻛوﻤﻴﺔ ذات اﻟﺼﻠﺔ ﻟﺘﻤﻛﻴﻨﻬم ﻤن ﺘوﻗﻊ وﻤﻌﺎﻟﺠﺔ ﺘﺤدﻴﺎت اﻟﻬﺠرة. وﻴﻌد ﻫذا اﻻﺠﺘﻤﺎع اﻷوﻝ ﻓﻲ ﺴﻠﺴﻠﺔ ﻤن اﻟﺤوارات اﻟﻤﺘﻌددة اﻷطراف ﻓﻲ ﻨطﺎق ﺒرﻨﺎﻤﺞ .STARTوﻫدﻓت اﻟﺠﻠﺴﺔ اﻷوﻟﻰ إﻟﻰ دﻓﻊ ﻋﺠﻠﺔ اﻟﺤوار ﺤوﻝ اﻟﺘﺤدﻴﺎت اﻟﻤﺸﺘرﻛﺔ اﻟﺘﻲ ﺘواﺠﻪ ﺤوﻛﻤﺔ اﻟﻬﺠرة ﻓﻲ اﻟﺒﻠدان اﻟﺜﻼث وﻛذﻟك ﻟﺘﻌزﻴز اﻟﺘﻌﺎون ﺒﻴن ﻟﻴﺒﻴﺎ وﺘوﻨس وﻤﺼر ﻓﻲ ﺘطوﻴر اﺴﺘراﺘﻴﺠﻴﺎت ﺘﻛﻤﻴﻠﻴﺔ ٕواﺠراءات ﻟﻠﺘﺼدي ﻟﻬذﻩ اﻟﺘﺤدﻴﺎت. ﺘﻨﻔذ اﻟﻤﻨظﻤﺔ اﻟدوﻟﻴﺔ ﻟﻠﻬﺠرة ﺒرﻨﺎﻤﺞ STARTﺒﺘﻤوﻴﻝ ﻤن اﻻﺘﺤﺎد اﻷوروﺒﻲ ﺒﻤﻴزاﻨﻴﺔ ﺘﺒﻠﻎ 9،9ﻤﻠﻴون ﻴورو ﻋﻠﻰ ﻤدار ﺜﻼث ﺴﻨوات ﺒﺎﻟﺘﻌﺎون ﻤﻊ ﺤﻛوﻤﺎت ﻤﺼر ،وﻟﻴﺒﻴﺎ ،وﺘوﻨس. ﻟﻤزﻴد ﻤن اﻟﻤﻌﻠوﻤﺎت ،ﺒرﺠﺎء اﻟﺘواﺼﻝ ﻤﻊ: ﻋﻤرو طﻪ – ﻤدﻴر ﺒرﻨﺎﻤﺞ START ﺒرﻴد اﻟﻛﺘروﻨﻲ[email protected] : 0TU [email protected] U0T “Stabilizing at-risk communities and enhancing migration management to enable smooth transitions in Egypt, )Libya and Tunisia” (START This project is funded by the European Union This project is implemented by IOM IOM’s EU-Funded START Programme holds its first Interstate Meeting Cairo – Within the scope of its on-going EU-funded project “Stabilizing at-risk communities and enhancing migration management to enable smooth transitions in Egypt, Tunisia and Libya” (START), the International Organization for Migration (IOM) concluded on Thursday a regional inter-state meeting in order to advance cooperation among Egypt, Tunisia and Libya in addressing challenges and opportunities of migration governance. The two-day interstate meeting, which took place at the Ministry of Manpower and Emigration, was hosted by the Minister of Manpower and Emigration (MoME), Dr. Nahed Hassan Ashry, and was attended by delegations of high-ranking officials from Libya, Tunisia and Egypt. Ambassador Nataliya Apostolova, Head of the European Delegation to Libya, Mr. Karel Tousseyn, Political Advisor at the European Delegation to Egypt, Ms. Ahlam Farouk, Programme Manager for Education and Youth at the EU Delegation to Egypt, Ms. Fatma Moussa, Official of the EU Delegation in Tunis, as well as government officials from across the region and IOM’s START programme team from the three target countries were in attendance. Mr. Amr Taha, IOM Egypt Country Programme Coordinator, facilitated the two-day event. The main objective of START is to support the Governments of Egypt, Tunisia and Libya to stabilize at-risk communities and enhance migration management – helping to establish preconditions to smooth transition processes and sustainable recoveries in the three target countries. Indeed, IOM and its partners have recognized that 2011 events in Egypt, Tunisia and Libya have compounded complex migration challenges whilst also giving rise to new migration-related opportunities. In addressing these challenges and capitalizing on identified opportunities, IOM is working in cooperation with government counterparts to deliver activities aimed at alleviating economic pressures on at-risk-communities throughout Egypt, Libya and Tunisia by strengthening migration management, providing support services to migrants and by enhancing capacities of relevant government bodies to further enable them to anticipate and address emerging migration trends. The two-day interstate meeting was the first of a series of multilateral dialogues to be carried out within the scope of the START programme. The first session aimed to advance dialogue on common challenges of migration governance facing each of the countries across the region as well as to enhance cooperation among Libya, Tunisia and Egypt in developing complementary strategies and actions to address such challenges. START is a three-year programme that has received 9.9 million Euros of funding from the European Union and is being implemented by IOM in cooperation with the Governments of Egypt, Tunisia and Libya. La réunion inter-état de deux jours, qui a eu lieu au Ministère de la Main-d'œuvre et de l'Émigration, dont la Ministre de la Main-d'œuvre et de l'Emigration (MOME), le Dr Nahed Hassan Ashry, a été l’hôte, a réuni des délégations de hauts cadres de la Libye, la Tunisie et l’Egypte. Etaient présents, l’Ambassadrice Nataliya Apostolova, Chef de la délégation européenne en Libye, M. Karel Tousseyn, conseiller politique à la délégation européenne en Egypte, Mme Ahlam Farouk, Gestionnaire de Programme pour Éducation et Jeunes, Mme Fatma Moussa, officiel de la délégation de l'Union européenne en Tunisie, ainsi que des représentants du gouvernement de la région et l'équipe OIM du programme START des trois pays cibles. L'objectif principal de START est d’appuyer les gouvernements de l'Egypte, la Tunisie et la Libye pour stabiliser les communautés à risque et d'améliorer la gestion des migrations - contribuant à établir les conditions préalables pour faciliter les processus de transition et assurer des reprises durables dans les trois pays cibles. En effet, l'OIM et ses partenaires ont reconnu que les événements en Egypte, la Tunisie et la Libye en 2011, ont exacerbé des défis migratoires complexes tout en donnant également lieu à de nouvelles opportunités. M. Amr Taha, Coordonnateur de Programme de Égypte, a facilité l'événement. Pour relever ces défis et tirer parti des opportunités identifiées, l'OIM travaille en étroite collaboration avec les partenaires gouvernementaux pour mettre en œuvre des activités visant à réduire les pressions économiques sur les communautés à risque à travers l'Egypte, la Libye et la Tunisie, en améliorant la gestion des migrations, en offrant des services de soutien aux migrants et en renforçant les capacités des organisations gouvernementales concernées afin de leur permettre en outre d'anticiper et de résoudre les nouvelles tendances migratoires. La réunion inter-états de deux jours a été la première d'une série de dialogues multilatéraux devant être menées dans le cadre du programme START. La première session avait pour but de faire progresser le dialogue sur les défis communs de la gouvernance des migrations dans chacun des pays de la région ainsi que de renforcer la coopération entre la Libye, la Tunisie et l'Egypte dans le développement de stratégies et d'actions complémentaires pour faire face à ces défis. START est un programme de trois ans qui a reçu 9,9 millions d'euros de financement de l'Union européenne et est mis en œuvre par l'OIM, en coopération avec les gouvernements de l'Egypte, la Tunisie et la Libye.
